which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name>, and in addition to the Committee on <committee-name committee-id="HSY00">Science, Space, and Technology</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Commerce to develop a methodology for identifying country of origin of shrimp, and for other purposes.</official-title></form><legis-body id="H85E1B2A85B7244FE98A69E104C464593" style="OLC"><section id="H44A4138E07AB457DA19212A07F6657BE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Shrimp Honesty and Responsibility in Import Monitoring Protocols Act of 2026</short-title></quote> or the <quote><short-title>SHRIMP Act of 2026</short-title></quote>.</text></section><section id="H22878A043B91475AA40D468BFE5247A9"><enum>2.</enum><header>Methodology for identifying country of origin of shrimp</header><subsection id="H8B85852641594B558B4642C0523B8850" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, the Secretary, in consultation with the Commissioner of U.S. Customs and Border Protection, and the Commandant of the Coast Guard, shall develop a methodology for identifying country of origin of shrimp to—</text><paragraph id="H92F33B97646C4E8CA13D6AF3429B620D" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">support Federal and State law enforcement agencies in combating illegal, unreported, and unregulated fishing;</text></paragraph><paragraph id="HFF03157307354EFDA91AA083B94AFFDF"><enum>(2)</enum><text>improve—</text><subparagraph id="HD38879901A134C18B13B78006747DF11"><enum>(A)</enum><text>food safety; and</text></subparagraph><subparagraph id="H74BD1AC8641A4DE8986FAB6AC7B0258C"><enum>(B)</enum><text>the traceability of shrimp in the food supply; and</text></subparagraph></paragraph><paragraph id="HC1B7A4C32BFA49338799DEFC8D1C0C96" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">facilitate—</text><subparagraph id="HF44F9B3AF62F436B885709179976E2E6" commented="no"><enum>(A)</enum><text>screening of shrimp at ports of entry;</text></subparagraph><subparagraph id="HA061B00AB47B42449FB8F08F3C0585FC" commented="no"><enum>(B)</enum><text>import monitoring; and</text></subparagraph><subparagraph id="H9DCCD161B4A54077972BC0EEACED8E08" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">enforcement of—</text><clause id="H349C0088001A4EF18520F0D24E02F981"><enum>(i)</enum><text>trade restrictions; and</text></clause><clause id="HB88250CFFD13432FB33FCE4BCD313FA5"><enum>(ii)</enum><text>customs duties.</text></clause></subparagraph></paragraph></subsection><subsection id="H425818BC92BE408A98061E45AF582023"><enum>(b)</enum><header>Requirements</header><text>The methodology developed under subsection (a) shall—</text><paragraph id="H05C69FE5BCEA44E4A3DDDE2456D7C8CF"><enum>(1)</enum><text display-inline="yes-display-inline">include the use of chemical analysis;</text></paragraph><paragraph id="H7CB14517B5114EBDA813B06CA58734BB" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">be responsive to the needs of Federal and State law enforcement agencies in combating illegal, unreported, and unregulated fishing;</text></paragraph><paragraph id="HCCDEBD82A5B14A4F8AC688940B865641" commented="no"><enum>(3)</enum><text>minimize the time necessary to obtain results of tests conducted using such methodology;</text></paragraph><paragraph id="H189EE6B0F1FC4573B39D89DBC82FB486" commented="no"><enum>(4)</enum><text>be capable of being made available in the form of a field kit that can be easily carried by 1 individual; and</text></paragraph><paragraph id="H29F7FA9766694D0BB33B01634B21FFC7" commented="no"><enum>(5)</enum><text>be usable for the testing of—</text><subparagraph id="H2F8243EA38354031B358C931B6E47F01" commented="no"><enum>(A)</enum><text>raw shrimp;</text></subparagraph><subparagraph id="H6A41D056EDB842FAA0A4B0D6105F6AEF"><enum>(B)</enum><text>cooked shrimp; and</text></subparagraph><subparagraph id="HE3A3750F855E45E496364D84B8638471" commented="no"><enum>(C)</enum><text>prepared food containing shrimp.</text></subparagraph></paragraph></subsection><subsection id="H315AEF8F79B14E7C8519CCD77A81F966" commented="no"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of this Act, the Secretary shall submit to the Committees on Transportation and Infrastructure and Natural Resources of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report that includes the following:</text><paragraph id="H5B7083F8B2A14B3381391848A3130AFD" commented="no"><enum>(1)</enum><text>A summary of the methodology developed under subsection (a).</text></paragraph><paragraph id="H31C38CA1D40F433C8FFA77FAA2C44CA2" commented="no"><enum>(2)</enum><text>A plan for operationalizing the methodology developed under subsection (a).</text></paragraph><paragraph id="H4BA6FA4ABB01429C93717F50B617B5B5" commented="no"><enum>(3)</enum><text>For any aspect of the methodology developed under subsection (a) that the Secretary determines cannot be easily operationalized, an explanation of—</text><subparagraph id="HEBE171479CAD46329FF711AE9451AB91" commented="no"><enum>(A)</enum><text>why such aspect cannot be easily operationalized;</text></subparagraph><subparagraph id="HCA69090D3A254CEDBBD55287A47D4420" commented="no"><enum>(B)</enum><text>whether additional research would yield an alternative to such aspect that could be easily operationalized; and</text></subparagraph><subparagraph id="H7330FE8697634782B89BB129C3A62947" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">if such aspect is related to the use of chemical analysis required under subsection (b)(1), whether a methodology based on a technique other than chemical analysis could be more easily operationalized.</text></subparagraph></paragraph></subsection><subsection id="H6C9A25E4BDB4464A829E7845BD4D716F"><enum>(d)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HE6DCCC5A4E61481DB2707A076B94E69B"><enum>(1)</enum><text display-inline="yes-display-inline">The term <quote>Secretary</quote> means the Secretary of Commerce, acting through—</text><subparagraph id="H942BD04A37D649CB98BAFBBBE0B5F2F2"><enum>(A)</enum><text display-inline="yes-display-inline">the Under Secretary of Commerce for Oceans and Atmosphere in the Under Secretary’s capacity as Administrator of the National Oceanic and Atmospheric Administration; and</text></subparagraph><subparagraph id="HB928B306C3074FC68502C68CF0CD4305"><enum>(B)</enum><text display-inline="yes-display-inline">the Under Secretary of Commerce for Standards and Technology in the Under Secretary’s capacity as Director of the National Institute of Standards and Technology.</text></subparagraph></paragraph><paragraph id="H723E0BA0129646AE8B820931F381AB87" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">The term <quote>shrimp</quote> means any member of a species of the suborder Dendrobranchiata or the infraorder Caridea that is—</text><subparagraph id="H6D6D2731474F435FB87010C1C13A29AD"><enum>(A)</enum><text display-inline="yes-display-inline">harvested in the United States for human consumption;</text></subparagraph><subparagraph id="H13469153D29B4010AC44C72617AFBF83"><enum>(B)</enum><text display-inline="yes-display-inline">cultivated in the United States for human consumption; or</text></subparagraph><subparagraph id="H9BD14EB0AEF74F06BB97B60E7EE3133B"><enum>(C)</enum><text display-inline="yes-display-inline">imported to the United States for human consumption.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
