<section id="H462DC9D257A641089F95A8735D6287CC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Screen-time Management And Recommendations for Teens and Kids Act</short-title></quote> or the <quote><short-title>SMART Kids Act</short-title></quote>.</text></section> <section id="HE4BBB4A9C85848FB89D5CD75DE50CF4A"><enum>2.</enum><header>Screen time limit recommendations for children</header> <subsection id="H184B0B3DF8114545934144D3751A1EB3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Surgeon General of the Public Health Service shall develop recommendations for screen time limits for children to promote healthy development and well-being. Such recommendations shall be evidence-informed.</text></subsection> 
<subsection id="H5E08A56D67C3420A8F9DE1FFBBD8FA34"><enum>(b)</enum><header>Age-Based recommendations</header><text>In carrying out subsection (a), the Surgeon General shall develop separate recommendations for—</text> <paragraph id="HD83A2D9791AE4586975FBEE728507261"><enum>(1)</enum><text>ages 0 to 2 years;</text></paragraph> 
<paragraph id="HBB92AE4246104E20A3F3257F9CF66FA7"><enum>(2)</enum><text>ages 2 to 5 years;</text></paragraph> <paragraph id="HE6E47E11E09948BB90AA926D69A7225E"><enum>(3)</enum><text>ages 5 to 8 years;</text></paragraph> 
<paragraph id="H394C70A135744A12AB404A93FA5FBA9D"><enum>(4)</enum><text>ages 8 to 13 years;</text></paragraph> <paragraph id="HCF00E82E827149948E2945CC1595FDD1"><enum>(5)</enum><text>ages 13 to 16 years; and</text></paragraph> 
<paragraph id="H34A8A3BEA7714D17AAB90D995A23D217"><enum>(6)</enum><text>ages 16 to 18 years.</text></paragraph></subsection> <subsection id="HC971AD913D3C4685BA8EEA0996F440DE"><enum>(c)</enum><header>Qualitative recommendations</header><text display-inline="yes-display-inline">In carrying out subsection (a), the Surgeon General may, in addition to the separate recommendations by age group required under subsection (b), develop recommendations based on qualitative factors, including whether certain types of screen time may be less harmful to children than others.</text></subsection> 
<subsection id="H87C2270118574EE8A4D62CE6E641DC1E"><enum>(d)</enum><header>Coordination with independent entity</header><text>The Surgeon General shall develop the recommendations under subsection (a) in coordination with an independent entity to be selected by the Surgeon General. In making such selection, the Surgeon General shall ensure that the entity does not have a financial or other conflict of interest that might introduce bias into the process of developing the recommendations.</text></subsection> <subsection id="H39D38D68680D468FA1BBB5CC1C2F55D6"><enum>(e)</enum><header>Publication; report to Congress</header><text>Not later than one year after the date of enactment of this Act, the Surgeon General shall—</text> 
<paragraph id="HA9811F3594194723B25D2B3C809F051E"><enum>(1)</enum><text>publish the recommendations developed under subsection (a) on the internet website of the Department of Health and Human Services; and</text></paragraph> <paragraph id="HD86B145899284CEAAC14A11ED9384057"><enum>(2)</enum><text>submit to Congress a report containing such recommendations.</text></paragraph></subsection> 
<subsection id="H57EC41F8969C4361917A008A1ABD3924"><enum>(f)</enum><header>Screen time limit defined</header><text display-inline="yes-display-inline">In this section, the term <quote>screen time limit</quote> means the maximum amount of time per day spent using an electronic device with a display screen.</text> </subsection></section> </legis-body></bill>
