R. 8884</legis-num><associated-doc role="report" display="yes">[Report No. 119–714]</associated-doc><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260519">May 19, 2026</action-date><action-desc><sponsor name-id="S001189">Mr. Austin Scott of Georgia</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><action display="yes"><action-date date="20260625">June 25, 2026</action-date><action-desc>Additional sponsor: <cosponsor name-id="W000804">Mr. Wittman</cosponsor></action-desc></action><action display="yes"><action-date date="20260625">June 25, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on May 19, 2026</action-instruction><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title II of the Social Security Act to reauthorize demonstration authority for the disability insurance program.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HWM00" reported-display-style="italic" id="H557F3349A6E34D579DE398472914583B"><section id="H44D0746D7F95450F9B4AAAC6FFE58CD3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Removing Barriers to Work for Disabled Americans Act</short-title></quote>. </text></section><section id="H0362C8EDE913417F85F184D55ABB7584"><enum>2.</enum><header>Temporary reauthorization of disability insurance demonstration project authority</header><subsection id="H349E6883926C4E5A9785CF33DE27D999"><enum>(a)</enum><header>Termination date</header><text>Section 234(d)(2) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/434">42 U.S.C. 434(d)(2)</external-xref>) is amended by striking <quote>December 31, 2021, and the authority to carry out such projects shall terminate on December 31, 2022</quote> and inserting <quote>December 31, 2030, and the authority to carry out such projects shall terminate on December 31, 2031</quote>. </text></subsection><subsection id="H66CC8CFE72A142AA8D265F5A79E5E81F"><enum>(b)</enum><header>Authority to waive compliance with benefits requirements</header><text display-inline="yes-display-inline">Section 234(c) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/434">42 U.S.C. 434(c)</external-xref>) is amended—</text><paragraph id="H539D9031ABB7475189F012CB6FF659C9"><enum>(1)</enum><text>by striking <quote>December 30, 2021</quote> and inserting <quote>December 31, 2030</quote>;</text></paragraph><paragraph id="H493A72580F3A42ADBD9298F902D8DD00"><enum>(2)</enum><text>by striking <quote>90 days</quote> and inserting <quote>120 days</quote>; and</text></paragraph><paragraph id="H97E950A44FF14DF1BF8B7600EB710B95"><enum>(3)</enum><text>by inserting after <quote>the expected annual and total costs,</quote> the following: <quote>evaluation metrics to be used with respect to the experiment or demonstration project,</quote>. </text></paragraph></subsection><subsection id="H0290EFA1986047FA9E28773B351730BA"><enum>(c)</enum><header>Expenditure</header><text>Section 201(k) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/401">42 U.S.C. 401(k)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" id="HB5473ADC600B4502BE945AE3325C3CEF" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HWM00"><subsection id="H80CC457F354A477FB8AF37D14D507D47"><enum>(k)</enum><text display-inline="yes-display-inline">Administrative expenditures for experiments and demonstration projects under section 234 shall be paid from funds made available for the administration of this title. Benefits payable to or on behalf of individuals by reason of participation in experiments and demonstration projects under section 234 shall be made from the Federal Old-Age and Survivors Insurance Trust Fund or the Federal Disability Insurance Trust Fund, as determined appropriate by the Commissioner of Social Security. </text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H28BD86964BF4466EAE1262D796726C7A"><enum>(d)</enum><header>Limitation</header><text>Section 234(e) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/434">42 U.S.C. 434(e)</external-xref>) is amended—</text><paragraph id="H49623931FE4F4FB59EE8E58FC0871DDE"><enum>(1)</enum><text>in paragraph (2), by striking the <quote>and</quote> at the end;</text></paragraph><paragraph id="H958707220F22482C8879D20F3199CAA3"><enum>(2)</enum><text>in paragraph (3), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="HE72A5C20BC144B5AA420B9327EB7F346"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" id="H3DBA7A3A500A4568B076C03A944FF55F" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HWM00"><paragraph id="H1FE6B50FB22149F79932F6FF735A57C9"><enum>(4)</enum><text display-inline="yes-display-inline">that the total income of an individual will not be reduced due to the individual’s participation in an experiment or demonstration project.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HF63655E9F84D459CB2FA8A0D135914E1"><enum>(e)</enum><header>Technical amendments</header><text>Section 234 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/434">42 U.S.C. 434</external-xref>) is further amended—</text><paragraph id="HD0A150FFFC384A0693427501409A28CA"><enum>(1)</enum><text>in subsection (d)(1), by striking <quote>subsection</quote> and inserting <quote>section</quote>; and</text></paragraph><paragraph id="H591090C48E2348C493925FEE9DD7CE3C"><enum>(2)</enum><text>by striking subsection (f).</text></paragraph></subsection><subsection id="H9E287869E4C54A128AA45A94F10C4C19"><enum>(f)</enum><header>Effective date</header><text>The amendments made by this section shall take effect on January 1, 2027.</text></subsection></section></legis-body><endorsement display="yes"><action-date>June 25, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
