<section id="H4A25EC295D9C4679AE5E0C0FD2331B6D" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>DC Rejecting Oppressive Automotive Driving Surcharges Act</short-title></quote> or the <quote><short-title>DC ROADS Act</short-title></quote>.</text></section> 
<section id="H4EF0FE9FB2AA4250ADF18D24EDC50BC1"><enum>2.</enum><header>Prohibition on congestion toll in District of Columbia</header> 
<subsection id="H813D30BF0FDB4DE5B9536A8FDCB80392"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Council of the District of Columbia may not enact, and the Mayor of the District of Columbia may not enforce, any act, resolution, or other requirement which imposes a congestion toll.</text></subsection> <subsection id="H4CF396272BD54A60BB90857881CD6697"><enum>(b)</enum><header>Conforming amendment to Home Rule Act</header><text>Section 602(a) of the District of Columbia Home Rule Act (sec. 1–206.02(a), D.C. Official Code) is amended—</text> 
<paragraph id="H4AC82AE0B5F0434B9F6C2780F90E0316"><enum>(1)</enum><text>in paragraph (9), by striking <quote>office; or</quote> and inserting a <quote>office;</quote>;</text></paragraph> <paragraph id="HFBCC8FFDC8114C9BA8AB24A8413752F6"><enum>(2)</enum><text>in paragraph (10), by striking the period at the end and inserting <quote>; or</quote>; and</text></paragraph> 
<paragraph id="H59C31867CCD04F6D9FD5CAF05D2B5A30"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text> <quoted-block id="HE385EFF143714E568286523C14B8E053" style="OLC"> <paragraph id="HABE518861A9F4F37BEAC76613A04324B"><enum>(11)</enum><text display-inline="yes-display-inline">enact any act, resolution, regulation or other requirement which imposes a congestion toll (as such term is defined in the DC ROADS Act).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="HDF90A452DC074D9E9921B62F6C7B0896"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text> <paragraph id="H5AC16ED6163E47EDA958156A1EBC1CC8"> <enum>(1)</enum> <header>Congestion toll defined</header> <text>The term <term>congestion toll</term> means any charge for entry into or passing through a congestion tolling zone.</text>

                    <enum>(2)</enum>
                    <header>Congestion tolling zone</header>
 <text display-inline="yes-display-inline">The term <term>congestion tolling zone</term> means any roadways, bridges, tunnels, approaches, or ramps that are located within, or enter to, the geographic area of the District of Columbia.</text>
