<section id="HC2D04DE79BA646B1A59E3A660DCC2C1E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Biotechnology Workforce Alignment Act of 2026</short-title></quote>.</text></section> <section id="H6148008EB31347898F61167087C27F7B" section-type="subsequent-section"><enum>2.</enum><header>NSF support for biotechnology workforce pathways and alignment with Federal research investments</header> <subsection id="HCE8C529E9693441387B7852CA0D332C0"><enum>(a)</enum><header>Alignment of biotechnology workforce priorities</header> <paragraph id="HD4B57D48F2C04985A2833EB1E00F6760" commented="no"><enum>(1)</enum><header>In general</header><text>The Director, in coordination with the heads of relevant Federal agencies, shall carry out activities to support the integration of Federal biotechnology research investments with workforce development activities.</text></paragraph> 
<paragraph id="H0F3745DD0B25421CB9B1EA14F39DFB0E" commented="no"><enum>(2)</enum><header>Workforce priority areas</header><text>In carrying out paragraph (1), the Director shall identify high-demand biotechnology workforce areas, including the following:</text> <subparagraph id="HE58BDF4C980D4DA88C545A4CC120C40A" commented="no"><enum>(A)</enum><text>Biomanufacturing and bioprocess engineering.</text></subparagraph> 
<subparagraph id="HE397BF2D41DC45009C08AA17C297E3A9" commented="no"><enum>(B)</enum><text>Synthetic biology.</text></subparagraph> <subparagraph id="HAB879FB7753A4E3D87E4471383189CA8" commented="no"><enum>(C)</enum><text>Bioinformatics and computational biology.</text></subparagraph> 
<subparagraph id="H0A96F20CC5D34769B37778EB098835B4" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">Omics, such as genomics and proteomics.</text></subparagraph> <subparagraph id="H5F489ADD86A542B98C6A463CBBD8F852" commented="no"><enum>(E)</enum><text>Regulatory science and quality assurance.</text></subparagraph> 
<subparagraph id="H86A9D6AE3F7245E9BF6E31AADF63A123" commented="no"><enum>(F)</enum><text>Such other areas as the Director determines appropriate.</text></subparagraph></paragraph></subsection> <subsection id="HE4FFFB5E95CC4897BD8A834F1475973E"><enum>(b)</enum><header>Pathways, engagement, and partnerships</header><text>In carrying out this section, the Director shall carry out the following:</text> 
<paragraph id="H6D1D6B58D7454B1C934B831053C917CE"><enum>(1)</enum><text display-inline="yes-display-inline">Support the development of a workforce framework, including relating to workforce categories, work roles, and competency areas, for biotechnology.</text></paragraph> <paragraph id="H25A6599BBE7246459C7C2482101BE199" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">Disseminate information on, and support educational and career pathways with multiple entry and exit points for, students and early-career researchers leading to credentials and degrees in biotechnology workforce areas.</text></paragraph> 
<paragraph id="H54964E749A45417ABD9B9FDFA7D18E56"><enum>(3)</enum><text>Promote participation in internships, apprenticeships, cooperative education programs, and other hands-on training opportunities.</text></paragraph> <paragraph id="HF1276787B6EB469EA3C4D3D7DFBC4E69"><enum>(4)</enum><text display-inline="yes-display-inline">Support partnerships among institutions of higher education (including community colleges and minority-serving institutions), Federal laboratories, nonprofit organizations, and private sector entities.</text></paragraph> 
<paragraph id="HE3AE8A78252A4DA2A48F402ACED7CC11" commented="no"><enum>(5)</enum><text>Disseminate best practices for workforce development activities.</text></paragraph></subsection> <subsection id="H3CC0622B4C644D59875CAACBB7F3FEE6"><enum>(c)</enum><header>Coordination with industry</header><text>In carrying out this section, the Director shall, to the extent practicable, carry out the following:</text> 
<paragraph id="H8D3BF514E8E647CCAC417A0EC0578D8D" commented="no"><enum>(1)</enum><text>Coordinate with private sector entities engaged in biotechnology research, development, or manufacturing.</text></paragraph> <paragraph id="HCF151E5CA35E40ECA00DC1D19E909FFC"><enum>(2)</enum><text>Support model frameworks for industry-academic partnerships.</text></paragraph> 
<paragraph id="HBED4070F0376476A88321063019DAFD1"><enum>(3)</enum><text>Encourage alignment between workforce training programs and evolving industry needs.</text></paragraph></subsection> <subsection id="H881B070895B54E4791BAFFF7C612D138"><enum>(d)</enum><header>Metrics and evaluation</header><text display-inline="yes-display-inline">The Director shall develop metrics to assess the following:</text> 
<paragraph id="HC17F494C62BD4C73A5518EB310599FA0" commented="no"><enum>(1)</enum><text>Workforce gaps in biotechnology careers.</text></paragraph> <paragraph id="H9ED331ADCFE742B1BBF12CCDCDD4C6D9" commented="no"><enum>(2)</enum><text>Barriers to entry into biotechnology careers.</text></paragraph> 
<paragraph id="H4D6BF75AF0F84ED29025F40D2474BBC8"><enum>(3)</enum><text>The effectiveness of coordination and partnerships under this section.</text></paragraph> </subsection> <subsection id="H25A591C7F5034F4C88B185CC594DE6D5" commented="no"><enum>(e)</enum><header>Integration with existing activities</header><text>The Director shall, to the extent practicable, carry out this section through integration with existing National Science Foundation programs and activities.</text></subsection> 
<subsection id="H58C69822516D4C33A72FC64C891266C1"><enum>(f)</enum><header>Report</header><text>Not later than two years after the date of the enactment of this Act and biennially thereafter for six years, the Director shall submit to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report that includes the following:</text> <paragraph id="HBDAD96EF7CBA4300A5CB3FC5BB746259" commented="no"><enum>(1)</enum><text>An assessment of workforce gaps in biotechnology careers.</text></paragraph> 
<paragraph id="H6F2788D030F141B7A998FF6E3423F3E7"><enum>(2)</enum><text>A description of activities carried out under this section.</text></paragraph> <paragraph id="H8BAD0E016B9547F78E7DB68C3AEB00A1"><enum>(3)</enum><text>An evaluation of outcomes associated with workforce development activities.</text></paragraph> 
<paragraph id="H95090413571641FB9CE6715404D08D43">
                    <enum>(4)</enum>
 <text display-inline="yes-display-inline">An assessment of the position of the United States biotechnology workforce in maintaining global leadership in biotechnology relative to key competitor and near-peer countries.</text>
                </paragraph> 
<paragraph id="H98A25AF8DB5D4B54A3100002BBBA5C2D" commented="no"><enum>(5)</enum><text display-inline="yes-display-inline">Recommendations for actions to strengthen Federal coordination relating to biotechnology initiatives and workforce development activities.</text></paragraph></subsection> <subsection id="H905485362C014DCCB8AEEE7D1ACB676A"><enum>(g)</enum><header>Definitions</header><text>In this Act:</text> 
<paragraph id="H438363C1F2EE49FF8BE1E44DC9DE9DC8"><enum>(1)</enum><header>Biotechnology</header><text>The term <term>biotechnology</term> means the use of biological systems, organisms, or derivatives thereof to develop or manufacture products, including biomanufacturing, bioprocess engineering, synthetic biology, genomics, proteomics, and computational biology applications.</text></paragraph> <paragraph id="H0A490E5C4681485FAC80D859E2166DDC"><enum>(2)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the National Science Foundation.</text></paragraph> 
<paragraph id="H4727E1DB340C4A06A3E0D76CE033C49E" commented="no"><enum>(3)</enum><header>Workforce development activities</header><text>The term <term>workforce development activities</term> includes internships, apprenticeships, cooperative education, experiential learning, skills-based training, and related activities that prepare individuals for employment in biotechnology careers.</text></paragraph></subsection></section> </legis-body></bill>
