<section id="HA212E367F5494A0C82DB6C9438830DD8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Taxpayer Bailouts for Insurrectionists Act of 2026</short-title></quote>.</text></section> <section id="H46C21A3AA3F3469BA3111BC5FDE7A7E6"><enum>2.</enum><header>Limitation on obligation of funds in certain settlement agreements</header> <subsection id="H29E6AD0050554864807BE835802F1FF1"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">No amounts may be obligated (including from amounts made available under section 1304 of title 31, United States Code) pursuant to any settlement agreement with a covered person in an amount equal to $50,000 or more except in accordance with this Act.</text></subsection>

                                <enum>(b)</enum>
                                <header><italic>Trump v. Internal Revenue Service</italic></header>
 <text display-inline="yes-display-inline">No amounts may be obligated pursuant to the settlement agreement in <italic>Trump v. Internal Revenue Service</italic>, No. 1:26-cv-20609 (S.D. Fla.).</text>
                        </subsection> 
<subsection id="HFCF040E4B1E04F72A1862F2F8667BB4E"><enum>(c)</enum><header>Covered person defined</header><text>For purposes of this Act, the term <term>covered person</term> means—</text> <paragraph id="H6C160C0248AA4B8CB4B07EAB6A9C28AA"><enum>(1)</enum><text>the President;</text></paragraph> 
<paragraph id="HDD66D9CAECC04F728509FE0E1F395F6A"><enum>(2)</enum><text>the Vice President;</text></paragraph> <paragraph id="HCF4CCDAD5ADF41D7BE9CCD42FEBD0173"><enum>(3)</enum><text>a cabinet official;</text></paragraph> 
<paragraph id="H3404F48311114ED2B6EEADB592227E5B"><enum>(4)</enum><text display-inline="yes-display-inline">any parent, spouse, child, or spouse of a child of a person described in paragraph (1), (2), or (3);</text></paragraph> <paragraph id="HF647A059F3A04731821B09A5827B8438"><enum>(5)</enum><text display-inline="yes-display-inline">a political appointee; or</text></paragraph>

          <enum>(6)</enum>
 <text>any person who was convicted of a criminal offense in relation to the events of January 6, 2021, occurring at the United States Capitol.</text>
        </paragraph></subsection></section> 
<section id="H0CBD7126C2EF4EB4AB86B09704A552C3"><enum>3.</enum><header>Reporting requirement</header><text display-inline="no-display-inline">An obligation of $50,000 or more may only be made pursuant to a settlement agreement with a covered person if the Attorney General submits a report to Congress not later than 90 days prior to the date such obligation is scheduled to be made, and such report sets forth—</text> <paragraph id="H37DE70BFF8674F7A9349876B45BAF1AE"><enum>(1)</enum><text display-inline="yes-display-inline">every claim and payment to be obligated under the settlement agreement (including the name of each payee and the amount of the payment);</text></paragraph> 
<paragraph id="H6A411D23C3524CCA92E756219CEA61FE"><enum>(2)</enum><text>the legal justification for entering into the settlement agreement; and</text></paragraph> <paragraph id="H30BEC37C32A04EBF8291F76DD4840317"><enum>(3)</enum><text>a report from the Inspector General of the Department of Justice certifying that the settlement agreement is lawful and in accordance with the ethical best practices of the Department of Justice.</text></paragraph></section> 
<section id="H47BB45F9318F48F1B84E804D8A0EAAC7"><enum>4.</enum><header>GAO study</header><text display-inline="no-display-inline">Not later than 90 days after the date of enactment of this Act, the Comptroller General of the United States shall complete a study, and submit a report to Congress thereon, examining whether any obligation of funds or expenditures of the compensation fund establish pursuant to Settlement Agreement in Trump v. Internal Revenue Service, No. 1:26-cv-20609 (S.D. Fla.). are in accordance with appropriations law, including sections 1341, 1342, and 1511 through 1519 of title 31, United States Code.</text></section>
