<section id="H1AFC6FDA7DE54FB291EC1FA4CC9D8C30" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Abraham Accords Expansion Act of 2026</short-title></quote>.</text></section> <section id="HD13BD81733E645FC9E29D03C550791B6"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H4E451F22FABA4EAE9D9FF8584FE728AA"><enum>(1)</enum><text display-inline="yes-display-inline">The Abraham Accords, signed in 2020, established a historic framework for normalization of relations between Israel and several countries in the Middle East and North Africa.</text></paragraph> <paragraph id="H77135D59DD0F4FD4B7FA13830C2DAE32"><enum>(2)</enum><text>Central Asia and the Caucasus are strategically significant regions with shared security, economic, and diplomatic interests relevant to the objectives of the Abraham Accords.</text></paragraph> 
<paragraph id="H2F0D152D3E004B95BAE8F8144C45F990"><enum>(3)</enum><text>Expansion of normalization frameworks to these regions would advance the national security and economic interests of the United States.</text></paragraph> <paragraph id="H6DDFEA6C77F24969AECA91C51980BC58"><enum>(4)</enum><text display-inline="yes-display-inline">Kazakhstan has demonstrated regional leadership by becoming the first country in Central Asia to join the Abraham Accords on November 6, 2025, thereby advancing normalization, economic cooperation, and shared interests in the region.</text></paragraph> 
<paragraph id="H7363005E9F134E95865304D1F4EC3A6A"><enum>(5)</enum><text display-inline="yes-display-inline">The Special Envoy should expand normalization efforts to additional regions, including the Indo-Pacific, Central Asia, the Caucasus, and beyond.</text></paragraph></section> <section id="H9CD8BD3759494E4188BCB093223102F6" commented="no"><enum>3.</enum><header>Presidential Envoy for the Abraham Accords, Negev Forum, and Related Integration and Normalization Fora and Agreements</header><text display-inline="no-display-inline">Section 64 of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2735a">22 U.S.C. 2735a</external-xref>) is amended—</text> 
<paragraph id="HACA767BB7CE64E93A94FD89DE47F1C1F" commented="no"><enum>(1)</enum><text>in subsection (d)(2)(B), by striking <quote>the Indo-Pacific region, and beyond</quote> and inserting <quote>the Indo-Pacific region, Central Asia and the Caucasus, and beyond</quote>;</text></paragraph> <paragraph id="H92554ED149B44F17B3DD57FD2AFED508" commented="no"><enum>(2)</enum><text>by striking subsection (i);</text></paragraph> 
<paragraph id="H85FB753BF41B4F5F998D20FB2D61EE4F" commented="no"><enum>(3)</enum><text>by striking subsection (j) and inserting the following:</text> <quoted-block style="OLC" id="H295F407515CC4FF6B4711B18DE96D55F" display-inline="no-display-inline"> <subsection id="H9F4EF2971123468298A1E891E2F331D6" commented="no"><enum>(i)</enum><header>Interagency coordination</header> <paragraph id="H693344EC67AF40D3B2BED87A01CC176E" commented="no"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Special Envoy shall coordinate with the heads of relevant Federal departments and agencies in carrying out subsection (d), including the Secretary of Defense, the Secretary of Commerce, and the Secretary of Energy.</text></paragraph> 
<paragraph id="H81A28D352C7D400EA52C8AF00C867646" commented="no"><enum>(2)</enum><header>Use of existing authorities</header><text display-inline="yes-display-inline">The Special Envoy shall, to the maximum extent practicable, implement the policy and objectives of the United States in Central Asia and the Caucasus using programs and authorities that existed prior to the date of the enactment of this subsection.</text></paragraph> <paragraph id="H8DE501ABB8B340B2A452864C52832768" commented="no"><enum>(3)</enum><header>No additional funds authorized</header><text>No funds are authorized to be appropriated to carry out this subsection.</text></paragraph></subsection> 
<subsection id="HF527FDE9208945F2B073FEF603D02C34" commented="no"><enum>(j)</enum><header>Deputy Special Envoy</header> 
<paragraph id="HAB5C250DD96C47949AA944623FB92F37" commented="no"><enum>(1)</enum><header>In general</header><text>The Special Envoy may designate a Deputy Special Envoy to assist in carrying out subsection (d).</text></paragraph> <paragraph id="H1516C74E54544157BD91DCEF4B118FD9" commented="no"><enum>(2)</enum><header>Qualifications</header><text>To the extent practicable, an individual designated under paragraph (1) should possess relevant regional expertise.</text></paragraph> 
<paragraph id="H3F74333DE46D4DA99F5B1CFC22D72C20" commented="no"><enum>(3)</enum><header>Staffing</header><text>The Special Envoy shall ensure appropriate staffing to support activities under subsection (d).</text></paragraph></subsection><after-quoted-block>; and </after-quoted-block></quoted-block></paragraph> <paragraph id="H3860E0BBE9564F629D9A912840ED6D23" commented="no"><enum>(4)</enum><text>in subsection (k), by adding at the end the following:</text>

<paragraph id="HCD3AE7EC9AA6444790B5C2ED3150AFC7" commented="no"><enum>(8)</enum><header>Caucasus</header><text>The term ‘Caucasus’ means Armenia, Azerbaijan, and Georgia.</text></paragraph> <paragraph id="H4642FDC59D3549F3ABDC457CE4DD0AF2" commented="no"><enum>(9)</enum><header>Central Asia</header><text display-inline="yes-display-inline">The term <term>Central Asia</term> means Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section>
