<section section-type="section-one" id="H0BD53A9FA8B4426FA27CEB9C53D9ED86"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Full-Service Community School Expansion Act of 2026</short-title></quote>.</text></section> <section id="H399571E122A64434B8A9A243723816FC"><enum>2.</enum><header>Community support for school success</header> <subsection id="HF113B195779E49738664D4D5E0D4496A"><enum>(a)</enum><header>Authorization of appropriations</header><text>Section 4601 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7251">20 U.S.C. 7251</external-xref>) is amended—</text>
<paragraph id="H74C348396B8541A8897D12A566CCCD45"><enum>(1)</enum><text>in the matter preceding paragraph (1) of subsection (a), by inserting <quote>(except for section 4625)</quote> after <quote>part</quote>;</text></paragraph> <paragraph id="HF5C8BDBA13674C728E9B091CAB63604A"><enum>(2)</enum><text>in the matter preceding clause (i) of subsection (b)(2)(B), by inserting <quote>(except for section 4625)</quote> after <quote>subpart 2</quote>; and</text></paragraph>
<paragraph id="HBDC68EB18C4142ADB75800BDC2A9AFA5"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="HB9E94EDB20984AC49B708A399A2A3966"> <subsection commented="no" display-inline="no-display-inline" id="HBEA870996A554078915739BA1312B412"><enum>(c)</enum><header display-inline="yes-display-inline">Authorization of appropriations for full-Service community schools</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out section 4625—</text>
<paragraph commented="no" id="H5542A2110A334C3E95D9EB36E58B01BA"><enum>(1)</enum><text>$500,000,000 for fiscal year 2027;</text></paragraph> <paragraph commented="no" id="H47D38669F7E346C1B5665EF5975719F4"><enum>(2)</enum><text>$600,000,000 for fiscal year 2028;</text></paragraph>
<paragraph commented="no" id="H35B5C72CD8C14F8CA3BDE3E93385C1B2"><enum>(3)</enum><text>$700,000,000 for fiscal year 2029;</text></paragraph> <paragraph id="H440459B03A1B40FCACACF6ABE6C70FB3"><enum>(4)</enum><text>$850,000,000 for fiscal year 2030; and</text></paragraph>
<paragraph id="HA258EC57A2674EC1AD92642791712450"><enum>(5)</enum><text>$1,000,000,000 for fiscal year 2031. </text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="HED9F0B71E8BC41F3880B628CE3CF2ADB"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 4622 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7272">20 U.S.C. 7272</external-xref>) is amended—</text>
<paragraph id="H04C583EDBF3D4116A5E6E5BB911E6DCE"><enum>(1)</enum><text>by redesignating paragraphs (1), (2), and (3) as paragraphs (5), (7), and (9), respectively;</text></paragraph> <paragraph id="HC3B726B0BAF245169872F203E994FFD9"><enum>(2)</enum><text>by inserting before paragraph (5), as redesignated by paragraph (1), the following:</text>
<quoted-block style="OLC" display-inline="no-display-inline" id="HE0DC0AC5142845F5A1D47CA9C5A8F94A">
<paragraph id="H1353C043BF9A4825B49C0B3367C3693B"><enum>(1)</enum><header>Community school coordinator</header><text display-inline="yes-display-inline">The term <term>community school coordinator</term> means an individual who—</text> <subparagraph id="HB3F4D3255B17425EBA57BF3AA791234E"><enum>(A)</enum><text>is a full-time staff member serving 1 or more eligible schools supported by a grant under subsection (b), (c), or (d) of section 4625 or a full-time staff member serving 1 or more such eligible schools in a rural area or on Tribal lands;</text></subparagraph>
<subparagraph id="HD543723CFBD2470387FD2C13EB42BD0B"><enum>(B)</enum><text>is responsible for the identification, implementation, and coordination of strong and proven curricula, high-quality teaching, inclusive leadership, positive behavior practices, family and community partnerships, and community support services for each such eligible school;</text></subparagraph> <subparagraph id="H28DF5D652CDE418FB7192AAFCBF5DE73"><enum>(C)</enum><text>serves as a member of the school-based leadership team for each such eligible school;</text></subparagraph>
<subparagraph id="H2976C9AC1DB64DF39E2BACC02E9FF73E"><enum>(D)</enum><text>serves as the lead for any external assessment of each such eligible school or development of a full-service community school plan required under section 4625 for each such eligible school; and</text></subparagraph> <subparagraph id="HDE09F9302AD74FA1A887D1114D11B9D1"><enum>(E)</enum><text>leads, or coordinates with the appropriate staff to inform, continuous improvement across related activities at each such eligible school.</text></subparagraph></paragraph>
<paragraph id="H023487A5999648F7938372372A6CD81D"><enum>(2)</enum><header>Community school initiative director</header><text>The term <term>community school initiative director</term> means an individual who—</text> <subparagraph id="H6DA222F561424D9489C4311AEC7CD0D6"><enum>(A)</enum><text>is employed by an eligible entity that will serve 3 or more eligible schools through a grant under subsection (b), (c), or (d) of section 4625;</text></subparagraph>
<subparagraph id="HD3F307A179BA440C8966CE9A911B41A1"><enum>(B)</enum><text>aids in the implementation and coordination of strong and proven curricula, high-quality teaching, inclusive leadership, positive behavior practices, family and community partnerships, and community support services for such eligible schools; and</text></subparagraph> <subparagraph id="H870975CC6EDD40E8892E4B41F73F5AE1"><enum>(C)</enum><text>provides support and guidance to community school coordinators.</text></subparagraph></paragraph>
<paragraph id="H6FEE94D6933346CF90467089210F4863"><enum>(3)</enum><header>Community-wide leadership team</header><text>The term <term>community-wide leadership team</term> means a team established by a local educational agency receiving a grant under subsection (b), (c), or (d) of section 4625 that—</text> <subparagraph id="H1F1BD712EE5B417CA2F6A3663B896184"><enum>(A)</enum><text>is responsible for guiding the vision, goal-setting, policy and resource alignment, implementation, and oversight for full-service community school efforts within a local educational agency;</text></subparagraph>
<subparagraph id="H82314985CBBA4E5A8EDE45861892DC33"><enum>(B)</enum><text>includes—</text> <clause commented="no" display-inline="no-display-inline" id="HD5E7C974D2254AD89F32972BC33777D3"><enum>(i)</enum><text display-inline="yes-display-inline">representatives from the local educational agency;</text></clause>
<clause id="H765CE909E01149CCA2C88FE0437790FF"><enum>(ii)</enum><text>educators, school leaders, students, and parents, family members, and caregivers of students, from each eligible school supported by such grant;</text></clause> <clause id="HD8B01EAC11654081A136735E6DCD1226"><enum>(iii)</enum><text>community members, such as residents, community-led councils, local businesses, stakeholders, community-based organizations, and local nonprofit organizations;</text></clause>
<clause id="H2245ECCDE8F84B4191E8FD89D7867A59"><enum>(iv)</enum><text>system-level partners that include representatives from government agencies, Indian Tribes, Tribal organizations, Native Hawaiian organizations, relevant labor organizations, and nonprofit and other community-based partners; and</text></clause> <clause id="H49E1BDD6B50B445CBFA028EED6F3BFBD"><enum>(v)</enum><text>if applicable, the community school initiative director; and</text></clause></subparagraph>
<subparagraph id="H6871A7C024C64D5C9D78B684312D365A"><enum>(C)</enum><text>may—</text> <clause commented="no" id="HE1787F92F2924E4BBABE558B9C0B7596"><enum>(i)</enum><text>be created for the purposes of supporting and sustaining full-service community schools or may already exist at the time the eligible entity submits its application;</text></clause>
<clause commented="no" id="H9C0808DC32A14A74874931091979B219"><enum>(ii)</enum><text>solely focus on full-service community schools or have additional functions and responsibilities;</text></clause> <clause commented="no" id="HEED125ED1EA04601A9A982B706663B36"><enum>(iii)</enum><text>contribute to the development of an application for a full-service community school; or</text></clause>
<clause commented="no" id="H8D4E3A1C8E174FF6B60D5DBBD97EC937"><enum>(iv)</enum><text>provide input into the selection process and requirements for future community school coordinator and community school initiative director candidates.</text></clause></subparagraph></paragraph> <paragraph id="HC571A198583B46669DEF86B1F961950B"><enum>(4)</enum><header>Educator learning communities</header><text>The term <term>educator learning communities</term> means a group of primarily instructional staff in an eligible school who are given common and sufficient planning time to participate in ongoing planning and decisionmaking to inform and improve school policy, including the school’s instructional design and professional development opportunities designed to improve educator practice and the impact of educators on student performance.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph>
<paragraph commented="no" id="H808BF738394D41A2906CBAFBF384186B"><enum>(3)</enum><text>in paragraph (5), as redesignated by paragraph (1)—</text> <subparagraph commented="no" id="HF5EDA53C83B7403086E083581E6DE75D"><enum>(A)</enum><text>in the matter preceding clause (i) of subparagraph (A), by striking <quote>section 4623(a)(1)(A)</quote> and inserting <quote>section 4623(a)(1)</quote>;</text></subparagraph>
<subparagraph commented="no" id="H912F327D62BC49839DEC895F4D70C6F9"><enum>(B)</enum><text>in subparagraph (A)—</text> <clause commented="no" display-inline="no-display-inline" id="H1603499270B84CECBE550AEFDF14C17A"><enum>(i)</enum><text display-inline="yes-display-inline">in clause (ii), by striking <quote>(<external-xref legal-doc="usc" parsable-cite="usc/25/450b">25 U.S.C. 450b</external-xref>)</quote> and inserting <quote>(<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>)</quote>; and</text></clause>
<clause commented="no" id="H4C6B8052B0A5429FA67787BA233B90B0"><enum>(ii)</enum><text>in clause (iv)(IV), by striking <quote>(<external-xref legal-doc="usc" parsable-cite="usc/25/450b">25 U.S.C. 450b</external-xref>)</quote> and inserting <quote>(<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>)</quote>; and</text></clause></subparagraph> <subparagraph commented="no" id="HAE3B4AEE8F0B4FAE83873578E2FD6881"><enum>(C)</enum><text>by amending subparagraph (B) to read as follows:</text>

<subparagraph commented="no" display-inline="no-display-inline" id="H474D4908942B437AB8E5B0F3C0E8CE46"><enum>(B)</enum><text display-inline="yes-display-inline">With respect to a grant for activities described in section 4623(a)(2), a consortium of—</text> <clause commented="no" display-inline="no-display-inline" id="H56F0F43E4AEC4514A467A907C4A13148"><enum>(i)</enum><text display-inline="yes-display-inline">1 or more local educational agencies; and</text></clause>
<clause commented="no" display-inline="no-display-inline" id="HF30AEA945F434ABDBFE79DC2D02DBB64"><enum>(ii)</enum><text display-inline="yes-display-inline">1 or more community-based organizations, nonprofit organizations, Indian Tribes, Tribal organizations, Native Hawaiian organizations, or other public or private entities.</text></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph commented="no" id="H226556FEBC9C4A2DA29240E86388BC2D"><enum>(4)</enum><text>by inserting after paragraph (5), as redesignated by paragraph (1), the following:</text>
<quoted-block style="OLC" display-inline="no-display-inline" id="HAB3B6C9E0A4249FE83C897C249EE1E94">
<paragraph id="H01E1F2B42AD24034858C45919B910A10"><enum>(6)</enum><header>Eligible school</header><text>The term <term>eligible school</term> means a public elementary school or secondary school that—</text> <subparagraph id="H4ECC6CD505074E26B21C3C9A4EC0E7EE"><enum>(A)</enum><text>has a student body with regard to which not less than 40 percent of students are eligible for a free or reduced-price lunch under the Richard B. Russell National School Lunch Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1751">42 U.S.C. 1751 et seq.</external-xref>); or</text></subparagraph>
<subparagraph id="H28E984F329984A45AC8AD06377F2F13B"><enum>(B)</enum><text>has been identified for comprehensive support and improvement, targeted support and improvement, or additional targeted support pursuant to section 1111(d) or otherwise has been identified by the State as a school in need of additional support.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H7DC2D1049A834907B12390494F736FFC"><enum>(5)</enum><text>in paragraph (7), as redesignated by paragraph (1)—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="H13FE3B7802F04367864AC53DC2F5406C"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking <quote>and</quote> after the semicolon;</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H0EC465377C6349C58A7996CAA1591B02"><enum>(B)</enum><text>in subparagraph (B), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H0E9B12CF81A340D2A52759EE655B0CB9"><enum>(C)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H815A5942F1F84BA481D771772EA7F553"> <subparagraph commented="no" display-inline="no-display-inline" id="H8946F65681FC4D7AA3A55864D9EE61B7"><enum>(C)</enum><text>incorporates the pillars of community schools.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H0AEDAFF6FBD54E71A09D220A1A2D5109"><enum>(6)</enum><text display-inline="yes-display-inline">by inserting after paragraph (7), as redesignated by paragraph (1), the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H3F864DC5064F4A698E4CD0A833CC48E2"> <paragraph commented="no" display-inline="no-display-inline" id="HA8DDA35D2E53409BB3A863B3FCFFEB82"><enum>(8)</enum><header display-inline="yes-display-inline">Pillars of community schools</header><text>The term <term>pillars of community schools</term> means all of the following key practices:</text>
<subparagraph id="H1E8CFE3726624B059BFDA86B04E26E19"><enum>(A)</enum><text>Integrated student supports for the students of a community school that provide in- and out-of-school support for students, address well-being, address out-of-school barriers to learning, including through partnerships—</text> <clause commented="no" display-inline="no-display-inline" id="H20F53CA44E794A1F84E4029CD2094514"><enum>(i)</enum><text display-inline="yes-display-inline">with social and health services agencies (including mental and behavioral health agencies) and providers, and are coordinated by a community school coordinator; and</text></clause>
<clause commented="no" display-inline="no-display-inline" id="H3AED54CE4B8A4AD687CE89589C72C34F"><enum>(ii)</enum><text display-inline="yes-display-inline">that may include—</text> <subclause id="H2355224565E34405B8DBFE2AFC26C189"><enum>(I)</enum><text>medical, dental, vision care, and mental and behavioral health services, including mental health literacy for students and staff; and</text></subclause>
<subclause id="H05F3CB0D6F7346AC83F266CD79126FCC"><enum>(II)</enum><text>individuals to assist with, and facilitate student and family access to programs that support, homeless prevention, eviction protections, emergency and long-term housing stability, and affordable home ownership servicers, transportation, nutrition, citizenship preparation, or criminal justice issues, and other services.</text></subclause></clause></subparagraph> <subparagraph id="HA9580D6CEDD540A78FEFA4FEDFAE3185"><enum>(B)</enum><text>Expanded and enriched learning time and opportunities, including evidence-based strategies, and including before-school, after-school, during-school, weekend, vacation day, and summer programs that provide additional academic instruction, individualized academic support, enrichment activities, or learning opportunities, for students of a community school that—</text>
<clause id="H800FD101864443EDBFCAFCDEDA5ECB5D"><enum>(i)</enum><text>may emphasize relevant and engaging real-world project-based learning in which students can apply their learning to different contexts; and</text></clause> <clause id="H9D369B83F2FA458A834F44A3AA27E7A6"><enum>(ii)</enum><text>may include art, music, drama, creative writing, hands-on experience with science, technology, engineering and mathematics education including computer science, career and technical education, evidence-based tutoring that is aligned with classroom success and homework help, and recreational programs that enhance and are consistent with the school’s curriculum.</text></clause></subparagraph>
<subparagraph id="HFD21822CCF9A4BAE92A9E99574D8B6E5"><enum>(C)</enum><text>Active student, family, and community engagement—</text> <clause id="H7301054F3F3A40D089F0A5A4DADCC68A"><enum>(i)</enum><text>that—</text>
<subclause id="HEFEDD04FF1E34E059FA61447A762B197"><enum>(I)</enum><text>brings students, parents or caregivers, and families of students at the community school and in community into the school as partners in students’ education, including meaningfully involving parents and families in the community school’s decisionmaking processes;</text></subclause> <subclause id="H2F2BADA8ECFF4F2FADD132053E5F73BD"><enum>(II)</enum><text>allows the community school to serve as a hub for services, activities, and programs, for students, families, and members of the neighborhood that the community school serves; and</text></subclause>
<subclause id="H65029FBDF2BC4C0493A36D576E9A2A2D"><enum>(III)</enum><text>provides adults with desired educational and other opportunities; and</text></subclause></clause> <clause id="HFCD82D67319243A088687469CB088F83"><enum>(ii)</enum><text>that provides centralized and easy to access supports for families and communities in community schools, which may include English as a second language classes, citizenship preparation, computer skills, art, homeless prevention, eviction protections, emergency and long-term housing stability and affordable home ownership services, child abuse and neglect prevention supports, health and mental health literacy programs, digital literacy training, or other programs that bring community members into a school building for meetings, events, or programming.</text></clause></subparagraph>
<subparagraph id="H920664BEAC6A4320A3C9C396B9E8E646"><enum>(D)</enum><text>Collaborative leadership and practices that build a culture of professional learning, collective trust, and shared responsibility for each community school using strategies that—</text> <clause id="H35AB21A9DF66463490D0E31E47E07422"><enum>(i)</enum><text>shall, at a minimum, include a school-based leadership team with representation of student, parent, and family leader, and community voice, a community school coordinator, and a community-wide leadership team;</text></clause>
<clause id="H169477AC9F4D4CDC968A7A23561E08B3"><enum>(ii)</enum><text>ensure that students, staff, families, caregivers, and community members have a voice in major school decisions through representation on decisionmaking teams, as well as inclusive, asset-based, and democratic school culture;</text></clause> <clause id="H3C4D4539D9CA45C98444154D410015B4"><enum>(iii)</enum><text>may include other leadership or governance teams, community school steering committees, or other community coalitions, educator collaborative learning communities, and other staff to manage the multiple, complex joint work of school and community organizations; and</text></clause>
<clause id="HD2200248B9634780A5EB282907A2E8EE"><enum>(iv)</enum><text>ensure that school governance teams emphasize representation among historically marginalized groups and reflect the diversity of community, including diversity with respect to language, race, ethnicity, socioeconomic status, and role in the schooling process.</text></clause></subparagraph> <subparagraph id="HDD7204D6A4BB4E4F895312D3E00B87F6"><enum>(E)</enum><text>Rigorous and engaging classroom instruction—</text>
<clause commented="no" display-inline="no-display-inline" id="HB810F59FA95F410A848FBED4526DF52C"><enum>(i)</enum><text display-inline="yes-display-inline">such that teaching and learning in the school provides high-level content and supports the developing of skills, including through real-world, inquiry-based, and problem-solving learning opportunities and a curriculum deeply connected to the local community and students’ identities, cultures, and experiences; and</text></clause> <clause commented="no" display-inline="no-display-inline" id="HC02CF60F83B34F2F8BD68B01A44F5B13"><enum>(ii)</enum><text display-inline="yes-display-inline">which may include—</text>
<subclause id="H8495A99F305143AE9CCD0A062574A4E1"><enum>(I)</enum><text>instructional resources, curriculum, and professional learning that reflect and support a community-based learning approach and which may include locally designed community-based curricula and pedagogy to improve students’ sense of agency; or</text></subclause> <subclause id="H5D7F59351DF74542BC24F7CA6126287E"><enum>(II)</enum><text>development and administration of, and use of data from, assessments that provide evidence of the impact of community-based pedagogy (such as capstone projects, portfolios, or other performance-based assessments).</text></subclause></clause></subparagraph>
<subparagraph id="H6FB91B6C368D4D27870F2E2A9A3E3745"><enum>(F)</enum><text>A culture of belonging, safety, and care—</text> <clause commented="no" display-inline="no-display-inline" id="HED1915DDECD54B26A67AB1336CB5937A"><enum>(i)</enum><text display-inline="yes-display-inline">such that—</text>
<subclause commented="no" display-inline="no-display-inline" id="HA0AC9425244742A482151D3DDC26E71F"><enum>(I)</enum><text display-inline="yes-display-inline">the school climate is welcoming and fosters trust and healthy relationships among students, families and caregivers, partners, and staff;</text></subclause> <subclause commented="no" display-inline="no-display-inline" id="H8C88BDDD4D224CFB936E41D2700C6555"><enum>(II)</enum><text display-inline="yes-display-inline">each person in the school community is valued for their rich diversity of experiences and is encouraged to share their views, knowledge, and culture;</text></subclause>
<subclause commented="no" display-inline="no-display-inline" id="HA1E0100EBCE94F8CBA2D890C1384F97D"><enum>(III)</enum><text display-inline="yes-display-inline">members of the school community feel safe and comfortable in the school navigating conflicts and taking risks; and</text></subclause> <subclause commented="no" display-inline="no-display-inline" id="HB931F1F000D3433580B6AD767F151C00"><enum>(IV)</enum><text display-inline="yes-display-inline">students feel connected to and are active participants in the school community; and</text></subclause></clause>
<clause commented="no" display-inline="no-display-inline" id="HFE09FAD7EE734ED3987BE6A3EBA75BAC"><enum>(ii)</enum><text display-inline="yes-display-inline">that may include—</text> <subclause id="HF411EDE67B354DBCADB62E7C9C77ED5C"><enum>(I)</enum><text>emphasizing positive relationships and interactions, and educators modeling these relationships and interactions through their own behavior; and</text></subclause>
<subclause id="HD9A477D6DC094C5294AB4621B1BFEB16"><enum>(II)</enum><text>restorative discipline practices, such as peer mediation, community service and post-conflict resolution, to help students learn from their mistakes and foster positive, healthy school climates where respect and compassion are core principles and zero-tolerance practices leading to suspension and expulsion are avoided.</text></subclause></clause></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> <paragraph id="HB29378C02DE24C1CAB7B61BFFD1E755C"><enum>(7)</enum><text>by inserting after paragraph (9), as redesignated by paragraph (1), the following:</text>
<quoted-block style="OLC" display-inline="no-display-inline" id="H46EB0926FE914E9ABA1B20A17821E339">
<paragraph id="H1836954C06D745DDB848BF64B1FA50BF"><enum>(10)</enum><header>Results framework</header><text>The term <term>results framework</term> means comprehensive, evidence-based annual goals and aligned quantifiable indicators demonstrating continuous improvement with respect to students, particularly disadvantaged students, that—</text> <subparagraph id="H13B24CAC5303451EA5C9BDE18CF75D23"><enum>(A)</enum><text>are established by an eligible entity or State, as applicable;</text></subparagraph>
<subparagraph id="HD10232CA48374841B10817FC70AD6017"><enum>(B)</enum><text>serve as targets for each year of the framework; and</text></subparagraph> <subparagraph id="H8B183E3393534A0E9A38F44D3214B5A8"><enum>(C)</enum><text>include at least the following goals:</text>
<clause id="H8D7B80AF37BA422B99BDC0A0AF2F1379"><enum>(i)</enum><text>Students (including children in prekindergarten and kindergarten) are ready for school in accordance with the State’s ambitious long-term goals and indicators, as described in section 1111(c)(4).</text></clause> <clause id="H0B8D3CF5DA724F34B42C188F07356B6F"><enum>(ii)</enum><text>Students are engaged and academically achieving in school.</text></clause>
<clause id="H623B195BBA514C1EA63324067F9EBE42"><enum>(iii)</enum><text>Students are physically and mentally healthy, and are experiencing positive social and emotional development, including identity development.</text></clause> <clause id="HD83DCA532C8146A7AC17C1DF7C2D395D"><enum>(iv)</enum><text>Schools and school neighborhoods are safe and provide a positive and equitable school climate for learning.</text></clause>
<clause id="H8D818053F9B3483A99A092CE74FE3C7A"><enum>(v)</enum><text>Parents, caregivers, and families are partners in supporting children’s education.</text></clause> <clause id="HE7A70B9C820E47008BBEDFCCBD430BCD"><enum>(vi)</enum><text>Students are ready for postsecondary education and 21st century careers.</text></clause>
<clause id="HAE74798B04B64BA0A68736AAF613B453"><enum>(vii)</enum><text>Students are contributing to their communities and are civically engaged.</text></clause></subparagraph></paragraph> <paragraph id="HC5DF4FE25C9D446A9BDBBC165C255B14"><enum>(11)</enum><header>School-based leadership team</header> <subparagraph id="HECB37C5FCF824820A8C2295325708D88"><enum>(A)</enum><header>In general</header><text>The term <term>school-based leadership team</term> means a team established by a full-service community school that—</text>
<clause id="H38B5893A82D94C809C86B07D7AF7F932"><enum>(i)</enum><text>is responsible for supporting the implementation of a full-service community school program; and</text></clause> <clause id="HD0A9CF8B0FF340218F6CCF4075D3DF88"><enum>(ii)</enum><text>is comprised of not more than 15 people, which shall include—</text>
<subclause id="H841A8B8EFC494A6C9A0731E677A0C1E9"><enum>(I)</enum><text>not less than 2 parents or family members of students attending the eligible school;</text></subclause> <subclause id="H50391DD241B5424781140342A5CF9988"><enum>(II)</enum><text>not less than 2 educators or other staff from the eligible school; and</text></subclause>
<subclause id="H0E498ED159DA46A0ADEC9DE274E6B588"><enum>(III)</enum><text>all of the following:</text> <item commented="no" id="H5BFB00C606C040639DF666792BB55D57"><enum>(aa)</enum><text>The principal of the school.</text></item>
<item commented="no" id="H6AB8BB0E12DE4D10BEF331F406D17CED"><enum>(bb)</enum><text>The community school coordinator.</text></item> <item commented="no" id="H7E0CFD3EF30E475697B85676DAEF3A95"><enum>(cc)</enum><text>Representatives of nonprofit organizations that serve the school.</text></item>
<item id="HBD542F9290E148968985F9FA66F2722C"><enum>(dd)</enum><text>Community partners.</text></item> <item id="H128CE725E3BD4A5585AD4773E115E815"><enum>(ee)</enum><text>School administration, including administrative staff and other non-instructional staff such as specialized instructional support personnel.</text></item>
<item commented="no" id="HF6282BF7F4024124BC6337C2EA25D01C"><enum>(ff)</enum><text>In the case of a secondary school, students.</text></item></subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="HE989BBF4F1C2418BB9E20E5F98C192F3"><enum>(c)</enum><header>Full-Service community school program</header><text display-inline="yes-display-inline">Section 4625 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7275">20 U.S.C. 7275</external-xref>) is amended to read as follows:</text>

<section commented="no" id="H804927DD19AE44B59C3B94146FA16A30"><enum>4625.</enum><header>Full-service community school support for whole-child success</header>
<subsection commented="no" display-inline="no-display-inline" id="HF7E40688EC3C432F82B78C178E990125"><enum>(a)</enum><header display-inline="yes-display-inline">Grants authorized</header>
<paragraph commented="no" display-inline="no-display-inline" id="HBAB112BBC9D44861A9EE3E88FA824C79"><enum>(1)</enum><header>In general</header><text>From funds made available under section 4601(c), the Secretary shall carry out a full-service community school program by using—</text> <subparagraph commented="no" display-inline="no-display-inline" id="H6C794415B2F541F39CB44416DBD26419"><enum>(A)</enum><text>not less than 80 percent of such funds to award, on a competitive basis—</text>
<clause id="HFF907BFF4FB84631ABDBCB9F567C508C"><enum>(i)</enum><text>planning grants described in subsection (b) to eligible entities, for a period of not more than 2 years, in an amount that—</text> <subclause id="HE75FDC1B9A1F407F9E451E37DF9D4736"><enum>(I)</enum><text>is not less than $100,000; and</text></subclause>
<subclause id="H8CF765440B5A4FDB8C86469CDD4B1095"><enum>(II)</enum><text>may not exceed the amount equal to $100,000 for each eligible school to be served by the eligible entity under the grant;</text></subclause></clause> <clause id="HD1517415CFE442D6AFAF55031D7F406B"><enum>(ii)</enum><text>5-year implementation grants described in subsection (c) to eligible entities, in an amount of not less than $250,000 each year for each eligible school to be served by the eligible entity under the grant; and</text></clause>
<clause id="HD8C806AD0FE64DB4B348E96134AFFE33"><enum>(iii)</enum><text>expansion grants described in subsection (d) to eligible entities, for a period of not less than 3 and not more than 5 years, in an amount of not less than $300,000 each year and an additional $150,000 for each additional school, except that for fiscal year 2027 through 2029, the total funds for expansion grants under this subparagraph shall be no more than 20 percent of the total amount available under this paragraph;</text></clause></subparagraph> <subparagraph id="HC32E35F70FBF434EB8CBA0F8C5C27AFF"><enum>(B)</enum><text>not more than 15 percent of such funds to award 5-year grants under subsection (f), on a competitive basis, to States; and</text></subparagraph>
<subparagraph id="HE9DB90723D47460C9B7D6C7014905DEE"><enum>(C)</enum><text>not more than 5 percent of such funds to provide technical assistance for full-service community schools under subsection (i).</text></subparagraph></paragraph> <paragraph id="HD234DCB964664FDB9B8F8DAF13E75C19"><enum>(2)</enum><header>Reservation of funds</header><text>From the total amount described under paragraph (1)(A) for a fiscal year, the Secretary shall reserve not less than 5 percent to carry out subsection (g).</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HBEC033EDC5994D4A8B4FB87ACFF05CDD"><enum>(3)</enum><header>Priority</header><text>In awarding grants under subsections (b), (c), and (d) the Secretary shall give priority to eligible entities that are or that include—</text> <subparagraph id="H1122DB6745834151A1016663985D36CB"><enum>(A)</enum><text>a high-need local educational agency or consortium of high-need local educational agencies;</text></subparagraph>
<subparagraph id="H74289DC8E62E43269489E5D62DB7E98C"><enum>(B)</enum><text>local educational agencies that receive basic support payments under section 7003(b)(1);</text></subparagraph> <subparagraph id="H82B2E7A576134B148E0B1F3AAAD7E43F"><enum>(C)</enum><text>a local educational agency or consortium of local educational agencies located in a rural area; or</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H72F3D33D3E7941CFAC1DB1E358E78D78"><enum>(D)</enum><text>Indian Tribes or Tribal organizations (as those terms are defined in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>)) or Native Hawaiian community-based organizations or Native Hawaiian educational organizations (as those terms are defined in section 6207).</text></subparagraph></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="H813E46008A924CFBAA63C5CB66553EF6"><enum>(b)</enum><header display-inline="yes-display-inline">Planning and capacity building grants</header> <paragraph commented="no" display-inline="no-display-inline" id="HBFB8C63D1BC14457869CDB13EFB8CE09"><enum>(1)</enum><header display-inline="yes-display-inline">Application</header><text display-inline="yes-display-inline">An eligible entity that desires a planning grant under subsection (a)(1)(A)(i) shall submit an application to the Secretary at such time and in such manner as the Secretary may require. The Secretary shall require that each such application include all of the following:</text>
<subparagraph commented="no" display-inline="no-display-inline" id="HA5EB9794564B44B2BA6AD76BD11618FA"><enum>(A)</enum><text display-inline="yes-display-inline">A description of the eligible entity.</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H046FAB2953194D189E4F91562DF8148F"><enum>(B)</enum><text display-inline="yes-display-inline">An assurance that the eligible entity will establish a community-wide leadership team that contributes to the planning, implementation, and continuous improvement of a full-service community school program.</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H2F749539A7C74D5F9E860E937EE5328A"><enum>(C)</enum><text display-inline="yes-display-inline">A description of the capacity of the eligible entity to coordinate and, in collaboration with its partner entities, facilitate the implementation of all pillars of community schools at 1 or more full-service community schools through an implementation grant under subsection (c), including by providing a description of student, educator, family, and community engagement to demonstrate the interest described in subparagraph (D)(i).</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H7803C4C96B784AFABE5BE33157ECF7AB"><enum>(D)</enum><text display-inline="yes-display-inline">The identification of 1 or more eligible schools that—</text>
<clause commented="no" display-inline="no-display-inline" id="HAB6997CB8C6942E39E3066F12B5AB4BF"><enum>(i)</enum><text display-inline="yes-display-inline">show a strong interest, voluntarily, in participating in a full-service community school supported by an implementation grant under subsection (c);</text></clause> <clause commented="no" display-inline="no-display-inline" id="HBED34FD0C5D64E32A5840AB5B4373BC2"><enum>(ii)</enum><text display-inline="yes-display-inline">have demonstrated significant benefits to using a full-service community school model—</text>
<subclause commented="no" display-inline="no-display-inline" id="H3C6BF11230384907B57E9D7C323786CA"><enum>(I)</enum><text display-inline="yes-display-inline">including by providing data regarding poverty rates, discipline rates, academic opportunities and achievement and other outcomes, student physical and mental health, or additional information connected to the pillars of community schools; and</text></subclause> <subclause commented="no" display-inline="no-display-inline" id="H2FF24E0EE0B94B8FB9BF82B1F810632B"><enum>(II)</enum><text display-inline="yes-display-inline">which may include providing documentation regarding whether such school has been identified for comprehensive support and improvement, targeted support and improvement, or additional targeted support pursuant to section 1111(d); and</text></subclause></clause>
<clause commented="no" display-inline="no-display-inline" id="H818560E3E9A947E6B8609898D4B1DEAA"><enum>(iii)</enum><text display-inline="yes-display-inline">have committed to establishing or designating a school-based leadership team to support the school’s full-service community school initiative.</text></clause></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H561486215A0F4DFC89EA9E37FA9AC4AC"><enum>(E)</enum><text>The designation of an individual to serve as the district liaison for the area served by the eligible entity, who will direct the planning and implementation of any grants under this subsection or subsection (c) or (d), including by coordinating with—</text>
<clause id="H4B35EAFDC5FA4A4C86B4583C907052E0"><enum>(i)</enum><text>students, families, caregivers, educators, principals, and other school leaders of eligible schools identified under subparagraph (D);</text></clause> <clause id="H0D2C3484E2764FDCA4F345586588BC44"><enum>(ii)</enum><text>service providers, including potential service providers, and system-level partners, such as government agencies, Indian Tribes, Tribal organizations, Native Hawaiian organizations, relevant labor organizations, and nonprofit and other community-based partners; and</text></clause>
<clause id="H43E96A964B55455E915235C98658B599"><enum>(iii)</enum><text>community members, such as residents, community led councils, local businesses, stakeholders, early childhood education providers, hospitals or clinics, community organizations, and local nonprofit organizations.</text></clause></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H7FB4AAE5F90A4C26A7B5B289169E91EA"><enum>(F)</enum><text>An identification of the initial community-wide leadership team for purposes of this section and the school-based leadership team for each eligible school identified under subparagraph (D), and, if either such team does not exist as of the date of the application, the process that will be put in place to establish such team.</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="HCD432895FA004D2FAF5D4472541787FE"><enum>(G)</enum><text>If applicable, plans for hiring additional staff, providing additional compensation to existing staff, or contracting with 1 or more nonprofit entities to help the eligible entity apply for an implementation grant under subsection (c).</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="HCC92B6AE104D423980BE8C973FD2ABB8"><enum>(H)</enum><text>A data-sharing agreement between the local educational agency and partner entities and services that ensure the sharing of relevant timely student data to conduct the needs and assets assessment described in paragraph (2)(A)(i)(I).</text></subparagraph>
<subparagraph id="H68D497FC98C14128A096CB545943A091"><enum>(I)</enum><text>An assurance that any grant funds awarded will benefit members of the community served without discrimination based on race, color, religion, sex (including sexual orientation and gender identity), age, or disability.</text></subparagraph> <subparagraph id="HE67BCFB9E3854DF18D9EF7D77D85196A"><enum>(J)</enum><text>An assurance that any full-service community school opened with the use of grant funds under this section will hold leadership team meetings that are open to the public, and that records related to finances, personnel, and other decisionmaking processes for those schools will be made available for public review.</text></subparagraph></paragraph>
<paragraph id="HDBBDC83BD85B438FB8D86AF003E7FA63"><enum>(2)</enum><header>Planning and capacity building grant activities</header>
<subparagraph id="H0B0C75EBDA3B4AAEAA05BFF719D064F3"><enum>(A)</enum><header>In general</header><text>An eligible entity receiving a planning and capacity building grant under this subsection shall—</text> <clause id="HBE368194330B410493FA761D5C63FB81"><enum>(i)</enum> <subclause commented="no" display-inline="yes-display-inline" id="HC7A7661C3ED2459582651ADD19D888ED"><enum>(I)</enum><text>conduct a needs and assets assessment for each eligible school participating in the grant that identifies the academic, social and emotional, physical and mental health, and other needs of at least 50 percent of students, families, and school staff, and engages a significant number of community members for each school; and</text></subclause>
<subclause id="HC934837F0CC24447BCCAA072AE5DB6FC" indent="up1"><enum>(II)</enum><text>analyze the results of the assessment;</text></subclause></clause> <clause id="H553D66E910924130843BE0EF11949400"><enum>(ii)</enum><text>hire or designate a community school coordinator to lead the needs and assets assessment;</text></clause>
<clause id="H216D14126DFD4831BFBAFA9F28D2A83F"><enum>(iii)</enum><text>establish or support a community-wide leadership team to support all of the designated schools;</text></clause> <clause id="H19444129D1824E539B5137D4C279DA4D"><enum>(iv)</enum><text>establish a school-based leadership team for each participating eligible school;</text></clause>
<clause id="H1D89671443044D58B5BCF739F7818622"><enum>(v)</enum><text>convene the community-wide leadership team not later than 90 days after the date of receipt of the grant;</text></clause> <clause id="H7D0BF16A402041F18B85DB6D407155DC"><enum>(vi)</enum><text>work with community-wide leadership teams and school-based leadership teams to identify, and collaborate with, service providers—</text>
<subclause id="HCBC28F8649044B25805819EDC5F3E4D0"><enum>(I)</enum><text>that have the capacity, and demonstrated effectiveness, to participate in a full-service community school and provide integrated student support services for a full-service community school in the relevant area; and</text></subclause> <subclause id="HC5E720EF9E4A4777BFBE00DE3B55F9B5"><enum>(II)</enum><text>which may include public, private, and nonprofit agencies or organizations that provide higher education, educational enrichment, substance abuse prevention and education, mental and physical health services, homeless prevention, eviction protections, emergency and long-term housing stability and affordable home ownerships services, transportation, job training, neighborhood development, such as affordable housing and economic development, and social welfare services;</text></subclause></clause>
<clause id="H32391ADD1B314683B09A9248B4AE004B"><enum>(vii)</enum><text>complete a planning report, as described in subparagraph (C), that details the implementation plan before moving forward with implementation;</text></clause> <clause id="H401A550B11094BF0A235556FC4A2DD57"><enum>(viii)</enum><text>ensure that meetings of the leadership teams are open to the public, and that records related to finances, personnel, and other decisionmaking processes are made available for public review;</text></clause>
<clause id="H6E0920B256BB459EBDD7591CF320A037"><enum>(ix)</enum><text>if necessary, hire and train additional staff, provide additional compensation to existing staff, or contract with a nonprofit entity or entities to aid in the activities necessary to apply for an implementation grant or implement the full-service community school plan described in clause (x); and</text></clause> <clause commented="no" id="HC7110F0210E94866B140F15C0E756C07"><enum>(x)</enum><text>craft a full-service community school plan for each eligible school identified under paragraph (1)(D), including a description of—</text>
<subclause commented="no" id="H590015F2A08642F6854A061CC4D39827"><enum>(I)</enum><text>how the community school coordinator assigned to each such school, community school initiative director, and community-wide leadership team, will be expected to fulfill their responsibilities;</text></subclause> <subclause commented="no" id="H129AD5421A2F47EA944774F449680B7A"><enum>(II)</enum><text>how collaborative leadership and practices structures and strategies will be identified and used;</text></subclause>
<subclause commented="no" id="H03068560964D41159C41B87987C3607D"><enum>(III)</enum><text>the integrated student supports or stakeholder services, expanded and enriched learning time and opportunities, and active family and community engagement activities that will be tailored to the needs and assets assessment conducted under clause (i)(I) and provided in each such school;</text></subclause> <subclause commented="no" id="HA7A40FA3D2B54D35B78100DE006D7256"><enum>(IV)</enum><text>how each such school will provide culturally and linguistically inclusive communication between such school and families;</text></subclause>
<subclause id="H42F16C3E227449D5BF706F4759BD50F9"><enum>(V)</enum><text>how the eligible school will provide rigorous community-connected learning opportunities and create a culture of belonging, safety, and care;</text></subclause> <subclause commented="no" id="H0580E862C43844CD80A43E0E05CCCA06"><enum>(VI)</enum><text>how each such school will establish and maintain partnerships with nonprofit organizations, faith and community-based institutions, institutions of higher education (including teacher preparation institutions), hospitals, museums, businesses, and other community entities that will help implement the full-service community school plan and may participate in a community-wide leadership structure;</text></subclause>
<subclause commented="no" id="H36E4173F06704589BA3720BDCA685A61"><enum>(VII)</enum><text>how services and activities described in subclause (III) to be provided will supplement, not supplant, existing programs and activities at the eligible school as of the date of application; and</text></subclause> <subclause commented="no" id="H4FC78FD67F6343B38DA8DAE69D5EAE2A"><enum>(VIII)</enum><text>if applicable, a description of the additional Federal, State, local, and private funds that will be accessed to carry out activities described in subclause (III).</text></subclause></clause></subparagraph>
<subparagraph id="HDB0C8EC8E4F2425BBAB560365A5D0121"><enum>(B)</enum><header>Revision of community-wide leadership structure</header><text>An eligible entity receiving a planning grant under this subsection may revise the eligible entity’s community-wide leadership team membership as needed to reflect—</text> <clause id="H80612E69B28846A29F7886D4C18B1121"><enum>(i)</enum><text>the results of each eligible school’s needs and asset assessment under subparagraph (A)(i); and</text></clause>
<clause id="H0DC175BF584C418393C8D4B73EDE3AD2"><enum>(ii)</enum><text>the eligible entity’s subsequent identification of partner entities.</text></clause></subparagraph> <subparagraph id="H5C02A113BBCE4CA8953780AB7D59EA00"><enum>(C)</enum><header>Planning and capacity building grant report</header><text>Not later than 2 years after receiving a planning grant under this subsection, the eligible entity shall submit to the Secretary a planning report that includes the following:</text>
<clause id="H1C0FBA09B2524FA68EA0D7EA6EFF1C0B"><enum>(i)</enum><text>A description of the actions taken to coordinate and, in collaboration with its partner entities, facilitate the provision of strategies aligned to the pillars of community schools to enable at least 1 eligible school to become a full-service community school.</text></clause> <clause id="HBE64577F27354308B5CB94D23C0F58FD"><enum>(ii)</enum><text>A comprehensive plan that includes descriptions of the following:</text>
<subclause id="H67C504BB30E34C5E9A432F093EBA6E6F"><enum>(I)</enum><text>Results of a thorough needs and assets assessment, as described in subparagraph (A)(i), of students, staff, families and caregivers, and communities for each eligible school to be served through the proposed full-service community schools initiative of the eligible entity.</text></subclause> <subclause id="HBF3CCA7916DD411AB6D55E0E2EEC4A9C"><enum>(II)</enum><text>The student, family, school, neighborhood, and community to be served by each eligible school identified for the implementation of a full-service community school program, including demographic and other relevant data on the school, students served, and local community.</text></subclause>
<subclause id="H97576E14494E494FA07DD79A445F6897"><enum>(III)</enum><text>How a full-service community school program contributes to advancing the strategic full-service community school improvement goals and efforts of the eligible entity.</text></subclause></clause> <clause id="H34AEF73A296E4A84B1BCFE710407CD34"><enum>(iii)</enum><text>Plans for sustaining all pillars of community schools in the identified eligible schools, which respond to the needs and assets assessment results for each pillar of community schools.</text></clause>
<clause id="HBDBC086C6B2442B2B3BC19139AC79218"><enum>(iv)</enum><text>A description of how the eligible entity has proposed a plan that is responsive to the findings of the needs and assets assessment and has used that information to identify and develop a set of tailored activities for each eligible school under the proposed full-service community schools initiative.</text></clause> <clause id="H29987852DAEA4170A797DF43B14B61BE"><enum>(v)</enum><text>Annual measurable performance objectives and goals from a results framework to be used by the eligible entity, disaggregated for all students and each subgroup of students, as defined in section 1111(c)(2), including any increase in the number and percentage of families and students receiving services each year of the proposed full-service community school program, in order to ensure that children are—</text>
<subclause id="H313C36571EB14D15B30ACA4E55BBB488"><enum>(I)</enum><text>meeting the challenging State academic standards established under section 1111(b); and</text></subclause> <subclause id="HA9321C6F5E9E4B52A0F0B07A44C31C56"><enum>(II)</enum><text>safe, healthy, and supported by engaged families.</text></subclause></clause>
<clause id="HBFF861B2EB0E45A2A2DDA5CF4D49B2B6"><enum>(vi)</enum><text>A description of the integrated student support services, including existing and additional integrated student support services, to be coordinated by the community school coordinator and provided by the eligible entity and its partner entities through each proposed full-service community school, including an explanation of—</text> <subclause id="HACF196C143EE48D7BA05F7A588D055A8"><enum>(I)</enum><text>why such services have been selected, including references to the needs and assets assessment described in subparagraph (A)(i);</text></subclause>
<subclause id="H6C83D9BE47514A64BA2B36D60369D529"><enum>(II)</enum><text>how such services will improve student social, emotional, and academic development;</text></subclause> <subclause id="H52C56B97D0CB4C70AF5B43FD1D222E98"><enum>(III)</enum><text>how such services address the mental health needs of students and the use of trauma informed care;</text></subclause>
<subclause id="H9774EF4B497046C2A63A0485C5F984EE"><enum>(IV)</enum><text>how such services will address the annual measurable performance objectives and goals described in clause (v);</text></subclause> <subclause id="H973C28D96032438EB37F3D508835C807"><enum>(V)</enum><text>plans for student transportation to and from after-school and summer activities offered through the proposed full-service community schools;</text></subclause>
<subclause id="HD8BF8996097840B682422A29C4FC4957"><enum>(VI)</enum><text>the services designed to address the needs for youth transitioning to, or out of, high school or disconnected youth aged 16 through 24; and</text></subclause> <subclause id="HA210C7A6C66C4AD5B87E002B7ACAD16D"><enum>(VII)</enum><text>services and supports to prepare students for college and improve college access, and services to help students transition to higher education.</text></subclause></clause>
<clause id="HD5697B871C634CFDA8FF665D619F2954"><enum>(vii)</enum><text>Plans, including a description of the applicable funding sources, to ensure that each proposed full-service community school site is served by a full-time community school coordinator—</text> <subclause id="H1A6A2116767C4EC1AC43E458B704DFB5"><enum>(I)</enum><text>at such school; or</text></subclause>
<subclause id="H5AC16F4B9EE24F93BEC4E2D146595700"><enum>(II)</enum><text>in the case of an eligible school in a rural area or on Tribal lands, as described in section 4622(2)(A).</text></subclause></clause> <clause id="HDEF57B6F18864B168FA87D1D5415F59C"><enum>(viii)</enum><text>Plans for professional development, for the personnel of each proposed full-service community school and partner service providers, on—</text>
<subclause id="H54CB807EC87742DD85C91A352FC24275"><enum>(I)</enum><text>managing, coordinating, or delivering integrated student support services;</text></subclause> <subclause id="HD426DCFA43C54714BA797C278FA84E69"><enum>(II)</enum><text>expanded and enriched learning time and opportunities;</text></subclause>
<subclause id="H69502BC0AE594BDAA6F7C77797D593B9"><enum>(III)</enum><text>active family engagement;</text></subclause> <subclause id="HFBD9D9C7C90744C285C68E8683165B75"><enum>(IV)</enum><text>collaborative leadership and practices;</text></subclause>
<subclause id="HE34DE28EB9EB4C69A2C3185C57C06A25"><enum>(V)</enum><text>rigorous community-connected learning opportunities; and</text></subclause> <subclause id="HEE00B79E993F480287ED4A95D4F0A9D5"><enum>(VI)</enum><text>creating a culture of belonging, safety, and care.</text></subclause></clause>
<clause id="HB40BD2F089444702AFDDD0A9BED10024"><enum>(ix)</enum><text>Plans to establish a school-based leadership team, which shall include opportunities for collaboration at each participating eligible school between the community school coordinator and members of the school-based leadership teams, families, and the community, to plan, evaluate progress, and reassess needs.</text></clause> <clause id="H85F86AB823E947E8ACD519E50FBA089F"><enum>(x)</enum><text>Plans for joint utilization of school facilities and partner facilities to carry out activities supported under this subsection.</text></clause>
<clause id="H333FA3C40A694EA19B6A3DBFF5C925A3"><enum>(xi)</enum><text>Plans for annual evaluation based upon attainment of the performance objectives and goals described in clause (v).</text></clause> <clause id="HC5A0D1978BD940CF8E8D88D01AA4DC37"><enum>(xii)</enum><text>Plans for sustaining the programs and services described in this subsection, including plans to leverage community partners and existing revenue streams at the proposed full-service community schools upon the end of any implementation grant under subsection (c).</text></clause></subparagraph>
<subparagraph id="H3617C16CDA2B419D96C1D852DBD786A7"><enum>(D)</enum><header>Timing and eligibility</header><text>An eligible entity receiving a planning and capacity building grant under this subsection is eligible to apply for an implementation grant under subsection (c) immediately upon the completion of all grant requirements under this subsection and the submission of the planning report to the Secretary under subparagraph (C).</text></subparagraph></paragraph></subsection> <subsection id="HAA366AAFC9E04CBF887992A5E2C26F3D"><enum>(c)</enum><header>Implementation grants</header> <paragraph commented="no" id="H210F8E52FA0C4979BEDE9FCC9D1F759F"><enum>(1)</enum><header>Application</header><text>An eligible entity desiring an implementation grant under subsection (a)(1)(A)(ii) shall—</text>
<subparagraph commented="no" id="H0CEA40040E2B48389BEE030690B2C7FF"><enum>(A)</enum><text>in the case of an eligible entity that received and completed a planning grant, be able to access an expedited process to apply for such grant, based on the planning report developed under subsection (b)(2)(C);</text></subparagraph> <subparagraph commented="no" id="HDBAAC2AD27FD4BE0B114ACE257721B07"><enum>(B)</enum><text>in the case of an eligible entity that has not successfully completed a planning grant under subsection (b), submit an application, at such time and in such manner as required by the Secretary, that—</text>
<clause commented="no" id="H51475ED3CD854A4D9A1E00F7C5E047A5"><enum>(i)</enum><text>demonstrates that the eligible entity has completed the planning activities described in subsection (b)(2); and</text></clause> <clause commented="no" id="H1501E12BF3704B2497F38BDB4D0A451F"><enum>(ii)</enum><text>includes the information required under the application under subsection (b)(2)(A) and a planning report as described in subsection (b)(2)(C);</text></clause></subparagraph>
<subparagraph commented="no" id="H06F2EE252C5043958E333C7340EAB133"><enum>(C)</enum><text>provide a data-sharing agreement between the local educational agency and partner entities and services that ensures the sharing of relevant and timely student data to determine the provision of services and assess program progress and quality;</text></subparagraph> <subparagraph id="HCC8D9A9FC179442DABB1B010C6DE4B12"><enum>(D)</enum><text>provide an assurance that any grant funds awarded will benefit members of the community served without discrimination based on race, color, religion, gender (including sexual orientation and gender identity), age, or disability;</text></subparagraph>
<subparagraph id="HC79CA9DFB4B34AAFBB9F84D94C4EA6BE"><enum>(E)</enum><text>provide an assurance that any full-service community school will hold leadership team meetings that are open to the public, and that records related to finances, personnel, and other decisionmaking processes for those schools will be made available for public review; and</text></subparagraph> <subparagraph id="HB4A45808213A41A1A75934C9A5A0ED9D"><enum>(F)</enum><text>describe how the eligible entity—</text>
<clause commented="no" display-inline="no-display-inline" id="H2A0E048DC2954FC8B479640009FF7888"><enum>(i)</enum><text display-inline="yes-display-inline">plans to sustain implementation at each school site to ensure that the eligible entity's work can continue and grow after the grant period ends; and</text></clause> <clause commented="no" display-inline="no-display-inline" id="H99DA66E9F70D467D9959D035CBDA2F8A"><enum>(ii)</enum><text display-inline="yes-display-inline">will use some of the grant funding to develop or strengthen system-level infrastructure to support and sustain the identified full-service community schools.</text></clause></subparagraph></paragraph>
<paragraph id="H9C2D03CBB35141BDBBB4EEC8FAA2BDC3"><enum>(2)</enum><header>Selection criteria</header><text>The Secretary shall use the following criteria when evaluating eligible entities as part of the selection process for a grant under this subsection:</text> <subparagraph id="H5217C36F32C8490B95C9B0D328F6F532"><enum>(A)</enum><text>The extent to which the design of the proposed project reflects relevant and evidence-based findings from research, and includes a high-quality plan for project implementation integrating the pillars of community schools and the use of appropriate evaluation methods to ensure successful achievement of project objectives.</text></subparagraph>
<subparagraph id="HCA47A277689F4C029B37EC71939A7B47"><enum>(B)</enum><text>The extent to which the applicant will ensure that a diversity of perspectives is brought to bear in the design and operation of the proposed project, including those of families, educators and staff, beneficiaries of services, school leadership, and community leadership.</text></subparagraph> <subparagraph id="H1B979C865E87436DAF17241244636AEF"><enum>(C)</enum><text>The extent to which the applicant has plans for a full-time community school coordinator at each school, includes a plan to sustain such position beyond the grant period, and provides a description of how such position will serve to integrate, coordinate, and facilitate programs and partnership services at each school.</text></subparagraph></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HA08FF497E22D4DF0BDE4544116D9A469"><enum>(3)</enum><header>Grant amounts</header><text>The Secretary shall award an amount of grant funding under this subsection to each grantee that is commensurate with the number of local schools that will be served by grant funds.</text></paragraph> <paragraph id="HAFCA2A69ECBB48A8BDCEF4C7101213F1"><enum>(4)</enum><header>Use of funds</header><text>An eligible entity receiving an implementation grant under this subsection shall use grant funds to carry out all of the following:</text>
<subparagraph id="H5F4A1A7A783B48BCB43F3BDE5F46E1EF"><enum>(A)</enum><text>In collaboration with the partner entities identified under subsection (b)(1)(C) and service providers, establish not less than 1 full-service community school in the area served by the eligible entity, by facilitating the provision of the pillars of community schools in each eligible school served under the grant.</text></subparagraph> <subparagraph id="HC01CF33CA3B64695A464940A6331D712"><enum>(B)</enum><text>Fund a community school coordinator who is responsible for coordinating the provision of the pillars of community schools at, and working with the collaborative leadership structure of, each eligible school to be served under the grant.</text></subparagraph>
<subparagraph id="H72EBA4A2A5CE4063A47F815DF7B61CD4"><enum>(C)</enum><text>Establish, support, or maintain—</text> <clause id="HDA5EDFE610ED4819BC815AFF2E59CE96"><enum>(i)</enum><text>a school-based leadership team, community-wide leadership team, or educator learning communities to establish a strong collaborative leadership structure for each eligible school to be served; and</text></clause>
<clause id="HC7BF4C91FB864CD48D1049841A4A2F6E"><enum>(ii)</enum><text>a community-wide leadership team to establish a strong collaborative leadership structure to support all eligible schools being served.</text></clause></subparagraph> <subparagraph id="HB89071D472994A3DBAB96C1E03821646"><enum>(D)</enum><text>Ensure that meetings of the leadership teams are open to the public, and that records related to finances, personnel, and other decisionmaking processes are made available for public review.</text></subparagraph>
<subparagraph id="HEF1BEE61D7E24BEA8825657A7340ED4C"><enum>(E)</enum><text>Implement integrated student supports at the eligible school to be served, including not less than 2 of the following:</text> <clause id="H20AAF14E82084516A60B0F54AB2C390B"><enum>(i)</enum><text>Health and social services, which may be based in the eligible school or provided in the community, including primary health, dental care, vision care, and mental health including trauma-informed care.</text></clause>
<clause id="H24018713C5F346DDA0AF73CBFD2EC511"><enum>(ii)</enum><text>Nutrition services, including providing additional meals or assistance in accessing Federal, State, and local food assistance programs.</text></clause> <clause id="HC1AB5B083546421EA273C407560D139C"><enum>(iii)</enum><text>Programs that provide assistance to students of the eligible school who have been or are at risk of being chronically absent, suspended, or expelled, and students who are not on track to meeting the challenging State academic standards under section 1111(b), including—</text>
<subclause id="HF07B993A23C94D0EAF7AE7E383AFA59D"><enum>(I)</enum><text>mentoring and other youth development programs;</text></subclause> <subclause id="H94CE1DC273B546B0BA230AA7CFD38153"><enum>(II)</enum><text>programs that support positive and equitable school climates, including restorative justice practices and culturally competent pedagogy and practices, or juvenile crime prevention and rehabilitation programs;</text></subclause>
<subclause id="H213C8939CB9E43179078282DCB065D33"><enum>(III)</enum><text>specialized instructional support services;</text></subclause> <subclause id="H1633F53975BB4B5FBFDC8B80D512D934"><enum>(IV)</enum><text>homeless prevention, eviction protections, emergency and long-term housing stability, and affordable home ownership services;</text></subclause>
<subclause id="H8E03E1887743494B9D777B94638929EA"><enum>(V)</enum><text>developmentally appropriate physical education;</text></subclause> <subclause id="H3C06464FD8CA448BB066FD46D1504B17"><enum>(VI)</enum><text>legal services, including immigration-related legal services;</text></subclause>
<subclause id="HB6C6BE326EA241029DC4764D2CFDA8D7"><enum>(VII)</enum><text>dropout prevention programs and reengagement programs;</text></subclause> <subclause id="HCA9FDC16F16B43F1B46BA367987D9213"><enum>(VIII)</enum><text>supports for students in foster care and children experiencing homelessness;</text></subclause>
<subclause commented="no" id="H9AC9BC47CD9244A49F81458C2F500FBC"><enum>(IX)</enum><text>transportation services necessary for students to access integrated student support services, expanded and enriched learning time and opportunities, family and community engagement activities, or other services and activities identified to support the development of students; and</text></subclause> <subclause id="H7DED4E95C5934F82A4C8A88B91D0D8D4"><enum>(X)</enum><text>technical assistance for students with limited access to digital devices or high-speed internet services.</text></subclause></clause></subparagraph>
<subparagraph id="H8D459B13DF114F13B4989647AFF1D999"><enum>(F)</enum><text>Implement expanded and enriched learning time, which may include—</text> <clause id="H83C1FF292E8F403CA9008F6965E729D3"><enum>(i)</enum><text>additional academic instruction and high-quality, evidence-based tutoring;</text></clause>
<clause id="H0812FC464ED54F7A8F3BF00DCB5608AC"><enum>(ii)</enum><text>before- and after-school, vacation, and summer learning programs;</text></clause> <clause id="HEA6C097105DD4EF0B043B6ABFD2F08CE"><enum>(iii)</enum><text>mentorship programs;</text></clause>
<clause id="H1CAB64C24228402189225AC053C33934"><enum>(iv)</enum><text>workforce development activities, including career and technical education, internships, pre-apprenticeship programs, and service-learning opportunities;</text></clause> <clause id="H091746B18D564983881C760A7D94B6A0"><enum>(v)</enum><text>additional college access support, including earning college credit while in high school, college visits, summer bridge programs, college counseling, support with completing the Free Application for Federal Student Aid under section 483 of the Higher Education Act of 1965, or other services geared towards college success; and</text></clause>
<clause id="HA42163124B2D44CC8A7327BCD2690955"><enum>(vi)</enum><text>enrichment of advanced skill development in areas of interest including music, arts, sports, finance, technology, or other areas that support a well-rounded education.</text></clause></subparagraph> <subparagraph id="H7FAAFD5A1E6A484BA65D559E3183A2F6"><enum>(G)</enum><text>Implement and coordinate access across family and community engagement strategies, which may include—</text>
<clause id="H0125C4903C19448196E91A51A4EFC986"><enum>(i)</enum><text>culturally and linguistically inclusive communication between such school and families;</text></clause> <clause id="H7A06B2F997B9429FAC1E280F953D9E13"><enum>(ii)</enum><text>on-site early childhood care and education programs;</text></clause>
<clause id="H2D2CC284536340EC85EBF3AFCBA10D99"><enum>(iii)</enum><text>supportive home visitation services by educators and other professionals who are employed by the eligible entity or a service provider;</text></clause> <clause id="H9BC339A1409F45649C925966AF5F88D0"><enum>(iv)</enum><text>adult education, including instruction in English as a second language programs, financial literacy education, programs that lead to a regular high school diploma, or credit recovery programs;</text></clause>
<clause id="H52091438230443C79600EF2C454BE734"><enum>(v)</enum><text>workforce development activities, including job search and preparation services and career advancement activities;</text></clause> <clause id="HDEA9A971A3C84B45832DB7037F046DB4"><enum>(vi)</enum><text>legal services, such as help with green card or citizenship preparation;</text></clause>
<clause id="HE93ABDDEBB8F45B49B627BBF45AEF613"><enum>(vii)</enum><text>programs that aid family and community well-being, including accessing homeless prevention, eviction protections, emergency and long-term housing stability, and affordable home ownership services;</text></clause> <clause id="HF6223B8F35C2446EB4E6728C1F41C27E"><enum>(viii)</enum><text>programs that promote parental and family involvement, family literacy, education, career, and employment advancement, and provide volunteer opportunities;</text></clause>
<clause id="H826FDB6709464FD3AB775E3A95266967"><enum>(ix)</enum><text>assistance and supports for children and young people involved in the child welfare system;</text></clause> <clause id="H8F6F6A6B46A3459FA8046742434DFFF5"><enum>(x)</enum><text>higher education preparation courses, including credit accumulation and other higher education or continuing education preparation courses, and college counseling to prepare students and families for higher education; and</text></clause>
<clause id="H49ED8D621D6E45A5B1F59A92F40F4C48"><enum>(xi)</enum><text>child abuse and neglect prevention activities, including services to strengthen families.</text></clause></subparagraph> <subparagraph id="HA915AA6CAC5B4C21A56CF2B38AA5587D"><enum>(H)</enum><text>Implement collaborative leadership and practice strategies, which may include—</text>
<clause id="H619C0541B09E433EB168C4FD5D693617"><enum>(i)</enum><text>building the capacity of educators, principals, other school leaders, and other staff to lead collaborative school improvement structures, such as professional learning communities;</text></clause> <clause id="H4748B446AF6B476B811E8CE9B1D0D4A1"><enum>(ii)</enum><text>regularly convening or engaging all partners, as appropriate, such as—</text>
<subclause commented="no" display-inline="no-display-inline" id="H28972877E5314C6992CF2CD54D65A571"><enum>(I)</enum><text display-inline="yes-display-inline">students, families, educators, principals, and other school leaders of identified eligible schools;</text></subclause> <subclause commented="no" display-inline="no-display-inline" id="H0787AA7EDBFC421CBB99605B40375738"><enum>(II)</enum><text>service providers, including potential service providers, and system-level partners, such as government agencies, Indian Tribes, Tribal organizations, Native Hawaiian organizations, relevant labor organizations, and nonprofit and other community-based partners; and</text></subclause>
<subclause commented="no" display-inline="no-display-inline" id="HC90B989863BF43938E686572C89A8DF4"><enum>(III)</enum><text display-inline="yes-display-inline">community members, such as residents, community led councils, local businesses, stakeholders, early childhood education providers, hospitals or clinics, community organizations, and local nonprofit organizations;</text></subclause></clause> <clause id="H00D6FCB7741A4E7D867532EB6CA0405C"><enum>(iii)</enum><text>regularly assessing program quality and progress through individual student data, participant feedback, and aggregate outcomes to develop strategies for improvement; and</text></clause>
<clause id="HE212C121F9B648DC854426CAACD3F17E"><enum>(iv)</enum><text>organizing school personnel and community partners into working teams focused on specific issues identified in the needs and assets assessment.</text></clause></subparagraph> <subparagraph id="H9392BD9FB8B34D2CB3AB8B866F77D16B"><enum>(I)</enum><text>Implement rigorous community-connected instruction strategies, which may include—</text>
<clause id="H50EAD94F93744AA6A97E28CDC3349314"><enum>(i)</enum><text>instructional resources, curricula, and professional learning that reflect and support a community-based learning approach, emphasizing locally designed community-based curriculum and pedagogy to improve the sense of agency of students; or</text></clause> <clause id="H26AF3EB82EA34DA789CD4C2DAC735B59"><enum>(ii)</enum><text>development and administration of assessments that provide evidence of the impact of community-based pedagogy (such as capstone projects, portfolios, and similar assessments that include a performance-based component).</text></clause></subparagraph>
<subparagraph id="HFAF976C76E094F80AA0FB16CE9C50C7B"><enum>(J)</enum><text>Implement strategies that foster a culture of belonging, safety, and care, which may include—</text> <clause id="HAEA8A43276D54E5EB6BF95AC93A6EE28"><enum>(i)</enum><text>emphasizing positive relationships and interactions and educators modeling these relationships and interactions through their own behavior; and</text></clause>
<clause id="HADC85992C1234171ACBC2B322596A6B4"><enum>(ii)</enum><text>restorative discipline practices, such as peer mediation, community service, and post-conflict resolution, to help students learn from their mistakes and foster positive, healthy school climates where respect and compassion are core principles and zero-tolerance practices leading to suspension and expulsion are avoided.</text></clause></subparagraph> <subparagraph id="H701AC8FBD24C4F61826942EAC9281AD8"><enum>(K)</enum><text>Support and enable the district liaison described in subsection (b)(1)(E) to lead the community-wide leadership team and carry out the activities described in the eligible entity’s application and planning report submitted under paragraph (1).</text></subparagraph></paragraph>
<paragraph id="HE2BC2C4BBBE849ADB80FB14BDB298821"><enum>(5)</enum><header>Prohibition on discrimination</header><text>An eligible entity receiving a grant under this subsection shall ensure that activities carried out with grant funds serve members of the community without discrimination based on race, color, religion, sex (including sexual orientation and gender identity), age, or disability.</text></paragraph> <paragraph commented="no" id="HEC9E3B63EAC24DDEB0B54CA5B372B26D"><enum>(6)</enum><header>Implementation grant report</header><text>At the end of the grant period, an eligible entity receiving a grant under this subsection shall prepare and complete a report designed by the Secretary that—</text>
<subparagraph commented="no" id="H290039C5AB8B49C0BEE37A03B9474A5D"><enum>(A)</enum><text>for each eligible school operating a full-service community school program—</text> <clause commented="no" id="H34CC3482B0734C46B10A5880BC191CF5"><enum>(i)</enum><text>details the impact of the full-service community school program on student opportunities and outcomes, including academic achievement, as aligned with the results framework of the eligible entity, including achievement based on the challenging State academic standards established under section 1111(b);</text></clause>
<clause id="HAA470CD734224DACBE503601C78355A3"><enum>(ii)</enum><text>includes school climate information, which may come from student, parent, or educator surveys, that shall be cross-tabulated and disaggregated by subgroup of students (as defined under section 1111(c)(2)), including—</text> <subclause commented="no" id="H954FB01668FF480AA43C2725CA24B9A5"><enum>(I)</enum><text>school discipline data such as suspension and expulsion rates;</text></subclause>
<subclause commented="no" id="H58C6741DFCF948C18CEFD8864A44DA00"><enum>(II)</enum><text>measures of student engagement, safety, attendance, staff qualifications and turnover, and family involvement; and</text></subclause> <subclause commented="no" id="H1B5F455D6318404C8F049610F367C872"><enum>(III)</enum><text>measures of students' social emotional skills, habits, and mindsets, as appropriate;</text></subclause></clause>
<clause commented="no" id="H9820C2F46C96469BA915C859301F58B6"><enum>(iii)</enum><text>describes—</text> <subclause commented="no" id="HA2C7C68C1E324683B8A7AF33647F11BB"><enum>(I)</enum><text>the integrated student supports, expanded and enriched learning time and opportunities, and family and community engagement activities offered by the full-service community school program at the eligible school; and</text></subclause>
<subclause commented="no" id="HADF37884E4844FD48A5396B1939C2498"><enum>(II)</enum><text>the collaborative leadership and practice structures in place at the eligible school;</text></subclause></clause> <clause id="HBF26573D5ECA430CA267244F6DE3338C"><enum>(iv)</enum><text>includes information on the number, qualifications, experience, and retention of school staff (disaggregated by race, gender, and ethnicity) at the eligible school, including the number and percentages of fully certified teachers and teachers fully certified in the area they are assigned to teach, and rates of teacher turnover; and</text></clause>
<clause id="H6A6FBF0D10374C40B92510236E291FA1"><enum>(v)</enum><text>details academic and whole-child outcomes in the eligible school, as aligned with the results framework of the eligible entity, which may include information on school readiness, mental and physical health, academic achievement, high school graduation rates, college acceptance and matriculation, reduced racial and economic achievement gaps, school climate, and school attendance; and</text></clause></subparagraph> <subparagraph commented="no" id="HC7B173217C204231A82F94DA12B1B271"><enum>(B)</enum><text>identifies any cost savings from greater coordination between full-service community schools and partner organizations in providing services through the full-service community school program, including any integration of grant funds with funding from community partners and existing funding streams, and changes in school spending as a result of the full-service community school program.</text></subparagraph></paragraph></subsection>
<subsection commented="no" id="H99BAD8FC2D224685A1702A52090C5D48"><enum>(d)</enum><header>Expansion grants</header>
<paragraph commented="no" id="H5503AB74F8844107804B1868FF24105D"><enum>(1)</enum><header>Eligible expansion grant recipients</header>
<subparagraph id="H09287B09E8B348CC97E0D3F26140C99B"><enum>(A)</enum><header>In general</header><text>In order to receive an expansion grant under this subsection, an eligible entity shall, as of the date of application under this subsection, operate 1 or more—</text> <clause commented="no" id="H81AD91AFF80B4EFF8FC56BAE35778AB1"><enum>(i)</enum><text>full-service community schools supported under subsection (c) or (e); or</text></clause>
<clause commented="no" id="H36C28D1882494CDBABDE85E28BECD29A"><enum>(ii)</enum><text>full-service community schools supported under another source of funding.</text></clause></subparagraph> <subparagraph commented="no" id="H943353E6BF11409E8A65C13D1D5CCE7E"><enum>(B)</enum><header>Special rule</header><text>For purposes of subparagraph (A)(ii), the Secretary may deem a school to be a full-service community school if the school provides integrated student supports in a manner that is, as determined by the Secretary, sufficiently similar to a full-service community school supported under subsection (c).</text></subparagraph></paragraph>
<paragraph id="H39D6E3D511634FCA971A1DF04BD9A8AF"><enum>(2)</enum><header>Applications</header><text>An eligible entity that desires an expansion grant under this subsection shall submit an application to the Secretary for each eligible school proposed to be served. The application shall include the following:</text> <subparagraph id="HA589D92251BE4A409ABF0C3E3DDA63C0"><enum>(A)</enum><text>A needs and assets assessment for the eligible school.</text></subparagraph>
<subparagraph id="H9C212234DB554279BD372FE5E8AB65AB"><enum>(B)</enum><text>Information about the school that includes—</text> <clause commented="no" id="H7F81C97399CD463E9B97F2F950A4449F"><enum>(i)</enum><text>student demographic, academic opportunity and achievement, and school climate data disaggregated by major demographic groups, including—</text>
<subclause commented="no" id="H83B26771413F4900AE7E68EB83DC07D8"><enum>(I)</enum><text>student subgroups (as defined under section 1111(c)(2)), students experiencing homelessness, and children or youth in foster care; and</text></subclause> <subclause commented="no" id="HF58A5A4E6D824B4983AE456C23EBAEAA"><enum>(II)</enum><text>eligibility for a free or reduced price lunch under the Richard B. Russell National School Lunch Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1751">42 U.S.C. 1751 et seq.</external-xref>);</text></subclause></clause>
<clause id="H890C1E25B6374166BDC4067255E3B7EE"><enum>(ii)</enum><text>a description of the need for, and access to, integrated student supports;</text></clause> <clause id="H5B40F07E4D9242F78B0B50960ABECC50"><enum>(iii)</enum><text>a description of the need for, and access to, expanded and enriched learning time and opportunities;</text></clause>
<clause id="H5E05148E886B490998C484FC254B4AD9"><enum>(iv)</enum><text>school funding information, including Federal, State, Tribal, local, and private education funding, and per-pupil spending, based on actual salaries of personnel assigned to the eligible school;</text></clause> <clause id="HE2EC82A63F4140E5BE7C7DDF497EDC13"><enum>(v)</enum><text>information on the number, qualifications, experience, and stability of school staff, including—</text>
<subclause commented="no" display-inline="no-display-inline" id="H60B7A207F0CC46488E79EB6B36B71F47"><enum>(I)</enum><text display-inline="yes-display-inline">the numbers and percentages of fully certified teachers and teachers fully certified in the area they are assigned to teach, disaggregated by race and ethnicity; and</text></subclause> <subclause commented="no" display-inline="no-display-inline" id="H7921D8FB03D74797AB11D28C41701622"><enum>(II)</enum><text display-inline="yes-display-inline">rates of teacher turnover;</text></subclause></clause>
<clause id="H490346EFD1EF48F680F06B70FC91E366"><enum>(vi)</enum><text>active family and community engagement information, including—</text> <subclause id="H5DB75A68491C4FE6BF800D275AFE2D95"><enum>(I)</enum><text>family and community needs based on surveys, information from public meetings, or information gathered by other means;</text></subclause>
<subclause id="H6F5220B77D2B42D2B61A17833FC5A9A5"><enum>(II)</enum><text>efforts to provide culturally and linguistically inclusive communication between schools and families; and</text></subclause> <subclause id="HAE152CB50C034F8EB75180D128318881"><enum>(III)</enum><text>need for and access to family and community engagement activities;</text></subclause></clause>
<clause id="H26014A33A79D4DD591B4FB7C1E2529F8"><enum>(vii)</enum><text>collaborative leadership and practices, including a description of the eligible school's community-wide leadership team, school-based leadership teams, educator learning communities, and common planning time for educators;</text></clause> <clause id="HD755EAD2E72F45E8B43FC2AAA221D42F"><enum>(viii)</enum><text>opportunities for partnerships with entities that can partner with the eligible school to establish or strengthen a community-wide leadership structure; and</text></clause>
<clause id="HD660EA0C06524774AB903B225C894BC0"><enum>(ix)</enum><text>community climate indicators, including housing instability, unemployment, poverty, availability of jobs that offer a living wage, health indicators, youth employment, access to parks, environmental hazards, crime, and gang activity.</text></clause></subparagraph> <subparagraph id="H7D9C35CAB0A1422E998A8B17D4F2B736"><enum>(C)</enum><text>A full-service community school plan, which shall include a description of—</text>
<clause id="H3C7DD5024E1B4DE4941E05961F2F5389"><enum>(i)</enum><text>how the community school coordinator and, as applicable, community school initiative director, and community-wide leadership team will be expected to fulfill their responsibilities;</text></clause> <clause id="H9679D4652225421AA25E6F9A43C37DF9"><enum>(ii)</enum><text>the collaborative leadership and practices structures and strategies to be used;</text></clause>
<clause id="H15344186BEE04BE4990F1EFADDFD93D8"><enum>(iii)</enum><text>the integrated student supports or services provided by partner entities, expanded and enriched learning time and opportunities, and active family and community engagement activities that will be tailored to the needs and assets assessment and provided in accordance with this subsection;</text></clause> <clause id="H19201BE68BF14A9384F5CD9D4A56D6B1"><enum>(iv)</enum><text>how the eligible school will provide rigorous community-connected learning opportunities and create a culture of belonging and safety;</text></clause>
<clause id="H20E37F555CED408E898A7DFA89881158"><enum>(v)</enum><text>how the eligible school will provide culturally and linguistically inclusive communication between schools and families;</text></clause> <clause id="HBBE5ABC19A044B4DA7A314676CF2845F"><enum>(vi)</enum><text>how the eligible school will establish and maintain partnerships—</text>
<subclause commented="no" display-inline="no-display-inline" id="HA7B57B6BFCF14EBE81E3F40496B6E67D"><enum>(I)</enum><text display-inline="yes-display-inline">to implement and sustain the full-service community school plan; and</text></subclause> <subclause commented="no" display-inline="no-display-inline" id="H3532E919DA2F46EA81489744329C27A4"><enum>(II)</enum><text display-inline="yes-display-inline">that will participate in a community-wide leadership structure;</text></subclause></clause>
<clause id="H5E804C96A61D43B287FB9CD41A40988E"><enum>(vii)</enum><text>how activities chosen will reinforce, and not duplicate, existing programs and activities at the eligible school as of the date of application; and</text></clause> <clause id="HD005BFC41247487ABACE58165421D7A2"><enum>(viii)</enum><text>if applicable, a description of the additional Federal, State, local, and private funds that will be accessed to carry out activities under the grant.</text></clause></subparagraph>
<subparagraph id="HD1D64FA9BE2B4269B8A1A934D1C84735"><enum>(D)</enum><text>A data-sharing agreement between the local educational agency and partner entities and services that ensure the sharing of relevant real-time student data to determine the provision of services and assess program progress and quality.</text></subparagraph> <subparagraph id="H19B8654CF75B41B183F4E09251077BD6"><enum>(E)</enum><text>An assurance that any grant funds awarded will benefit members of the community served without discrimination based on race, color, religion, sex (including sexual orientation and gender identity), age, or disability.</text></subparagraph>
<subparagraph id="HC93B2C7BABD4417FB65ECAD510E638D2"><enum>(F)</enum><text>An assurance that any full-service community school opened with the use of grant funds will hold leadership team meetings that are open to the public, and that records related to finances, personnel, and other decisionmaking processes for those schools are made available for public review.</text></subparagraph></paragraph> <paragraph commented="no" id="H27FCBA89515149FC9E048F379DB69B29"><enum>(3)</enum><header>Uses of funds</header><text>An eligible entity receiving an expansion grant under this subsection shall use grant funds to—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="HD3156CD63B9A42C0B5BDA410A2BBFEB9"><enum>(A)</enum><text display-inline="yes-display-inline">carry out projects that propose to deepen and expand the eligible entity's investment in full-service community schools, in a manner that includes partners, such as—</text> <clause commented="no" display-inline="no-display-inline" id="HA98BBA3DCF514FEBA0832FC7617CB7A5"><enum>(i)</enum><text display-inline="yes-display-inline">students, families, educators, principals, and other school leaders of identified eligible schools;</text></clause>
<clause commented="no" display-inline="no-display-inline" id="HE314F8A447304C2098FA6CCEE8F96DE2"><enum>(ii)</enum><text>service providers, including potential service providers, and system-level partners, such as government agencies, Indian Tribes, Tribal organizations, Native Hawaiian organizations, relevant labor organizations, and nonprofit and other community-based partners; and</text></clause> <clause commented="no" display-inline="no-display-inline" id="H3B747BA9746144099D83947948A30665"><enum>(iii)</enum><text display-inline="yes-display-inline">community members, such as residents, community led councils, local businesses, stakeholders, early childhood education providers, hospitals or clinics, community organizations, and local nonprofit organizations; and</text></clause></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H82EFA3B2B76B4B23B44A6B2460E995A4"><enum>(B)</enum><text display-inline="yes-display-inline">scale up or expand a full-service community school described in paragraph (1) that the eligible entity is operating as of the date of application, including by—</text> <clause id="H53B77C805AC3445DA5E35F991E45E38B"><enum>(i)</enum><text>funding a community school coordinator to work at the proposed eligible school or for the eligible entity;</text></clause>
<clause id="H674EF2060FCC4A8D815DE39034A3016A"><enum>(ii)</enum><text>funding an initiative-level community school coordinator to support all existing full-service community schools described in paragraph (1), and new full-service community schools, supported by the eligible entity;</text></clause> <clause commented="no" id="HA48087DC36D648229F509E40414FF8D6"><enum>(iii)</enum><text>creating or strengthening a community-wide leadership team that, with respect to all full-service community schools supported by the eligible entity—</text>
<subclause commented="no" id="H32136688B73043609AC19852CDA953D0"><enum>(I)</enum><text>provides a results-based vision for the full-service community schools;</text></subclause> <subclause commented="no" id="H63B7B471FABE4F99819C10E822955974"><enum>(II)</enum><text>supports effective data collection and program and service evaluation;</text></subclause>
<subclause id="H8D8B85F90D3746FA94776F44961593F9"><enum>(III)</enum><text>supports responsible and transparent finance and resource development;</text></subclause> <subclause id="H6104E0B7937247439614E8FD03933E28"><enum>(IV)</enum><text>aligns and integrates the goals of the full-service community schools with the pillars of community schools, and implementation of those goals;</text></subclause>
<subclause id="HBE5AD3E8995F4E74BB4756843E484F46"><enum>(V)</enum><text>supports the implementation of evidence-based policy and practices;</text></subclause> <subclause id="HE395DE14420B42EE87E9D16642C33ED5"><enum>(VI)</enum><text>supports evidence-based professional development for staff and technical assistance;</text></subclause>
<subclause id="HF1A9961071184DECACBFF3DBEAFCFF41"><enum>(VII)</enum><text>facilitates broad community engagement;</text></subclause> <subclause id="H8F8C3199801F49EBA6DF05BDCFCF5CD5"><enum>(VIII)</enum><text>ensures meetings that are open to the public, and records related to finances, personnel, and other decisionmaking processes that are made available for public review; and</text></subclause>
<subclause id="H21D70A336A994DF0B863FFA4865A45B4"><enum>(IX)</enum><text>supports the coordination of meeting overlapping needs among existing full-service community schools described in paragraph (1);</text></subclause></clause> <clause commented="no" id="H316DB399D03A448D98E69ADB45D04279"><enum>(iv)</enum><text>identifying an intermediary entity (which can be the local educational agency or another local government agency or a combination of these agencies in partnership with a nonprofit organization) to provide planning, coordination, and management of the full-service community school initiative supported under the grant, in consultation with the community-wide leadership team and full-service community school sites;</text></clause>
<clause commented="no" id="H5D39BC51D6754FEBB5ACBB044188F0E0"><enum>(v)</enum><text>creating an internal process to replicate the existing full-service community schools described in paragraph (1) in other eligible schools;</text></clause> <clause id="H951BD328A5F54D9DBCFD2CAF14354C6E"><enum>(vi)</enum><text>conducting a needs and assets assessment and crafting a full-service community school plan for each eligible school to be served by the grant, led by the community school coordinator;</text></clause>
<clause id="H5B0CD41C86FF41B8A345683DEF270704"><enum>(vii)</enum><text>providing resources for additional full-service community schools, which shall serve members of the community without discrimination based on race, color, religion, sex (including sexual orientation and gender identity), age, or disability;</text></clause> <clause id="H2C300D8AA4F9433EB81E9322D26082A3"><enum>(viii)</enum><text>carrying out any activity described in subsection (b)(2) in order to establish new full-service community schools;</text></clause>
<clause id="H903E7799BA4D4BB093E45DE0FEFF4B9F"><enum>(ix)</enum><text>carrying out any activity described in subparagraphs (D), (E), (F), (G), (H), (I), (J), or (K) of subsection (c)(4) at an existing full-service community school described in paragraph (1); or</text></clause> <clause id="HCEABA76DB9964B79A734708F4E5FB0B5"><enum>(x)</enum><text>funding an evaluation of activities supported by the grant under this section by—</text>
<subclause id="HD8F0BB112F044DFA8735DB8BB89FB9B6"><enum>(I)</enum><text>regularly tracking full-service community school data;</text></subclause> <subclause id="H6C57FE6E2F2B4B18A307A83374254EF7"><enum>(II)</enum><text>supporting full-service community schools in collecting data for analysis, evaluation, and continuous improvement; or</text></subclause>
<subclause id="HCE2DFFDAF33346AA9DACCB27D7AFD100"><enum>(III)</enum><text>carrying out an evaluation of the effects of each existing full-service community school described in paragraph (1) that is supported under this section and an evaluation of the cumulative effects of all full-service community schools.</text></subclause></clause></subparagraph></paragraph> <paragraph commented="no" id="HC215ABB7F8354DA3A28613D2BA1AC905"><enum>(4)</enum><header>Expansion grant report</header><text>At the end of the grant period, an eligible entity that received a grant under this subsection shall prepare and complete a report, designed by the Secretary, that—</text>
<subparagraph commented="no" id="HC2DF2E60E6D0497E85DC8C66AB2D818E"><enum>(A)</enum><text>details the impact of the full-service community school program on student opportunities and outcomes, including academic achievement;</text></subparagraph> <subparagraph commented="no" id="H955379A3C68641FAA24873385FE8D853"><enum>(B)</enum><text>demonstrates district-wide collaboration for the full-service community schools;</text></subparagraph>
<subparagraph commented="no" id="H25B7F653ECED49B39C3609E92585CB2C"><enum>(C)</enum><text>includes school climate information for all full-service community schools served by the same local educational agency as the full-service community school that is supported under the grant;</text></subparagraph> <subparagraph commented="no" id="HA76B5A733E6B4B0399DCD51EFB5E7335"><enum>(D)</enum><text>describes—</text>
<clause commented="no" id="HCE1FA4F432B64C2783198278085F18EF"><enum>(i)</enum><text>the integrated student supports, expanded and enriched learning time and opportunities, and family and community engagement activities offered through the grant; and</text></clause> <clause commented="no" id="HDF3FD88CEEFD450C86267D7AF0D83B48"><enum>(ii)</enum><text>the collaborative leadership and practice structures in place at both the school and community levels; and</text></clause></subparagraph>
<subparagraph id="H31616A6B6ADF44B48CFDE12740C5D2BA"><enum>(E)</enum><text>identifies any cost savings from greater coordination between full-service community schools and partner organizations in providing services through the full-service community school program supported under this subsection, including any—</text> <clause id="H6EE14716BB0C497EA79C2DFFB9285ACB"><enum>(i)</enum><text>integration of grant funds with funding from community partners and existing funding streams as of the day before the receipt of the grant under this subsection; and</text></clause>
<clause id="H3B46B572AA10441F853F5DFCE59F0AC5"><enum>(ii)</enum><text>changes in school spending and funding as a result of the full-service community school program supported under this subsection, including—</text> <subclause commented="no" display-inline="no-display-inline" id="H5CF885453EF841EBBADC8728F2C9A30C"><enum>(I)</enum><text display-inline="yes-display-inline">any significant shifts in how Federal, State, or local funding is used to support the full-service community school program;</text></subclause>
<subclause commented="no" display-inline="no-display-inline" id="H7819077FA8F544EC85556BE77DBA9B18"><enum>(II)</enum><text display-inline="yes-display-inline">any additional resources being provided, including resources from the State, local educational agency, or philanthropy or community-based organizations; and</text></subclause> <subclause commented="no" display-inline="no-display-inline" id="H16AB19BD8FCA4EA3A3D6742E294E803E"><enum>(III)</enum><text display-inline="yes-display-inline">whether funds and resources described in subclauses (I) and (II) will be available beyond the duration of the grant period.</text></subclause></clause></subparagraph></paragraph></subsection>
<subsection commented="no" id="HEA06B2118A7747E596C2F206044CF81D"><enum>(e)</enum><header>Renewal</header>
<paragraph commented="no" id="H5D100BD230C247EAAA6591DF0643CF46"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provisions of this section, the Secretary may renew a grant provided to an eligible entity under subsection (c) or (d) for an additional period of not to exceed 5 years, if the eligible entity—</text> <subparagraph commented="no" id="H484210FE608D4EF2909D79CFAD0BEC70"><enum>(A)</enum><text>has satisfactorily completed an implementation or expansion grant under subsection (c) or (d), respectively;</text></subparagraph>
<subparagraph commented="no" id="HFECC4459B9C84D08A945CE22001C03E6"><enum>(B)</enum><text>applies for a renewal under this subsection; and</text></subparagraph> <subparagraph id="HC24630E74F9C457BA411DEF626112232"><enum>(C)</enum><text>details academic and whole-child outcomes for all students and each subgroup of students, as defined in section 1111(c)(2), in the eligible schools assisted under the grant that aligns with the results framework of the eligible entity, which may include information on school readiness, mental and physical health, academic achievement, high school graduation rates, postsecondary education acceptance and matriculation, reduced racial and economic opportunity and achievement gaps, school climate, and school attendance.</text></subparagraph></paragraph>
<paragraph commented="no" id="HD9C8779E234E4FAF8833A21E0B7111DA"><enum>(2)</enum><header>Use of funds</header><text>An eligible entity that has a grant renewed under this subsection shall—</text> <subparagraph commented="no" id="H008C1201389A4920B11ED1A87C6D86AB"><enum>(A)</enum><text>use the grant funds provided for activities described in subsection (c)(4), in the case of a renewed implementation grant, or subsection (d)(3), in the case of a renewed expansion grant; and</text></subparagraph>
<subparagraph commented="no" id="H28885F8ACB474E3186D95EEEC3DA9D01"><enum>(B)</enum><text>be subject to all requirements, including reporting requirements, under subsection (c) or (d), as applicable.</text></subparagraph></paragraph></subsection> <subsection commented="no" id="H0AFA726E657746788968C799E23915E7"><enum>(f)</enum><header>State grants</header> <paragraph commented="no" id="H93369AB985FE4442888AB8C21C9991CA"><enum>(1)</enum><header>In General</header><text display-inline="yes-display-inline">A State receiving a grant under subsection (a)(1)(B) shall use the grant for the planning, implementation, and expansion of full-service community schools in the State, in accordance with paragraph (3).</text></paragraph>
<paragraph id="H5CB338F311684AC9BFD11F5E26B742A6"><enum>(2)</enum><header>Applications</header><text>A State desiring a grant under this subsection shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require, including the following:</text> <subparagraph id="HF7013B0BCE7E49EB95D27AE8EBDD69BC"><enum>(A)</enum><text>Information about State spending on education priorities, policies, and programs that is consistent with the pillars of community schools.</text></subparagraph>
<subparagraph id="HF91D2D2BE19244F8A3DC9F8C84D712CA"><enum>(B)</enum><text>A plan for creating a State liaison position who will—</text> <clause id="H16EE014F555D49C3B3FEFBEA9D5BD8B8"><enum>(i)</enum><text>oversee the implementation of funds under this grant; and</text></clause>
<clause id="HFD5D3EF12838435BA6C277012DDBA526"><enum>(ii)</enum><text>support and coordinate full-service community school efforts in the State educational agency.</text></clause></subparagraph> <subparagraph id="H73BB987979DD419B9259DEDF88C8C2B3"><enum>(C)</enum><text>A description of the full-service community schools in the State, as of the date of application.</text></subparagraph>
<subparagraph id="HA5A476532D0743BDA71C3160C0567F54"><enum>(D)</enum><text>A description of the State's initial goals for the grant.</text></subparagraph> <subparagraph id="H654F04D9A58248A1873F5B286A8FADE5"><enum>(E)</enum><text>An assurance that the State will use—</text>
<clause id="H3756D434BE2C401FB40569946B755F39"><enum>(i)</enum><text>not more than 10 percent of the grant funds awarded under this subsection for the administration costs of the grant; and</text></clause> <clause id="HEA0D4B52C66E4508AD954FF8DDD54B16"><enum>(ii)</enum><text>not less than 90 percent of such funds to directly benefit local educational agencies or public elementary schools or secondary schools, through supporting professional development, providing direct support or technical assistance, or awarding subgrants to local educational agencies under paragraph (3)(A).</text></clause></subparagraph>
<subparagraph id="HAFFA529AB3744046B20A65DBEC1AB018"><enum>(F)</enum><text>An assurance that any grant funds awarded will benefit members of the community served without discrimination based on race, color, religion, gender (including sexual orientation and gender identity), age, or disability.</text></subparagraph> <subparagraph id="H0CD8B05118994A6DA175B9BEE77F9A74"><enum>(G)</enum><text>An assurance that any full-service community school supported by grant funds will hold leadership team meetings that are open to the public, and that records related to finances, personnel, and other decisionmaking processes for those schools are made available for public review.</text></subparagraph></paragraph>
<paragraph id="HF5B6E82E3D524CF1B1B505D3986F6E8F"><enum>(3)</enum><header>Required activities</header><text>A State educational agency receiving a grant under this subsection shall—</text> <subparagraph id="HD1823200755F4D0B9559144D0D680BD4"><enum>(A)</enum><text>provide subgrants to local educational agencies in accordance with subsection (c) or (d) to start new full-service community schools or sustain existing full-service community schools as of the date of receiving funds for the subgrant, and distribute such subgrants in a manner that ensures that Federal resources are going to students who need those resources;</text></subparagraph>
<subparagraph id="H1ECF34D9BB1B4311A159B7002B2F0713"><enum>(B)</enum><text>establish goals and a timeline for increasing State spending on student supports consistent with the pillars of community schools, using a results framework established by the State;</text></subparagraph> <subparagraph commented="no" id="HCB967FFBEFE4473DBB0FAC62D21712E8"><enum>(C)</enum><text>establish a State-level steering committee in accordance with paragraph (4);</text></subparagraph>
<subparagraph id="H2CC00640F3354644A2A4F56448AA94A3"><enum>(D)</enum><text>develop or provide resources to help local educational agencies in the State identify, assess needs for, and implement full-service community schools throughout the State;</text></subparagraph> <subparagraph id="HA060F8DF1CCA478B858E9EAFFCCA4F60"><enum>(E)</enum><text>establish goals and a timeline on the implementation and expansion of full-service community schools throughout the State;</text></subparagraph>
<subparagraph id="H1F3AE7C082964E58A1476F99FF42219C"><enum>(F)</enum><text>provide resources to foster statewide engagement on the social, emotional, mental health, and academic benefits of implementing full-service community schools;</text></subparagraph> <subparagraph id="H00E42F2E221D41A9A090F35E6BE8FBA5"><enum>(G)</enum><text>develop a plan to include full-service community schools in the State plans under section 1111 and for long-term State support of full-service community schools;</text></subparagraph>
<subparagraph id="H960EA9B0A6F5477782AB4DEA9EAE6F26"><enum>(H)</enum><text>work with State legislatures to support full-service community schools in State planning and budgeting; and</text></subparagraph> <subparagraph id="HA7D9B660B50F40908358751B6E3CE254"><enum>(I)</enum><text>work with local educational agencies and technical assistance providers to provide evidence-based technical assistance specifically for the implementation of full-service community schools to local educational agencies or schools.</text></subparagraph></paragraph>
<paragraph id="H424841B8707A4014AAC107B2218083E3"><enum>(4)</enum><header>Steering committee</header>
<subparagraph commented="no" display-inline="no-display-inline" id="HA1D73FFBA69D4B9FA68F59DF00D7AB51"><enum>(A)</enum><header>In General</header><text display-inline="yes-display-inline">Each State educational agency receiving a grant under this subsection shall establish a State-level steering committee (which may be a previously existing team) that represents relevant full-service community schools stakeholders and service providers participating in the full-service community schools model, which may include—</text> <clause commented="no" display-inline="no-display-inline" id="HCDA541D7CB1A4899B8A90E18A726302A"><enum>(i)</enum><text display-inline="yes-display-inline">students, families, educators, principals, and other school leaders of identified eligible schools;</text></clause>
<clause commented="no" display-inline="no-display-inline" id="HD352A0E891FD4C3F85DAC4D1484C35AB"><enum>(ii)</enum><text>service providers, including potential service providers, and system-level partners, such as government agencies, Indian Tribes, Tribal organizations, Native Hawaiian organizations, relevant labor organizations, and nonprofit and other community-based partners; and</text></clause> <clause commented="no" display-inline="no-display-inline" id="H21FCA14EA3F64F409B0946D2CC824634"><enum>(iii)</enum><text display-inline="yes-display-inline">community members, such as residents, community led councils, local businesses, stakeholders, early childhood education providers, hospitals or clinics, community-based organizations, and local nonprofit organizations.</text></clause></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H7AC5BA92BA0F40E09C30A740F4563014"><enum>(B)</enum><header>Composition</header><text>The steering committee shall include not less than 10 members and shall be chaired by a full-service community school stakeholder, or co-chaired by a full-service community school stakeholder and a representative of the State educational agency.</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H6EFCB3747E08471BA1AEBE16B3698C10"><enum>(C)</enum><header>Authority</header><text display-inline="yes-display-inline">The State educational agency receiving a grant under this subsection may give the steering committee authority to make decisions about the design, implementation, and evaluation of State efforts relating to grants under this subsection.</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="HCA49939686D84F8199B8111AC2976012"><enum>(D)</enum><header>Public meeting</header><text>Meetings of the steering committee shall be open to the public.</text></subparagraph> <subparagraph commented="no" id="HD1BA87E309B349B5BAEC50B9F60F7735"><enum>(E)</enum><header>Technical assistance center</header><text>If the State educational agency chooses to operate a State technical assistance center, as described in paragraph (5)(B), the steering committee shall be responsible for such center.</text></subparagraph></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H891258C2CFEA4F2DA4718CD616E48981"><enum>(5)</enum><header display-inline="yes-display-inline">Permissible activities</header><text>A State educational agency may use funds provided under a grant under this subsection to—</text> <subparagraph id="H7894EADD64F849F9A9FABD510D94BB0D"><enum>(A)</enum><text>work with institutions of higher education to provide technical assistance and support for developing and sustaining full-service community school initiatives across the State, which may include research partnerships and programs related to career and technical education;</text></subparagraph>
<subparagraph id="H34089732B47D49208BB731F97095AEC4"><enum>(B)</enum><text>provide subgrants to institutions of higher education or nonprofit organizations to operate a State technical assistance center;</text></subparagraph> <subparagraph id="H9B56242B45BC4AFD9837A54ED79B3049"><enum>(C)</enum><text>provide professional development and coaching for full-service community school staff;</text></subparagraph>
<subparagraph id="H57D1D4221F8B4FF0BF91259C07215095"><enum>(D)</enum><text>provide strategic planning support for local educational agencies and schools;</text></subparagraph> <subparagraph id="H35BA6019F7DF4EE9BB0714FBFB6A5391"><enum>(E)</enum><text>develop infrastructure to support partnerships, at the local educational agency level, to provide resources for schools;</text></subparagraph>
<subparagraph id="HEE8EF83EC3144C6BA39600F15B55266F"><enum>(F)</enum><text>work with schools and local educational agencies to develop and implement restorative practice principles and provide resources and professional development to promote culturally and linguistically competent pedagogy and practices;</text></subparagraph> <subparagraph id="HD7C3F2CDCC1D4822812623981D856C31"><enum>(G)</enum><text>work with local educational agencies, and partner organizations who are committed to working with local educational agencies to adopt or expand full-service community schools in the State, on the planning and sustainability of the State full-service community school program;</text></subparagraph>
<subparagraph id="HEC7C605F29E14C138CFCE1C65427A892"><enum>(H)</enum><text>work with local educational agencies on how to coordinate with counties, cities, and other units of local government to coordinate supports to provide resources for full-service community schools, including resources for career and technical education;</text></subparagraph> <subparagraph id="H379C108C42804778B825A9AF350231E6"><enum>(I)</enum><text>provide guidance to public health and other healthcare organizations interested in supporting school-based efforts and help connect such organizations with local educational agencies working on full-service community school efforts; or</text></subparagraph>
<subparagraph commented="no" id="HE28C25F7D3264EA693433632939F408A"><enum>(J)</enum><text>work with local educational agencies to—</text> <clause commented="no" display-inline="no-display-inline" id="HDDB1F4948B854F9D8713783D77105E7D"><enum>(i)</enum><text display-inline="yes-display-inline">support and expand full-service community schools for local educational agencies that make a commitment to sustain activities supported by a grant under this section beyond 2 years after the term of the grant; and</text></clause>
<clause commented="no" display-inline="no-display-inline" id="H8FAE0F0DA936403EBD574E29042497FA"><enum>(ii)</enum><text display-inline="yes-display-inline">ensure that funding available to local educational agencies that receive a subgrant under paragraph (3) is commensurate with the number of schools that will be served with subgrant funds.</text></clause></subparagraph></paragraph> <paragraph id="H6FB1BFB9D7F14729942D980D97435F87"><enum>(6)</enum><header>Continuation grants</header><text>Notwithstanding any other provision of this subsection, the Secretary may award a State that has received a grant under paragraph (1) with not more than 1 additional 1- to 5-year continuation grant if the State applies for such a grant, to be used to carry out activities described in paragraphs (3) and (4).</text></paragraph>
<paragraph id="H4E053A5A28454D13A63D5E7FE3A5AA02"><enum>(7)</enum><header>State grant evaluation and report</header><text>At the end of the grant period for a grant under this subsection (including any continuation grant awarded under paragraph (6)), each eligible State shall undergo an evaluation designed by the Secretary. The evaluation shall include, at a minimum, each of the following:</text> <subparagraph id="HA197CCC25026487899822EE70D520BC6"><enum>(A)</enum><text>An evaluation of full-service community schools in the State at the beginning of the grant period, as compared to those schools at the end of the grant period, including the following data disaggregated by subgroups of students, as defined in section 1111(c)(2):</text>
<clause id="HFF981511FFCA4292A62B38410859DC38"><enum>(i)</enum><text>Information regarding the outcomes for students, including the following data disaggregated by subgroups of students, as defined in section 1111(c)(2):</text> <subclause commented="no" display-inline="no-display-inline" id="H9609628861964834BCEEDE18A995F214"><enum>(I)</enum><text display-inline="yes-display-inline">Student attendance and chronic absenteeism rates.</text></subclause>
<subclause id="HBDFC451431EA454D93FB5C367710D82C"><enum>(II)</enum><text>Student discipline rates, including suspensions and expulsions.</text></subclause> <subclause id="H87DC3639BD534047AFAA65166E5A420F"><enum>(III)</enum><text>Student graduation rates.</text></subclause></clause>
<clause id="HF00AC0AF734E472DA58DC33E2CBB1245"><enum>(ii)</enum><text>Information on the number, qualifications, and retention of school staff, including—</text> <subclause commented="no" display-inline="no-display-inline" id="H696D65B4298344508AB2D9A5C54CF477"><enum>(I)</enum><text display-inline="yes-display-inline">the numbers and percentages of fully certified teachers and teachers who are fully certified in the area they are assigned to teach, disaggregated by race and ethnicity; and</text></subclause>
<subclause commented="no" display-inline="no-display-inline" id="HB9B56BE8A95B4434BF42C2C7BF21E158"><enum>(II)</enum><text display-inline="yes-display-inline">rates of teacher turnover.</text></subclause></clause></subparagraph> <subparagraph id="H1EE4C6CE10A64D71BF5A857D09D30DDE"><enum>(B)</enum><text>An analysis of the progress on meeting the goals described in paragraph (3)(B), which may be accomplished by including data on—</text>
<clause commented="no" id="H55E5FD12D4134580887245F70FF3F63A"><enum>(i)</enum><text>school climate information, which may come from student, parent, or teacher surveys;</text></clause> <clause commented="no" id="HFBDBC3BB28E4433C86BBE258A9CC4141"><enum>(ii)</enum><text>family and community engagement efforts and impact;</text></clause>
<clause commented="no" id="H65504D12CC39448C80298A9CCF4A9209"><enum>(iii)</enum><text>school provision of integrated student supports and community services;</text></clause> <clause commented="no" id="H2E960BD0AD9C405DAACD547A2DE65DFF"><enum>(iv)</enum><text>expanded and enriched learning time and opportunities;</text></clause>
<clause commented="no" id="H40F365343BB2435089C97D58DA258D04"><enum>(v)</enum><text>changes in school spending information and funding as a result of the full-service community school programs supported under this subsection, including any significant shifts in how Federal, State, or local funding is used to support the full-service community school program and any additional resources being provided, including from the State, local educational agency, or philanthropy or community-based organizations, and whether these funds and resources will be available beyond the duration of the grant period; and</text></clause> <clause commented="no" id="HF0E77F773C2741FAA493E440F0F65334"><enum>(vi)</enum><text>collaborative leadership and practice strategies, which may include—</text>
<subclause commented="no" display-inline="no-display-inline" id="H62CBF24493C6461D815193F9A8F0F58C"><enum>(I)</enum><text display-inline="yes-display-inline">building the capacity of educators, principals, other school leaders, and other staff to lead collaborative school improvement structures, such as professional learning communities;</text></subclause> <subclause commented="no" display-inline="no-display-inline" id="HC90574BCEC184B22BAFB9FAB31BC271B"><enum>(II)</enum><text display-inline="yes-display-inline">regularly convening or engaging stakeholders and service providers participating in the full-service community schools model, such as—</text>
<item commented="no" display-inline="no-display-inline" id="H4338B1101F624C46849B266F50A98C88"><enum>(aa)</enum><text display-inline="yes-display-inline">students, families, educators, principals, and other school leaders of identified eligible schools;</text></item> <item commented="no" display-inline="no-display-inline" id="H1D15398E33D04C9A90EF93098FC10C8E"><enum>(bb)</enum><text display-inline="yes-display-inline">service providers, including potential service providers, and system-level partners, such as government agencies, Indian Tribes, Tribal organizations, Native Hawaiian organizations, relevant labor organizations, and nonprofit and other community-based partners; and</text></item>
<item commented="no" display-inline="no-display-inline" id="HC25EC3984F244F05951E5F1DBBAA5DF5"><enum>(cc)</enum><text display-inline="yes-display-inline">community members, such as residents, community led councils, local businesses, stakeholders, early childhood education providers, hospitals or clinics, community-based organizations, and local nonprofit organizations;</text></item></subclause> <subclause commented="no" display-inline="no-display-inline" id="H033190393D49437A815C48C80327FC17"><enum>(III)</enum><text display-inline="yes-display-inline">regularly assessing program quality and progress through individual student data, participant feedback, and aggregate outcomes to develop strategies for improvement; and</text></subclause>
<subclause commented="no" display-inline="no-display-inline" id="HF83AB3A1C1184D9A837807690E2D6202"><enum>(IV)</enum><text display-inline="yes-display-inline">organizing school personnel and community partners into working teams focused on specific issues identified in the needs and assets assessment.</text></subclause></clause></subparagraph></paragraph></subsection> <subsection id="H5FC957FF884C410E9ACE05A4D36D784A"><enum>(g)</enum><header>Bureau of indian education and tribally-Controlled full-Service community schools program</header> <paragraph id="HCA47076D78CD44EBAC7E93C01C0C3197"><enum>(1)</enum><header>In general</header><text>The Secretary, in coordination with the Secretary of the Interior, and in consultation with Indian Tribes, shall—</text>
<subparagraph id="HC26F43FA4431427B9EDED4DDC92FF27F"><enum>(A)</enum><text>develop and implement a full-service community schools program plan for elementary and secondary Bureau schools (as defined in section 1141 of the Education Amendments of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/25/2021">25 U.S.C. 2021</external-xref>)); and</text></subparagraph> <subparagraph id="HCE04C809FAA24778953AFE14DF99D3EB"><enum>(B)</enum><text>award planning and capacity building, implementation, expansion and renewal grants to elementary and secondary Bureau-funded schools described in subparagraphs (B) and (C) of section 1141(3) of the Education Amendments of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/25/2021">25 U.S.C. 2021(3)</external-xref>).</text></subparagraph></paragraph>
<paragraph id="HF5DB9F727FE94740885ED6AA0C7749DB"><enum>(2)</enum><header>Special rule</header><text>The Secretary, in consultation with the Secretary of the Interior and Indian Tribes, may waive any requirement under this section or prescribe an alternative or substantially similar requirement if the Secretary finds that the waiver or alternative requirement is necessary for the effective delivery and administration of activities under this section.</text></paragraph></subsection> <subsection id="H9A6E60D06D9A4DA191F4371F65662D72"><enum>(h)</enum><header>Report to Congress</header> <paragraph id="H2B197C1C166341C791476F398D388DD6"><enum>(1)</enum><header>In general</header><text>Not later than 5 years after the date of enactment of the <short-title>Full-Service Community School Expansion Act of 2026</short-title>, the Secretary shall prepare and submit to Congress a report on the impact of the full-service community school program supported under this section.</text></paragraph>
<paragraph id="H11CFC7C4EA8548C190CF99A7A7230A61"><enum>(2)</enum><header>Public availability</header><text>The report required under paragraph (1) shall be made publicly available via the Department’s website and shall include data presented in such a manner as to be easily searchable.</text></paragraph> <paragraph id="HF752F86732EB49C8BEB66724CEA6961B"><enum>(3)</enum><header>Contents</header><text>The report shall include—</text>
<subparagraph id="HC0C4A713BC0E490DBD6C89F58FA3C3A0"><enum>(A)</enum><text>data gathered under the program under this section, in the aggregate and disaggregated by the categories described in subsection (d)(2)(B)(i);</text></subparagraph> <subparagraph id="HAFB30647D2D54D19914628A6B8EFB38D"><enum>(B)</enum><text>the impact of the grant program on student outcomes, which shall include academic performance and high-school graduation rates for each eligible school; and</text></subparagraph>
<subparagraph id="H6B82D6D610DA4F6C933E1B0DD8857EA6"><enum>(C)</enum><text>if applicable, recommendations on how to better equip the grant program to meet the needs of students, particularly as needed to assist local educational agencies with the highest poverty levels.</text></subparagraph></paragraph></subsection> <subsection id="H7EFF1620922A44BDB3B2D78F7549CAD0"><enum>(i)</enum><header>Technical assistance</header> <paragraph id="H1C31182CBA0E4808907D5D7C71AE6CA9"><enum>(1)</enum><header>Assistance and support</header><text>From amounts made available under subsection (a)(1)(C), the Secretary shall make technical assistance and support available to grant recipients under this section. Such support may consist of—</text>
<subparagraph id="H57A3A9F17EC9469B99D6C5273F1F22ED"><enum>(A)</enum><text>national and regional meetings for the personnel of full-service community schools; and</text></subparagraph> <subparagraph id="H8AC688E6C68A4F2FB71E42C276D6901B"><enum>(B)</enum><text>implementing strategies in the following key areas:</text>
<clause id="HB8A24702DAA840C295178F8E1784F7E0"><enum>(i)</enum><text>Leveraging and coordinating the resources of other Federal, State, Indian Tribe, Tribal organization, Native Hawaiian organization, and local systems, including systems that address healthcare or early childhood education and other Federal programs, such as the Promise Neighborhoods program under section 4624 and the 21st Century Community Learning Centers program under part B of this title, and assisting the efforts of local educational agencies to secure such funding.</text></clause> <clause id="H6600B531CFCA4429A573D2FF4FBB880C"><enum>(ii)</enum><text>Addressing any data-sharing challenges due to the requirements under section 444 of the General Education Provisions Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1232g">20 U.S.C. 1232g</external-xref>) (commonly referred to as the <quote>Family Educational Rights and Privacy Act of 1974</quote>) and the Health Insurance Portability and Accountability Act of 1996 (<external-xref legal-doc="public-law" parsable-cite="pl/104/191">Public Law 104–191</external-xref>) by assisting with the implementation of waiver or nondisclosure agreement strategies that allow community partners to access data.</text></clause>
<clause id="H0462B967DBFB474587513843817FD600"><enum>(iii)</enum><text>Distributing materials that describe the evidence-based elements and advantages of full-service community schools, including references to governmental and nonprofit reports.</text></clause> <clause id="HF697A99AE12F4B5D88E3D82631BE02E9"><enum>(iv)</enum><text>Assisting a local educational agency in forming a task force to study the creation and administration of full-service community schools and connecting the local educational agency with other statewide institutions who might partner with the agency, including institutions of higher education or public health organizations.</text></clause>
<clause id="H43743234907A43EDA480B1384F05C3C5"><enum>(v)</enum><text>Establishing a national steering committee—</text> <subclause id="H675605AEBE7E43D299BA94D6EAF11370"><enum>(I)</enum><text>composed of entities that received grants under this section for full-service community schools, education labor organization representatives, nonprofit full-service community school partners, research institutions with full-service community school expertise, and other relevant stakeholders;</text></subclause>
<subclause id="HD55C1A3C03FB461E8152CDA9A3B29CCB"><enum>(II)</enum><text>to determine standards for technical assistance for State educational agencies, local educational agencies, and school sites; and</text></subclause> <subclause id="HA99041AE45C6450F8F28965E1F220036"><enum>(III)</enum><text>to support the development of tools for implementing full-service community schools for grantees under this section.</text></subclause></clause>
<clause id="H79BF4BAC92E842C2ADD5B8B0B3386917"><enum>(vi)</enum><text>Informing States, Indian Tribes, Tribal organizations, Native Hawaiian organizations, elementary and secondary Bureau-funded schools (as described in subparagraphs (B) and (C) of section 1141(3) of the Education Amendments of 1978), and local educational agencies of the availability of grants under this section, and providing technical assistance to entities in applying for such grants.</text></clause> <clause id="HBA312E3C9A3F40BA8FF6B464E013BCC3"><enum>(vii)</enum><text>Informing State and local educational agencies of other sources of funding for full-service community schools, including funding under part A of title I, school improvement grants under section 1003, 21st century community learning center grants under part B of this title, and any other Federal grants or sources of funding.</text></clause>
<clause id="HD65D74B48DDA4757A04F758B4AA3A87D"><enum>(viii)</enum><text>Facilitating effective coordination among State agencies in the deployment of resources and services such as health, nutrition, and other supports.</text></clause></subparagraph></paragraph> <paragraph id="H6FCC13923D0C4FC69EDB1448C38328E3"><enum>(2)</enum><header>Technical assistance center</header> <subparagraph id="HC012DB2A61F5437EA9D2FA0634E311A0"><enum>(A)</enum><header>In general</header><text>From amounts made available to carry out this subsection, the Secretary may establish a technical assistance center to provide technical assistance to full-service community schools, eligible entities, and States under this section.</text></subparagraph>
<subparagraph id="H495FCD2759444AD1B611802F3790D8FD"><enum>(B)</enum><header>Requirements</header><text>The technical assistance center shall be overseen and designed by the national steering committee described in paragraph (1)(B)(v) and may include representatives from the State steering committees described in subsection (f)(3)(C).</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H3DE9AD6833564CAFAF13B24029010AE5"><enum>(d)</enum><header>Conforming amendments</header><text>Section 4623 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7273">20 U.S.C. 7273</external-xref>) is amended—</text>
<paragraph id="H708D2A988533422099F647F74AF5B5AB"><enum>(1)</enum><text>in subsection (a)—</text> <subparagraph id="H89BEBAC052E243D6A2FEFC6D617B626C"><enum>(A)</enum><text>by redesignating paragraph (2) as paragraph (3); and</text></subparagraph>
<subparagraph id="HF16A5BC868544D2BBBD41957BA655CB9"><enum>(B)</enum><text>by striking paragraph (1) and inserting the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H1A5DD83409FC4F90B6541736E0E0EA6A"> <paragraph id="H424F45014D844B7F971D0ED54A3A1875"><enum>(1)</enum><header>Promise neighborhoods</header><text display-inline="yes-display-inline">The Secretary shall use not less than 95 percent of the amounts made available under section 4601(b)(2)(B) to award grants, on a competitive basis and subject to subsection (e), to eligible entities for the implementation of a comprehensive, effective continuum of coordinated services that meets the purpose described in section 4621(1) by carrying out activities in neighborhoods—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="H19ACDEC4453A4EC08FAD3AC54ABDA756"><enum>(A)</enum><text display-inline="yes-display-inline">that have—</text> <clause commented="no" display-inline="no-display-inline" id="HE51E68B572ED4A1F81CF0C12286ECC9C"><enum>(i)</enum><text display-inline="yes-display-inline">high concentrations of low-income individuals; and</text></clause>
<clause commented="no" display-inline="no-display-inline" id="H9D00417D7CA4401D8E168268F3E0DF6A"><enum>(ii)</enum><text display-inline="yes-display-inline">multiple signs of distress, which may include high rates of poverty, childhood obesity, academic challenges, and juvenile delinquency, adjudication, or incarceration; and</text></clause></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H0FF7B39F860C43E987F8D038B867A61D"><enum>(B)</enum><text display-inline="yes-display-inline">that may have schools implementing comprehensive support and improvement activities or targeted support and improvement activities under section 1111(d).</text></subparagraph></paragraph>
<paragraph id="H6A8BE6B167A9443CAB4C513517544F6A"><enum>(2)</enum><header>Full-service community schools authorized</header><text>The Secretary shall use the amounts made available under section 4601(c) to carry out the full-service community school program under section 4625(a).</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="H35305494478348F98F2B16436ECE76FB"><enum>(2)</enum><text>in subsection (b)—</text>
