<section id="H74EE3922196843B6BAE65192216C5596" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Halo Act</short-title></quote>.</text></section> <section id="H4754E895DB02417E88C86A8F33D4AE1E"><enum>2.</enum><header>Criminal penalty for obstructing Federal law enforcement officer activities</header> <subsection id="H9230DB379DEE4ECC8600935BF6D9F683"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/73">Chapter 73</external-xref> of title 18, United States Code, is amended by adding at the end the following:</text>

<section id="HEAE948528D114DB28EB41EB73CD9D552"><enum>1522.</enum><header>Obstructing law enforcement activities</header> 
<subsection id="H11E2331CCAA64F76B6DB36460656E2C5"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HEB476115B4694810AE782CD1B3153C4F"><enum>(1)</enum><header>Federal law enforcement officer</header><text>The term <quote>Federal law enforcement officer</quote> means any Federal law enforcement officer or agent who is engaged in the lawful performance of duties.</text></paragraph> 
<paragraph id="HDA8DC6E5AA0749D2891EEDF9930FE3E9"><enum>(2)</enum><header>Harass</header><text>The term <quote>harass</quote> means to knowingly engage in a course of conduct directed at a Federal law enforcement officer that intentionally causes substantial emotional distress in that Federal law enforcement officer and serves no legitimate purpose.</text></paragraph></subsection> <subsection id="HD41620811DB442DFAF5D9901B1C04ED7"><enum>(b)</enum><header>Offense</header><text>It shall be unlawful for a person, after receiving a verbal warning not to approach from an individual whom the person knows or reasonably should know is a Federal law enforcement officer, and who is engaged in the lawful performance of a legal duty, to knowingly violate the warning and approach or remain within 15 feet of the Federal law enforcement officer with the intent to—</text> 
<paragraph id="H888CB65E5B6A4D9AA1AD4E70AA5C17F9"><enum>(1)</enum><text>impede or interfere with the ability of the Federal Law Enforcement Officer to perform that legal duty;</text></paragraph> <paragraph id="H94CED22AF8784D44BBC9A2D3A61F9FB5"><enum>(2)</enum><text>threaten the Federal Law Enforcement Officer with physical harm; or</text></paragraph> 
<paragraph id="H88B459CE0175484DBF6E67F157A43663"><enum>(3)</enum><text>harass the Federal Law Enforcement Officer.</text></paragraph></subsection> <subsection id="HA884D023C2694482B2957A88BE5F4C48"><enum>(c)</enum><header>Penalty</header><text>Any person who violates subsection (b) shall be fined under this title, imprisoned for not more than 5 years, or both.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H3561B8EA0DD24774B2F28FB7F418EC8A"><enum>(b)</enum><header>Technical and conforming amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/73">chapter 73</external-xref> of title 18, United States Code, is amended by adding at the end the following:</text> <quoted-block style="USC" id="H1750131769FD4D92A6A98B7100619DB0" display-inline="no-display-inline"> <toc regeneration="no-regeneration"> <toc-entry level="section">1522.
