                    Oversight and Government Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish a grant program to assist States in providing identification cards compliant with Federal standards at no cost to low-income individuals.</official-title></form><legis-body id="H9F3ED0A53B7740F49441D434D7666A34" style="OLC"> 
<section id="H6BBFE40E14BB425FA64E856D48E0820B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>SAVE America Through REAL ID Act</short-title></quote>.</text></section> <section id="HC54FD8BD88D144A89EDB247360A8F63C"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to ensure that all eligible individuals, regardless of income, have access to identification documents that meet Federal election standards by supporting State efforts to eliminate financial barriers to obtaining such identification.</text> </section> 
<section id="HAFD85E1177F04C9588D1F56AFAD9D9B5"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="H877BC18EFF234733894C9C62337D4527"><enum>(1)</enum><header>Low-income individual</header><text>The term <quote>low-income individual</quote> means an individual whose household income is not more than 200 percent of the Federal poverty level, or who participates in a means-tested public assistance program, as determined by the State.</text></paragraph> 
<paragraph id="H240E0AF1B8B74C5BBCDAA66370D56A4B"><enum>(2)</enum><header>Real ID-compliant identification</header><text>The term <quote>REAL ID-compliant identification</quote> means a driver’s license or identification card issued by a State that meets the requirements of Federal law for official purposes.</text></paragraph> <paragraph id="H6B185C777B0A403380B044BF1B36AA76"><enum>(3)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of Homeland Security.</text></paragraph> 
<paragraph id="HC9C5416B1714438DAF5A3FD73D01CA1C"><enum>(4)</enum><header>State</header><text>The term <quote>State</quote> means any of the 50 States, the District of Columbia, Puerto Rico, and any territory or possession of the United States.</text></paragraph></section> <section id="H46AB1F57239C4A7186C54D9F82AAA293"><enum>4.</enum><header>Grant program established</header> <subsection id="H07FF4F2437194BF19CBD0A62DF81A3D9"><enum>(a)</enum><header>In general</header><text>The Secretary shall establish a grant program to provide funds to States to cover the costs associated with issuing REAL ID-compliant identification at no cost to low-income individuals.</text></subsection> 
<subsection id="H10047FA03458466BB820DC2DE141733E"><enum>(b)</enum><header>Eligible uses of funds</header><text>A State receiving a grant under this section may use funds to—</text> <paragraph id="H5AEC8197211D40BF8EA83026DC1096DA"><enum>(1)</enum><text>waive application and issuance fees for eligible individuals;</text></paragraph> 
<paragraph id="H88A33D52169D43D682E97F55C733BF42"><enum>(2)</enum><text>cover administrative costs associated with processing applications;</text></paragraph> <paragraph id="H2F75FF7B0CE54D5DA28ADCBDF5E35F6F"><enum>(3)</enum><text display-inline="yes-display-inline">conduct nonpartisan public awareness activities directly related to REAL ID eligibility and application procedures;</text></paragraph> 
<paragraph id="H07176080348847D58974BE2C56EA37D2"><enum>(4)</enum><text>provide mobile or remote services to obtain REAL ID’s in underserved areas; and</text></paragraph> <paragraph id="H70E6BA3AF2C248DA8FA19FB4C7B173C5"><enum>(5)</enum><text>assist applicants in obtaining required supporting documentation.</text></paragraph></subsection></section> 
<section id="H10B15002786F4D18B2FF86E1F8812F5D"><enum>5.</enum><header>State applications</header> 
<subsection id="H0C25DE80FDA9409DB12BBED260F86683"><enum>(a)</enum><header>Application required</header><text>To receive a grant under this Act, a State shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.</text></subsection> <subsection id="H11E1A1218E6C41CBBFB47645C6D1E51D"><enum>(b)</enum><header>Contents</header><text>Each application shall include—</text> 
<paragraph id="HE5B568FAB4514C81B87EE69B14C14E6A"><enum>(1)</enum><text>a description of how the State will identify and verify eligible individuals;</text></paragraph> <paragraph id="H99DBFA794C1C4B1E8014775A6BF78F21"><enum>(2)</enum><text>a plan to eliminate fees for such individuals;</text></paragraph> 
<paragraph id="H1CBBC4D8A7184FB988A5D4138053058B"><enum>(3)</enum><text>outreach strategies to promote broad awareness; and</text></paragraph> <paragraph id="H492851FF1432449F839C3F15282AC9BD"><enum>(4)</enum><text>assurances of compliance with applicable Federal and State privacy and security laws.</text></paragraph></subsection></section> 
<section id="H407419E848D24D1085611792A0664D14"><enum>6.</enum><header>Allocation of funds</header> 
<subsection id="HCCA148B5F2AD4628A0495656001E840C"><enum>(a)</enum><header>Formula</header><text>The Secretary shall allocate funds to States based on—</text> <paragraph id="H2DEE5F8E47454CDAABC6E3D652BD843D"><enum>(1)</enum><text>the population of low-income individuals in the State; and</text></paragraph> 
<paragraph id="H1EA8C13B33C349DE95A0A0858F2FD1CD"><enum>(2)</enum><text>the demonstrated need for increased access to compliant identification.</text></paragraph></subsection> <subsection id="H3A1A67302A8049EEB17FD82FA6472460"><enum>(b)</enum><header>Minimum allocation</header><text>Each State receiving a grant shall receive not less than a minimum allocation, as determined by the Secretary.</text></subsection></section> 
<section id="HF4F19E538DCB49B882B429A8BDDEDE7B"><enum>7.</enum><header>Reporting and accountability</header> 
<subsection id="H0199195C18E14DA799EBD3641CC35675"><enum>(a)</enum><header>State reports</header><text>Each State receiving funds shall annually submit to the Secretary a report detailing—</text> <paragraph id="H1D16DBC3D07F45D0A53B9C12DBE82977"><enum>(1)</enum><text>the number of identification cards issued at no cost;</text></paragraph> 
<paragraph id="HFEDBA7E1C9A74DD9B5D3E1C6D791C24B"><enum>(2)</enum><text>demographic data, as permitted by law;</text></paragraph> <paragraph id="HC911122CDF3E4B9E8E2698A283976BDD"><enum>(3)</enum><text>outreach activities conducted; and</text></paragraph> 
<paragraph id="HD2DCE4067CAB42D3ACB8B49D2AEFA5B1"><enum>(4)</enum><text>expenditures of grant funds.</text></paragraph></subsection> <subsection id="H197F0EB0194A4279BCCCC8261192D6FE"><enum>(b)</enum><header>Federal report</header><text>The Secretary shall submit to Congress an annual report summarizing program outcomes and effectiveness.</text></subsection> 
<subsection id="H4D0B9802A1124267A4F306A1223D7E71"><enum>(c)</enum><header>Audits</header><text>Funds provided under this Act shall be subject to audit by appropriate Federal oversight entities.</text></subsection></section> <section id="H8C9AE7EB8A62400AAACFB81E42F6F01F"><enum>8.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to carry out this Act $50,000,000 for each of fiscal years 2027 through 2031.</text></section> 
<section id="H799DE6F60DC34521B7FF80986EB2B61A"><enum>9.</enum><header>Rulemaking</header><text display-inline="no-display-inline">The Secretary may promulgate such regulations as are necessary to carry out this Act.</text></section> </legis-body></bill>
