<section id="H0AAE48A7B884459583FB0E23AED677FB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Utility Hikes Transparency Act</short-title></quote>.</text></section> <section id="HFB3CFC91D35446B8BD9CB21A470D609B"><enum>2.</enum><header>National Utility Rate Change Tracker</header> <subsection id="H5D7595941B3944BDB5F56EB445D0445A"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Commission shall establish and maintain online a publicly accessible, searchable database, to be known as the National Utility Rate Change Tracker, containing information on approved and effective covered utility rate changes.</text> </subsection> 
<subsection id="H0B33A5DFB5584184956C001693D1E228"><enum>(b)</enum><header>Data points</header><text display-inline="yes-display-inline">The National Utility Rate Change Tracker established under subsection (a) shall contain, with respect to each approved or effective rate change for a covered utility, the following information:</text> <paragraph id="H4D851A434B6644D5BBEC0F58981E885E"><enum>(1)</enum><text>The name of the covered utility.</text></paragraph> 
<paragraph id="HABD6CFEEFDFE40B3A37960655BE31F42"><enum>(2)</enum><text>The services provided by the covered utility.</text></paragraph> <paragraph id="H831BB4E9C7304923B3ABB738D8137EB2"><enum>(3)</enum><text>The State in which the rate change is applicable.</text></paragraph> 
<paragraph id="H76E8C8537254419D8FA84B2207A1A3A4"><enum>(4)</enum><text>The impact of the rate change—</text> <subparagraph id="H8A73BBFD4E2144789E00BDF40FB70874"><enum>(A)</enum><text>in dollar and percentage change, to the average residential monthly bill; and</text></subparagraph> 
<subparagraph id="HAFC1EE0179F448B6B5AFC421201F5D7C"><enum>(B)</enum><text>on total revenue of the covered utility.</text></subparagraph></paragraph> <paragraph id="H2E5DBA9758A5463FA905655F1AB311ED"><enum>(5)</enum><text>The total number of customers impacted by the rate change.</text></paragraph> 
<paragraph id="H18EEFB7004374D44B38CAA170DC9F9DF"><enum>(6)</enum><text>The date the rate change was approved.</text></paragraph> <paragraph id="HD28C8012DFC64742BFE523CF589FA6A6"><enum>(7)</enum><text>A link to the relevant docket for the rate change.</text></paragraph> 
<paragraph id="HF3E0D333FA96453BBB518D481D140A0A"><enum>(8)</enum><text>The primary reason or reasons provided for the rate change.</text></paragraph> <paragraph id="HDA0B308290BB48F6B22B1087886B0F00"><enum>(9)</enum><text>The effective date of the rate change.</text></paragraph></subsection> 
<subsection id="HD3F27FF4135D40D3978C090749C11289"><enum>(c)</enum><header>Quarterly updates</header><text display-inline="yes-display-inline">The Commission shall update information on the National Utility Rate Change Tracker on each date that is the last day of a calendar year quarter.</text> </subsection> <subsection id="H66CBCC2657524247972A9C4C2B060805"><enum>(d)</enum><header>Data sources</header><text display-inline="yes-display-inline">In updating information on the National Utility Rate Change Tracker, the Commission shall, to the extent practicable—</text> 
<paragraph id="H310E722BED6B48DCB8F5E711488EA503"><enum>(1)</enum><text>use publicly available information; and</text></paragraph> <paragraph id="HEA4E8F54430B4608B33930433204C016"><enum>(2)</enum><text>enter into data-sharing agreements with State regulatory authorities.</text></paragraph></subsection> 
<subsection id="H927445DC61EB455D824C7465331BF5B9"><enum>(e)</enum><header>Searchability</header><text display-inline="yes-display-inline">The National Utility Rate Change Tracker shall be searchable by ZIP Code, address, State, and city.</text> </subsection> <subsection id="HC7C47F0EAE0F4709BBBC1C43B323512F"><enum>(f)</enum><header>Methodology document</header><text display-inline="yes-display-inline">The Commission shall publish and maintain with National Utility Rate Change Tracker a plain-language methodology explaining how information contained in the National Utility Rate Change Tracker is collected, standardized, and labeled, including how gaps or conflicts in information are handled.</text></subsection> 
<subsection id="HED9235E2B4CC4A24B022360FA45D2D96"><enum>(g)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HF2A51B40391F4B36BEDF5FEC75906175"><enum>(1)</enum><header>Commission</header><text>The term <term>Commission</term> means the Federal Energy Regulatory Commission.</text></paragraph> 
<paragraph id="H14DDB6389545409A902F1F0711FAD133"><enum>(2)</enum><header>Covered utility</header><text>The term <term>covered utility</term> means a gas utility (as defined in section 302 of the Public Utility Regulatory Policies Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/15/3202">15 U.S.C. 3202</external-xref>)) or electric utility that sells electric energy to electric consumers (as defined in section 3 of the Public Utility Regulatory Policies Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2602">16 U.S.C. 2602</external-xref>)).</text></paragraph></subsection></section> </legis-body></bill>
