<section section-type="section-one" id="HE4C29CB138E64C02A6631F245B6580C7"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Critical Operation Oversight of Law Enforcement Intervention and Training Act</short-title></quote> or the <quote><short-title>COOL IT Act</short-title></quote>.</text></section> 
<section id="H26EF0ED1C9ED467CBF12FFA5F68FECBD"><enum>2.</enum><header>Immigration enforcement scenario-based training curriculum</header> 
<subsection id="HF8DCE03B5BBF4AB68F9B64F6512AE4E1"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, the Secretary of Homeland Security shall, in coordination with the Director of the Federal Law Enforcement Training Centers, develop a scenario-based training curriculum and certification process that immigration officers are required to complete annually.</text></subsection> <subsection id="H0992E14FD12147958A2B06E00FB0F7E6"><enum>(b)</enum><header>Curriculum</header><text>In developing the curriculum under subsection (a), the Secretary of Homeland Security shall—</text> 
<paragraph id="HEDF19BC1147646329EC7FB39D44B868D"><enum>(1)</enum><text>develop a scenario-based training curriculum that addresses—</text> <subparagraph id="H664EB762D5EC4055B94947AFA616E3A6"><enum>(A)</enum><text>improving community-police relations;</text></subparagraph> 
<subparagraph id="H7FFDEEBB55294833824EEBD3E3113DD4"><enum>(B)</enum><text>officer safety;</text></subparagraph> <subparagraph id="H2950B302A4F1430893EFB69A3795B9A7"><enum>(C)</enum><text>officer resilience;</text></subparagraph> 
<subparagraph id="HA4D18C06B5434CF5AD0935E0D899F1D3"><enum>(D)</enum><text>situational awareness;</text></subparagraph> <subparagraph id="H5E99F4EDE85847C9B1937162F02E3C5A"><enum>(E)</enum><text>physical and emotional responses to stress;</text></subparagraph> 
<subparagraph id="H285695A3144B442D8B5FCF1F57E572EE"><enum>(F)</enum><text>critical decision making and problem solving;</text></subparagraph> <subparagraph id="H0525BB53B501450CAE052CA168F24794"><enum>(G)</enum><text>de-escalation;</text></subparagraph> 
<subparagraph id="H42F2FAD907E24731845694C2D9F26764"><enum>(H)</enum><text>use of force and deadly force; and</text></subparagraph> <subparagraph id="H3D268DC4F26B4A479617F0AB800A50E9"><enum>(I)</enum><text>crisis intervention;</text></subparagraph></paragraph> 
<paragraph id="HD6F9742758E34F8FA24357D3E5E3493B"><enum>(2)</enum><text>consult with relevant professional law enforcement associations, community-based organizations, and defense and national security agencies in the development and dissemination of the curriculum;</text></paragraph> <paragraph id="HE8668135D7E549838F0661A6A0D22AC0"><enum>(3)</enum><text>provide expertise and technical assistance to components seeking to implement the curriculum;</text></paragraph> 
<paragraph id="HADAC99A450CF448395CE81C903F87287"><enum>(4)</enum><text>evaluate best practices of scenario-based training methods and curriculum content to maintain state-of-the-art expertise in scenario-based learning methodology; and</text></paragraph> <paragraph id="HE36E903EF71645BB80C6E8E90CD88F50"><enum>(5)</enum><text>develop a certification process for immigration officers that have successfully completed the curriculum.</text></paragraph></subsection> 
<subsection id="H5D0212EE3E21499E97B040E19C1227F6"><enum>(c)</enum><header>Report</header><text>Not later than 180 days after the date of enactment of this section, the Secretary of Homeland Security shall submit to Congress a report on—</text> <paragraph id="HD216050E2B8F424CA721F2CB6A658904"><enum>(1)</enum><text>any benefits of, and barriers to, delivering the curriculum for immigration officers; and</text></paragraph> 
<paragraph id="HDFCE739A6ED14A0FB9A80797E8DA7F74"><enum>(2)</enum><text>recommendations for improving the access of immigration officers to scenario-based training.</text></paragraph></subsection> <subsection id="HD95D4DC2352B4F2BBD02511980308C4D"><enum>(d)</enum><header>Immigration officer defined</header><text display-inline="yes-display-inline">In this section, the term <quote>immigration officer</quote> means—</text> 
<paragraph id="H249F146C8A7E43DA8921F12EFC5DC176"><enum>(1)</enum><text>any employee or class of employee—</text> <subparagraph id="HA09C2EFB231B472DA28462C4205B6852"><enum>(A)</enum><text>designated to perform the functions of an immigration officer within the meaning of the term under section 101 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101</external-xref>); and</text></subparagraph> 
<subparagraph id="HA1B9A1530D5B4498B6D41AD9A3ACBAFB"><enum>(B)</enum><text>designated to arrest persons under section 287(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1357">8 U.S.C. 1357(a)</external-xref>); and</text></subparagraph></paragraph> <paragraph id="HB5CBFB2B01F745D4B3E666A249658E5E"><enum>(2)</enum><text display-inline="yes-display-inline">any officer of a State, or any political subdivision of a State, performing functions of an immigration officer under section 287(g) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1357">8 U.S.C. 1357(g)</external-xref>).</text></paragraph></subsection></section> 
<section id="HD5EE7AE22C7149C2A0A9B4C715B05798"><enum>3.</enum><header>ICE training</header><text display-inline="no-display-inline">Section 287 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1357">8 U.S.C. 1357</external-xref>) is amended by adding at the end the following:</text> <quoted-block style="OLC" id="H204D539D296840B19218FF648B730CB2" display-inline="no-display-inline"> <subsection id="H1CF5E3FF3BE44F1BB015A074E6DD6BD6"><enum>(i)</enum><text display-inline="yes-display-inline">Before performing duties to enforce the immigration laws, an immigration officer or employee shall be required to complete not less than 67 days of training.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section>
