<section id="HF271B8AAC0AF4A27856AB833EB2ACE5C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Promoting Responsive Inclusion and Diverse Engagement Act of 2026</short-title></quote> or the <quote><short-title>PRIDE Act of 2026</short-title></quote>.</text></section> <section id="H6442051088C54965A874D27C2D04F78A"><enum>2.</enum><header>Expanding the Offices of Minority and Women Inclusion to encompass LGBTQI+ inclusion</header> <subsection id="H8006D38E90E94D50BDBB14222121B3A0"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 342 of the Dodd-Frank Wall Street Reform and Consumer Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/12/5452">12 U.S.C. 5452</external-xref>) is amended—</text> 
<paragraph id="HDFFD8FDC467F4D768E838B5FD953EE0F"><enum>(1)</enum><text display-inline="yes-display-inline">in the heading, by striking <quote><header-in-text level="section" style="OLC">AND WOMEN</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">, WOMEN, AND LGBTQI+</header-in-text></quote>;</text></paragraph> <paragraph id="HE357EA83A7F444349A4F5263C0E13732"><enum>(2)</enum><text>by striking <quote>Office of Minority and Women Inclusion</quote> each place such term appears in heading or text and inserting <quote>Office of Minority, Women, and LGBTQI+ Inclusion</quote>;</text></paragraph> 
<paragraph id="H14C60639638A43BC88DA83C48D6DFB4A"><enum>(3)</enum><text display-inline="yes-display-inline">by striking <quote>and women-owned</quote> each place such term appears and inserting <quote>, women-owned, and LGBTQI+-owned</quote>;</text></paragraph> <paragraph id="HF6AC0E7D3628423CBE264178E39B38F7"><enum>(4)</enum><text>in subsection (b)(2)(A), by striking <quote>and gender</quote> and inserting <quote>gender, gender identity, and sexual orientation</quote>;</text></paragraph> 
<paragraph id="H6D0AD2E7642142D78A59CB59F3A63110"><enum>(5)</enum><text>in subsection (c)—</text> <subparagraph id="H661494546ABD4981A4CFE9D0C790B91B"><enum>(A)</enum><text>in paragraph (1), by inserting <quote>LGBTQI+ individuals,</quote> after <quote>women,</quote>;</text></subparagraph> 
<subparagraph id="H19C014AE35C14B17B764FC6108C05642"><enum>(B)</enum><text>in paragraph (2), by striking <quote>and minorities</quote> and inserting <quote>, minorities, and LGBTQI+ individuals</quote>; and</text></subparagraph> <subparagraph id="HA59D070DBE8942A589B13DD2C91D6A11"><enum>(C)</enum><text>in paragraph (3)(A), by striking <quote>and women</quote> and inserting <quote>, women, and LGBTQI+ individuals</quote>;</text></subparagraph></paragraph> 
<paragraph id="HA61D0EF177CB48798A9B5FA93BE62E30"><enum>(6)</enum><text>in subsection (e)—</text> <subparagraph id="HA63E0286B6D043EC893D73615C5D0C81"><enum>(A)</enum><text>in paragraph (3), by striking <quote>and women</quote> and inserting <quote>, women, and LGBTQI+</quote>; and</text></subparagraph> 
<subparagraph id="HA29F25ADE6EC44A1B7CD02CE2F407078"><enum>(B)</enum><text>in paragraph (4), by striking <quote>and women</quote> and inserting <quote>, women, and LGBTQI+</quote>;</text></subparagraph></paragraph> <paragraph id="H973ACFEDCDB342128D0BA8E4B1D1222C"><enum>(7)</enum><text>in subsection (f), by striking <quote>and women</quote> each place such term appears and inserting <quote>, women, and LGBTQI+ individuals</quote>; and</text></paragraph> 
<paragraph id="HC503D7655F0D468B9DBD96BBA5516000"><enum>(8)</enum><text>in subsection (g), by adding at the end the following:</text> <quoted-block style="OLC" id="H7E76291164C7409D8CBD8929BC241198" display-inline="no-display-inline"> <paragraph id="HC892319A2717494BA1D408570FD29C08"><enum>(7)</enum><header>LGBTQI+</header><text display-inline="yes-display-inline">The term <quote>LGBTQI+</quote> means lesbian, gay, bisexual, transgender, queer, or intersex.</text></paragraph> 
<paragraph id="H5C2DC1CF506D4C8C98C25CA2C2660AF6"><enum>(8)</enum><header>LGBTQI+-owned business</header><text display-inline="yes-display-inline">The term <quote>LGBTQI+-owned business</quote> means a business—</text> <subparagraph id="HB300F644C4C74A5783CDF3AC4C46B48F"><enum>(A)</enum><text>more than 50 percent of the ownership or control of which is held by 1 or more LGBTQI+ individuals; and</text></subparagraph> 
<subparagraph id="HE586B349BC1F491A872BF0FAC2267CB1"><enum>(B)</enum><text>more than 50 percent of the net profit or loss of which accrues to 1 or more LGBTQI+ individuals.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="HD0BE2E56592E41BBA102E7E93AE94DCD"><enum>(b)</enum><header>Conforming amendments</header> <paragraph id="H83FE089C2318461DB725B357E49A7E8F"><enum>(1)</enum><header>Dodd-Frank Wall Street Reform and Consumer Protection Act</header><text>The Dodd-Frank Wall Street Reform and Consumer Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/12/5301">12 U.S.C. 5301 et seq.</external-xref>) is amended—</text> 
<subparagraph id="H14ADAA73B8584F60A69E28B702D53A13"><enum>(A)</enum><text display-inline="yes-display-inline">in the table of contents in section 1(b), in the item relating to section 342, by striking <quote>AND WOMEN</quote> and inserting <quote>, WOMEN, AND LGBTQI+</quote>; and</text></subparagraph> <subparagraph id="H87F29FB90C244FEF8F006A6CDE5A9DC4"><enum>(B)</enum><text display-inline="yes-display-inline">in section 1016(c)(9), by striking <quote>Office of Minority and Women Inclusion</quote> and inserting <quote>Office of Minority, Women, and LGBTQI+ Inclusion</quote>.</text></subparagraph></paragraph> 
<paragraph id="H6E46F869F3FA4C21AF2E5DA6E61FB194"><enum>(2)</enum><header>Housing and Community Development Act of 1992</header><text display-inline="yes-display-inline">Section 1319A of the Housing and Community Development Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/12/4520">12 U.S.C. 4520</external-xref>) is amended—</text> <subparagraph id="HD5A61FF3A8BE44FF81C9EE968B543CF8"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>Office of Minority and Women Inclusion</quote> each place such term appears in heading or text and inserting <quote>Office of Minority, Women, and LGBTQI+ Inclusion</quote>;</text></subparagraph> 
<subparagraph id="H03BAE5BEF9DE48A992C936E8941CBE0B"><enum>(B)</enum><text>in subsection (b), by striking <quote>and women, and minority- and women-owned</quote> and inserting <quote>, women, and LGBTQI+ individuals, and minority-, women-, and LGBTQI+-owned</quote>;</text></subparagraph> <subparagraph id="HDDBF500EBD2140388153CB0A7324D283"><enum>(C)</enum><text>in subsection (e), by striking <quote>and women and businesses owned by minorities and women</quote> and inserting <quote>, women, and LGBTQI+ individuals and businesses owned by minorities, women, and LGBTQI+ individuals</quote>; and</text></subparagraph> 
<subparagraph id="H51139FB87DE74A85B50FC05046276874"><enum>(D)</enum><text>in subsection (f)—</text> <clause id="H9F11BAA66D274D3B95A2CD9B5B36D94E"><enum>(i)</enum><text>in paragraph (2), by striking <quote>and people of color</quote> and inserting <quote>, people of color, and LGBTQI+ individuals</quote>; and</text></clause> 
<clause id="HA2D54F123D1041F18CB69DFA5EC68F5F"><enum>(ii)</enum><text>in paragraph (3), by striking <quote>and women to place talented young minorities and women</quote> and inserting <quote>, women, and LGBTQI+ individuals to place talented young minorities, women, and LGBTQI+ individuals</quote>.</text></clause></subparagraph></paragraph></subsection> <subsection id="H2EC282F6D1764135825527C50662A424"><enum>(c)</enum><header>Technical correction</header><text display-inline="yes-display-inline">Effective on the date of enactment of the Federal Housing Finance Regulatory Reform Act of 2008, section 1161(a) of such Act is amended by striking paragraph (2).</text></subsection></section>
