<section id="HE976B9AE281E4822BDA0BC09ACD467E4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Extreme Heat Congressional Advisory Commission Act</short-title></quote>.</text></section> <section id="H23A45B368F14480284A73BAAEDD9CC6F"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H221474BA76AD408486CF7CCC8EB7C38C"><enum>(1)</enum><text display-inline="yes-display-inline">Extreme heat is one of the leading weather-related causes of death globally, and the number of people exposed to extreme heat continues to grow as global temperatures rise.</text></paragraph> <paragraph id="HAD5B5B1AAA2C4B71B16CFFB41D164F8F"><enum>(2)</enum><text>Since publication of the National Heat Strategy for 2024–2030 in August of 2024, no focused Federal assessment of the national and global risks, impacts, and strategies for adaptation and mitigation of extreme heat has been undertaken.</text></paragraph> 
<paragraph id="H46E29398AA934F8B9904FFA9B071BA7A"><enum>(3)</enum><text>The complex threats posed by extreme heat have become a matter of national security for nations around the world, impacting military readiness, the economy, food security, public health and safety, and much more.</text></paragraph> <paragraph id="HF262345884DE4F98A2A2A4461F5D1748"><enum>(4)</enum><text>A lack of data and coordinated strategies between nations and across levels of government has left communities vulnerable to extreme heat.</text></paragraph> 
<paragraph id="HD23328186586467686302445B0241641"><enum>(5)</enum><text display-inline="yes-display-inline">Greater collaboration between governments and enhanced understanding of the global dimensions of extreme heat are important to combat risks posed by extreme heat and heat-related extreme weather events.</text></paragraph> <paragraph id="H134A5C9EFBCB43D881029BA82D5BA66B"><enum>(6)</enum><text>A Federal commission should be established to conduct a comprehensive study of the national and global security challenges posed by extreme heat and develop coordinated and comprehensive plans of action on extreme heat that will seek to dramatically reduce heat related illnesses and deaths globally over the following decade and provide actionable solutions for the purposes of mitigating and adapting to extreme heat and heat-related extreme weather events.</text></paragraph></section> 
<section id="H5C38058FB49A432CA5F13C10C656BF23"><enum>3.</enum><header>National Advisory Commission on Extreme Heat and Global Security</header> 
<subsection id="H040A865C6A9F4B07B80FB71376E24B30"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established in the legislative branch a commission to be known as the <quote>National Advisory Commission on Extreme Heat and Global Security</quote>.</text> </subsection> <subsection id="HDC70B3358D62407A864F362261930698"><enum>(b)</enum><header>Duties of the Commission</header> <paragraph id="H6B3033A062364985A2DAC9BDDDF3E2D2"><enum>(1)</enum><header>Study</header> <subparagraph id="HDFD9E2E97BF24DEB8073CFCEF24131BB"><enum>(A)</enum><header>In general</header><text>The Commission shall conduct a five-year study of the global dimensions of extreme heat and heat-related extreme weather events.</text></subparagraph> 
<subparagraph id="HE104E0AC023F4029BEAA68CFAE679300"><enum>(B)</enum><header>Inclusions</header><text>In conducting the study under this paragraph, the Commission shall—</text> <clause id="H564DA4B298E54DB296EE747FEDCDD2F4"><enum>(i)</enum><text display-inline="yes-display-inline">evaluate the global risks posed by extreme heat and heat-related extreme weather events to national security;</text></clause> 
<clause id="H33207C4AC264477C8E57C3E70444792A"><enum>(ii)</enum><text display-inline="yes-display-inline">track the measurable health and socioeconomic impacts of extreme heat and heat-related extreme weather events;</text></clause> <clause id="HAB714FC7549348E7BAC14BB3B510D659"><enum>(iii)</enum><text display-inline="yes-display-inline">evaluate the visibility and understanding of extreme heat and heat-related extreme weather events across communities;</text></clause> 
<clause id="H6E04BC09CEA849248C520E7E491DCFC0"><enum>(iv)</enum><text display-inline="yes-display-inline">review existing policies in place across the United States, in other countries, and at international organizations that aim to protect against the effects of extreme heat and heat-related extreme weather events;</text></clause> <clause id="H3A6A0CCB286246DEA5031368CF37B28B"><enum>(v)</enum><text display-inline="yes-display-inline">conduct regional tours, online listening sessions, and focus groups; and</text></clause> 
<clause id="H4BF63638C6D24DF29794E0BB8202D650"><enum>(vi)</enum><text display-inline="yes-display-inline">conduct regular outreach and consultation with Congress and Federal agencies, as well as relevant international, State, Tribal, and local governments, as determined necessary by the Commission.</text></clause></subparagraph> <subparagraph id="HC512C065F05142DDBCA8AC7754ACFBA1"><enum>(C)</enum><header>Commencement</header><text>The Commission shall commence the study under this paragraph not later than 30 days after the Commission’s initial meeting.</text></subparagraph></paragraph> 
<paragraph id="H64997E0DCE0F4FA9A5115AF8179A922A"><enum>(2)</enum><header>Short-term plan; initial report</header> 
<subparagraph id="HA55640C788264B33846C784B0D508973"><enum>(A)</enum><header>Short-term plan of action</header><text>The Commission shall, taking into account the interim results of the study conducted under paragraph (1), develop a short-term plan of action to mitigate and adapt to extreme heat and heat-related extreme weather events that—</text> <clause id="H4443E47EBE864C3A88C42AC8417B46DB"><enum>(i)</enum><text display-inline="yes-display-inline">identifies key actions or policies that best strengthen global preparedness, response, and resilience to extreme heat and heat-related extreme weather events;</text></clause> 
<clause id="H5CF5A4A2483D4286A314C282840B6F66" commented="no"><enum>(ii)</enum><text display-inline="yes-display-inline">identifies key actions or policies that result in the global reduction of heat-related illnesses and deaths;</text></clause> <clause id="HF8142D05FB234238A20D014866367FF0" commented="no"><enum>(iii)</enum><text display-inline="yes-display-inline">identifies key actions or policies that best address global challenges to mitigate and adapt to extreme heat and heat-related extreme weather events;</text></clause> 
<clause id="H787FE9007F0E4851888FB58F80A6E931" commented="no"><enum>(iv)</enum><text display-inline="yes-display-inline">provides policy recommendations on how communities, within the United States and around the world, can protect themselves from extreme heat and heat-related extreme weather events;</text></clause> <clause id="H09861AC3F16740549E27B35B237E22AA" commented="no"><enum>(v)</enum><text>provides policy recommendations for changes to existing Federal policies to better strengthen national and global preparedness, response, and resilience to extreme heat and heat-related extreme weather events; and</text></clause> 
<clause id="H492B21D977DD4F70889025C845B9DB69"><enum>(vi)</enum><text display-inline="yes-display-inline">includes guidelines on how to implement the key actions and policies identified, and policy recommendations provided, under clauses (i) through (v), prioritizing implementation of actions, policies, and recommendations that can be implemented within a year.</text></clause></subparagraph> <subparagraph id="H860BADC8CD834E39A948AFC64881CD2E"><enum>(B)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than one year after the Commission commences the study under paragraph (1), the Commission shall submit to Congress, the President, and Federal agencies the Commission determines appropriate a report detailing—</text> 
<clause id="H12C7982E153A4FFD9CA88C886AFFE365"><enum>(i)</enum><text>the interim results of the study conducted under paragraph (1); and</text></clause> <clause id="HD6663F1083D647F193CEE2655208723F"><enum>(ii)</enum><text>the short-term plan of action developed under subparagraph (A) of this paragraph.</text></clause></subparagraph></paragraph> 
<paragraph id="H48AA483938CB4B23B71E6F91665ED77B"><enum>(3)</enum><header>Long-term plan; interim report</header> 
<subparagraph id="HE81222D49F5C4DAA888D9CC457EDC866" display-inline="no-display-inline"><enum>(A)</enum><header>Long-term plan of action</header><text display-inline="yes-display-inline">The Commission shall, taking into account the results of the study conducted under paragraph (1), develop a long-term plan of action to mitigate and adapt to extreme heat and heat-related extreme weather events that—</text> <clause id="HE5703F7E95AE43EE82FC1F8668BAAA27"><enum>(i)</enum><text display-inline="yes-display-inline">identifies key actions or policies that best strengthen global preparedness, response, and resilience to extreme heat and heat-related extreme weather events;</text></clause> 
<clause id="HDFF7135A646A4685BBB54E956CB856D7" commented="no"><enum>(ii)</enum><text display-inline="yes-display-inline">identifies key actions or policies that result in the global reduction of heat-related illnesses and deaths;</text></clause> <clause id="H6E6B333DD36A404A9CE1EDC9A9ACE62D" commented="no"><enum>(iii)</enum><text display-inline="yes-display-inline">identifies key actions or policies that best address global challenges to mitigate and adapt to extreme heat and heat-related extreme weather events;</text></clause> 
<clause id="H67F11938994B4882910814FC2E369DFD" commented="no"><enum>(iv)</enum><text display-inline="yes-display-inline">provides policy recommendations on how communities, within the United States and around the world, can protect themselves from extreme heat and heat-related extreme weather events;</text></clause> <clause id="HB39ACEE96C9643DAAE1557F594ADF384" commented="no"><enum>(v)</enum><text>provides policy recommendations for changes to existing Federal policies to better strengthen national and global preparedness, response, and resilience to extreme heat and heat-related extreme weather events; and</text></clause> 
<clause id="H24B51BEB7E2648FE8DE2A0E8F9DD6E88" commented="no"><enum>(vi)</enum><text display-inline="yes-display-inline">includes guidelines on how to implement the key actions and policies identified, and policy recommendations provided, under clauses (i) through (v), prioritizing actions, policies, and recommendations that the Commission determines should be implemented over the long-term.</text></clause></subparagraph> <subparagraph id="H38E4C4AE48EA419594D41013E7542BFE" commented="no"><enum>(B)</enum><header>Interim Report</header><text display-inline="yes-display-inline">Not later than 4 years after the date the report under paragraph (2)(B) is submitted to Congress, the Commission shall submit to Congress, the President, and Federal agencies the Commission determines appropriate a report detailing—</text> 
<clause id="H80B0D120B2AD4211BCBE21247FA1589B" commented="no"><enum>(i)</enum><text>the results of the study conducted under paragraph (1); and</text></clause> <clause id="HD42C42F8244E489AA8B96DE7EBA48392" commented="no"><enum>(ii)</enum><text>the long-term plan of action developed under subparagraph (A) of this paragraph.</text></clause></subparagraph></paragraph> 
<paragraph id="H805D7461AD6A4F68937751CCCD54B8AA"><enum>(4)</enum><header>Final report</header><text display-inline="yes-display-inline">Not later than 10 years after the Commission commences the study under paragraph (1), the Commission shall submit to Congress, the President, and Federal agencies the Commission determines appropriate, a report containing—</text> <subparagraph id="H814C55F7F9DA4E4DA2814386C6545D2B" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">the conclusions of the Commission on the effectiveness of the short-term and long-term plans of action developed under this section, including the recommendations contained therein;</text></subparagraph> 
<subparagraph id="H6D038AD232A745208E7462AC8B312F42"><enum>(B)</enum><text display-inline="yes-display-inline">potential legislative language to implement or codify recommendations developed by the Commission; and</text></subparagraph> <subparagraph id="H6BF772AC069E4B9DA2D0316509ED5B29" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">a recommendation on whether the Commission should be extended by Congress and its mission continued.</text></subparagraph></paragraph> 
<paragraph id="H36B9B2AF5EFD47BDAD2E856F1CA93F3B"><enum>(5)</enum><header>Availability</header><text display-inline="yes-display-inline">The Commission shall make the study and each report required under this subsection publicly available.</text></paragraph> <paragraph id="H487FF1491109468284F2FEEF0D54B3AF" commented="no"><enum>(6)</enum><header>Action</header><text>Not later than 1 year after the final report is submitted to Congress under paragraph (4), Congress shall hold a hearing on the recommendations of the initial report submitted under paragraph (2), the interim report submitted under paragraph (3), and the final report submitted under paragraph (4).</text> </paragraph></subsection> 
<subsection id="H4F042508915C432C8135DA3FB1B1945D"><enum>(c)</enum><header>Membership and meetings</header> 
<paragraph id="H05905A6C4DF4487F815AB74E27BE64D3"><enum>(1)</enum><header>Number and appointment</header><text>The Commission shall be composed of 22 members as follows:</text> <subparagraph id="HCA8B58D30FEC44D1B68A05BA89646AFF"><enum>(A)</enum><text>4 members appointed by the House majority leader.</text></subparagraph> 
<subparagraph id="H594F183B4A0342F18EB3A6DB7188E7F8"><enum>(B)</enum><text>4 members appointed by House minority leader.</text></subparagraph> <subparagraph id="HD088C965DE1A42DC8EB116D8BF45AAA5"><enum>(C)</enum><text display-inline="yes-display-inline">4 members appointed by Senate majority leader.</text></subparagraph> 
<subparagraph id="HC8FB911FA22B4C0BA032F4BC0EB8B23F"><enum>(D)</enum><text display-inline="yes-display-inline">4 members appointed by Senate minority leader.</text></subparagraph> <subparagraph id="H582F3E433885431FA39EAAD07B356D8C"><enum>(E)</enum><text>6 members appointed by the President.</text></subparagraph></paragraph> 
<paragraph id="H11494780AC1E47F1BEDE70736ACDE1E0"><enum>(2)</enum><header>Deadline</header><text>Each member shall be appointed not later than 60 days after the date of enactment of this Act.</text></paragraph> <paragraph id="H721F593D806F4EAFADD36F111280BABA"><enum>(3)</enum><header>Qualifications</header><text display-inline="yes-display-inline">The members of the Commission shall consist of individuals, or representative of institutions or entities, who—</text> 
<subparagraph id="H3C98B1DEFBEB4C40843B73612C86429F"><enum>(A)</enum><text>possess expertise in—</text> <clause id="HAE9F82652B8846FFB6E0F706BA038831"><enum>(i)</enum><text>public health or medical services;</text></clause> 
<clause id="H7ABB4E95DE104AFE8EAFE8CAE432AAC7"><enum>(ii)</enum><text>engineering, data sciences, environmental sciences, meteorology, or other earth system sciences;</text></clause> <clause id="H220E91D2855A4C71B625BF5FA5627B50"><enum>(iii)</enum><text>media and communications;</text></clause> 
<clause id="H15F35A622FC049EA8E87C63374E453BF"><enum>(iv)</enum><text>disaster management;</text></clause> <clause id="H4B83C96ECA304963BBD1E58CCD1D3091"><enum>(v)</enum><text>economics or other social sciences;</text></clause> 
<clause id="HA1C0976469D041BDA9444710FD475C37"><enum>(vi)</enum><text>urban or rural design;</text></clause> <clause id="H4F5B2C8D363C46B79B519BE57DC2DDE2"><enum>(vii)</enum><text>international relations; or</text></clause> 
<clause id="HB456E0AAFE594D6B8A3516D812E1D878"><enum>(viii)</enum><text>national security;</text></clause></subparagraph> <subparagraph id="H922ACABC9A624FF1BE8773ECBA86CFC4"><enum>(B)</enum><text>have demonstrated experience in working on heat-related issues or extreme weather; or</text> </subparagraph> 
<subparagraph id="H438D64DB6E604C1A94CB6018E525DE96"><enum>(C)</enum><text>represent the interests and needs of a wide variety of geographic areas and demographic groups.</text></subparagraph> </paragraph> <paragraph id="HCDCF77FB25AB4D58B5551207FA250B29"><enum>(4)</enum><header>Political affiliation</header><text display-inline="yes-display-inline">Not more than 13 members appointed to the Commission may be of the same political party.</text> </paragraph> 
<paragraph id="HC1839BB94B984DF3B056052B71F52144"><enum>(5)</enum><header>Chairperson</header><text display-inline="yes-display-inline">A Chairperson, or Co-Chairpersons, of the Commission shall be elected by the members of the Commission at the initial meeting of the Commission.</text></paragraph> <paragraph id="H8F77257439524467AC699E79847F6346"><enum>(6)</enum><header>Quorum</header><text>A majority of the members of the Commission shall constitute a quorum.</text></paragraph> 
<paragraph id="H0CB9E0F7E9D84EEC85357F429B457E7F"><enum>(7)</enum><header>Meetings</header><text>The Commission shall—</text> <subparagraph id="H3824BCB6552B4766BBA4B9F2C0874C14"><enum>(A)</enum><text>meet initially not later than the earlier of 3 months after the date of enactment of this Act or 40 days after the date on which a majority of the members are appointed; and</text></subparagraph> 
<subparagraph id="H324F0886CEB54CF2856D9AE56BC0A804"><enum>(B)</enum><text>meet regularly thereafter at the call of the Chairperson, the Co-Chairpersons, or a majority of its members.</text></subparagraph></paragraph> </subsection> <subsection id="H4B9D45B2D8E84A879788786F92768CE5"><enum>(d)</enum><header>Administration and powers of Commission</header> <paragraph id="H61C9AEA52D85438C966FDA7763C65D90"><enum>(1)</enum><header>Hearings</header><text display-inline="yes-display-inline">The Commission shall hold hearings (including field hearings), at least one of which shall be a public hearing, for the purpose of carrying out this Act.</text></paragraph> 
<paragraph id="H80DA502F409140549694DAB1508ED6A4"><enum>(2)</enum><header>Obtaining official data</header><text>The Commission may secure directly from any department or agency of the United States information necessary to enable the Commission to carry out this Act.</text> </paragraph> <paragraph id="HCED298C0C6F7482B941F69E9C16706A3"><enum>(3)</enum><header>Administrative support services</header><text>Upon the request of the Commission, the Administrator of General Services shall provide to the Commission, on a reimbursable basis, the administrative support services necessary for the Commission to carry out its responsibilities under this Act.</text></paragraph> 
<paragraph id="H65E743F382C44D75BEA8C0FBC590CD53"><enum>(4)</enum><header>Director</header><text display-inline="yes-display-inline">To the extent amount are provided in advance in appropriations Act for such purpose, the Commission may have a Director who shall be appointed by the Commission.</text></paragraph> <paragraph id="HCA79B47DA151434DB6FC0E991D9DBC2C" commented="no"><enum>(5)</enum><header>Experts and consultants</header><text display-inline="yes-display-inline">The Commission may procure temporary and intermittent services under section 3109(b) of title 5, United States Code.</text> </paragraph> 
<paragraph id="H91D0AF0066744AB7913E66C46F18E3F8"><enum>(6)</enum><header>Gifts</header><text display-inline="yes-display-inline">The Commission may accept and use gifts, donations, and volunteer services to assist the Commission in carrying out the duties of the Commission.</text></paragraph> <paragraph id="HCDD529891BC34B91B5501FC66C834E52"><enum>(7)</enum><header>Travel expenses</header><text display-inline="yes-display-inline">Each member shall receive travel expenses, including per diem in lieu of subsistence, in accordance with applicable provisions under subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code.</text></paragraph> </subsection> 
<subsection id="H8E35A65C4D9743BAB1431F597A7A8C4B"><enum>(e)</enum><header>Termination</header><text>The Commission shall terminate 60 days after submitting its final report pursuant to subsection (b).</text></subsection> <subsection id="H2421717533E24000A2523EFEB814F481"><enum>(f)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section, the term <term>Commission</term> means the National Advisory Commission on Extreme Heat and Global Security established under subsection (a).</text></subsection></section>
