<section id="HA09721FEA7AB442085BC76022D8DF23E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Training Rural Law Enforcement Officers Act of 2026</short-title></quote>.</text></section> <section id="HC14D0C6F3DB54F29BCD7910BC8508832"><enum>2.</enum><header>Training rural lawforcement</header> <subsection commented="no" display-inline="no-display-inline" id="HD41FA68B38B24DAEBD650DA9E10D71BE"><enum>(a)</enum><header display-inline="yes-display-inline">Findings</header><text>Congress finds the following:</text> 
<paragraph id="H3AE123C0F4F8441692528A054880325B"><enum>(1)</enum><text>There are more than 18,000 local police departments and 3,000 sheriff’s offices in the United States. Of the local police departments in the United States—</text> <subparagraph commented="no" display-inline="no-display-inline" id="H26B3F35C6ECC4AE19B07506CE30619E0"><enum>(A)</enum><text display-inline="yes-display-inline">nearly half have fewer than 10 sworn officers;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HABA3D4DE90104214BF82A77596D07732"><enum>(B)</enum><text>3 out of 4 have fewer than 2 dozen sworn officers; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="HE7144DCB656345159DFF7097BE24D204"><enum>(C)</enum><text display-inline="yes-display-inline">8 out of 10 have fewer than 50 sworn officers.</text></subparagraph></paragraph> 
<paragraph id="HBD739AE6B27C44C0839973425D1100B3"><enum>(2)</enum><text>Federal funding available through grants administered by the Department of Justice for law enforcement is frequently complex in terms of the application process and requires specific reporting mandates.</text></paragraph> <paragraph id="H042ECF3C42DE4B5887F467EA3A14A1C3"><enum>(3)</enum><text>Smaller and rural law enforcement agencies often forego pursuing Federal funding opportunities as that pursuit creates a demand on already limited staffing, and those smaller and rural law enforcement agencies simply lack the experience and resources to navigate through the application process and to successfully adhere to the multitude of reporting requirements.</text></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="HDB68428C4B0944B2BD7B5C44AE09AAA1"><enum>(b)</enum><header>Definitions</header><text>In this section:</text> <paragraph commented="no" display-inline="no-display-inline" id="HC7088CEE323849D8801EF99F64E95770"><enum>(1)</enum><header>Accredited nonprofit organization</header><text>The term <term>accredited nonprofit organization</term> means a nonprofit organization that, as determined by the Attorney General, has—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="HA83127F98CC548D59C6886B516DDF844"><enum>(A)</enum><text display-inline="yes-display-inline">the proper experience and expertise in relevant law enforcement training; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H6ED3010A49E94DC791321A7875EC8ECC"><enum>(B)</enum><text display-inline="yes-display-inline">a strong track record of successfully conducting relevant law enforcement training in a particular training discipline.</text></subparagraph></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H92FB51A7E2804B299C7EF7718E8229AA"><enum>(2)</enum><header display-inline="yes-display-inline">Law enforcement training grant</header><text>The term <term>law enforcement training grant</term> means a grant awarded by the Attorney General under the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10101">34 U.S.C. 10101 et seq.</external-xref>) for the purpose of law enforcement training.</text></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="H6D6B1236AB4D464580E403D46107246C"><enum>(c)</enum><header>Authorization</header><text>An accredited nonprofit organization shall be eligible to receive any law enforcement training grant for the purpose of providing training to State and local law enforcement agencies if the training is—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="HE8F387D2E4894BB9B006271E16BAFF40"><enum>(1)</enum><text display-inline="yes-display-inline">consistent with the priorities and objectives of the Department of Justice;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HFE247809E9094FB58DCB6BC3D92564C1"><enum>(2)</enum><text display-inline="yes-display-inline">provided to a law enforcement agency with fewer than 50 sworn law enforcement officers; and</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HDEA3AE6A2EC14564BE4E123CB36C34FA"><enum>(3)</enum><text display-inline="yes-display-inline">conducted at no cost to the law enforcement agency receiving the training.</text></paragraph></subsection></section> </legis-body></bill>
