  To providing access to certain memorials on Federal property during 
              Government shutdown, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. PROVIDING ACCESS TO MEMORIALS ON FEDERAL PROPERTY DURING 
              GOVERNMENT SHUTDOWN.

    (a) In General.--During any lapse in appropriations with respect to 
a Federal agency, such agency shall provide access to any memorial (in 
this section defined as any site of commemoration, including a memorial 
or cemetery) that is--
            (1) not funded by the Federal Government; and
            (2) generally accessible to the public through a Federal 
        facility (or other real property) of the Federal agency when 
        such agency is not subject to a lapse in appropriations
    (b) Excepted From Furlough.--Any Federal employee whose official 
duties relate to providing access to the public to a memorial described 
under subsection (a) shall be deemed, for purposes of section 1342 of 
title 31, United States Code, services for emergencies involving the 
safety of human life or the protection of property.
