                                 A BILL


 
    To require the United States International Trade Commission to 
  investigate national security concerns regarding the exportation of 
    aluminum scrap to countries of concern, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Secure Aluminum Supply Chains Act''.

SEC. 2. INVESTIGATION OF NATIONAL AND ECONOMIC SECURITY RISKS.

    (a) Report Required.--Not later than 180 days after the date of the 
enactment of this Act, the United States International Trade Commission 
shall submit to Congress a report that includes--
            (1) the results of a review of the national and economic 
        security risks posed by--
                    (A) United States exports of aluminum scrap to 
                countries of concern; and
                    (B) United States aluminum scrap otherwise 
                available to entities organized under the laws of or 
                otherwise subject to the control of a country of 
                concern (including subsidiaries of such entities), 
                whether or not exported directly to the countries of 
                concern; and
            (2) recommendations on how Congress and the President can 
        address any national or economic security risks identified in 
        the report.
    (b) Consultation Required.--In conducting the review described in 
subsection (a)(1), the Commission shall consult as appropriate with 
stakeholders in the aluminum scrap and export industries, such as--
            (1) private entities engaged in aluminum production in the 
        United States;
            (2) private entities in the metals recycling industry; and
            (3) labor organizations involved in aluminum production in 
        the United States.
    (c) Definitions.--For purposes of the report required by subsection 
(a)--
            (1) the term ``aluminum scrap'' means recycled or discarded 
        materials primarily containing or derived from aluminum; and
            (2) the term ``country of concern'' means the Russian 
        Federation, the People's Republic of China, the Islamic 
        Republic of Iran, and the Democratic People's Republic of 
        Korea.
