<section id="H35A890F71A0A4FCE88F774E33503BCB2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Law Enforcement Animal Safety and Harm Reporting Act of 2026</short-title></quote> or the <quote><short-title>LEASH Act of 2026</short-title></quote>.</text></section> 
<section id="HC21E87C74C7344B7B2451C6740D85CB6"><enum>2.</enum><header>Animal welfare data reporting</header> 
<subsection id="HE75B8CE221AA42B4AC792CB11687996D"><enum>(a)</enum><header>Byrne justice assistance grant eligibility</header><text display-inline="yes-display-inline">The Omnibus Crime Control and Safe Streets Act (<external-xref legal-doc="usc" parsable-cite="usc/34/10153">34 U.S.C. 10153 et seq.</external-xref>) is amended—</text> <paragraph id="HAA4B9EE927A5470CA46B47A7CB7C15EB"><enum>(1)</enum><text>in section 502(a), by adding at the end the following:</text> 
<quoted-block style="OLC" id="H0C3FD04A87AB44ED8D2E604495E7E458" display-inline="no-display-inline"> 
<paragraph id="H9DA98016E188452ABCDA161CBC994354"><enum>(7)</enum><text display-inline="yes-display-inline">A certification that, for each fiscal year covered by an application, the applicant will report to the Attorney General data on felony convictions under State law that involved cruelty to animals including the name of any individual convicted under such law.</text> </paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> <paragraph id="H945ACE424A4342D791E25D6D45ABC5AA"><enum>(2)</enum><text>in section 505(f), by striking <quote>to those jurisdictions with the highest annual number of part 1 violent crimes of the Uniform Crime Reports reported by the unit of local government to the Federal Bureau of Investigation for the three most recent calendar years for which such data are available</quote> inserting</text> 
<quoted-block style="OLC" display-inline="yes-display-inline" id="H7A8EFFBCD0734A0DB7056ABB46B6232E"><text display-inline="yes-display-inline">to units of local government—</text> <paragraph id="HE936DD862AFF4E5AADDB73C60930E045"><enum>(1)</enum><text display-inline="yes-display-inline">with the highest annual number of part 1 violent crimes of the Uniform Crime Reports reported by the unit of local government to the Federal Bureau of Investigation for the three most recent calendar years for which such data are available; and</text></paragraph> 
<paragraph id="HBB9A440EDC0A468F96B241F0B2634E79"><enum>(2)</enum><text display-inline="yes-display-inline">that submit data to the National Incident-Based Reporting System on felony convictions under State law that involved cruelty to animals including the name of any individual convicted under such law.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></subsection> <subsection id="HD345D02AB6BB4D73A27536B9D1A1E21E"><enum>(b)</enum><header>Department of Justice database</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of this Act, the Attorney General shall—</text> 
<paragraph id="H3EF8569442DD4FD1A3C811696BE75179"><enum>(1)</enum><text>establish a publicly accessible database containing the data reported under section 502(a)(7) of the Omnibus Crime Control and Safe Streets Act (<external-xref legal-doc="usc" parsable-cite="usc/34/10153">34 U.S.C. 10153</external-xref>); and</text></paragraph> <paragraph id="HDF4706E6F895468C811D05F59BD55C3A"><enum>(2)</enum><text>periodically update such database.</text></paragraph></subsection> 
<subsection id="H151547F76DDB4D1489E9FD461D385A2A"><enum>(c)</enum><header>Effective date</header><text>The amendments made by subsection (a), shall apply to applications for grants submitted during the first fiscal year that begins after the date that is 2 years after the date of enactment of this Act.</text> </subsection></section> </legis-body></bill>
