<section id="HB44376BA03684B91971C14CD1DFC0E06" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Revitalizing Equitable Spaces to Transform Our Regional Environments and Third Spaces Act of 2026</short-title></quote> or the <quote><short-title>RESTORE Third Spaces Act of 2026</short-title></quote>.</text></section> <section id="H7DF4D68118254132960EA5FF115D587D"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H499679C65C5343598B6E5A733025BA9B"><enum>(1)</enum><text display-inline="yes-display-inline">Third spaces—social environments distinct from home and work—are essential for democratic participation, mental health, social trust, and cultural vitality. They provide opportunities for residents to connect across lines of difference; reduce social isolation; and foster emotional well-being, civic engagement, and mutual aid.</text></paragraph> <paragraph id="HB220BF62743B4084995C14141C4D040B"><enum>(2)</enum><text display-inline="yes-display-inline">Third spaces serve as engines for local economic resilience and community wealth-building. They act as vital incubators for local entrepreneurship and innovation by providing low-barrier environments for networking and collaboration. In urban and rural settings, vibrant social hubs drive foot traffic to surrounding businesses, increase property values, and foster a distinct sense of place that attracts sustainable long-term investment. By providing shared-use infrastructure, third spaces lower the cost of entry for small businesses and cooperative enterprises, turning social capital into tangible economic opportunity.</text></paragraph> 
<paragraph id="H0F75543BBCC24A1F8364B4B333A7F8E5"><enum>(3)</enum><text>Decades of public disinvestment, segregation, urban renewal, and gentrification have disproportionately dismantled shared civic spaces in underserved and marginalized communities. The closure of community centers, parks, libraries, and gathering places has weakened social infrastructure that once supported local organizing, intergenerational relationships, and cultural continuity.</text></paragraph> <paragraph id="H7DF733A7F41145B884B1F9280F92D7D4"><enum>(4)</enum><text>The widespread loss of accessible third spaces in urban and rural areas has reduced opportunities for collective problem-solving, mutual aid, and civic participation, thereby deepening loneliness, disconnection, and mistrust.</text></paragraph> 
<paragraph id="H44A668DEB26D483DB84B0004D6FF78ED"><enum>(5)</enum><text>Social isolation and the decline of communal life have created conditions conducive to online radicalization and misinformation. When residents lack shared public spaces for dialogue, creativity, and belonging, they are more vulnerable to divisive and extremist influences online.</text></paragraph> <paragraph id="HD5FC05338E76427D8BAB23E3828F21F2"><enum>(6)</enum><text>Third spaces also contribute to local economic resilience. By fostering collaboration, creativity, and shared-use infrastructure, these spaces can generate small business growth, cooperative enterprise, workforce development, and community wealth-building while remaining open and accessible to all.</text></paragraph> 
<paragraph id="H0917A8C6394E4781853DD1D7AD9DA33E">
        <enum>(7)</enum>
 <text>The Federal Government has a vital role in seeding and studying innovative third space models that promote equity, inclusion, and sustainability. A national pilot program can catalyze local leadership, restore social cohesion, and demonstrate how inclusive, low- or no-cost shared public life can flourish in the twenty-first century.</text>
      </paragraph></section> 
<section id="H893BA60B79F14A8BAD1CA9F00160ABE7"><enum>3.</enum><header>Pilot grant program to renovate and develop third spaces</header> 
<subsection id="H125E2C267E9449BFB9B05BA75C4B19D5"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of Commerce, in consultation with the Secretary of Housing and Urban Development and the Secretary of Health and Human Services, shall establish a pilot program to award grants to eligible entities to renovate and develop third spaces.</text> </subsection> <subsection id="HC819424E2F5D4CC3B0D9340C3DBC9DF2"><enum>(b)</enum><header>Grant priorities</header><text>In awarding grants under subsection (a), the Secretary shall prioritize any eligible entity that seeks to renovate or develop a third space that—</text> 
<paragraph id="HFB0F671AE9CE4A80B012EC0303716813"><enum>(1)</enum><text>strengthens the local economy; and</text></paragraph> <paragraph id="H74815B2D0EB545C88C0E403DF01DCDB2" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">mitigates social isolation and the decline of communal life.</text> </paragraph></subsection> 
<subsection id="HD7EA231B767A428DA134E7D0CFB7FE42"><enum>(c)</enum><header>Application requirements</header><text>An application submitted by an eligible entity for a grant under subsection (a) shall—</text> <paragraph id="HEEBBF7CFA16E43C8B603AFB32254FF33"><enum>(1)</enum><text display-inline="yes-display-inline">include documentation of the history of the community in which the third space to be renovated or developed is located, including documentation of historical inequities—</text> 
<subparagraph id="H156DD1CE9C694B40ABC83961FE4BC401" commented="no"><enum>(A)</enum><text>within such community; and</text></subparagraph> <subparagraph id="HE5EF1549B4FD409D8C1060A169D39AAC"><enum>(B)</enum><text>between such community and other communities; and</text></subparagraph></paragraph> 
<paragraph id="H646D9EF592184CA38564087F78079E70"><enum>(2)</enum><text display-inline="yes-display-inline">describe how such eligible entity, in renovating or developing a third space pursuant to such grant, plans to—</text> <subparagraph id="H6A248D01E4374DA6B574D93CA75F486A"><enum>(A)</enum><text display-inline="yes-display-inline">engage members of such community in the design of such third space;</text></subparagraph> 
<subparagraph id="HF3151D5A6E384EB0ABC613B8C3C067C9" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">ensure that such renovation or development—</text> <clause id="H78DC12A307A24D5190549EBFB29BBE94"><enum>(i)</enum><text display-inline="yes-display-inline">benefits members of such community; and</text></clause> 
<clause id="HDF0E04D7901A4504B0DEA60644F88C19"><enum>(ii)</enum><text>does not exacerbate such historical inequities; and</text></clause></subparagraph> <subparagraph id="H6E90B2D5D0FF4509ACC9BBF8740E7C4E"><enum>(C)</enum><text>preserve local—</text> 
<clause id="H71A4732C92CE43548DCFB534B7A1D2BB"><enum>(i)</enum><text>culture;</text></clause> <clause id="H66AB6FD5D63E4120B900938AB9E48F0C"><enum>(ii)</enum><text>history; and</text></clause> 
<clause id="H2621E94CF9DF4A6B89E4BA98AC93A7C0"><enum>(iii)</enum><text>identity.</text></clause></subparagraph></paragraph> </subsection> <subsection id="H985640C63AC548879DB87F269053AF09"><enum>(d)</enum><header>Use of funds</header><text display-inline="yes-display-inline">An eligible entity may use a grant under subsection (a) to—</text> 
<paragraph id="HC00A768A309A488BA3A00164B1772E89" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">plan the renovation or development of a third space, including through—</text> <subparagraph id="H406B8B33AC5A4B9BB02096DFC366CF90" commented="no"><enum>(A)</enum><text>community engagement initiatives;</text></subparagraph> 
<subparagraph id="H8B48FA41489747B09BFED1B1B20D7EBE" commented="no"><enum>(B)</enum><text>feasibility studies; and</text></subparagraph> <subparagraph id="HD8782678CA40494CA353E8C225620F57" commented="no"><enum>(C)</enum><text>other pre-development activities; and</text></subparagraph></paragraph> 
<paragraph id="H3760CCFEF3344390B107E2C67ECF1DA7"><enum>(2)</enum><text display-inline="yes-display-inline">pay construction costs associated with the renovation or development of such third space.</text></paragraph> </subsection> <subsection id="HB367736EF90E4B14A4C70C97B82B0977"><enum>(e)</enum><header>Equity and historical justice requirements</header> <paragraph id="H864B21E95F5F49EFAA1E0BAE677D54E4"><enum>(1)</enum><header>Federal requirements</header><text>Not less than 60 percent of any amounts awarded under subsection (a) for a fiscal year shall be awarded to eligible entities serving low-income and underserved communities.</text></paragraph> 
<paragraph id="H5DC156194B4249C7B5BF49F55911C179"><enum>(2)</enum><header>Accessibility policies</header><text display-inline="yes-display-inline">Each eligible entity renovating or developing a third space pursuant to a grant under subsection (a) shall establish a policy to ensure that such third space remains free or low-cost to members of the public, except that an eligible entity may charge a reasonable rent to a business for the use of such third space.</text> </paragraph> </subsection> <subsection id="HA8ACF623D3334BC5B90B3619ABEB9F0A"><enum>(f)</enum><header>Expiration of pilot</header> <paragraph id="H2C1FD0FD4D7B419FB2BCB771FE9089A3"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided in paragraph (2), the pilot program shall expire on the date that is 3 years after the date of enactment of this Act.</text></paragraph> 
<paragraph id="HC700E87022BC4837908FCDA9B9E07B3A"><enum>(2)</enum><header>Optional extension of pilot</header><text display-inline="yes-display-inline">Not later than 30 days before the expiration of the 3-year period following the date of the enactment of this Act, the Secretary may extend the pilot program for an additional period of 2 years.</text></paragraph></subsection> <subsection id="HC8E5197DD27B442DBE9674E48AFCBA1F"><enum>(g)</enum><header>Reports</header> <paragraph id="HE0CDB1C5127F463DA3C14A8E79BC2861"><enum>(1)</enum><header>Eligible entity reports</header><text display-inline="yes-display-inline">Not later than 30 days after the date of enactment of this Act, the Secretary shall establish reporting requirements for an eligible entity renovating or developing a third space pursuant to a grant under subsection (a), which shall—</text> 
<subparagraph id="H13C8517CBB0C49B3A321B08E78F85CEB"><enum>(A)</enum><text>be responsive to the resources available to such eligible entity to engage in such reporting; and</text></subparagraph> <subparagraph id="HC7E8AB3B2FE142CDA482561DCB980F65"><enum>(B)</enum><text>include required reporting regarding—</text> 
<clause id="HE7C438E150214CD4B5C31BFD3E1F84CF" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">attendance rates at such third spaces;</text></clause> <clause id="H53EF22FD3DBB49C5B73D8395F70B1125"><enum>(ii)</enum><text>programs offered at such third spaces; and</text></clause> 
<clause id="H49AD8C35169041BFBDFF7184BE6308A9"><enum>(iii)</enum><text display-inline="yes-display-inline">social, cultural, and direct and indirect economic impacts of such third spaces.</text></clause></subparagraph> </paragraph> <paragraph id="H99DB1E2455E04A1E90227AE10A7B7BB0"><enum>(2)</enum><header>Reports to Congress</header><text>Not later than 3 years after the expiration of the pilot program under subsection (f), the Secretary shall submit to Congress a report—</text> 
<subparagraph id="H159E2DB6C8C144A8B11DC145E28A5F1E"><enum>(A)</enum><text display-inline="yes-display-inline">summarizing metrics of success for third spaces renovated and developed pursuant to grants under subsection (a), including—</text> <clause id="HBCC4643A61F44CC5BE84B6395FB776E7"><enum>(i)</enum><text>attendance rates at such third spaces;</text></clause> 
<clause id="HD92F62B030A3480281134CEB8FA0AB5E" commented="no"><enum>(ii)</enum><text display-inline="yes-display-inline">the number of new businesses formed in the communities in which such third spaces are located;</text></clause> <clause id="H72FFE70D6A524D02B0721D2BE8C1723C"><enum>(iii)</enum><text display-inline="yes-display-inline">the affordability of such third spaces; and</text></clause> 
<clause id="HD29B8FAA00B64F9683F81F4BC3137AF4"><enum>(iv)</enum><text>survey-based measures of belonging experienced by attendees at such third spaces;</text></clause></subparagraph> <subparagraph id="H970CF6885BBA47D286E001F0C2DE752C"><enum>(B)</enum><text display-inline="yes-display-inline">assessing, based on the metrics established in paragraph (1), the outcomes of the pilot program, including, for third spaces renovated and developed pursuant to grants under subsection (a)—</text> 
<clause id="H323F326599084CCDB55E122C91ADBFD7"><enum>(i)</enum><text>social, cultural, and direct and indirect economic impacts of such third spaces; and</text></clause> <clause id="H08EBB37C5D824EC6A162311A6DF97825"><enum>(ii)</enum><text>the effectiveness of such third spaces in—</text> 
<subclause id="HFE49E243ED1948EBA6FCCFCD012D7658"><enum>(I)</enum><text>reducing social isolation; and</text></subclause> <subclause id="H4368A8BA0BCE4CEFA75D2E35F0CE7D97"><enum>(II)</enum><text>supporting community life; and</text></subclause></clause> </subparagraph> 
<subparagraph id="HC09D7332014246CE82D5F43D2D9866F4"><enum>(C)</enum><text>providing recommendations regarding the expansion of the pilot program.</text></subparagraph></paragraph></subsection> <subsection id="HB8ED7C70E7AD4028828F3EF4D9836B93"><enum>(h)</enum><header>Administrative expense cap</header><text display-inline="yes-display-inline">Not more than 5 percent of any funds appropriated to carry out this section for a fiscal year may be expended for Federal administration of the pilot program.</text></subsection> 
<subsection id="H46E44B9DEC7944B68AF7C4A1DE771508"><enum>(i)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this section $200,000,000.</text></subsection> <subsection id="H17EC4CA68FA2481BB35D0ABB8B4C60DA"><enum>(j)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="HFD9B72C1C48149919BEFFE3B3FCB86CE"><enum>(1)</enum><text display-inline="yes-display-inline">The term <quote>eligible entity</quote> means—</text> <subparagraph id="H1446C714044F42A89CA8A7AED40D56CE"><enum>(A)</enum><text>a local government;</text></subparagraph> 
<subparagraph id="H8152E6E0E8B540C79F2235E073AFE1E5"><enum>(B)</enum><text>a nonprofit corporation;</text></subparagraph> <subparagraph id="HDF9C003C757B446CB2A7977B0819E080"><enum>(C)</enum><text>a Federally recognized Indian tribe;</text></subparagraph> 
<subparagraph id="H7E3502182B4A4F4D900B66C93CB596BF"><enum>(D)</enum><text>a Native Hawaiian organization;</text></subparagraph> <subparagraph id="H423F70A522B4444FAA3FD734E6C63191"><enum>(E)</enum><text>a public library;</text></subparagraph> 
<subparagraph id="H8964C1F76AD94843B935EED8444D41BA"><enum>(F)</enum><text>a community college; or</text></subparagraph> <subparagraph id="HAC13C30027114D1EA7AF43D7E35E2FD0"><enum>(G)</enum><text>a partnership including at least—</text> 
<clause id="H619A2E9A4C9D4D709C63ACC84F06C41A"><enum>(i)</enum><text>one nonprofit corporation; and</text></clause> <clause id="H2E1888F849A14D8F9CB7C4129B451A84"><enum>(ii)</enum><text>one local government or an agency thereof.</text></clause></subparagraph></paragraph> 
<paragraph id="HBB38839FD1E642AD9E50FBCF0B8D5124"><enum>(2)</enum><text display-inline="yes-display-inline">The term <quote>Secretary</quote> means the Secretary of Commerce.</text></paragraph> <paragraph id="H24FE495197A94BF098D27775CB2A1365"><enum>(3)</enum><text display-inline="yes-display-inline">The term <quote>third space</quote>—</text> 
<subparagraph id="H1D093D8054984A0EAAB765E36DCFA255"><enum>(A)</enum><text display-inline="yes-display-inline">means a space open to members of the public that—</text> <clause id="H6DCEA44E7BA94168853BC1E0B2DCB89A"><enum>(i)</enum><text>does not function primarily as a residence or a workplace; and</text></clause> 
<clause id="HCBAC97E968774A3C8B9B49BE7BC487C0"><enum>(ii)</enum><text display-inline="yes-display-inline">supports social, cultural, and economic life; and</text></clause></subparagraph> <subparagraph id="HA175DFC8452D4328B6AEEFB164BDAC46"><enum>(B)</enum><text>may include—</text> 
<clause id="H46BDD55FCBA24B39AB4191C30E2481C3"><enum>(i)</enum><text>a community athletic field;</text></clause> <clause id="H4D24DE5F58004DF0B869B80AC68114AD"><enum>(ii)</enum><text>a community center;</text></clause> 
<clause id="H86612F215F494027935BBD5EA96A0BD3"><enum>(iii)</enum><text>a library;</text></clause> <clause id="H854E843E1F0A4C508957AC96A5531B60"><enum>(iv)</enum><text>a cultural center;</text></clause> 
<clause id="HF622AE94F8574565B9DCA8CFAB7D7A05">
                            <enum>(v)</enum>
 <text>a makerspace;</text> </clause> <clause id="H0EDC180188E24231811901B6E53D4D07"><enum>(vi)</enum><text>a nonprofit incubator;</text></clause> 
<clause id="H4829172A226E4FA0B294640819015C0D"><enum>(vii)</enum><text>a park;</text></clause> <clause id="H4C33D310325E43D19EAC829F3FE5388A"> <enum>(viii)</enum> <text>a playground;</text>
                        </clause> 
<clause id="HFB9B6C92B2114FC9BBC61239303BA749"><enum>(ix)</enum><text>a public market;</text></clause> <clause id="HDEE8B4F8063543DD93C44B445A3A3E04"><enum>(x)</enum><text>a schoolyard with a shared use agreement;</text></clause> 
<clause id="H01F2E737FA9D4AFBB7D64D2246BD33D0"><enum>(xi)</enum><text>a small business concern (as described in section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>)); and</text></clause> <clause id="HC61586D3455B45EB85C87B47014DE958"><enum>(xii)</enum><text>a combination of two or more spaces listed in clauses (i) through (xi).</text></clause> </subparagraph></paragraph> 
<paragraph id="H5B3D4755CE2D46188894B01A07278CBF"><enum>(4)</enum><text>The term <quote>underserved community</quote> means a community—</text> <subparagraph id="H8CF8AE1ACD764D2BA9942944313D49B8"><enum>(A)</enum><text display-inline="yes-display-inline">that is subject to one or more of the economic distress criteria under section 301.3(a)(1) of title 13, Code of Federal Regulations (or any successor regulation); and</text></subparagraph> 
<subparagraph id="HC7C55AB3FD0542C4891E402EB010DDB8"><enum>(B)</enum><text>that—</text> <clause id="HE235DEE4B3B94AFFA807B16623140497"><enum>(i)</enum><text>is located in a rural area; or</text></clause> 
<clause id="H02E456EF99374AE8884BE0833A690A4A"><enum>(ii)</enum><text display-inline="yes-display-inline">has experienced—</text> <subclause id="H3CDD8BB8A36645A9B341D6BE5A716FD9"><enum>(I)</enum><text>poverty;</text></subclause> 
<subclause id="H4265B49810B4429FA11D44DD7B8994C9"><enum>(II)</enum><text>disinvestment;</text></subclause> <subclause id="HA7C76BD0BEB24253B16E9199B9CD30B7"><enum>(III)</enum><text>racial segregation;</text></subclause> 
<subclause id="H2360605DD4FA432996547057F3AE698B"><enum>(IV)</enum><text>economic segregation; or</text></subclause> <subclause id="HBCB3E9D7E006428BB8DA533A617F06E4"><enum>(V)</enum><text display-inline="yes-display-inline">the loss of third spaces due to—</text> 
<item id="H0B8C5A6953D64122846F07A4E3B04F28"><enum>(aa)</enum><text>redevelopment;</text></item> <item id="H1D37F94FEEA043F4A41959E0C8E090F3"><enum>(bb)</enum><text>gentrification; or</text></item> 
<item id="HFCB2B1DFBC4B4A20AD74BC88329EBB70"><enum>(cc)</enum><text>the construction of new infrastructure.</text></item></subclause></clause></subparagraph> </paragraph> </subsection></section> </legis-body></bill>
