<section id="H3BCE5CDDCE4149CC93BA2E9DD5938391" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>High-risk Alert Improvement for Locating Endangered Youth Act of 2026</short-title></quote> or the <quote><short-title>HAILEY Act of 2026</short-title></quote>.</text></section> <section id="HB4DFF66D812B4B7099BE2B630AF8E9B5"><enum>2.</enum><header>Minimum standards for issuance and dissemination of alerts through AMBER Alert communications network</header><text display-inline="no-display-inline">Section 302(a) of the PROTECT Act (<external-xref legal-doc="usc" parsable-cite="usc/34/20502">34 U.S.C. 20502(a)</external-xref>) is amended—</text> 
<paragraph id="H35082239E98349DC998AF04E4A87A388"><enum>(1)</enum><text>in paragraph (1), by striking <quote>and</quote>;</text></paragraph> <paragraph id="H3D90DDBFA38C4F15961B26EB778B64ED"><enum>(2)</enum><text>in paragraph (2), by striking the period and inserting <quote>; and</quote>; and</text></paragraph> 
<paragraph id="HD1D74AF87D4C47B69FA72EBA70CA4F7B"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" id="H06748872BA744445A80912DBDAF1348F" display-inline="no-display-inline"> <paragraph id="H1F2BE167CE3142AA91248AF5CFCB5554"><enum>(3)</enum><text display-inline="yes-display-inline">the issuance of alerts through the AMBER Alert Communication network for individuals—</text> 
<subparagraph id="H35FE7488DAE14C7B86E4C45DEB000341"><enum>(A)</enum><text>under the age of 18; and</text></subparagraph> <subparagraph id="HD07A1F0EE63C498E97BC0CA73E594554"><enum>(B)</enum><text>that law enforcement reasonably believes is a high-risk missing person.</text> </subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section>
