<section id="H6B1ED314EB264CE2B85726D9878141E6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Honesty and Trust in Service Act</short-title></quote>.</text> </section> <section id="H6294B03A9E444CF692C721CA523428E7" section-type="subsequent-section"><enum>2.</enum><header>Prohibition on use of prediction markets by personnel of the Department of Defense</header> <subsection id="H13D88F5342904BCB9BB4F3DE3A3E475E"><enum>(a)</enum><header>Regulations required</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense, in consultation with the Secretaries of the military departments, shall issue regulations prohibiting members of the covered Armed Forces and civilian employees of the Department of Defense from entering into transactions on prediction markets in cases in which the member or employee—</text> 
<paragraph id="HB3CB6F71A3F543B2B8FA0A0586676C59"><enum>(1)</enum><text>at the time of the transaction, possesses material nonpublic information relevant to such transaction; or</text></paragraph> <paragraph id="HB3935F628D014C929C504575B3F48D73"><enum>(2)</enum><text>may reasonably obtain such material nonpublic information in the course of performing official duties, including when such information would not otherwise be available to a member of the public exercising reasonable diligence.</text></paragraph></subsection> 
<subsection id="HEBED01D2BDB04CD68C201AE16EE9FD23"><enum>(b)</enum><header>Enforcement</header><text>The regulations under subsection (a) shall specify a range of punishments for the use of prediction markets in violation of the regulations.</text></subsection> <subsection id="HE6ECBB47E0C24A7DA558AF2491B23D73"><enum>(c)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="HE60E07DEE39B4C929DA9E24F0C828608"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>covered Armed Forces</term> means the Army, Navy, Air Force, Marine Corps, and Space Force.</text></paragraph> <paragraph id="HCDFC29878BBE481EA3DDA328398649D1"><enum>(2)</enum><text>The term <term>material nonpublic information</term> means information—</text> 
<subparagraph id="H31570AB12F9946DBA858CD6361AD3995"><enum>(A)</enum><text>that a reasonable investor would consider important in making an investment decision; and</text></subparagraph> <subparagraph id="HB0E38E16B4F34CED858EFBDD4D6625D0"><enum>(B)</enum><text>that is not publicly available.</text></subparagraph></paragraph></subsection></section>
