<section id="HED77F07626684207B248634392BB07B8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Secure Aluminum Supply Chains Act</short-title></quote>.</text></section> <section id="H5872B417C9DD41FFA33CAD16F2F48AC7" section-type="subsequent-section"><enum>2.</enum><header>Investigation of national and economic security risks</header> <subsection id="HD90553CCAC994C24A18A1F98957B073D"><enum>(a)</enum><header>Report required</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the United States International Trade Commission shall submit to Congress a report that includes—</text> 
<paragraph id="H9EF67C7DCEA2447CB17F0A143A58B0A5"><enum>(1)</enum><text>the results of a review of the national and economic security risks posed by—</text> <subparagraph id="HB9E57074B6AB4438A9694CA5BC93247F"><enum>(A)</enum><text>United States exports of aluminum scrap to countries of concern; and</text></subparagraph> 
<subparagraph id="HC011EF4D0AAE47F589E6AD090F238F44"><enum>(B)</enum><text>United States aluminum scrap otherwise available to entities organized under the laws of or otherwise subject to the control of a country of concern (including subsidiaries of such entities), whether or not exported directly to the countries of concern; and</text></subparagraph></paragraph> <paragraph id="HE3598D91B35144E782C7E74A56B94851"><enum>(2)</enum><text display-inline="yes-display-inline">recommendations on how Congress and the President can address any national or economic security risks identified in the report.</text></paragraph></subsection> 
<subsection id="HF7194B7C215541BFB7CA90B73FAD20DC"><enum>(b)</enum><header>Consultation required</header><text>In conducting the review described in subsection (a)(1), the Commission shall consult as appropriate with stakeholders in the aluminum scrap and export industries, such as—</text> <paragraph id="HA0CDA9E756C145E2B54FFF583ECC5B0C"><enum>(1)</enum><text display-inline="yes-display-inline">private entities engaged in aluminum production in the United States;</text></paragraph> 
<paragraph id="HBB7F2225DA0941DABD7388D0A913989B"><enum>(2)</enum><text>private entities in the metals recycling industry; and</text></paragraph> <paragraph id="HB4A0C0C254C145E79B6AB4830ED2F217"><enum>(3)</enum><text>labor organizations involved in aluminum production in the United States.</text></paragraph></subsection> 
<subsection id="H82A1C6F1E8EB4087BA937A125F8C7E06"><enum>(c)</enum><header>Definitions</header><text>For purposes of the report required by subsection (a)—</text> <paragraph id="H26A0D41B0C5543D8B800D1851DE57FA8"><enum>(1)</enum><text display-inline="yes-display-inline">the term <quote>aluminum scrap</quote> means recycled or discarded materials primarily containing or derived from aluminum; and</text></paragraph> 
<paragraph id="HBAB0957FF8EE47B08D6D758E11CE6B31"><enum>(2)</enum><text display-inline="yes-display-inline">the term <quote>country of concern</quote> means the Russian Federation, the People's Republic of China, the Islamic Republic of Iran, and the Democratic People's Republic of Korea.</text> </paragraph></subsection></section> </legis-body></bill>
