              Committee on Oversight and Government Reform

                                 A BILL


 
   To prohibit the finalization, implementation, or enforcement of a 
  proposed rule with respect to Federal financial assistance, and for 
                            other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Protect Local Funding Act''.

SEC. 2. PROHIBITION AGAINST FINALIZING, IMPLEMENTING, OR ENFORCING A 
              PROPOSED RULE WITH RESPECT TO FEDERAL FINANCIAL 
              ASSISTANCE.

    The Director of the Office of Management and Budget, and the head 
of any other Federal agency, may not finalize, implement, or enforce 
the proposed rule titled ``Regulation for Federal Financial 
Assistance'' published in the Federal Register on May 29, 2026, (91 
Fed. Reg. 32198), or any substantially similar rule.
