<section id="H996312C5CBA14BADB23FC0DD7E8757E7" section-type="section-one"><enum>1.</enum><header>Digital access modernization and secure electronic filing for aircraft records</header> 
<subsection id="HDE531F46A6BB4242AF70DBFFF310155B">
        <enum>(a)</enum>
        <header>Electronic filing and voluntary third-Party connectivity for Federal Aviation
          Administration form 337</header>
        <paragraph id="H990869DBD01B4EE2890B67B70187A4E3">
          <enum>(1)</enum>
          <header>Electronic filing capability</header>
 <text display-inline="yes-display-inline">The Administrator of the Federal Aviation Administration shall improve and expand electronic filing capabilities for Federal Aviation Administration Form 337 (Major Repair and Alteration) to allow voluntary digital submission by authorized filers using Federal Aviation Administration-approved electronic methods.</text>
        </paragraph>
        <paragraph id="H8BE42F93A8574D7AA758A4A4E7241AA8">
          <enum>(2)</enum>
          <header>Application programming interfaces</header>
 <text>Not later than 12 months after the date of enactment of this Act, the Administrator shall make available secure application programming interfaces, where technically feasible, to permit voluntary integration by third-party software platforms and service providers with the electronic Form 337 filing systems of the Federal Aviation Administration.</text>
        </paragraph>
        <paragraph id="H7FC9328466C949708BE798B3E742612C">
          <enum>(3)</enum>
          <header>System safeguards</header>
 <text>Any interface capability established under this subsection shall include appropriate measures to ensure—</text>
          <subparagraph id="H68C489D931B74CFE86348844E3913B61">
            <enum>(A)</enum>
 <text>authentication and access controls;</text> </subparagraph> <subparagraph id="H2E85774079884189AE0731237AA3D60A"> <enum>(B)</enum> <text>data integrity and cybersecurity protections consistent with Federal standards; and</text>
          </subparagraph>
          <subparagraph id="H38C2D8DB2B6B4805ADEE26FDB2C350D0">
            <enum>(C)</enum>
 <text>protection of personally identifiable information.</text> </subparagraph> </paragraph> <paragraph id="HB289A0272F4F4A98B2E7F3062F41C4C2"> <enum>(4)</enum> <header>No mandated use or additional compliance</header> <text>Use of electronic filing systems or third-party interfaces established under this subsection shall be voluntary and shall not impose any additional certification, reporting, audit, equipment, or recordkeeping requirements beyond those otherwise required in law.</text>
        </paragraph>
      </subsection> 
<subsection id="H29AB23A305D846BCABFAF4BD1DEF96BC" commented="no"><enum>(b)</enum><header>Stakeholder engagement and guidance</header><text display-inline="yes-display-inline">In establishing interfaces under subsection (a), the Administrator may—</text> <paragraph id="H4DBA8AA46E414A749D7253DC5012E705" commented="no"><enum>(1)</enum><text>consult with stakeholders, including representatives of general aviation, mechanics, repair stations, manufacturers, software providers, and industry associations, to inform implementation; and</text></paragraph> 
<paragraph id="HB014A51102704D03A448BFFD3E71E81C" commented="no"><enum>(2)</enum><text>issue non-binding guidance regarding system availability and technical use after deployment.</text></paragraph></subsection> <subsection id="HBA378C443DE24BF49269DE8886FA82AD"><enum>(c)</enum><header>No new reporting requirements</header><text>Nothing in this section may be construed to require any owner, operator, mechanic, repair station, or registrant to submit any information, data, or documentation beyond what is otherwise required in law or regulation.</text></subsection> 
<subsection id="HE4F200B500E14168B178E6C4784A55B6"><enum>(d)</enum><header>Protection of privacy and sensitive information</header> 
<paragraph id="HC2EC8CC7F81E497FA1981A554A299BF0"><enum>(1)</enum><header>Data minimization</header><text>The Administrator shall limit the collection, retention, and dissemination of information under this section to the minimum necessary to carry out statutory aviation safety and registration functions.</text></paragraph> <paragraph id="HFBF85E51BCCC4AFDB097513A40800C0C"><enum>(2)</enum><header>Public disclosure limitations</header><text>The Administrator may not make personally identifiable information of aircraft owners, operators, mechanics, or registrants publicly available through any system established or modernized under this section, except to the extent otherwise required by law.</text></paragraph> 
<paragraph id="H3AA7CC5C0A2849FBB221EAC209E85544"><enum>(3)</enum><header>Use restrictions</header><text>Information made available under this section may not be used for commercial solicitation, surveillance, or profiling purposes.</text></paragraph> <paragraph id="H08D972D1D1444A19BC608C137268E32D"><enum>(4)</enum><header>Freedom of information act</header><text>Nothing in this section shall be construed to expand public disclosure obligations under section 552 of title 5, United States Code.</text></paragraph></subsection> 
<subsection id="H0B8361C0CF6C4971A47DE246BB78D291"><enum>(e)</enum><header>Use of existing authorities and systems</header><text>The Administrator shall implement this section using existing information technology platforms, cybersecurity standards, and privacy frameworks to the maximum extent practicable and shall avoid duplicative systems or new regulatory burdens.</text></subsection> </section> </legis-body></bill>
