   To reauthorize the COPS ON THE BEAT grant program, and for other 
                               purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``COPS Reauthorization Act of 2026''.

SEC. 2. REAUTHORIZATION OF COPS ON THE BEAT GRANT PROGRAM.

    (a) In General.--Section 1001(a)(11)(A) of title I of the Omnibus 
Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10261(a)(11)(A)) 
is amended by striking ``$1,047,119,000 for each of fiscal years 2006 
through 2009'' and inserting ``$1,047,119,000 for each of fiscal years 
2026 through 2031''.
    (b) Clarification of Authority.--Title I of the Omnibus Crime 
Control and Safe Streets Act of 1968 (34 U.S.C. 10101 et seq.) is 
amended by adding at the end the following:

       ``PART PP--OFFICE OF COMMUNITY ORIENTED POLICING SERVICES

``SEC. 3061. OFFICE OF COMMUNITY ORIENTED POLICING SERVICES.

    ``(a) In General.--There is established within the Department of 
Justice, under the general authority of the Attorney General, the 
Office of Community Oriented Policing Services (referred to in this 
section as the `COPS Office').
    ``(b) Separate Office.--The COPS Office shall be a separate and 
distinct office within the Department, headed by a Director, appointed 
by the President, who shall report to the Attorney General and who 
shall have final authority over all grants, cooperative agreements, and 
contracts awarded by such Office.''.
