<section id="H48E748B71D2249F5BA3289C5F4EB7DC7" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No 9/11 Family Left Behind Act of 2026</short-title></quote>.</text></section> 
<section id="H3D040D20CEF447CF9117A086A6581123"><enum>2.</enum><header>Additional lump sum catch up payment for certain eligible parties</header><text display-inline="no-display-inline">Section 404(d)(4) of the Justice for United States Victims of State Sponsored Terrorism Act (<external-xref legal-doc="usc" parsable-cite="usc/34/20144">34 U.S.C. 20144(d)(4)</external-xref>) is amended by adding at the end the following:</text> <quoted-block style="OLC" id="H900035D41DD24D0AA2382E7A4FF6461F" display-inline="no-display-inline"> <subparagraph id="HE494F234090F4E419196C7318666A968"><enum>(E)</enum><header>Lump sum catch up payment for certain eligible claimants</header> <clause id="HDCD0CF242F4C4482A6F37959D56897D2"><enum>(i)</enum><header>Notification procedures</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of the Justice for United States Victims of State Sponsored Terrorism Act of 2026, the Special Master shall notify any eligible claimant on—</text> 
<subclause id="H4C5BF23567BA4C148DDE1958ED08EC90"><enum>(I)</enum><text>their eligibility for an additional payment under this subparagraph; and</text></subclause> <subclause id="H4574363E542644169ADCF4803C053639"><enum>(II)</enum><text>the process by which they may make a claim under this subparagraph.</text></subclause></clause> 
<clause id="HE2B8037B233142E7B42FCF2CB381E11B"><enum>(ii)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding subsection (c)(3) or subparagraph (C)(i), the Special Master shall authorize additional payments to eligible claimants in the amount equal to 5.8573 percent of any judgement described in subsection (c)(2)(A).</text></clause> <clause id="H4A5604D86FAB4B51A91734113C4D3D51"><enum>(iii)</enum><header>Time requirement</header><text>Additional payments under clause (i) shall be made not later than 90 days after the date on which the Special Master receives information demonstrating that an individual is an eligible claimant.</text></clause> 
<clause id="H2299BC517BCE4B49BA688815FF2C3556"><enum>(iv)</enum><header>Appropriations</header><text display-inline="yes-display-inline">There is appropriated, out of any amounts in the Treasury not otherwise appropriated, such sums as may be necessary to make the additional payment under clause (i).</text></clause> <clause id="H01A2D19A96A0446FB386BCF1531F8C4D"><enum>(v)</enum><header>Eligible claimant defined</header><text>In this subparagraph, the term <quote>eligible claimant</quote> means an individual—</text> 
<subclause id="H182196DCBD0A4D0987C66609BA5EEC3F"><enum>(I)</enum><text display-inline="yes-display-inline">who has not received payment pursuant to subparagraph (C)(i);</text></subclause> <subclause id="H1C4E24D3C6CB4EB8B85B9CF56AC1A1B8"><enum>(II)</enum><text>meets the criteria set forth in subsection (c)(1)(A);</text></subclause> 
<subclause id="H4230A0D9CA35427BAAD06098F15BF95C"><enum>(III)</enum><text>has a claim that meets the criteria described in subsection (c)(2)(A); and</text></subclause> <subclause id="H5EAE107298D04D799079822B67506AE7"><enum>(IV)</enum><text>has been determined to be—</text> 
<item id="HD85ECF41BCFC476F8EB1CC7B60621178"><enum>(aa)</enum><text>an eligible claimant under section 405(c)(2) of the Air Transportation Safety and System Stabilization Act; or</text></item> <item id="H0842106B63BD48BFBEEC699DD537F64B"><enum>(bb)</enum><text display-inline="yes-display-inline">a spouse or dependent for the purposes of section 104.44 of title 28, Code of Federal Regulations, or any successor thereto.</text></item></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section>
