<section id="H66E2D39892A14B00ADB9208E8C655F70" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Next-Generation Geothermal Research and Development Act</short-title></quote>.</text></section> <section id="H4038CAA07C6A4759850E43462A4B8F89"><enum>2.</enum><header>Geothermal energy</header> <subsection id="H11D4068C4F864CD5A9960DEDF65A7F01"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Energy Independence and Security Act of 2007 (<external-xref legal-doc="public-law" parsable-cite="pl/110/140">Public Law 110–140</external-xref>) is amended—</text> 
<paragraph id="H2C33C330BD574DA492C58B4D23201F67"><enum>(1)</enum><text>in section 612 (<external-xref legal-doc="usc" parsable-cite="usc/42/17191">42 U.S.C. 17191</external-xref>; relating to definitions)—</text> <subparagraph id="H043259A21EA943ADB97F8026942C79E4"><enum>(A)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (1), (2), (3), (4), (5), (6), (7), and (8) as paragraphs (2), (3), (4), (5), (6), (7), (8), and (10), respectively;</text></subparagraph> 
<subparagraph id="H4FF96B90503747C181EF24CE9436C61D"><enum>(B)</enum><text>by inserting before paragraph (2), as so redesignated, the following new paragraph:</text> <quoted-block style="OLC" id="HA657FBE132454908823E0BD67CB4134E" display-inline="no-display-inline"> <paragraph id="H9AC53FE68C4847FC8A68825D48B8DCAD"><enum>(1)</enum><header>Closed-loop geothermal systems</header><text display-inline="yes-display-inline">The term <quote>closed-loop geothermal systems</quote> means a wellbore or subsurface circuit of wellbores containing a fluid heated through contact with the borehole wall.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph> 
<subparagraph id="HACAF088D9885441D8429523AC57E1186"><enum>(C)</enum><text>by inserting after paragraph (8), as so redesignated, the following new paragraph:</text> <quoted-block style="OLC" id="H27EA9D78B978434FB5F12C316AFDF692" display-inline="no-display-inline"> <paragraph id="HD57AE888065F417AB09A08FCA5105C64"><enum>(9)</enum><header>Next-generation geothermal systems</header><text>The term <quote>next-generation geothermal systems</quote> means—</text> 
<subparagraph id="H39D5C68991D64D3C90365D5AC4F43918"><enum>(A)</enum><text>enhanced geothermal systems;</text></subparagraph> <subparagraph id="H0BC457E944D8409094C19A16C853AD8C"><enum>(B)</enum><text>closed-loop geothermal systems;</text></subparagraph> 
<subparagraph id="H6B17A2DDEA1F4E52A1C1E9F1CB789FC5"><enum>(C)</enum><text>in supercritical conditions—</text> <clause id="H882EBAE20F8E49C69710530439764D08"><enum>(i)</enum><text>enhanced geothermal systems; or</text></clause> 
<clause id="HE0914D5289DB46788E408ED8BAEC6F5F"><enum>(ii)</enum><text>closed-loop geothermal systems; and</text></clause></subparagraph> <subparagraph id="H43C8ECF810CF4E0082A737C8E68997EC"><enum>(D)</enum><text display-inline="yes-display-inline">other innovative energy technologies.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph> 
<subparagraph id="HA34C35F841924B3E994B080AB024C134"><enum>(D)</enum><text>by adding at the end the following new paragraph:</text> <quoted-block style="OLC" id="HA279A5AF0B7F41179B7CC7BD5E1F64D2" display-inline="no-display-inline"> <paragraph id="HC9BAD55B837D476D97D82BD3E7145FF0"><enum>(11)</enum><header>Supercritical geothermal</header><text display-inline="yes-display-inline">The term <quote>supercritical geothermal</quote> means energy derived from a subsurface rock resource in-situ existing at or above the supercritical conditions, whether relating to temperature or pressure, of the primary fluid present.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph> </paragraph> 
<paragraph id="HA4FC63D775F54D3D95DC0D86697ECEEF"><enum>(2)</enum><text display-inline="yes-display-inline">in section 613(b)(1) (<external-xref legal-doc="usc" parsable-cite="usc/42/17192">42 U.S.C. 17192(b)(1)</external-xref>; relating to hydrothermal research and development), by striking <quote>advanced geologic tools to assist</quote> and inserting <quote>advanced tools, including machine learning algorithms, to assist</quote>;</text></paragraph> <paragraph id="H69B8002F265F4BE39AA72BA3F9A89353"><enum>(3)</enum><text display-inline="yes-display-inline">in section 614 (<external-xref legal-doc="usc" parsable-cite="usc/42/17193">42 U.S.C. 17193</external-xref>; relating to general geothermal systems research and development)—</text> 
<subparagraph id="H74B54678ABA145B8B89B007E1B45E0D6"><enum>(A)</enum><text>in subsection (d)(1), by striking <quote>among the Office of Fossil Energy, the Office of Energy Efficiency and Renewable Energy,</quote> and inserting <quote>across the Department</quote>; and</text></subparagraph> <subparagraph id="H772DD2F8936D499BAFF2A807CAB7166A"><enum>(B)</enum><text>in subsection (h)—</text> 
<clause id="H01F928DA339F4B2DABE83E9489E26B7B"><enum>(i)</enum><text>in paragraph (1), by inserting <quote>and publicly available subsurface data, including data reported as part of fossil fuel and mining operations,</quote> after <quote>geothermal drilling information</quote>; and</text></clause> <clause id="H2DB325256E974D79A1354EC003F2AC2C"><enum>(ii)</enum><text>in paragraph (2), by adding at the end the following new subparagraphs:</text> 
<quoted-block style="OLC" id="H1EA0F37BDDD74D79A4ADDE82AC2F4E00" display-inline="no-display-inline"> 
<subparagraph id="H18BE613DA2B9490FAF2393595BC7CF59"><enum>(C)</enum><header>Updates</header><text display-inline="yes-display-inline">The repository established under paragraph (1) shall be periodically updated in order to carry out the following:</text> <clause id="HCA60F90058AD45509AEA90FFAC2F1F47"><enum>(i)</enum><text>Standardize data in a uniform manner to the maximum extent practicable and enable analysis across different projects.</text></clause> 
<clause id="HDEF023B40AF746408FA916374A634D84" commented="no"><enum>(ii)</enum><text display-inline="yes-display-inline">Enhance the accessibility and usability of data to increase analysis of geothermal energy and next-generation geothermal systems on regional, local, and site-specific scales.</text></clause> <clause id="H21679BAE5A1A4ECEB3139303D110AD2A"><enum>(iii)</enum><text>Increase uses of data, including data viewable by map and organization by common attributes, such as region.</text></clause> 
<clause id="H41FCFE00D67149B28E97F23838665C18"><enum>(iv)</enum><text>Make other improvements in functionality and usability, as determined by the Secretary.</text></clause></subparagraph> <subparagraph id="H03521148D5D64D699C67F79E4EA34FF3"> <enum>(D)</enum> <header>Memorandum of understanding</header> <clause id="H2283C79E8C8649F8B28DB555831178FC" display-inline="no-display-inline"> <enum>(i)</enum> <header>In general</header> <text>The Secretary shall enter into a memorandum of understanding with the Secretary of the Interior, and with the heads of other relevant Federal departments, for notifying, sharing, and providing opportunities for additional data collection regarding shared geothermal development data from projects funded by the Department of the Interior and each such other relevant department, including data from mining, critical minerals, and energy projects, such as subsurface heat data, seismic data, lithology data, boundaries of State and federally protected areas, and existing transmission capacity.</text>
                                    </clause>
                                    <clause id="H6A0A90E7E38A4284A4CC3113BF5E39D4" commented="no">
                                        <enum>(ii)</enum>
                                        <header>Prioritization</header>
 <text display-inline="yes-display-inline">To the maximum extent practicable, activities conducted pursuant to a memorandum of understanding under clause (i) shall prioritize heat, lithology, and strain profiles through deep exploration boreholes and control points for deep heat mapping and geothermal development.</text>
                                    </clause>
                                </subparagraph> 
<subparagraph id="HC89744957FA1458E9093486B46D7244A"><enum>(E)</enum><header>Regional data probes</header><text>The Secretary of the Interior may, in consultation with the Secretary, commission the drilling of supercritical geothermal exploration boreholes in representative geological provinces in the United States to provide control points for deep heat mapping and geothermal development. The resulting data shall include an exploration of heat, lithology, and strain profiles, and shall be shared publicly on the repository established under paragraph (1).</text></subparagraph> <subparagraph id="H5EC92C9EC6184064A831B8D0E1F23421"><enum>(F)</enum><header>Study on site selection characteristics for supercritical geothermal</header><text>The Secretary of the Interior shall, in consultation with the Secretary, conduct a study on site selection characteristics in representative geological provinces in the United States, including the United States territories of American Samoa, Guam, Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands, for supercritical geothermal.</text></subparagraph> <after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph></paragraph> 
<paragraph id="H0701FE7000E54CE99571FAA786CA44E9"><enum>(4)</enum><text display-inline="yes-display-inline">in section 615 (<external-xref legal-doc="usc" parsable-cite="usc/42/17194">42 U.S.C. 17194</external-xref>; relating to enhanced geothermal systems research and development)—</text> <subparagraph id="H0AF27A2C68AF4BE1BA2C9F572E3C8809" commented="no"><enum>(A)</enum><text>in the section heading, by striking <quote><header-in-text level="section" style="OLC">Enhanced</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">Next-generation</header-in-text></quote>;</text></subparagraph> 
<subparagraph id="HD29E0BF18F214716B416BEE7926F1D96"><enum>(B)</enum><text>in subsection (a), by striking <quote>enhanced</quote> and inserting <quote>next-generation</quote>;</text></subparagraph> <subparagraph id="H7D24105FD79B48E4A3A72199E10A6AF5"><enum>(C)</enum><text>in subsection (b)—</text> 
<clause id="HA5E77CC84A60464CA739A6EC628BA70A"><enum>(i)</enum><text>in the heading, by inserting <quote><header-in-text level="subsection" style="OLC">and closed-loop</header-in-text></quote> after <quote><header-in-text level="subsection" style="OLC">Enhanced</header-in-text></quote>;</text></clause> <clause id="HD5DDAC97AE2C40BF86C4756C9736A58F"><enum>(ii)</enum><text>in the matter preceding paragraph (1), by inserting <quote>and closed-loop</quote> after <quote>enhanced</quote>;</text></clause> 
<clause id="HAA1F0765BA15469592095A14D3A1A99B"><enum>(iii)</enum><text>in paragraph (11), by striking <quote>and</quote> after the semicolon;</text></clause> <clause id="H88B34820E0FE42CD904A2E5CD928F300"><enum>(iv)</enum><text>in paragraph (12), by striking the period and inserting <quote>; and</quote>; and</text></clause> 
<clause id="HB5A775F2591346B283870F6C1CB7BC07"><enum>(v)</enum><text>by adding at the end the following new paragraph:</text> <quoted-block style="OLC" id="H6928FDD979D74BA090705ABCE4C6DDEC" display-inline="no-display-inline"> <paragraph id="H0E6BDD392BD345CAA751463EB429B58F" commented="no"><enum>(13)</enum><text display-inline="yes-display-inline">the research topics specified in subparagraphs (1) through (12) in supercritical conditions.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph> 
<subparagraph id="H9FB51CD01F3C496DBABAB29EA47DA4EE"><enum>(D)</enum><text>in subsection (c)—</text> <clause id="H7BE7B70B4C4445C18BD328A8A3F9D25A"><enum>(i)</enum><text>by redesignating paragraph (7) as paragraph (8); and</text></clause> 
<clause id="HE312E25732944E588E1276CB2CDC0A6C"><enum>(ii)</enum><text>by inserting after paragraph (6) the following new paragraph:</text> <quoted-block style="OLC" id="H11928BDC0D4444AD814654B1B90F4F48" display-inline="no-display-inline"> <paragraph id="H1CBF0CD40ED64D2588CC5B0BA6D19436"><enum>(7)</enum><header>Next-generation geothermal testing</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this paragraph, the Secretary shall take such actions as may be necessary to ensure that at least one FORGE site has the capabilities to include next-generation geothermal testing, including, if practicable and technically feasible, closed-loop geothermal systems in supercritical conditions.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph> 
<subparagraph id="HA3898B4486BA4D21BCC443FA42786D1C"><enum>(E)</enum><text>by adding at the end the following new subsections:</text> <quoted-block style="OLC" id="HA92A487E0B4647BB85A29737DA5BC840" display-inline="no-display-inline"> <subsection id="H77B9FF3CEC624E7D819D53990402933D"><enum>(e)</enum><header>Next-Generation geothermal research and development program</header> <paragraph id="H9FE70CF6FFFF4691A7E3415BF412DDC2" commented="no"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Within the Geothermal Technologies Office of the Department, the Secretary shall support a program of next-generation geothermal research, development, demonstration, and commercial application activities, including, if practicable and technically feasible, closed-loop geothermal systems in supercritical conditions.</text></paragraph> 
<paragraph id="H2B8931AFE57F4F8D87BD3BA558030693"><enum>(2)</enum><header>Focus areas</header> 
<subparagraph id="HBA6306BC44B04E7C9B88C058A454AE33"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The program described in paragraph (1) shall focus on the following topics:</text> <clause id="H6DCEB3765E1944F897E8E78D4C860470"><enum>(i)</enum><text>Well completion.</text></clause> 
<clause id="H9550794406A640BEB0AA89B5A8EC2C3D"><enum>(ii)</enum><text>Permeability creation and management, including proppants and packers.</text></clause> <clause id="H8BB33D2957534BD2A7E780B3BBEF9ACB"><enum>(iii)</enum><text>Materials development and equipment design, including power production, specific to supercritical geothermal systems.</text></clause> 
<clause id="H8FAB3C1162014723BC4EF2B1469BFEB2"><enum>(iv)</enum><text>Sensor development.</text></clause> <clause id="H572F3095CD504B6B8CF95B25B98DEB40"><enum>(v)</enum><text>Water-rock geochemistry.</text></clause> 
<clause id="H9832C892B2424B658061A162FF4899D0"><enum>(vi)</enum><text>Rock properties.</text></clause> <clause id="HC71B133FB37A4EAFA76D48414201B5CF"><enum>(vii)</enum><text>Hard rock and deep drilling.</text></clause> 
<clause id="H724EA35258F24E7BB12B057E1235AC1A"><enum>(viii)</enum><text>Any other topics the Secretary determines necessary.</text></clause></subparagraph> <subparagraph id="H7D0ED135CA7D4FBE910DFF27739E6CDD" commented="no"><enum>(B)</enum><header>Prioritization</header><text display-inline="yes-display-inline">In carrying out next-generation geothermal research under the program described in paragraph (1), the Secretary shall prioritize projects best able to produce iterative data for deep drilling projects in unique geodynamic settings on the following topics:</text> 
<clause id="H3C9D0586522C437799482E58C8BCB8F9" commented="no"><enum>(i)</enum><text>Characterization and crustal stress.</text></clause> <clause id="H78E086F4474247C48D74C32C56E17A70" commented="no"><enum>(ii)</enum><text>Lab work.</text></clause> 
<clause id="H07FB49D118DC45C1A6C3FDA997479A98" commented="no"><enum>(iii)</enum><text>Drilling.</text></clause> <clause id="H6E1651229B77460DB8B1C71AFCB4FAD7" commented="no"><enum>(iv)</enum><text>Stimulation.</text></clause> 
<clause id="H31A7FAC11A4E4001BDBB2664BF6311E1" commented="no"><enum>(v)</enum><text>Power production.</text></clause></subparagraph> <subparagraph id="HB1311B2B8C5A4A3E9926FD05DDABE02B"><enum>(C)</enum><header>Administration</header><text display-inline="yes-display-inline">The Secretary may administer grants to institutions of higher education and private sector entities to carry out activities on the topics specified in subparagraph (A) and, to the maximum extent practicable, share data, results, and information publicly.</text></subparagraph></paragraph> 
<paragraph id="HDEB1066C9C7E481BBCE1C7B1AC916CFB"><enum>(3)</enum><header>Report on water use</header><text display-inline="yes-display-inline">Not later than five years after the date of the enactment of this subsection, the Secretary shall submit to the Committee on Natural Resources and the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report on the following:</text> <subparagraph id="HA43383C9DE2943538C3D633CC304DC99"><enum>(A)</enum><text>Water use and estimated needs of enhanced geothermal systems.</text></subparagraph> 
<subparagraph id="H51AFB36AC1EC43C8B13DBFDEE26BFAFB" commented="no"><enum>(B)</enum><text>Water use and estimated needs for closed-loop, and next-generation geothermal energy production.</text></subparagraph> <subparagraph id="HA18FF998B961468A8E0E839A8E34AEB8"><enum>(C)</enum><text>The ability of next-generation geothermal systems to use brackish and nonpotable water.</text></subparagraph> 
<subparagraph id="HE737F5DFFB1E4116BCDBEEF4142E558E"><enum>(D)</enum><text>The withdrawal and consumption of water per megawatt hour of next-generation geothermal systems, as compared to other power-generation technologies.</text></subparagraph> <subparagraph id="H4F1A4596340C4F82B5E48BCE67197852"><enum>(E)</enum><text>Technological and operational improvements that could lead to decreases in water withdrawal and consumption of next-generation geothermal systems.</text></subparagraph></paragraph> 
<paragraph id="H141EB5F581DF4D4E8583810030EA7F0C"><enum>(4)</enum><header>Next-generation geothermal center of excellence</header> 
<subparagraph id="H09EAE7AA5DA0497E94CBA99979E74D0B" commented="no"><enum>(A)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary shall award grants through a competitive, merit-reviewed process, to National Laboratories (as such term is defined in section 2 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801</external-xref>)), multi-institutional collaborations, public-private partnerships, or institutes of higher education (or consortia thereof) for the following:</text> <clause id="HD80DDC8036D9432F8F2A52A588D6B017" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">The continuation and expansion of research, development, demonstration, testing, and commercial application activities applicable to FORGE sites, including activities in supercritical conditions.</text></clause> 
<clause id="H4BE3184A5C4E4CDBB2ADB3DCA4D3F645" commented="no"><enum>(ii)</enum><text>The establishment of a next-generation geothermal systems center of excellence.</text></clause></subparagraph> <subparagraph id="HB19B93EBF5EE4A60879D43D15207580D" commented="no"><enum>(B)</enum><header>Location</header><text display-inline="yes-display-inline">In selecting National Laboratories, multi-institutional collaborations, public-private partnerships, or institutions of higher education (or a consortia thereof) for a center of excellence referred to in subparagraph (A), the Secretary shall consider the following criteria:</text> 
<clause id="HDB218A497611425C94548C7FF5D5B488" commented="no"><enum>(i)</enum><text>Whether the entity hosts an existing geothermal energy research and development program.</text></clause> <clause id="H83DA8CAE789C49CC9A4F263C01DB4817" commented="no"><enum>(ii)</enum><text>Whether the entity has proven technical expertise to support geothermal energy research.</text></clause> 
<clause id="HC19A570FAD754554AEA81B6D08EF8A40" commented="no"><enum>(iii)</enum><text>Whether the entity has access to geothermal resources.</text> </clause></subparagraph> <subparagraph id="HAB755D3D63364A35B896E1D6E22110DC"><enum>(C)</enum><header>Purpose</header><text display-inline="yes-display-inline">The center of excellence referred to in subparagraph (A) shall coordinate among existing FORGE sites, the Department, and National Laboratories to carry out the following:</text> 
<clause id="H5CDC68EEC27E46A4B61638B95E3B97FC" commented="no"><enum>(i)</enum><text>Advance research, development, demonstration, and commercial application of next-generation geothermal energy technologies, including supercritical geothermal technologies, in response to industry and commercial needs, including by partnering with other academic or research institutions, industry, non-governmental organizations, and State, local, or Tribal governments.</text></clause> <clause id="H066A468D97C54745B7F434BE353D273B"><enum>(ii)</enum><text display-inline="yes-display-inline">Foster collaboration for education, research, and partnership initiatives in order to support the technology, deployment, and workforce needs of the United States geothermal energy industry, including a focus on next-generation geothermal systems.</text></clause> 
<clause id="HCBA1EE74ADBF4BA59F0EEE79D1B04347"><enum>(iii)</enum><text>Support workforce development across the next-generation geothermal systems energy development lifecycle.</text></clause> <clause id="HA44816413D3E4974A9B847825BC5CB6C"><enum>(iv)</enum><text display-inline="yes-display-inline">Provide educational, technical, and analytical assistance on next-generation geothermal systems to Federal agencies, industry, and State, local, and Tribal governments.</text></clause> 
<clause id="HC59788F5DF054787AB2DCF9DC66766F3"><enum>(v)</enum><text display-inline="yes-display-inline">Collect and disseminate information on best practices in all areas relating to developing and managing geothermal energy resources and energy systems, including next-generation geothermal systems.</text></clause></subparagraph></paragraph> <paragraph id="HBC1992F66539408C9672343DE27F4AC1"><enum>(5)</enum><header>Commercial-readiness innovation grants</header> <subparagraph id="H273608FEA04B47D3806752EDC831561C"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall award grants to accelerate the development, testing, and implementation of innovative technologies identified as areas for improving the performance of commercial geothermal energy projects using next-generation geothermal systems.</text></subparagraph> 
<subparagraph id="H43DEB303AF0D4240A7D30A231D025706"><enum>(B)</enum><header>Focus areas</header><text>Grants may be awarded under this paragraph for innovative technologies, including the following:</text> <clause id="HEC2381D587954ADC975B5FFF807F18BD"><enum>(i)</enum><text>Hardrock drilling equipment, components, and systems, including bit design and vibration control.</text></clause> 
<clause id="HDA6A3251DD254E58A59436A8644D8C70"><enum>(ii)</enum><text>Reservoir characterization, well design and spacing, and completions.</text></clause> <clause id="H974B1FDE8813404FB43FF1104AF57E26"><enum>(iii)</enum><text>Data acquisition and analysis, including fiber optic sensing tools and methodologies.</text></clause></subparagraph> 
<subparagraph id="H0951483803234EA8845F54351D19E4FC"><enum>(C)</enum><header>Applications</header> 
<clause id="H401C5B96920E4B4A9D9D9F4375E4D23D"><enum>(i)</enum><header>In general</header><text>An entity seeking a grant under this paragraph shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></clause> <clause id="HC56DBBBC2D8B4DFC989865425DF64D1D"><enum>(ii)</enum><header>Prioritization</header><text>In awarding grants under this paragraph, the Secretary shall give priority to the following:</text> 
<subclause id="H1E87F1531EA5437E921E1A21776A3701"><enum>(I)</enum><text>Applicants, including for-profit entities and public-private partnerships, with demonstrated expertise relating to in-field development and commercial operations for geothermal energy projects.</text></subclause> <subclause id="H08073CE18F72485492E1D03DECFEEAEE"><enum>(II)</enum><text>Projects with the greatest ability to advance near-term commercial deployment of enhanced geothermal systems and closed-loop geothermal systems.</text></subclause> 
<subclause id="H90C0331E2206419DBB650C26A8B3D337"><enum>(III)</enum><text>Projects that advance the commercialization of geothermal energy projects in diverse geological conditions or supercritical conditions.</text></subclause></clause></subparagraph> <subparagraph id="HDAD2AEEA22784D2D8B8DAE0C5B7BEC50"><enum>(D)</enum><header>Cost sharing</header><text>The Federal share of the cost of a project carried out with a grant under this paragraph shall be not more than 80 percent.</text></subparagraph></paragraph> </subsection> 
<subsection id="HFC959FB99ED54E8E9B89B9EE6563553B" commented="no"><enum>(f)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary to carry out this section $150,000,000 for each of fiscal years 2027 through 2031. Such amounts shall be derived from amounts otherwise authorized to be appropriated to the Office of Energy Efficiency and Renewable Energy of the Department.</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="HC76311ADE6D3473BBC1E5A6141F95D68"><enum>(5)</enum><text>in section 617 (<external-xref legal-doc="usc" parsable-cite="usc/42/17196">42 U.S.C. 17196</external-xref>; relating to organization and administration of programs)—</text> 
<subparagraph id="H949ED438B05C48D38BD05DB6B35D0E28"><enum>(A)</enum><text>in subsection (e), by striking <quote>Committee on Science and Technology</quote> and inserting <quote>Committee on Science, Space, and Technology</quote>; and</text></subparagraph> <subparagraph id="H2FD7E5CE511A4189A1EA8E4D3145D847"><enum>(B)</enum><text>by amending subsection (f) to read as follows:</text>

<subsection id="HDAB608138039479CBFA0DCC899A6DE63" commented="no"><enum>(f)</enum><header>Progress reports</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this subsection and every two years thereafter, the Secretary shall submit to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report that contains the following:</text> <paragraph id="H04A816C1E3DA4B27B0939C57B26C0230" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">A description of the maximum potential of geothermal resources in the United States, including a consideration of next-generation geothermal systems.</text></paragraph> 
<paragraph id="H5E103A744E1E40BAA66C771F3EB56D99" commented="no"><enum>(2)</enum><text>Information relating to the results of projects undertaken under this section.</text></paragraph> <paragraph id="HBF88E969816040D5BD23F0A2C22F5FB7" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">An assessment of the barriers to commercialization of next-generation geothermal technologies.</text></paragraph> 
<paragraph id="H9E820D6D4A0947379B00ED4BD68784AE" commented="no"><enum>(4)</enum><text>Such other information as the Secretary considers appropriate.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection> <subsection id="H74DB0EC138E64FD18A12362BFAE7D487"><enum>(b)</enum><header>Update to geothermal resource assessment</header> <paragraph id="HADCB4B5D395A4F11932675DCB83EC0FD"><enum>(1)</enum><header>In general</header><text>Section 2501 of the Energy Policy Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/30/1028">30 U.S.C. 1028</external-xref>) is amended—</text> 
<subparagraph id="H181B9B687302450B8ECF83D1237624E5"><enum>(A)</enum><text>in subsection (c)—</text> <clause id="H462AB832F2EC41B3816CBC394793D20A"><enum>(i)</enum><text>in the matter preceding paragraph (1), by inserting <quote>quadrennially</quote> before <quote>update</quote>;</text></clause> 
<clause id="H46B197DF4C19477B8F59D3B5A6FD8A97"><enum>(ii)</enum><text>in paragraph (1)(D)(ii), by striking <quote>and</quote> at the end;</text></clause> <clause id="HAECA436EDE59408E9AE25E6EBF262F9D"><enum>(iii)</enum><text>in paragraph (2), by striking the period at the end and inserting <quote>; and</quote>; and</text></clause> 
<clause id="H435703F8B73844B49CF3F07EADA3C834"><enum>(iv)</enum><text>by adding at the end the following new paragraph:</text> <quoted-block id="HA66537DBE097429486B9A08545212A7C" style="OLC"> <paragraph id="HC21F50E62F0E4252A1560C4C36F677BB"><enum>(3)</enum><text display-inline="yes-display-inline">to the maximum extent practicable, by assessing regions of the United States, including the United States territories of American Samoa, Guam, Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands, with significant potential for supercritical geothermal (as such term is defined in section 612 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17191">42 U.S.C. 17191</external-xref>)).</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph> 
<subparagraph id="HFA1522C218184386996EFE805F093466"><enum>(B)</enum><text>by striking subsection (d).</text></subparagraph></paragraph> <paragraph id="H8258D9BBA0604C3B804FFF8CAC321CB5"><enum>(2)</enum><header>First update</header><text>The first quadrennial update to the geothermal resource assessment carried out by the United States Geological Survey under subsection (c) of section 2501 of the Energy Policy Act of 1992, as amended by paragraph (1), shall be completed by not later than two years after the date of the enactment of this Act.</text></paragraph></subsection> 
<subsection id="H9D5186520CAD4AAB937F08C3000ACBCA"><enum>(c)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of contents in section 1(b) of the Energy Independence and Security Act of 2007 is amended by amending the item relating to section 615 to read as follows:</text> <quoted-block style="OLC" id="HEE6D251B32B44EBC86B3B42D2462EB2E" display-inline="no-display-inline"> <toc regeneration="no-regeneration"> <toc-entry level="section">Sec. 615.
