<section id="HC9CC9281182248D1B9FB1C6EAA56394A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Grants Transparency Act</short-title></quote>.</text></section> <section id="HB20BB5D9DD2040AAAEF29F9BE3CE8D43"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text> 
<paragraph id="H2D78BA6C7A1B47A1B70DF056EC1FB7FC"><enum>(1)</enum><text>Rural communities often lack staff capacity and technical expertise to navigate complex Federal grant programs.</text></paragraph> <paragraph id="H87250D7AC9E849FBA664FE129AC4E096"><enum>(2)</enum><text>Applicants routinely report difficulty understanding eligibility for, application steps for, timelines under, evaluation criteria under, and reasons for rejection from rural development programs.</text></paragraph> 
<paragraph id="HAE74967304B5481A8E01D2619A787635"><enum>(3)</enum><text>Providing clear, consistent, and centralized information improves access to such programs for small towns, rural nonprofits, cooperatives, and persistent-poverty counties and parishes.</text></paragraph> <paragraph id="H81AC0387A6DD4322836B01AAF116DB1F"><enum>(4)</enum><text>Increasing transparency in Federal grant processes can be achieved without additional appropriations.</text></paragraph></section> 
<section id="H4198128567544342893F8552DCED73D2"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="HABF2A19D30A2496A9EBC4148A95CD3B8"><enum>(1)</enum><header>Covered program</header><text>The term <term>covered program</term> means any grant program administered by the Secretary of Agriculture through Rural Development, including programs administered by—</text> 
<subparagraph id="H122D8AFEBF5A480483C3D2161076FA8B"><enum>(A)</enum><text>the Rural Utilities Service;</text></subparagraph> <subparagraph id="H56501FCD34284E95A8623DA4D57EAF63"><enum>(B)</enum><text>the Rural Housing Service; or</text></subparagraph> 
<subparagraph id="HFEC17262145349309B71992E86DD7EC9"><enum>(C)</enum><text>the Rural Business–Cooperative Service.</text></subparagraph></paragraph> <paragraph id="H784B546768374A608C201E3788B11461"><enum>(2)</enum><header>Quarterly</header><text>The term <term>quarterly</term> means not less frequently than once every 90 days.</text></paragraph> 
<paragraph id="HAE8063D0CED04C3681680F07CEFC575D"><enum>(3)</enum><header>Roadmap</header><text display-inline="yes-display-inline">The term <term>Roadmap</term> means, with respect to a covered program, the Rural Grant Transparency Roadmap developed for the program under section 4.</text></paragraph> <paragraph id="H2622FBDE6D8C4CF0A816764F61F26F9F"><enum>(4)</enum><header>Rural development State office contact information</header><text>The term <term>rural development State office contact information</term> means, with respect to a covered program, to the appropriate division or program contact within each State rural development office that is responsible for administering the covered program, and is not solely a general hotline or switchboard number.</text></paragraph> 
<paragraph id="H782D70E53E1241208DA78E39F9E26132"><enum>(5)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Agriculture.</text></paragraph></section> <section id="HB06673B525734F5FB53D5F0A88A3B2C1"><enum>4.</enum><header>Rural grant transparency roadmap</header> <subsection id="H52E279901B4E4863BF79B8AA60BF1B43"><enum>(a)</enum><header>Establishment</header><text>The Secretary shall develop, publish, and maintain a publicly accessible Rural Grant Transparency Roadmap for each covered program.</text></subsection> 
<subsection id="HE4ACFA971DF445C0AE70EC23DBE178D7"><enum>(b)</enum><header>Required components</header><text>The Roadmap for a covered program shall include—</text> <paragraph id="HED958E7AA5544AF3BD9CFB60D84D9921"><enum>(1)</enum><text>a plain-language description of the program;</text></paragraph> 
<paragraph id="HFECAEE4182BD4823A533BA7A9AFB75CC"><enum>(2)</enum><text>a step-by-step explanation of application requirements;</text></paragraph> <paragraph id="H1070F684F37549F6B082FB9727DFA7C5"><enum>(3)</enum><text>a standardized checklist of materials required in applications;</text></paragraph> 
<paragraph id="H69B9545952E74E07885B3B9F31FC8865"><enum>(4)</enum><text display-inline="yes-display-inline">in the case of a competitive program, a summary of the evaluation criteria used under the program;</text></paragraph> <paragraph id="H59C379CB1BA7454BBF641FE986C74980"><enum>(5)</enum><text>common reasons for ineligibility for the program, or rejection of an application;</text></paragraph> 
<paragraph id="HCDE85521A9954FBA9FB0858F6DE3B621"><enum>(6)</enum><text>electronic links to forms and guidance documents;</text></paragraph> <paragraph id="H0EC34E7DC34C4471B37AA6085059912D"><enum>(7)</enum><text>rural development State office contact information relevant to the program; and</text></paragraph> 
<paragraph id="HAC6EC5125DBE47808D1A4760448ADC45"><enum>(8)</enum><text>a quarterly-updated list of open and upcoming funding opportunities.</text></paragraph></subsection> <subsection id="HDE22EFCA234544FA93842668BEF7A5FB"><enum>(c)</enum><header>Format and accessibility</header><text>The Roadmap for a covered program shall—</text> 
<paragraph id="H5A5D2AABFD2E45889BE9D4E989966586"><enum>(1)</enum><text>be accessible through a single, consolidated webpage on the Rural Development website;</text></paragraph> <paragraph id="H0205938595EC4C1D811D1E207E825D34"><enum>(2)</enum><text>be written in plain language suitable for small, resource-limited rural communities; and</text></paragraph> 
<paragraph id="HE5305E84C84A42C19BDE472ADAAC7AED"><enum>(3)</enum><text>be available in formats accessible to individuals with disabilities in compliance with section 508 of the Rehabilitation Act of 1973.</text></paragraph></subsection> <subsection id="H6E3F708BAB7D400A8788A897D54598E9"><enum>(d)</enum><header>Limitations</header><text display-inline="yes-display-inline">This Act shall not be interpreted to—</text> 
<paragraph id="H7C5619EA2E0F41F79345D329F64A7F99"><enum>(1)</enum><text>require the Secretary to create new evaluation criteria for any program; or</text></paragraph> <paragraph id="H224EB399A0B745C0A7D59C6544792ED4"><enum>(2)</enum><text>alter eligibility, priorities, or requirements established in statute or regulation.</text></paragraph></subsection> 
<subsection id="H62293FAA8A034F31A0CABBC721754D06"><enum>(e)</enum><header>Updates</header><text>The Secretary shall update the Roadmap quarterly and revise component descriptions as necessary.</text></subsection> </section> <section id="HB59F3ACC9CA8447FA6255E201C56088F"><enum>5.</enum><header>Standardized grant application notifications</header> <subsection id="H8E9F38A001704B49ABDC371222F58972"><enum>(a)</enum><header>Requirement</header><text>The Secretary shall provide each applicant to a covered program with standardized notifications regarding—</text> 
<paragraph id="H3850F0C5B1414DD9B5FD13E642CB21E3"><enum>(1)</enum><text>confirmation of receipt of the application;</text></paragraph> <paragraph id="H7BB56E3064424C839628FEB3EAD9561C"><enum>(2)</enum><text>notice of completeness of, or deficiency in, the application;</text></paragraph> 
<paragraph id="H91EE25EE273842E397F5E8FBB92CA0AA"><enum>(3)</enum><text>notice of advancement of the application to review;</text></paragraph> <paragraph id="H720B7C59FDF245E5882495C6623EAF63"><enum>(4)</enum><text>a grant award or a denial of an application; and</text></paragraph> 
<paragraph id="HFBC077513CC04559827043ECA56B766B"><enum>(5)</enum><text>if an application is denied, information on whether the applicant may reapply.</text></paragraph></subsection> <subsection id="H2B41C6F078F14DAF8EE358EADDAF35D5"><enum>(b)</enum><header>Denial explanation</header><text>Each denial of an application submitted to a covered program shall include—</text> 
<paragraph id="HE930E64817FC483782AB4A90BF811FE0"><enum>(1)</enum><text>a plain-language summary of the evaluation criteria most determinative to the outcome; and</text></paragraph> <paragraph id="HF9A6CD3C9647475DA1EA0841A35F1F1F"><enum>(2)</enum><text>guidance on how to strengthen future submissions.</text></paragraph></subsection> 
<subsection id="H68D9241830664833856BB5131A38FC6D"><enum>(c)</enum><header>Use of existing systems</header><text>The Secretary shall provide notifications under this section using existing electronic or administrative systems, and this section shall not be interpreted to require the development of new information technology systems.</text></subsection> </section> <section id="H90A8F61B53C34C1CBB73E5004E739E06"><enum>6.</enum><header>Rural grant award data accessibility</header> <subsection id="H0599A756E96245C2989B09ACF463B224"><enum>(a)</enum><header>Database</header><text>The Secretary shall maintain a publicly accessible, searchable database of awards made under a covered program, updated quarterly, containing—</text> 
<paragraph id="HEF3640F0A6DF4DF8A4F8B96F8385D9D6"><enum>(1)</enum><text>the name of the award recipient;</text></paragraph> <paragraph id="H75C6D71CD46B440C9204D431B78BC6EF"><enum>(2)</enum><text>the county or parish in which the awarded project is located;</text></paragraph> 
<paragraph id="HA67CBCB76B5B4F36841BFC694D97BAAD"><enum>(3)</enum><text>the amount of the award;</text></paragraph> <paragraph id="H280ECED0F7B44EAA8836224116307238"><enum>(4)</enum><text>the name of the program and</text></paragraph> 
<paragraph id="H2A179CA1B2E6483D974937B3B8B75480"><enum>(5)</enum><text>a brief description of the awarded project.</text></paragraph></subsection> <subsection id="HE818ABFE7C8C4764A84550406829A06C"><enum>(b)</enum><header>Protection of sensitive information</header><text>The Secretary may not disclose, or authorize the disclosure of personally identifiable or confidential business information under this Act.</text></subsection> 
<subsection id="H1897C8AC42ED48778542EE19B6E5CB02"><enum>(c)</enum><header>Use of existing resources</header><text>The Secretary shall utilize existing Department of Agriculture resources to carry out this section.</text></subsection></section> <section id="HE0ABEE96346D4837AF4BEBB50C346B98"><enum>7.</enum><header>Publication of scoring criteria</header> <subsection id="HD200A24F90AF4564813809E1044E0DF2"><enum>(a)</enum><header>Requirement</header><text>For each competitive covered program, the Secretary shall publish—</text> 
<paragraph id="HB9E877366EBE4D02BD14E23C9CB0D3BD"><enum>(1)</enum><text>all scoring factors;</text></paragraph> <paragraph id="HE7DDCBE83B72410FA7D6FF5CCDADA850"><enum>(2)</enum><text>the weight assigned to each factor;</text></paragraph> 
<paragraph id="HC07CA78405DC45299755E59D07F7AA26"><enum>(3)</enum><text>tie-breaker rules; and</text></paragraph> <paragraph id="H2425C2917A5148858928F0BD269D2013"><enum>(4)</enum><text>any statutory or regulatory priority areas.</text></paragraph></subsection> 
<subsection id="H279ED65919674867B92D64DF1F300617"><enum>(b)</enum><header>Limitation</header><text>This Act shall not be interpreted to authorize the Secretary to create new scoring factors or modify existing statutory requirements.</text></subsection></section> <section id="HAF818BD095394495AC4A96D65E90E433"><enum>8.</enum><header>Training for State and local USDA offices</header> <subsection id="H7BF175FB4A554FF19C502D0011FC0722"><enum>(a)</enum><header>Annual training</header><text>The Secretary shall ensure that State, parish, and county rural development offices receive annual training on—</text> 
<paragraph id="H1E85F4F49468453A90F5C42727FE2915"><enum>(1)</enum><text>the Rural Grant Transparency Roadmap for each covered program;</text></paragraph> <paragraph id="HB8AE280CEA4F4916AC986C652AE74FFB"><enum>(2)</enum><text>the common challenges faced by applicants for each covered program; and</text></paragraph> 
<paragraph id="H40EB9B7608744A718F47E105C8D38CF7"><enum>(3)</enum><text>the procedures for providing accurate, consistent information to applicants for a covered program who are located in a rural area.</text></paragraph></subsection> <subsection id="H46319A80A9BF44DBAB554C532CBBCD19"><enum>(b)</enum><header>Use of existing resources</header><text>This section shall be carried out by existing personnel of the Department of Agriculture.</text></subsection></section> 
<section id="H84D2A770F0CD4B999226644F57CE10D7"><enum>9.</enum><header>No additional appropriations</header><text display-inline="no-display-inline">This Act shall not be interpreted to authorize or require the appropriation of any funds to carry out this Act.</text></section> <section id="HC776A5669AE04BCE9BCA037B29335605"><enum>10.</enum><header>Deadline for implementation</header><text display-inline="no-display-inline">The Secretary shall implement all requirements of this Act within 180 days after the date of the enactment of this Act.</text></section>
