<section id="HB578389AF0764192BC40771032432796" section-type="section-one"><enum>1.</enum><header>Transfer of administrative jurisdiction of certain land on Adak Island, Alaska</header> 
<subsection commented="no" display-inline="no-display-inline" id="HAB8C5B8C261E4A68B16BDD210AA5E0EA"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">As soon as practicable after the date of the enactment of this section, the Secretary of the Interior shall transfer to the Secretary of the Navy administrative jurisdiction of the covered land.</text> </subsection> <subsection commented="no" display-inline="no-display-inline" id="H89803D97DB7243B4A0936D2AA44B0192"><enum>(b)</enum><header>Use of covered land</header><text display-inline="yes-display-inline">The covered land transferred under subsection (a) may be used by the Secretary of the Navy—</text> 
<paragraph id="HDC7974E49E7B40BB9FFBDADA0DD1D632"><enum>(1)</enum><text display-inline="yes-display-inline">as an armament or a testing site for high-hazard explosives described in the Defense Explosives Safety Regulation 6055.09 issued by the Under Secretary of Defense for Acquisition and Sustainment (February 23, 2024);</text></paragraph> <paragraph id="H5CB33CC6D85D47B6B0DB0D58C6165A78"><enum>(2)</enum><text>for training for—</text> 
<subparagraph id="H36A35956542D42B494C1F93844410753"><enum>(A)</enum><text>aerial gunnery;</text></subparagraph> <subparagraph id="H99A9607546764B838D598140BF662683"><enum>(B)</enum><text>rocketry;</text></subparagraph> 
<subparagraph id="H4FC3C6948E8D4F7C886D7BF5351ADB1D"><enum>(C)</enum><text>electronic warfare; or</text></subparagraph> <subparagraph id="HEF1E50AB30F24F01A432F1A81F32DDC0"><enum>(D)</enum><text>tactical maneuvering and air support;</text></subparagraph></paragraph> 
<paragraph id="HA31BB68B45094EDCB785FAB3AA7B2888"><enum>(3)</enum><text>for equipment and tactics development and testing; or</text></paragraph> <paragraph id="HCA0CA1D7A3004462BCD7F494C8795585"><enum>(4)</enum><text>for other defense-related purposes the Secretary of the Navy determines appropriate.</text></paragraph></subsection> 
<subsection id="HD27F2EF1E10E4D28AF8172BB042B89DD"><enum>(c)</enum><header>Removal of covered land from National Wildlife Refuge System</header> 
<paragraph id="H7CE9E654DA9A4098B918334D5B85C373"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, including the National Wildlife Refuge System Administration Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/16/668dd">16 U.S.C. 668dd et seq.</external-xref>), the Alaska National Interest Lands Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/3101">16 U.S.C. 3101 et seq.</external-xref>), Executive Order 1733 (March 3, 1913; relating to establishing Aleutian Islands Reservation as preserve for native birds, animals, and fish), or Public Land Order No. 1949 (24 Fed. Reg. 6872; August 19, 1959), the covered land—</text> <subparagraph id="HC55EC0C3BCC840A7B013EF4E755D8101"><enum>(A)</enum><text>is hereby removed from the National Wildlife Refuge System;</text></subparagraph> 
<subparagraph id="H000D9D32B0D04D2F87DF573D4F780AE5"><enum>(B)</enum><text>may not be considered as part of the Alaska Maritime National Wildlife Refuge; and</text></subparagraph> <subparagraph id="H68FB9C6999994A9A8FB5220F90364AB4"><enum>(C)</enum><text>is not subject to any laws pertaining to land within the boundaries of the Alaska Maritime National Wildlife Refuge.</text></subparagraph></paragraph> 
<paragraph id="H22D79B09C2CE40F3B44D3B77CDAF04A7"><enum>(2)</enum><header>Boundary adjustment</header><text>The Secretary of the Interior shall adjust the boundaries of the Alaska Maritime National Wildlife Refuge in accordance with paragraph (1).</text></paragraph> <paragraph id="H9EBE2634A2984F5C8E265829DDFCCFE8"><enum>(3)</enum><header>Effective date</header><text>Paragraphs (1) and (2) shall take effect on the date on which the Secretary of the Interior transfers to the Secretary of the Navy administrative jurisdiction of the covered land under subsection (a).</text></paragraph></subsection> 
<subsection id="HF1D753067C9B4CD193F500CC996F6B18"><enum>(d)</enum><header>Rule of construction</header><text>Nothing in this section may be construed to affect—</text> <paragraph id="H91C7A56DCC4A440D8C4BB2626B6D8208"><enum>(1)</enum><text display-inline="yes-display-inline">the National Wildlife Refuge System Administration Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/16/668dd">16 U.S.C. 668dd et seq.</external-xref>) or any other law related to the management of the National Wildlife Refuge System; or</text></paragraph> 
<paragraph id="HCBB5D16792B740AE8A0E2AF66EAC6B00"><enum>(2)</enum><text>except as provided in subsection (c), the status, boundaries, or management of any land within the Alaska Maritime National Wildlife Refuge.</text></paragraph></subsection> <subsection id="HFF78E0F761034B21A7AE12D5CFB8A8A3"><enum>(e)</enum><header>Covered land defined</header><text>In this section, the term <term>covered land</term> means the approximately 5,624 acres of land on Adak Island, Alaska, described in Public Land Order No. 7609 titled <quote>Partial Revocation of Public Land Order No. 1949; Alaska</quote> (69 Fed. Reg. 48252; August 9, 2004).</text></subsection> </section>
