<section id="H6477D2C4A0DC4EFD976D80145595C092" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Community-Based Approaches to Prevent and Address Hate Crimes Act of 2026</short-title></quote>.</text></section> <section id="HF3E15E154DEB45B5BCC897631E2101F4"><enum>2.</enum><header>Hate crime prevention grant</header> <subsection id="H2BC08857EA02434DA4E1A733D7ACCC7B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">On the date of enactment of this Act, subject to the availability of appropriations, the Attorney General shall establish a hate crime prevention grant program, under which community-based organizations shall be awarded grants only for the purposes described in subsection (c).</text></subsection> 
<subsection id="HE60E08F0A9DC460FA5AB7E5137907146"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">A community-based organization shall submit to the Attorney General an application at such time, in such manner, and containing such information as the Attorney General may require.</text></subsection> <subsection id="H53602456AA5A4DE6BD9427457488D952"><enum>(c)</enum><header>Use of funds</header><text>A grant awarded under this section may be used—</text> 
<paragraph id="HD4D13826477B41D69E7E8EE3998923C1"><enum>(1)</enum><text display-inline="yes-display-inline">to further community-based strategies for conflict resolution and community empowerment and education;</text></paragraph> <paragraph id="HDDD4659DA71641EF843915B968C680D8"><enum>(2)</enum><text display-inline="yes-display-inline">to develop and implement non-carceral sentencing and juvenile hate crime diversion programs;</text></paragraph> 
<paragraph id="H3BDE417264C24296B91811FA63EE10D3"><enum>(3)</enum><text display-inline="yes-display-inline">to establish and implement culturally informed and linguistically appropriate public education campaigns on the collection of data and public reporting of hate crimes;</text></paragraph> <paragraph id="H941C83375970401FBC07502C1EED1C8D"><enum>(4)</enum><text display-inline="yes-display-inline">to implement and facilitate educational classes and community service for defendants convicted of hate crimes directly related to the community harmed by the offense;</text></paragraph> 
<paragraph id="H138C5A40074348239AF70D5629925693"><enum>(5)</enum><text>to employ safety ambassadors to escort vulnerable community members in public places;</text></paragraph> <paragraph id="H205681DCE42947C789E5A21B662D8158"><enum>(6)</enum><text display-inline="yes-display-inline">to provide culturally informed and linguistically accessible support for victims or surviving families of hate crimes, including mental health support;</text></paragraph> 
<paragraph id="H56BE1E3F42F84CC08E448C518F45FC0A" commented="no"><enum>(7)</enum><text display-inline="yes-display-inline">to provide upstander, intervenor, and de-escalation trainings in multiple languages; and</text></paragraph> <paragraph id="H1DE320E818E14A4B864D1F8FD0C8BBC4"><enum>(8)</enum><text display-inline="yes-display-inline">to implement such other community-based strategies deemed appropriate for members of communities targeted by crimes on the basis of their race, color, religion, national origin, sexual orientation, gender, gender identity, or disability, and other vulnerable and historically disadvantaged communities.</text></paragraph></subsection> 
<subsection id="H4F5A07315B9D48FB8E424C158F17DF90">
        <enum>(d)</enum>
        <header>Community-Based organization defined</header>
 <text display-inline="yes-display-inline">The term <term>community-based organization</term> means a public or private nonprofit organization of demonstrated effectiveness that—</text>
        <paragraph id="HA55696C70BEB4234BD344E4E34D173E1">
          <enum>(1)</enum>
 <text display-inline="yes-display-inline">is embedded within or led by and serves a community targeted by hate crimes; and</text>
        </paragraph>
        <paragraph id="HB93C2F0F7E7C43B4902254DDE6FFE5A7">
          <enum>(2)</enum>
 <text display-inline="yes-display-inline">provides educational, public health, and social services as well as assistance to victims and related services in that community.</text>
        </paragraph>
      </subsection> 
<subsection id="H8C013AEE7D304C548C33D12B2AD36E78"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $30,000,000 for each of fiscal year 2027 through 2031.</text></subsection></section> <section id="HD3B2327C391D47A9B39EB0562E9CAC66" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header>Removal of grant amount limit for support for certain criminal investigations and prosecutions</header> <subsection id="HB47C3BCBF45C4FFF99E05A4DF7F45ED5"> <enum>(a)</enum> <header>Improving grant participation</header> <text display-inline="yes-display-inline">Section 4704(b) of the National Defense Authorization Act for Fiscal Year 2010 (<external-xref legal-doc="usc" parsable-cite="usc/34/30503">34 U.S.C. 30503(b)</external-xref>) is amended—</text>
        <paragraph id="HCEAAE8EC4B1D4F98A3FE66065B0AA81C">
          <enum>(1)</enum>
 <text>by striking paragraph (5); and</text> </paragraph> <paragraph id="H8A2DC7DE1E3A4722833E244A945BF2E9"> <enum>(2)</enum> <text>by redesignating paragraphs (6) and (7) as paragraphs (5) and (6), respectively.</text>
        </paragraph>
