<section id="H5577EE34B44B498694CB7636D4CBE0FA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Tornado Preparedness Act</short-title></quote>.</text></section> <section id="H7803D4B3CA2E494EAF6EEFAF9C48B872"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H03C445D6DD5444CAA883FB16EB43179A"><enum>(1)</enum><text>Tornadoes and severe storms pose a persistent and growing threat to communities across the United States, particularly in high-risk regions such as the Midwest and Southeast.</text></paragraph> <paragraph id="HEFBF7D3DEEDE461DBD97D0BE878270FF"><enum>(2)</enum><text>In May 2025, a tornado in the St. Louis, Missouri metropolitan region resulted in significant damage and exposed critical failures in local emergency warning systems, including failures in siren activation and delays in public notification.</text></paragraph> 
<paragraph id="H48CF8041A0DD4F1DB3F3084A042A2E8E"><enum>(3)</enum><text>A subsequent public report on the May 2025 St. Louis tornado identified breakdowns in emergency management coordination, unclear lines of authority for alert activation, and insufficient redundancy in warning systems.</text></paragraph> <paragraph id="H52D682EED4C6439DBE427F1610E9E7C7"><enum>(4)</enum><text>Recent tornado events across the United States have resulted in loss of life, destruction of homes and infrastructure, and long-term economic disruption.</text></paragraph> 
<paragraph id="H31EB08EF82874B39B24D61425983A1FF"><enum>(5)</enum><text>Advances in forecasting and detection technologies have improved warning capabilities, but gaps remain in providing timely, localized, and actionable alerts to the public.</text></paragraph> <paragraph id="H1B77C36F443744C2892B48905399AC41"><enum>(6)</enum><text>Many communities, including low-income and underserved areas, lack adequate access to storm shelters, resilient infrastructure, and reliable warning systems.</text></paragraph> 
<paragraph id="H2839C957568B4A1FBA4DA6077756EB4A"><enum>(7)</enum><text>Improving coordination between Federal, State, and local agencies is critical to ensuring effective tornado preparedness, warning dissemination, and response.</text></paragraph></section> <section id="HECFE960CC9804143978E7E7277BA52AB"><enum>3.</enum><header>National tornado detection and warning improvement plan</header> <subsection id="H106B7EE5F38940DA94C485C25D5FDA08"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator of NOAA, in coordination with the Administrator of FEMA, shall establish a program to improve tornado detection, forecasting, and warning capabilities.</text></subsection> 
<subsection id="H7A56DCBE75FE4993B911F5317315020C"><enum>(b)</enum><header>Program elements</header><text>The program established under subsection (a) shall include—</text> <paragraph id="H84FC8E069C724FC2B404940DFAB42DA2"><enum>(1)</enum><text display-inline="yes-display-inline">investment in next-generation radar, satellite, and sensor technologies;</text></paragraph> 
<paragraph id="HC19342AF84C8408F827635DB5FCD0D09"><enum>(2)</enum><text>development of advanced forecasting models, including the use of artificial intelligence and machine learning;</text></paragraph> <paragraph id="H6549CDED6CC7492BB32241416490129D"><enum>(3)</enum><text>expansion of localized, impact-based warning systems;</text></paragraph> 
<paragraph id="H93013DE61E224EB0AE6CF8569F63022B"><enum>(4)</enum><text>improvements to warning systems; and</text></paragraph> <paragraph id="HAEDED5C03BA2453189576ABD4ECB8A59"><enum>(5)</enum><text>integration of Federal forecasting capabilities into State and local emergency management systems.</text></paragraph></subsection></section> 
<section id="H6FA1D207DFC84CC8A21D8BB345986299"><enum>4.</enum><header>Community tornado resilience grant program</header> 
<subsection id="H84313F965821477F94A4AE5258063C42"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Administrator of FEMA shall establish a program to award grants to State and local emergency management agencies to support tornado preparedness and resilience in high-risk areas.</text> </subsection> <subsection id="H45CB6A4469904787939D75D94AAC1064"><enum>(b)</enum><header>Eligible uses</header><text display-inline="yes-display-inline">Grants awarded under this section may be used for—</text> 
<paragraph id="HF9464ACD302A465B89A549235D48288F"><enum>(1)</enum><text>construction or retrofitting of community storm shelters, including shelters located in schools, mobile home communities, and other high-risk locations;</text></paragraph> <paragraph id="H973CFDEF92B54A7F83FC4BA99891B19E"><enum>(2)</enum><text>installation or modernization of warning systems;</text></paragraph> 
<paragraph id="H683C73AE6D2C4FC289791C7ED30C730C"><enum>(3)</enum><text>deployment of backup power for warning systems;</text></paragraph> <paragraph id="H18E21ACDA9CE42F3BD9AB42E3E27B05F"><enum>(4)</enum><text>development of local emergency preparedness plans and public education initiatives; and</text></paragraph> 
<paragraph id="HBCC8EE7C5E3947DAB240CB62DCCCA48F"><enum>(5)</enum><text>other projects determined appropriate by the Administrator to enhance tornado resilience.</text></paragraph></subsection> <subsection id="H7AFBD3F494614160A5742869D30AEF4F"><enum>(c)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding grants under this section, the Administrator shall prioritize—</text> 
<paragraph id="H300074B5398F4F1DB92FC0C12EF69C1E"><enum>(1)</enum><text>communities with high tornado risk;</text></paragraph> <paragraph id="HB667D8E0A5C348F2B977B5EECC2916EB"><enum>(2)</enum><text>underserved and low-income communities; and</text></paragraph> 
<paragraph id="HE80D5CAAD09F4502BB605D1DF9645A1F"><enum>(3)</enum><text>communities with limited access to existing warning systems or shelters.</text></paragraph></subsection></section> <section id="HB8BA22C0D813441D8D5FFDBE857A41CD"><enum>5.</enum><header>Interagency coordination</header> <text display-inline="no-display-inline">The Administrator of NOAA and the Administrator of the Federal Emergency Management Agency shall coordinate with State, local, Tribal, and territorial governments to improve tornado preparedness and response, including by—</text> 
<paragraph id="H3AB924D7FB124D2BB7F7CCD2C365AB15"><enum>(1)</enum><text>data sharing and integration of forecasting systems;</text></paragraph> <paragraph id="HFDC9E77E18B04B0793C2F5C38EEEC659"><enum>(2)</enum><text>joint planning for emergency response; and</text></paragraph> 
<paragraph id="HE75849D3D6D44EDBB086FBAB54BD9F22"><enum>(3)</enum><text>support for public education and outreach campaigns.</text></paragraph></section> <section id="H72A67A20C011490E8AC007D828B03F8F"><enum>6.</enum><header>Report to Congress</header> <subsection id="H0C29FA08E1F14DDABDC7A3814735CE3D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Upon implementation of this Act, the Administrator of NOAA, in coordination with the Administrator of FEMA, shall submit to the appropriate congressional committees a report on such implementation.</text> </subsection> 
<subsection id="H14554679D56C40548FD2DF758031C1A1"><enum>(b)</enum><header>Contents</header><text>The report required under subsection (a) shall include a description of—</text> <paragraph id="H5564EFEF5C56470185205249D96D168A"><enum>(1)</enum><text display-inline="yes-display-inline">any improvements in tornado detection and forecasting capabilities;</text></paragraph> 
<paragraph id="HEED95A6209E6403A895203DBC85B8FED"><enum>(2)</enum><text>the status of upgrades to warning systems;</text></paragraph> <paragraph id="H99BEF79223254D448183099FE52BCF12"><enum>(3)</enum><text>grants awarded under section 4, and how such grants have been used to support tornado preparedness and resilience;</text></paragraph> 
<paragraph id="H3677B9E77D124DCD9DBCE4C6CFAB82BB"><enum>(4)</enum><text>any remaining gaps in tornado preparedness and resilience; and</text></paragraph> <paragraph id="H4E65C8C7ECE946C49656B87D9C42FC25"><enum>(5)</enum><text>any recommendations for further legislative or administrative action.</text></paragraph></subsection></section> 
<section id="HF6DA8DDF9F3443789AFC072AED909D26"><enum>7.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="HF5093922F0F3451AB02A995E7E64A964"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <quote>appropriate congressional committees</quote> means—</text> 
<subparagraph id="H5A7B5CF82E8C4F31AC3D2AB62FEFB757"><enum>(A)</enum><text>the Committees on Transportation and Infrastructure, Science, Space, and Technology, and Appropriations of the House of Representatives; and</text></subparagraph> <subparagraph id="HCFC4B1B5842C45DAA879DFCF36561E9C"><enum>(B)</enum><text>the Committees on Homeland Security and Governmental Affairs, Commerce, Science, and Transportation, and Appropriations of the Senate.</text></subparagraph></paragraph> 
<paragraph id="HAD56CABED9924A849C30C8D1252D2EF8"><enum>(2)</enum><header>FEMA</header><text display-inline="yes-display-inline">The term <quote>FEMA</quote> means the Federal Emergency Management Agency.</text></paragraph> <paragraph id="H04D0BC0FD4E444439A9E4D7771B5D9DF"><enum>(3)</enum><header>High-risk area</header><text>The term <quote>high-risk area</quote> means a geographic area identified by the Administrator, in coordination with NOAA, as having a high frequency or elevated risk of tornado activity.</text></paragraph> 
<paragraph id="H0E06DA7F9E124DD79E3A1B2B260A32CF"><enum>(4)</enum><header>NOAA</header><text>The term <quote>NOAA</quote> means the National Oceanic and Atmospheric Administration.</text></paragraph> </section> </legis-body></bill>
