<section id="HD9828E717C1E4BB7BCEDD82BF90561EE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Washington Spy Ring National Historic Trail Designation Act</short-title></quote>.</text></section> <section id="H05D41596ED214FAF90F2C3D55421C496"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="HB6F33C7C591544BE9F981EEF908E6318"><enum>(1)</enum><text display-inline="yes-display-inline">The Culper Spy Ring was a group of American Revolutionaries who gathered intelligence on British troop movements and fortifications in Manhattan, Long Island, and elsewhere for General George Washington.</text></paragraph> <paragraph id="H7E623F8500584B52B34FB2025766FFAC"><enum>(2)</enum><text display-inline="yes-display-inline">The Culper Spy Ring is credited with uncovering Benedict Arnold’s conspiracy to surrender West Point to the British and saving the Franco-American alliance by uncovering plans to ambush the French army in Rhode Island.</text></paragraph> 
<paragraph id="HB4F9C8FD49954996946EE1C42633BBF8"><enum>(3)</enum><text display-inline="yes-display-inline">Key locations used by the Culper Spy Ring include—</text> <subparagraph id="HDDA56F532B634C4AB78A7F44F0D4F5BF"><enum>(A)</enum><text>Raynham Hall in Oyster Bay, New York, the home of intelligence operative Robert Townsend;</text></subparagraph> 
<subparagraph id="HF733A4B0C6A44178AB9373B3EFB73F03"><enum>(B)</enum><text display-inline="yes-display-inline">the Arsenal (also known as the Job Sammis House) in Huntington, New York, which was used to store gunpowder during the British occupation of Long Island and the town of Huntington;</text></subparagraph> <subparagraph id="HBE835C0828AF4968BA19D1615CC9F841"><enum>(C)</enum><text display-inline="yes-display-inline">the Brewster House, a tavern in Setauket, New York, owned by the Brewster family and used to spy on British officers and transfer information to General Washington across the Long Island Sound; and</text></subparagraph> 
<subparagraph id="H1990B69DB4C14C1A8172B44283A3F5F1"><enum>(D)</enum><text display-inline="yes-display-inline">generally, the byways and highways connecting these sites.</text></subparagraph></paragraph></section> <section id="H349B70346FA14A7896ADD61A0A723ABB" section-type="subsequent-section"><enum>3.</enum><header>Designation of the Washington Spy Ring National Historic Trail</header><text display-inline="no-display-inline">Section 5(a) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)</external-xref>) is amended—</text> 
<paragraph id="H12D2207DD5BD4F5A91A8F0EE5CBD1CD0"><enum>(1)</enum><text>by redesignating the second paragraph (31) (relating to Butterfield Overland National Historic Trail) as paragraph (32); and</text></paragraph> <paragraph id="H822DE0D67A9740A880816A5604F0C74B"><enum>(2)</enum><text>by adding at the end the following:</text>

<paragraph id="HC02953FB22414B14BDDE9A35ACF35402"><enum>(33)</enum><header>Washington Spy Ring National Historic Trail</header> 
<subparagraph id="H3C9D64B3AAD346DF82E2E824421C780F"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Washington Spy Ring National Historic Trail, a trail of approximately 50 miles of village, town, and city streets and New York Route 25A, from Great Neck, New York, along Long Island’s North Shore, through Nassau and Suffolk Counties, to Port Jefferson, New York, following the route generally depicted on the map titled <quote>Proposed Washington Spy Ring National Historic Trail Extent and Key Locations</quote>, numbered NERO 962/198100, and dated November 2025.</text></subparagraph> <subparagraph id="H44DA608140D147F99E0F941C388A12E0"><enum>(B)</enum><header>Availability of map</header><text display-inline="yes-display-inline">The map described in subparagraph (A) shall be on file and available for public inspection in the appropriate office of the Secretary of the Interior.</text></subparagraph> 
<subparagraph id="HEE8410DD2E1B49C1AB681D23692B3E22"><enum>(C)</enum><header>Administration</header><text display-inline="yes-display-inline">In cooperation with the Secretary of the Interior, the Washington Spy Ring National Historic Trail designated by this paragraph shall be administered by the North Shore Promotion Alliance, an organization described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(6)</external-xref> of the Internal Revenue Code of 1986 and exempt from taxation under section 501(a) of such Code.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> </legis-body></bill>
