<section id="HC251DE783D3E4E908321A5A3C99840CE" section-type="section-one" commented="no"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Prioritizing Primary Care Act of 2026</short-title></quote>.</text></section> <section id="HBC7C2D26EED746309F0B924191B0AE47"><enum>2.</enum><header>Requiring reports and establishing working group on primary care</header> <subsection id="H0E36D28295E9417B91FB3FD2A9A03824"><enum>(a)</enum><header>Report</header><text display-inline="yes-display-inline">Part A of title XI of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1301">42 U.S.C. 1301 et seq.</external-xref>) is amended by adding at the end the following new section:</text> 
<quoted-block style="OLC" id="H0EBE4A994DF94499B7ECA7A58951DD1B" display-inline="no-display-inline"> 
<section id="H04D5E84C9BDC473EAC7ACD61C35C9294"><enum>1150D.</enum><header>Report on primary care spending</header> <text display-inline="no-display-inline">Not later than 1 year after the date of the enactment of this section, and not less frequently than annually thereafter, each head of a Federal agency that administers a Federal health care program (as such term is defined in section 1128B) or the health program established under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/89">chapter 89</external-xref> of title 5, United States Code, shall submit to Congress a report on primary care spending (as defined by the Secretary) under each such program administered by such head, including, with respect to the 1-year period ending on the date that is 90 days before the date on which the report is required to be submitted—</text> <paragraph id="HEF4A2D4E243E479096D6991FA067D21A" commented="no"><enum>(1)</enum><text>the total dollar amount of Federal funds expended or obligated under such program during such period that is attributable to primary care spending; and</text></paragraph> 
<paragraph id="H0E4281F310BF43DBB1AE7D9E24EF6825" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">the percentage of the total amount of Federal funds expended or obligated to provide health benefits under such program during such period that is attributable to primary care spending.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H1DF2BFD9C0B34A50BD0C6B2EA8A47E56"><enum>(b)</enum><header>Working group on primary care</header> <paragraph id="H7483CB5822B54FF3A60199CB83EC86BC"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of the enactment of this Act, the Secretary of Health and Human Services (in this section referred to as the <quote>Secretary</quote>) shall establish a working group (in this subsection referred to as the <quote>Working Group</quote>) to study and make recommendations on—</text> 
<subparagraph id="HA8B7FDB591694500A0D673291371AC40"><enum>(A)</enum><text display-inline="yes-display-inline">how each Federal health care program (as such term is defined in section 1128B of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1320a-7b">42 U.S.C. 1320a–7b</external-xref>)) and the health program established under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/89">chapter 89</external-xref> of title 5, United States Code, may prioritize primary care spending (as defined by the Secretary for purposes of 1150D of the Social Security Act);</text></subparagraph> <subparagraph id="H11AD7522EEC7425390D6FF718DA98DFD"><enum>(B)</enum><text>how to increase the accessibility of primary care providers (as defined by the Secretary); and</text></subparagraph> 
<subparagraph id="HA73E237E2B3F42048F8BA27C6FB50594"><enum>(C)</enum><text display-inline="yes-display-inline">how to improve the availability and quality of primary care services (as defined by the Secretary), including with respect to individuals in rural and medically underserved areas (as defined by the Working Group).</text></subparagraph></paragraph> <paragraph id="H2FEB8EF1BEE84E72AF0E27C0EC1A2229"><enum>(2)</enum><header>Membership</header><text>The Working Group shall consist of members from relevant Federal agencies and nongovernmental entities, as determined appropriate by the Secretary.</text></paragraph> 
<paragraph id="HBB3727A1748646248A7F842346F05861"><enum>(3)</enum><header>Report</header><text>Not later than 1 year after the date on which the Working Group is established under paragraph (1), the Working Group shall submit to Congress a report containing the recommendations described in such paragraph.</text></paragraph> <paragraph id="HA210FAF5DFAE44419B6EB3C553FC8759"><enum>(4)</enum><header>Consultation</header><text>In conducting the study and making the recommendations required under paragraph (1), the Working Group shall solicit input from States and relevant nongovernmental entities (as determined appropriate by the Working Group), including entities that represent patients, health care professionals, researchers, or health care industries.</text></paragraph></subsection> </section>
