<section id="H723B36E16EC34F0F93DC0EE093E39A53" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Traumatic Births Research Act of 2026</short-title></quote>.</text></section> <section id="H09B9AE4F3BA8430EAA8A568AD00DC6BE"><enum>2.</enum><header>Research on the impacts of traumatic birth experiences and post-traumatic stress disorder on mothers, infants, and families</header> <subsection id="H574876AEABCD49C0B966736DBB012CE7"><enum>(a)</enum><header>Authorization</header> <paragraph id="H781507B8B39D4F9193EF5C1F3836F8D3"><enum>(1)</enum><header>Clarification of eligible award recipients</header><text>Section 330P of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-22">42 U.S.C. 254c–22</external-xref>) is amended by striking <quote>may award grants</quote> and inserting <quote>may award grants to States, Indian Tribes, and Tribal organizations</quote>.</text></paragraph> 
<paragraph id="H6B8837D4CA934ADB8191532709491407"><enum>(2)</enum><header>Research</header><text>Section 330P of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-22">42 U.S.C. 254c–22</external-xref>) is amended—</text> <subparagraph id="HF92EE5EF895D40B8B805C6BFA64C43C5"><enum>(A)</enum><text>by redesignating subsections (b) and (c) as subsections (c) and (e), respectively; and</text></subparagraph> 
<subparagraph id="H926B9B7E5EB44C4BA28D9C29B4C53810"><enum>(B)</enum><text>by inserting after subsection (a) the following:</text> <quoted-block style="OLC" id="H0C24A61049004C45B0F5ECD0112FDA43" display-inline="no-display-inline"> <subsection id="H7C7D4453629E4E56A44CC24C1FBCB00A"><enum>(b)</enum><header>Research</header> <paragraph id="H4B616289FFB149C7872AB7C8642979EB"><enum>(1)</enum><header>In general</header><text>The Secretary shall conduct research, or award grants or other support to States, Indian Tribes, and Tribal organizations for research, on—</text> 
<subparagraph id="H055F34C1D2F7422C9C8E68450368EAAD"><enum>(A)</enum><text>how traumatic birth experiences and post-traumatic stress disorder impact short- and long-term maternal mental health;</text></subparagraph> <subparagraph id="H82D46BA713D9447BB402E0FB08D2F115"><enum>(B)</enum><text display-inline="yes-display-inline">the impacts of traumatic birth experiences and post-traumatic stress disorder on mothers, infants, and families; and</text></subparagraph> 
<subparagraph id="H8D034C7A50004E598AAF81C25EE3DD24"><enum>(C)</enum><text>the relationship between severe maternal morbidity and traumatic birth experiences.</text></subparagraph></paragraph> <paragraph id="H0681AC698B5C45E1ACF16BAC98F970BC"><enum>(2)</enum><header>Disaggregation of data</header><text>The Secretary shall disaggregate the findings of the research conducted or supported pursuant to paragraph (1) by race and ethnicity.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph> </subsection> 
<subsection id="HFE3CF1F40A064331814205ED60D8B6EC"><enum>(b)</enum><header>Conforming changes</header><text display-inline="yes-display-inline">Subsection (c) of section 330P of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-22">42 U.S.C. 254c–22</external-xref>), as redesignated by subsection (a), is further amended—</text> <paragraph id="H05E71D3ECDEF49E287574308CF720F04"><enum>(1)</enum><text>in the subsection heading, by striking <quote><header-in-text level="subsection" style="OLC">Integrated Services for Pregnant and Postpartum Women</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">Eligibility and terms</header-in-text></quote>;</text></paragraph> 
<paragraph id="H5F0776B136534750BDF631E25593D9CB"><enum>(2)</enum><text>in paragraph (1)—</text> <subparagraph id="H8C739BCDEACD496E9659EF6C07B9A78D"><enum>(A)</enum><text>by striking <quote>a grant under subsection (a)</quote> and inserting <quote>an award under subsection (a) or (b)</quote>; and</text></subparagraph> 
<subparagraph id="HA4D0AFADC3C54AFA8005DAA749D3379B"><enum>(B)</enum><text>by striking <quote>(as such terms are defined in section 4 of the Indian Self-Determination and Education Assistance Act)</quote>;</text></subparagraph></paragraph> <paragraph id="H279BDD0B4522469792885E116A4DA20E"><enum>(3)</enum><text>in paragraph (2)(A)—</text> 
<subparagraph id="H524F4C2577B94EA1B6201F05B8931DAD"><enum>(A)</enum><text>by striking <quote>A grant awarded under subsection (a)</quote> and inserting <quote>An award under subsection (a) or (b)</quote>; and</text></subparagraph> <subparagraph id="H2436383281784515963E156BEC1689E1"><enum>(B)</enum><text>by striking <quote>a grantee under subsection (a)</quote> and inserting <quote>an awardee under subsection (a) or (b)</quote>;</text></subparagraph></paragraph> 
<paragraph id="H270AAE57E64E455086780BF5A3ECFFCD"><enum>(4)</enum><text display-inline="yes-display-inline">in paragraph (2)(B), by striking <quote>awarding grants under subsection (a)</quote> and inserting <quote>making awards under subsection (a) or (b)</quote>; and</text></paragraph> <paragraph id="HFEDAA767E23645E6B55D69FF2717300A"><enum>(5)</enum><text>in paragraph (2)(C), by striking <quote>grantees</quote> and inserting <quote>awardees</quote>.</text></paragraph></subsection> 
<subsection id="HD6B895B467114C05876597367D40A7BA"><enum>(c)</enum><header>Definition</header><text display-inline="yes-display-inline">Section 330P of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-22">42 U.S.C. 254c–22</external-xref>) is further amended by inserting after subsection (c) (as so redesignated) the following new subsection:</text> <quoted-block style="OLC" id="H06841FFEBA1B454393B73B4D77E6D99E" display-inline="no-display-inline"> <subsection id="HDA3D684D76434439B12ED7E3CF991CA8"><enum>(d)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section, the terms <term>State</term>, <term>Indian Tribe</term>, and <term>Tribal organization</term> have the meanings given to those terms in section 4 of the Indian Self-Determination and Education Assistance Act.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HE6A5F7F2E56A42D597873E30D79CF894"><enum>(d)</enum><header>Funding</header><text display-inline="yes-display-inline">Subsection (e) of section 330P of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-22">42 U.S.C. 254c–22</external-xref>), as redesignated by subsection (a), is further amended—</text> <paragraph id="H89F35D8C005D42DEA68D60DDFB57E13F"><enum>(1)</enum><text>by striking <quote>There are authorized to be appropriated to carry out this section</quote> and inserting the following:</text>

<paragraph id="H6BC0779ACC3C48078814343E5F398A4C"><enum>(2)</enum><header>Research</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out subsection (b) $1,000,000 for each of fiscal years 2027 through 2031.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section> <section id="H7271097D15E9414C94EB4C41C84A8ECA"><enum>3.</enum><header>Pilot project for research on the impacts of midwife-driven care models on traumatic birth experiences and maternal mental health outcomes</header> <subsection id="H22539B59D3A7430AA6CE75984428E041"><enum>(a)</enum><header>Grants</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services shall carry out a pilot program consisting of awarding grants for research on the extent and mechanisms through which midwife-driven care models, relative to medical care models, impact—</text> 
<paragraph id="H01396E4702DE4E79BC9C811A1D40010F"><enum>(1)</enum><text>traumatic birth experiences; and</text></paragraph> <paragraph id="H75EAC73BFC014705894ADFAE64FCFC17"><enum>(2)</enum><text>maternal mental health outcomes.</text></paragraph></subsection> 
<subsection id="H0AFD544AD3504BF78E265EA442314B3D"><enum>(b)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section such sums as may be necessary for fiscal years 2026 through 2030.</text></subsection></section> <section id="HFB00FFB590F44DC8AD7560C1C6E79313"><enum>4.</enum><header>Reports to Congress</header><text display-inline="no-display-inline">The Secretary of Health and Human Services shall submit to the Congress an interim report not later than the end of fiscal year 2028, and a final report not later than the end of fiscal year 2030, on each of—</text> 
<paragraph id="H25FE79729FE34CEDA1B3B13BACC2DCA5"><enum>(1)</enum><text>the research conducted or supported pursuant to section 330P(b) of the Public Health Service Act, as added by section 2; and</text></paragraph> <paragraph id="H607AAB2EC88245CBBBF6DD0384EA74DE"><enum>(2)</enum><text display-inline="yes-display-inline">the pilot project conducted pursuant to section 3.</text></paragraph></section>
