<section id="H774CCC635163449B82E754319F9CC6A5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving Mentorship in STEM Higher Education Act</short-title></quote>.</text></section> <section id="H17D618AE40A14F1DB170699088921EF0" section-type="subsequent-section"><enum>2.</enum><header>Mentorship demonstration program; National Science Foundation reporting</header> <subsection id="H0B999DB15C4747A9BE1A6D022D3B7747"><enum>(a)</enum><header>Demonstration program</header><text display-inline="yes-display-inline">Section 10313(a) of the Research and Development, Competition, and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18993">42 U.S.C. 18993</external-xref>) is amended by adding at the end the following:</text>

<paragraph id="H691C4C206C3742BBA0038284378E35B8"><enum>(6)</enum><header>Demonstration program</header> 
<subparagraph id="HFEA4E1335FA1425593299F8717C18A72"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Director may make awards, including through existing programs, on a competitive basis to eligible entities to carry out projects designed to improve mentorship practices and provide resources for faculty, graduate researchers, and postdoctoral researchers at the eligible entity, including with respect to—</text> <clause id="H1CB763644053467D9866B245EB327BC3"><enum>(i)</enum><text display-inline="yes-display-inline">building and developing mentoring skills in such researchers and faculty;</text></clause> 
<clause id="H297985089D354EFC809B06BC3F74BAAD"><enum>(ii)</enum><text>promoting evidence-based and institutionalized mentorship at the eligible entity;</text></clause> <clause id="HD96076AFC26D4854BD6179903E7313A6"><enum>(iii)</enum><text>researching methodologies for improving mentorship;</text></clause> 
<clause id="HC298D526C11D4D36A1607EB613DB8BE9"><enum>(iv)</enum><text>training such researchers and faculty in cultural competencies; and</text></clause> <clause id="HC0E9AA8B303D4C04817161BF1FCBD65A"><enum>(v)</enum><text>funding outreach related to such projects.</text></clause></subparagraph> 
<subparagraph id="H7A4F3801406145E198B7AB819A452A2E"><enum>(B)</enum><header>Application</header><text>An eligible entity desiring an award under this subsection shall submit to the Director an application at such time, in such form, and containing such information as the Director may require.</text></subparagraph> <subparagraph id="HC72B287D06B4405DAE8FAB7DD0FB962F" commented="no"><enum>(C)</enum><header>Special consideration</header><text>In making awards under this subsection, the Director shall give special consideration to eligible entities that are—</text> 
<clause id="H187483F304C247ACA88D40B0576587EC" commented="no"><enum>(i)</enum><text>minority-serving institutions;</text></clause> <clause id="H3E1809DB51BD4291842FF55A13E958A8"><enum>(ii)</enum><text>historically Black colleges and universities;</text></clause> 
<clause id="H44F27EA2707148EF96B12843FD65FFAA"><enum>(iii)</enum><text>Tribal Colleges or Universities;</text></clause> <clause id="HEB966CD2CFA6410C8F86A44DA5BF4845"><enum>(iv)</enum><text display-inline="yes-display-inline">rural-serving institutions of higher education (as such term is defined in section 861(b) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1161q">20 U.S.C. 1161q(b)</external-xref>));</text></clause> 
<clause id="HCD2CADF013924A2E9E739D06676C654A"><enum>(v)</enum><text>emerging research institutions; and</text></clause> <clause id="H49D15D02D7AF4078989C036ABF0DEF6E"><enum>(vi)</enum><text>consortia that include institutions described in clauses (i) through (v).</text></clause></subparagraph> 
<subparagraph id="H6596366FA81049868EFC1E06C24F1C8D"><enum>(D)</enum><header>Report</header><text>Not later than 5 years after the date of the enactment of this paragraph, the Director shall submit to the Committee on Science, Space, and Technology and the Committee on Appropriations of the House of Representatives and the Committee on Commerce, Science, and Transportation and the Committee on Appropriations of the Senate a report that includes—</text> <clause id="H95D50742E74A4A5891DBD0ABAEF234C1"><enum>(i)</enum><text>an assessment, using qualitative or quantitative metrics as determined by the Director, of the effectiveness of the demonstration program carried out under this paragraph on increasing the quality of mentorship in STEM education; and</text></clause> 
<clause id="H37D37D1ACF3448ECAE08610933E2D763"><enum>(ii)</enum><text>if such assessment determines that such program is effective, a plan to sustain and permanently implement such program.</text></clause></subparagraph> <subparagraph id="H28CCFC87F4F84DABA526343B859FCF72"><enum>(E)</enum><header>Eligible entity defined</header><text>For purposes of this paragraph, the term <term>eligible entity</term> means—</text> 
<clause id="HE9F9811954A94D239336A7B38D391E5B"><enum>(i)</enum><text>an institution of higher education (as such term is defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>));</text></clause> <clause id="H9BE6854363DD40758E73611690E77C6E"><enum>(ii)</enum><text>a nonprofit organization; and</text></clause> 
<clause id="HB7F757C725C0496E82F0C3DC64C17C01"><enum>(iii)</enum><text>a consortium of entities described in clauses (i) and (ii).</text></clause></subparagraph> <subparagraph id="HBEDBA9D73E0549EFA255E615DD296F9A"><enum>(F)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this paragraph $5,000,000, for fiscal years 2027 through 2031.</text></subparagraph></paragraph> <after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HAEBC07E8352148129B860AB2EB4C5B41"><enum>(b)</enum><header>Misconduct reporting requirements</header><text display-inline="yes-display-inline">Section 7009 of the America COMPETES Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1862o-1">42 U.S.C. 1862o–1</external-xref>) is amended—</text> <paragraph id="H2EC0B9E426D04373BCBF1262CF2BB9C1"><enum>(1)</enum><text>by redesignating paragraphs (2) and (3) as paragraphs (3) and (4), respectively; and</text></paragraph> 
<paragraph id="H1FE0F959851844C389BF728518109ED7"><enum>(2)</enum><text>by inserting after paragraph (1) the following:</text> <quoted-block style="OLC" id="H4B2BBCACDB1A4089ABE82650B5537107" display-inline="no-display-inline"> <paragraph id="HBE5CAB56BCF84689BB5AFB3D08CA815F"><enum>(2)</enum><text display-inline="yes-display-inline">institutional and agency reporting processes with respect to harassment, discrimination, and other forms of professional or scientific misconduct;</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section>
