<section id="H88C4F2AEE0694D958012EE00AFDD85A5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protecting Academic Integrity Act of 2026</short-title></quote>.</text></section> <section id="HA144454314464063A84A069E14442AE1"><enum>2.</enum><header>Disclosure of foreign gifts</header> <subsection id="H716F07A7C28947C1B90E18E2AC951A58"><enum>(a)</enum><header>Value of gifts</header><text display-inline="yes-display-inline">Section 117(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1011f">20 U.S.C. 1011f(a)</external-xref>) is amended by striking <quote>$250,000</quote> and inserting <quote>$50,000</quote>.</text></subsection> 
<subsection id="H982698DB82404F43B4BC3E3F7FA39B5C"><enum>(b)</enum><header>Contents of report</header><text display-inline="yes-display-inline">Section 117(b) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1011f">20 U.S.C. 1011f(b)</external-xref>) is amended—</text> <paragraph id="H0619C1A05FE449BAB0D1F2A094B2B25C"><enum>(1)</enum><text>in paragraph (2), by inserting <quote>and, when available, the specific department, agency, office, or division of the foreign government responsible for the gift or contract</quote> before the period at the end;</text></paragraph> 
<paragraph id="HF18A012549234212BFD1EEFBDBE752F8"><enum>(2)</enum><text>in paragraph (3), by inserting <quote>and, when available, the specific department, agency, office, or division of the foreign government responsible for the gift or contract</quote> before the period at the end; and</text></paragraph> <paragraph id="H6F9AA26A297148FC935C065331237A17"><enum>(3)</enum><text>by adding at the end the following:</text>

<paragraph id="H689E5CA1F27F428A964F85AC43F9FB8E"><enum>(4)</enum><text display-inline="yes-display-inline">If available, the purpose or intention of a foreign gift or contract. If no purpose or intention is identified with respect to the gift or contract, the institution shall report the intended use of such gift or contract and the account or the department of such institution that will receive such gift or contract.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="HE253EC444B7D402DB52F2021F8FE7CA1"><enum>(c)</enum><header>Additional disclosures for restricted and conditional gifts</header><text display-inline="yes-display-inline">Section 117(c)(2) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1011f">20 U.S.C. 1011f(c)(2)</external-xref>) is amended by inserting <quote>and, when available, the specific department, agency, office, or division of the foreign government responsible for the gift or contract</quote> before the period at the end.</text></subsection> 
<subsection id="H5115312223C5419DA580B72B9A49FE37"><enum>(d)</enum><header>Applicability</header><text display-inline="yes-display-inline">This section and the amendments made by this section shall take effect on the date that is 1 year after the date of the enactment of this Act.</text></subsection></section> <section id="HA4DACB81E8FB4A4193B995926563AB46"><enum>3.</enum><header>GAO study and report</header> <subsection id="H5496E50ED70F4469B079866ECDFC9A7E"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall carry out a study on—</text> 
<paragraph id="H09804F12F882439EB2E0E7E9D5066601"><enum>(1)</enum><text display-inline="yes-display-inline">the extent to which institutions of higher education comply with—</text> <subparagraph id="H2398C25A94CA409E8357EA0E25905801"><enum>(A)</enum><text>the requirements of section 117 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1011f">20 U.S.C. 1011f</external-xref>); and</text></subparagraph> 
<subparagraph id="H82384864919441E6A3AF074D6EED107E"><enum>(B)</enum><text>the regulations issued pursuant to such section;</text></subparagraph></paragraph> <paragraph id="H731EE9707A4E4DE7AEE80279A7768428"><enum>(2)</enum><text>in the case of institutions of higher education that fail to comply with such requirements, the reasons for the failure of such institutions of higher education to comply;</text></paragraph> 
<paragraph id="H4FB375DB1EB946769B3BED633109D81A"><enum>(3)</enum><text>the extent to which institutions of higher education attempt to correct a failure to comply with such requirements; and</text></paragraph> <paragraph id="H7B05FB157C3142608A5D21A026DE1712"><enum>(4)</enum><text>the Federal efforts to increase compliance with such requirements.</text></paragraph></subsection> 
<subsection id="H5F0F51FD18C24A85BDC3B2171C8FC70A"><enum>(b)</enum><header>Report</header><text>Not later than 1 year after the date of the enactment of this Act, the Comptroller General of the United States shall submit to Congress a report that includes the results of the study conducted under subsection (a).</text></subsection></section> </legis-body></bill>
