<section id="H2ABB33DE7C8E4BFD84BBFF93325E30C8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Residential AED and CPR Preparedness Act of 2026</short-title></quote>.</text></section> <section id="HCCF282F073CA45D994B8C74C2F5D226B"><enum>2.</enum><header>Promoting access to AEDS and CPR in eligible federally assisted multifamily housing</header><text display-inline="no-display-inline">The Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/201">42 U.S.C. 201 et seq.</external-xref>) is amended by inserting after section 312D (<external-xref legal-doc="usc" parsable-cite="usc/42/244d">42 U.S.C. 244d</external-xref>) the following:</text>

<section id="H523EDE7CC01A41FC96A5FFE0D763D5EF"><enum>312E.</enum><header>Promoting access to AEDs and CPR in eligible federally assisted multifamily housing</header> 
<subsection id="H3F1166A664A745048D78128E781ED331"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may award grants to eligible entities to develop and implement a comprehensive program to promote resident access to automated external defibrillators (in this section referred to as <quote>AEDs</quote>) and cardiopulmonary resuscitation (in this section referred to as <quote>CPR</quote>) in eligible federally assisted multifamily housing.</text></subsection> <subsection id="H4F41DDDCB564409CBC929CB0799B68CD"><enum>(b)</enum><header>Use of funds</header><text>An eligible entity receiving a grant under subsection (a) may use funds received through such grant to carry out any of the following activities:</text> 
<paragraph id="HE1DF54F4B2EF484E9EB6AE4320BF9674"><enum>(1)</enum><text display-inline="yes-display-inline">Developing and providing comprehensive materials to establish AED and CPR programs in eligible federally assisted multifamily housing.</text></paragraph> <paragraph id="HEC9C63EEBD6A4CFE85C082C437ED3C38"><enum>(2)</enum><text>Providing support for AED and CPR training programs for residents, building management staff, maintenance personnel, and other appropriate individuals.</text></paragraph> 
<paragraph id="HAC63D11F90C54E94ADB223D42468D160"><enum>(3)</enum><text>Developing a cardiac emergency response plan for each participating building or residential complex.</text></paragraph> <paragraph id="HD8B110D17CA8413193C976C768F2B7FA" commented="no"><enum>(4)</enum><text>Purchasing AEDs that have been approved under section 515 of the Federal Food, Drug, and Cosmetic Act, cleared under section 510(k) of such Act, or classified under section 513(f)(2) of such Act.</text></paragraph> 
<paragraph id="H62CE2C72BDC84DA2AE641804DCB8FB4E"><enum>(5)</enum><text>Purchasing necessary AED batteries and performing necessary AED maintenance (such as replacing AED pads) in accordance with the labeling of the AED involved.</text></paragraph> <paragraph id="HEA867E3D493247D0B6FAB1A9C9D3155E"><enum>(6)</enum><text>Replacing outdated AED and CPR equipment, supplies, and educational materials.</text></paragraph></subsection> 
<subsection id="H1EA34E10A18944D18734CECE55FE3684"><enum>(c)</enum><header>Eligibility</header><text>To be eligible for a grant under subsection (a), an entity shall be—</text> <paragraph id="HB916E50A68814619A377F05CB3F23972"><enum>(1)</enum><text display-inline="yes-display-inline">an owner or operator of eligible federally assisted multifamily housing; and</text></paragraph> 
<paragraph id="H5D7C8761DC374E8595555141EE005669"><enum>(2)</enum><text>in partnership with a qualified health care entity.</text></paragraph> </subsection> <subsection id="H2A7F2DD250474CFDABA1B98AD0677057"><enum>(d)</enum><header>Application</header><text display-inline="yes-display-inline">To be eligible for a grant under subsection (a), an eligible entity shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may reasonably require.</text></subsection> 
<subsection id="H409429D0D91F4A93A6858890EDE0639D"><enum>(e)</enum><header>Consultation</header><text>In carrying out the program under subsection (a), the Secretary shall consult with—</text> <paragraph id="H0BDF0E40046440368E15A2E7C43147BD"><enum>(1)</enum><text display-inline="yes-display-inline">the Secretary of Housing and Urban Development;</text></paragraph> 
<paragraph id="HB1F1EC8893E547BD947264BAC1C33747"><enum>(2)</enum><text>the heads of relevant agencies within the Department of Health and Human Services;</text></paragraph> <paragraph id="HE1B47CDED63C4AAEBEB74CFAAF1861D4"><enum>(3)</enum><text>national organizations representing emergency medical services;</text></paragraph> 
<paragraph id="HA627E8E5A06640B88BBB89C1AAA6B8E7"><enum>(4)</enum><text>public health and medical professional associations;</text></paragraph> <paragraph id="H2AE5E743EDB9463B9D31D6C6F86644F6"><enum>(5)</enum><text>national organizations focused on cardiovascular health and AED and CPR training;</text></paragraph> 
<paragraph id="H48A532540F014946AD0A31B45EB7B4E9"><enum>(6)</enum><text>State, Tribal, and local public health and housing agencies; and</text></paragraph> <paragraph id="H1904CC000EA643B49758AEE8860FABCC"><enum>(7)</enum><text>other stakeholders determined appropriate by the Secretary.</text></paragraph></subsection> 
<subsection id="H1AF93D91EF0D44A2BE86F432C324A7CA"><enum>(f)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 2 years after the date on which the first grant is awarded under subsection (a), the Secretary shall submit to the appropriate committees of Congress a report describing the implementation of the grant program, which shall include—</text> <paragraph id="HFC2A927B69754187BA24E77A2C68DC21"><enum>(1)</enum><text>a list of eligible entities that have received a grant under subsection (a); and</text></paragraph> 
<paragraph id="H791FA7E4420E4952944F1FD63E9E13BC"><enum>(2)</enum><text display-inline="yes-display-inline">the actions taken by each such eligible entity to improve AED and CPR readiness in eligible federally assisted multifamily housing.</text></paragraph></subsection> <subsection id="HE2F40C6A0E2B41FFA1E183C7EDB6C633"><enum>(g)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H3F86D44FF696449DB41F33839CD3CCD0"><enum>(1)</enum><header>Appropriate committees of Congress</header><text>The term <quote>appropriate committees of Congress</quote> means—</text> <subparagraph id="HF984697525BC45ECA6A4F0E779217C23"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Energy and Commerce of the House of Representatives;</text></subparagraph> 
<subparagraph id="HAB0B961A55834AF0BF6625ED7D725F4D"><enum>(B)</enum><text>the Committee on Financial Services of the House of Representatives;</text></subparagraph> <subparagraph id="H86D2271668AD4899BA112A25EF3BE881"><enum>(C)</enum><text>the Committee on Banking, Housing, and Urban Affairs of the Senate; and</text></subparagraph> 
<subparagraph id="H0D6C3004F6AD48549FA2F35D4FF5FC22"><enum>(D)</enum><text>the Committee on Health, Education, Labor, and Pensions of the Senate.</text></subparagraph></paragraph> <paragraph id="HAF8016DC1560402C84D18BBAFCC1413D"><enum>(2)</enum><header>Eligible federally assisted multifamily housing</header><text display-inline="yes-display-inline">The term <term>eligible federally assisted multifamily housing</term> means residential housing accommodations—</text> 
<subparagraph id="HE0A39DF1B0AF473EA6CCF065BE379AD2"><enum>(A)</enum><text display-inline="yes-display-inline">that consist of not less than 5 housing units on 1 site; and</text></subparagraph> <subparagraph id="H7A44242F76304FA7A1055B7E71711215"><enum>(B)</enum><text display-inline="yes-display-inline">for which assistance is provided under the program—</text> 
<clause id="H3ACBBFD70F0D4EBCBA6CF37E7315F10A"><enum>(i)</enum><text>for supportive housing for persons with disabilities under section 811 of the Cranston-Gonzalez National Affordable Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/42/8013">42 U.S.C. 8013</external-xref>);</text></clause> <clause id="HBC0141B40293401D848F1E16A3909190"><enum>(ii)</enum><text>for supportive housing for the elderly under section 202 of the Housing Act of 1959 (<external-xref legal-doc="usc" parsable-cite="usc/12/1701q">12 U.S.C. 1701q</external-xref>);</text></clause> 
<clause id="H5B002A008BE84B8EB3F72FC33507795B"><enum>(iii)</enum><text>for project-based assistance under section 8 of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f</external-xref>);</text></clause> <clause id="HD6D8E33BDDFD481CAD4A73EF3DA0F98D"><enum>(iv)</enum><text>for public housing under section 9 of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437g">42 U.S.C. 1437g</external-xref>); or</text></clause> 
<clause id="H406DE9B8AF4840F9AD04C98F4B82DF9C"><enum>(v)</enum><text display-inline="yes-display-inline">described under the heading <quote>Rental Demonstration Program</quote> in title II of the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2012 (division C of <external-xref legal-doc="public-law" parsable-cite="pl/112/55">Public Law 112–55</external-xref>; 125 Stat. 673).</text></clause></subparagraph></paragraph> <paragraph id="H1E56A6F31F0D4DC0A3DF7B93E5746F50"><enum>(3)</enum><header>Qualified health care entity</header><text>The term <term>qualified health care entity</term> means a health care entity that—</text> 
<subparagraph id="HD6CDA6B6441C4A579D1ACEA94BC736B6"><enum>(A)</enum><text>is—</text> <clause id="HB8DA5D54D4544998BA347525B21CF71E"><enum>(i)</enum><text>a public entity; or</text></clause> 
<clause id="HA9FBDFFC701F4FBEA8E941F3A11D60AD"><enum>(ii)</enum><text>an organization described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)</external-xref> of the Internal Revenue Code of 1986 and exempt from taxation under section 501(a) of such Code;</text></clause></subparagraph> <subparagraph id="HEA360F7DA3724889995D53A455324F1D"><enum>(B)</enum><text>demonstrates an ability to develop, train, and implement a comprehensive program to promote community access to defibrillation and CPR; and</text></subparagraph> 
<subparagraph id="H547ECEFABC6C45E5A087E66D8CBC472F"><enum>(C)</enum><text>is qualified in providing technical assistance in AED and CPR training.</text></subparagraph></paragraph></subsection> <subsection id="HDCF016761A304B8E9D6B56EF76704459"><enum>(h)</enum><header>Authorization of Appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out the program under subsection (a) $25,000,000 for each of fiscal years 2027 through 2031, to remain available until expended.</text> </subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </section>
