<section id="HBB8FAE4583974445AC7BECF2FBBE9B16" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No War Appropriations through Reconciliation Act</short-title></quote> or the <quote><short-title>No WAR Act</short-title></quote>.</text></section> 
<section id="H4BA20C90FC5340498F8131D020E5F820"><enum>2.</enum><header>Point of order against reconciliation measure providing budget authority for unauthorized military force against Iran</header><text display-inline="no-display-inline">The Congressional Budget and Impoundment Control Act of 1974 is amended—</text> <paragraph id="H00C2F204422643E89D058673E86C8951"><enum>(1)</enum><text>in section 310, by adding at the end the following:</text> 
<quoted-block style="OLC" id="H2F73D3B9E50C47BFBDE8F9A95B3F059E" display-inline="no-display-inline"> 
<subsection id="HB50EDB6F49E64B2499502DB61AB4269E"><enum>(h)</enum><header>Limitation on providing funds for unauthorized military force against Iran</header> 
<paragraph id="H9E975302BB904827941E012AB4D210F6"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provision of law, it shall not be in order in the Senate or the House of Representatives to consider any reconciliation bill or reconciliation resolution reported pursuant to a concurrent resolution on the budget agreed to under section 301 or 304, or a joint resolution pursuant to section 258C of the Balanced Budget and Emergency Deficit Control Act of 1985, or any amendment thereto or conference report thereon, that appropriates or otherwise provides budget authority for hostilities, including hostilities conducted by a proxy force, against the Islamic Republic of Iran unless Congress has authorized such hostilities through a declaration of war or specific authorization for use of military force.</text></paragraph> <paragraph id="H4E9C8CBE81E643C9ABD909FF2D06A53B"><enum>(2)</enum><header>Definitions</header><text>For purposes of this subsection:</text> 
<subparagraph id="HD2EB50D63BC042A4ACB611AEBD601C3A"><enum>(A)</enum><header>Hostilities</header><text display-inline="yes-display-inline">The term <quote>hostilities</quote> includes any offensive military operation, strike, covert action, or sustained engagement involving armed conflict against Iranian military forces, territory, or government institutions.</text></subparagraph> <subparagraph id="H54B42C9D960E49BFAAFFAFD8F8917306"><enum>(B)</enum><header>Proxy forces</header><text display-inline="yes-display-inline">The term <quote>proxy force</quote> means any foreign military, paramilitary, or irregular force operating at the direction, request, or with the material support of the United States.</text></subparagraph></paragraph></subsection> <after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H967638C010C949889D3D6894E0840985"><enum>(2)</enum><text>in section 904, by inserting <quote>310(h),</quote> after <quote>310(g),</quote> each place it appears.</text></paragraph></section> </legis-body></bill>
