R. 866</legis-num><associated-doc role="report" display="yes">[Report No. 119–75]</associated-doc><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250131">January 31, 2025</action-date><action-desc><sponsor name-id="L000566">Mr. Latta</sponsor> (for himself and <cosponsor name-id="K000385">Ms. Kelly of Illinois</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><action display="yes"><action-date date="20250424">April 24, 2025</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on January 31, 2025</action-instruction></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Commerce, acting through the Assistant Secretary of Commerce for Communications and Information, to conduct a study of the national security risks posed by consumer routers, modems, and devices that combine a modem and router, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HIF00" reported-display-style="italic" id="HFD82AD7153C6446D83BA4BD5208D872A"><section id="H04B66A11085A47E9B6A70140AAD26546" commented="no" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Removing Our Unsecure Technologies to Ensure Reliability and Security Act</short-title></quote> or the <quote><short-title>ROUTERS Act</short-title></quote>.</text></section><section id="H7EB17656DFFF46289A7ADC002B659D6C" commented="no"><enum>2.</enum><header>Study of risks posed by certain routers and modems</header><subsection id="H44BC18F027914D978E616D345AE8AF48" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall conduct a study of the national security risks and cybersecurity vulnerabilities posed by consumer routers, modems, and devices that combine a modem and router that are designed, developed, manufactured, or supplied by persons owned by, controlled by, or subject to the influence of a covered country.</text></subsection><subsection id="HCB5D62B75D6C4DB1B5235D5145F2BD42" commented="no"><enum>(b)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Secretary shall submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report on the results of the study conducted under subsection (a).</text></subsection><subsection id="H5FE5BF7020AE4D758CDDF6B100BF9956"><enum>(c)</enum><header>Consultation within Department</header><text>In conducting the study under subsection (a), the Secretary shall consult with appropriate bureaus and offices within the Department of Commerce.</text></subsection><subsection id="HF07E7FFAF8004551BF33B6696192380F" commented="no"><enum>(d)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H0AE29DA8AC974D03BB9789368B702A83" commented="no"><enum>(1)</enum><header>Covered country</header><text display-inline="yes-display-inline">The term <quote>covered country</quote> means a country specified in section 4872(f)(2) of title 10, United States Code.</text></paragraph><paragraph id="HFA97E36D044A423390B8340B16E567DB" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <quote>Secretary</quote> means the Secretary of Commerce, acting through the Assistant Secretary of Commerce for Communications and Information.</text></paragraph></subsection></section></legis-body><endorsement display="yes"><action-date date="20250424">April 24, 2025</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
