<section id="H5AF1D4E15ECF4311A4B94E7991B51B3D" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Biotechnology Workforce Assessment Act</short-title></quote>.</text></section> 
<section id="HD5EEC5D2E6F14CD7B01BE273EF3CE64A" section-type="subsequent-section"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="HA4052F99D07A449EBFF7F2164F7C7B51"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means—</text> 
<subparagraph id="H318EC42326794355A8585AA5E82873D1"><enum>(A)</enum><text>the Committee on Homeland Security and Governmental Affairs of the Senate; and</text></subparagraph> <subparagraph id="H24D02B52F93C43778CA5D4FB46F1B3EE"> <enum>(B)</enum> <text>the Committee on Oversight and Government Reform of the House of Representatives.</text>
        </subparagraph></paragraph> 
<paragraph id="H825A96BED9CD467BAA6A13DF25CA04D9"><enum>(2)</enum><header>Appropriate Federal agency</header><text>The term <term>appropriate Federal agency</term> means—</text> <subparagraph id="H22CE09A0C2BA4AE59A0797C37D11AD5C"><enum>(A)</enum><text>the Department of Agriculture;</text></subparagraph> 
<subparagraph id="H72AD218FE52C47BE82739F636DD99959"><enum>(B)</enum><text>the Department of Commerce;</text></subparagraph> <subparagraph id="HF08CBEF966E641DBBD21F8EE6F7AB7DF"><enum>(C)</enum><text>the Department of Defense;</text></subparagraph> 
<subparagraph id="HA1A14C9B3C9D497D8C9D92B2895058D5"><enum>(D)</enum><text>the Department of Energy;</text></subparagraph> <subparagraph id="HF21887DF91E6459E87B4CBE1088C1FBD"><enum>(E)</enum><text>the Department of Health and Human Services;</text></subparagraph> 
<subparagraph id="HF8C0EF9CC6654BA5AB60651E2C82FB21"><enum>(F)</enum><text>the Department of Homeland Security;</text></subparagraph> <subparagraph id="HBBA71BB616714704A646EDEE7E46EFC2"><enum>(G)</enum><text>the Department of the Interior;</text></subparagraph> 
<subparagraph id="H065354A874CA4FA2BFAC6DFDE537C500"><enum>(H)</enum><text>the Department of State;</text></subparagraph> <subparagraph id="HAAFBCAC0D6C04A039E327657EEC1DD31"><enum>(I)</enum><text>the Department of the Treasury;</text></subparagraph> 
<subparagraph id="H75B838CBD6C041B78DCFE387501CE612"><enum>(J)</enum><text>the Environmental Protection Agency;</text></subparagraph> <subparagraph id="H9C6C2A80A3BC4ACE9580945CFB62BAE9"><enum>(K)</enum><text>the National Aeronautics and Space Administration;</text></subparagraph> 
<subparagraph id="HB802BC64122B4EA9BD48056500F202DC"><enum>(L)</enum><text>the National Science Foundation;</text></subparagraph> <subparagraph id="H38E5FD619D6F4A3DAE199FBD714278A1"><enum>(M)</enum><text>the Office of the Director of National Intelligence;</text></subparagraph> 
<subparagraph id="HFBF26539E1464B76A403C244838D6173"><enum>(N)</enum><text>the Office of the United States Trade Representative; or</text></subparagraph> <subparagraph id="H3319D9CA9C744752A7F640F13C14B4C5"><enum>(O)</enum><text>such other Federal departments and agencies as the Director of the Office of Personnel Management considers appropriate.</text></subparagraph></paragraph> 
<paragraph id="H868AC41B5F644E32AA88498D1426698B"><enum>(3)</enum><header>Biotechnology position</header><text>The term <term>biotechnology position</term> means a position in an appropriate Federal agency for which the primary duties are—</text> <subparagraph id="HCE46A47BAF6645D08CB1A626A63B7648"><enum>(A)</enum><text>directly related to biotechnology or carrying out the activities of such appropriate Federal agency with respect to biotechnology; or</text></subparagraph> 
<subparagraph id="H2CD4D87BB6A54A8EAC5BE12DB59A6653"><enum>(B)</enum><text>supporting the positions at such appropriate Federal agency for which the primary duties are described in subparagraph (A).</text></subparagraph></paragraph> <paragraph id="H472EC4503F104720A4C1F88CA0A6937E"><enum>(4)</enum><header>Biotechnology workforce</header><text>The term <term>biotechnology workforce</term> means the individuals holding biotechnology positions.</text></paragraph> 
<paragraph id="H58E5DE6FED244159A0096F49B80B430D"><enum>(5)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the Office of Personnel Management.</text></paragraph> <paragraph id="H099E6497C0684BDD95246061A5287986"> <enum>(6)</enum> <header>Public-private talent exchanges</header> <text>The term <term>public-private talent exchanges</term> means arrangements involving the temporary assignment of a Federal employee to a non-Federal organization, or the temporary assignment of a non-Federal employee to a Federal agency.</text>
      </paragraph></section> 
<section id="H8AA3C7CEEB124C44A160D2AB7E019F61"><enum>3.</enum><header>Federal biotechnology workforce assessment</header> 
<subsection id="H742A3437A7024E98ABFDD3C9213030DA"><enum>(a)</enum><header>In general</header><text>The Director shall, in coordination with the head of each appropriate Federal agency, identify the biotechnology workforce of each appropriate Federal agency and conduct an assessment of the current and future biotechnology workforce needs of each appropriate Federal agency.</text></subsection> <subsection id="H08FF846FFF714BFF87089106BC80F5DC"><enum>(b)</enum><header>Contents</header><text>The assessment required under subsection (a) shall, with respect to each appropriate Federal agency—</text> 
<paragraph id="HEC9E4A88C15B4163B8D3A958BA303164"><enum>(1)</enum><text>identify the total number of biotechnology positions required in such appropriate Federal agency to support the objectives of such appropriate Federal agency in biotechnology—</text> <subparagraph id="H5AEA0FA25933465A8A289AD5D94286A1"><enum>(A)</enum><text>as of the date of enactment of this Act; and</text></subparagraph> 
<subparagraph id="H87F60B9CAB5F4E0A8650A00A0B895BD6"><enum>(B)</enum><text>over each of the 5-year and 10-year periods beginning on such date;</text></subparagraph></paragraph> <paragraph id="H1B839A59D71E47E197C7BC1DF0EBC0BB"><enum>(2)</enum><text>indicate the number of biotechnology positions identified under paragraph (1) that are filled as of the date of the assessment;</text></paragraph> 
<paragraph id="H2115A9D9ED024854A5625601B678875A"><enum>(3)</enum><text>describe each biotechnology position identified under paragraph (1), including—</text> <subparagraph id="H4867CE7A7C5F42B5A1660ADED04DE1C5"><enum>(A)</enum><text>the role of each such biotechnology position in supporting the objectives of such appropriate Federal agency in biotechnology; and</text></subparagraph> 
<subparagraph id="H94197B67CE0240D98B6C3F489B5042A2"><enum>(B)</enum><text>the qualifications required for each such biotechnology position, including seniority level, education, credentials, training, and security clearances, including the level of security clearance and any required infrastructure with respect to such security clearance;</text></subparagraph></paragraph> <paragraph id="H3903B59758D84D46BE1775A91EB556E3"><enum>(4)</enum><text>quantify the total number of security clearances needed for the biotechnology positions identified under paragraph (1);</text></paragraph> 
<paragraph id="H3D139DF5338E40A5B2B040C7B313C497"><enum>(5)</enum><text>indicate the number of security clearances identified in subparagraphs (A) and (B) of paragraph (4) that can be obtained with current appropriations;</text></paragraph> <paragraph id="H096117B0BE0F48E49F28E23BD7BFDAE4"><enum>(6)</enum><text>quantify the additional appropriations, if any, required to obtain the security clearances identified in subparagraphs (A) and (B) of paragraph (4);</text></paragraph> 
<paragraph id="HAD27A7DD8BAC444EACCD7098D6D4B490"><enum>(7)</enum><text>assess whether the classifications and codes used by the Office of Personnel Management for biotechnology positions in such appropriate Federal agency appropriately tracks and categorizes the biotechnology positions that comprise the biotechnology workforce of such appropriate Federal agency;</text></paragraph> <paragraph id="H8D651DB4975F49E291E9B8C2648F4CC8"><enum>(8)</enum><text display-inline="yes-display-inline">assess the feasibility of developing new occupational series or codes by the Office of Personnel Management for biotechnology positions;</text></paragraph> 
<paragraph id="H0925C9DB33ED4D5ABEBAB381F8E7BC60"><enum>(9)</enum><text>identify any challenges affecting the ability of such appropriate Federal agency to develop the biotechnology workforce of such appropriate Federal agency;</text></paragraph> <paragraph id="HCE71EBFB9C1D4A548B8B2A694E366BCA"><enum>(10)</enum><text>propose solutions to the challenges identified under paragraph (8);</text></paragraph> 
<paragraph id="HC119041F3B6B4EFB89AE7E1E550EBD57"><enum>(11)</enum><text>assess the practicability and effectiveness of using current employees of such appropriate Federal agency to help meet the biotechnology workforce needs of such appropriate Federal agency with additional training, including the nature and scope of the training required;</text></paragraph> <paragraph id="HA9D8DF716F8A40E694673299FE909CEF"><enum>(12)</enum><text>assess the practicability and effectiveness of detailing current employees of such appropriate Federal agency to and from other Federal agencies to meet biotechnology workforce needs of such appropriate Federal agency and such other Federal agencies, and whether additional training may be required, including the nature and scope of any such required training;</text></paragraph> 
<paragraph id="H2A765BD50C3849B8A7C66F4AE681F4C8"><enum>(13)</enum><text>identify mechanisms to enable such appropriate Federal agency to access outside expertise on biotechnology, including mechanisms to assemble a pool of outside experts who have been prequalified (including by obtaining any necessary security clearances) to assist such appropriate Federal agency on matters relating to biotechnology as needed on a temporary or intermittent basis; and</text></paragraph> <paragraph id="H5C7AC74990A74E258CCE2ABF02A53D2D"><enum>(14)</enum><text>identify mechanisms to enable such appropriate Federal agency to develop the biotechnology workforce of such appropriate Federal agency through the use of public-private talent exchanges.</text></paragraph></subsection> 
<subsection id="H347A66EDDB204AB2B8C53146C1390F77"><enum>(c)</enum><header>Report</header><text>Not later than 180 days after the date of enactment of this Act, the Director shall submit to the appropriate congressional committees a report on the findings assessments completed under subsection (a), including the information described in subsection (b).</text></subsection></section> </legis-body></bill>
