<section id="H455D313E25D84A9EAEC1E351409513C9" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Trauma Outreach, Understanding, and Resiliency through Spirituality Act</short-title></quote> or the <quote><short-title>TOURS Act</short-title></quote>.</text></section> 
<section id="H7339ED001CF947F6A1DEF2570EAFD135"><enum>2.</enum><header>National Veteran Suicide Prevention Annual Report: codification; annual briefing</header><text display-inline="no-display-inline">Section 1720F of title 38, United States Code, is amended—</text> <paragraph id="H17E9A37194EB4F92835191157587B310"><enum>(1)</enum><text>by redesignating subsection (l) as subsection (m); and</text></paragraph> 
<paragraph id="H4C228EBF64DA41299F22575E9C790E64"><enum>(2)</enum><text>by inserting, after subsection (k), the following new subsection (l):</text> <quoted-block style="USC" id="H99035483ED5F4F69AF551E8513A0772F" display-inline="no-display-inline"> <subsection id="HEBC97CB5D47F43528CB20DC5D0FDF099"><enum>(l)</enum><header>Annual report; briefing</header> <paragraph id="H7690363F41934457AFA118B1600A6FE3" display-inline="yes-display-inline"><enum>(1)</enum><text>The Secretary, acting through the Office of Mental Health and Suicide Prevention of the Department, shall produce an annual report on suicide prevention.</text></paragraph> 
<paragraph id="H6F45AD86E8454479B18A2E4A3E3BCE75" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The Secretary shall submit each such report to the Committees on Veterans’ Affairs of the Senate and House of Representatives.</text></paragraph> <paragraph id="H822E67B11989472688574A6C11FA5805" indent="up1"><enum>(3)</enum><text>The Secretary shall provide an annual briefing on the most recent such report to the Committees on Veterans’ Affairs of the Senate and House of Representatives.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="HE51F28412AAD4C979395D7683F76685D"><enum>3.</enum><header>Effect of Chaplain Service of the Department of Veterans Affairs on risk of suicide by veterans: study; report</header> 
<subsection id="HA59153BD32814FAFAEFB509694366957" display-inline="no-display-inline"><enum>(a)</enum><header>Study required</header><text>Not later than January 1, 2027, the Secretary of Veterans Affairs shall conduct a two-year study on the relationship between—</text> <paragraph id="HB1E7CB2CD84F4F5FBBC9792844C13C3E"><enum>(1)</enum><text>veterans’ engagement with the Chaplain Service and other faith-based programs of the Department; and</text></paragraph> 
<paragraph id="H9646B02DF5F24B62AA8E0B40350F3569"><enum>(2)</enum><text>the risk of suicide among veterans.</text></paragraph></subsection> <subsection id="HD6658B26D9324FE3A873D106B19EAAD3"><enum>(b)</enum><header>Scope</header><text>In carrying out the study under this section, the Secretary shall—</text> 
<paragraph id="HA758370866C84CC8A1326DEB9050F59E"><enum>(1)</enum><text>identify and define measurable categories of such engagement, including group activities, outreach events, and non-confidential interactions;</text></paragraph> <paragraph id="H85B3501BE65746538D08566A800D68E1"><enum>(2)</enum><text>track veterans’ use of mental health services that involve chaplains;</text></paragraph> 
<paragraph id="H10A7EBF172EC4D52A1954E3A5853C88E"><enum>(3)</enum><text display-inline="yes-display-inline">track veterans’ use of faith-based programs of the Department;</text></paragraph> <paragraph id="H4951CBB58A974B09B506AD79068C556B"><enum>(4)</enum><text display-inline="yes-display-inline">collect and analyze data on such engagement across facilities of the Department;</text></paragraph> 
<paragraph id="HE2F0CA16C00B4FFA8A076BE3203DE4DD"><enum>(5)</enum><text>assess correlations, if any, between such engagement and mental health outcomes, including suicide-related behaviors; and</text></paragraph> <paragraph id="H303C4ACB98404966B93509DC2B7D28C4"><enum>(6)</enum><text>identify best practices and programs that demonstrate positive outcomes.</text></paragraph></subsection> 
<subsection id="H806334A906304B698D3CDB9D244D9C91"><enum>(c)</enum><header>Limitations</header><text>In carrying out the study, the Secretary shall ensure that—</text> <paragraph id="HA7B3369FB9F5473EA258E8C3149D29A5"><enum>(1)</enum><text>veterans are informed of such data collection;</text></paragraph> 
<paragraph id="HBC909345672B4B569AFA71DC1FE2CBA1"><enum>(2)</enum><text>no data is collected or reported that would compromise the confidentiality of medical records or protected religious communications; and</text></paragraph> <paragraph id="H94AD1A2B4FD743F18AD03E601C1B755E"><enum>(3)</enum><text>use of chaplaincy services remains voluntary.</text></paragraph></subsection> 
<subsection id="HF51107185A594D52953A1ACE5D6A9791" display-inline="no-display-inline"><enum>(d)</enum><header>Reports</header><text display-inline="yes-display-inline">The Secretary shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a report regarding such study not later than 90 days after the end of each year of the study. Elements of each such report include the following:</text> <paragraph id="H714CBF01AC3E4D67A99A36E84F9984BF"><enum>(1)</enum><text>A summary of data collected.</text></paragraph> 
<paragraph id="H2C6150E73110459E9544762454B81417"><enum>(2)</enum><text>An analysis of trends and outcomes.</text></paragraph> <paragraph id="HBEAB8D5480BB4E9DBFAA9F844FAD8EFE"><enum>(3)</enum><text>A list of programs that the Secretary determines have a measurable effect on the risk of suicide.</text></paragraph> 
<paragraph id="H2F6E28AD91664AD2AEF1098B8463DD37"><enum>(4)</enum><text>Recommendations of the Secretary regarding how to improve data collection regarding, and resource allocation for, suicide prevention.</text></paragraph></subsection></section> </legis-body></bill>
