<section id="HC065D3479C6F4E75B951385FC34F3B92" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Bias in the Baseline Act</short-title></quote>.</text></section> <section id="HA1AD89D5A581492FB00998A86FC1420C"><enum>2.</enum><header>Modification of baseline calculation</header> <subsection id="H7A96739AFA4C42989150085C06EED465"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 257 of the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/907">2 U.S.C. 907</external-xref>) is amended—</text> 
<paragraph id="H8A5ACE705459425AB7CDD92525427E63"><enum>(1)</enum><text>by striking subsection (a) and inserting the following:</text> <quoted-block id="HC81490656F9F46A4BEF8907BBA876286" style="OLC"> <subsection id="HCF218C82F95943F480F3FD48BB3768DA"><enum>(a)</enum><header>In general</header><text>For any budget year, the baseline refers to a projection, based on current laws and the assumption of continuation of current levels of discretionary appropriations, of current-year levels of new budget authority, outlays, revenues, and the surplus or deficit into the budget year and the outyears based on laws enacted through the applicable date.</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H86C7A130A1824647AB3C22E4C4D6485B"><enum>(2)</enum><text>in subsection (b)—</text> <subparagraph id="HF5E6DB5C19534E44A4F23B879B533727"><enum>(A)</enum><text display-inline="yes-display-inline">by striking paragraph (1) and inserting the following:</text>

<paragraph id="HFA72A826FDC64FD9BA5F94FF053157C0"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Laws providing or creating direct spending and receipts are assumed to operate in the manner specified in those laws for each such year.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph> <subparagraph id="H8E81575D024D44619E4074614FD2E297"><enum>(B)</enum><text>by striking paragraph (2); and</text></subparagraph> 
<subparagraph id="H5A97C954944A4A3597A73348D75E221B"><enum>(C)</enum><text>by redesignating paragraph (3) as paragraph (2); and</text></subparagraph></paragraph> <paragraph id="H11D87B1C0FC744CEB9598FA59135E93A"><enum>(3)</enum><text>in subsection (c)—</text> 
<subparagraph id="H6FD697E36B214E62A1B4AFB7F1A2155D" commented="no"><enum>(A)</enum><text>in the second sentence of paragraph (1), by striking all that follows after <quote>current year,</quote> through the period and inserting <quote>excluding resources designated as an emergency requirement and any resources provided in supplemental appropriation laws.</quote>;</text></subparagraph> <subparagraph id="HA665291832EB40BE9AAFE351B89E19C5"><enum>(B)</enum><text>by striking paragraphs (2), (3), (4), and (5);</text></subparagraph> 
<subparagraph id="HF04F9E2111FA4F8396DD3C3AE8D01923"><enum>(C)</enum><text>by redesignating paragraph (6) as paragraph (2); and</text></subparagraph> <subparagraph id="HDE78B82AE5224383861D69CC1B304F23" commented="no"><enum>(D)</enum><text>by inserting after paragraph (2) the following:</text>

<paragraph id="H56D9E5B929AE41EFAA22ABC35021CA74" commented="no"><enum>(3)</enum><header>No adjustment for inflation</header><text>No adjustment shall be made for inflation or for any other factor.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph> </subsection> <subsection id="HB971E205F2CF444C8B94A977AF3FECE3"><enum>(b)</enum><header>Conforming amendments</header> <paragraph id="HEB1E77F59CAE47529C9CB693E1AB963C"><enum>(1)</enum><header>Congressional Budget and Impoundment Control Act of 1974</header><text>Section 202(e)(1) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/602">2 U.S.C. 602(e)(1)</external-xref>) is amended—</text> 
<subparagraph id="H490F40D381ED4D288B0C2DF47D5C475E"><enum>(A)</enum><text display-inline="yes-display-inline">by inserting <quote>and</quote> before <quote>(B) the levels</quote>; and</text></subparagraph> <subparagraph id="H0072E7DCABC34856BB8281CC02CFA0CA"><enum>(B)</enum><text>by striking <quote>, and (C)</quote> and all that follows through <quote>1985</quote>.</text></subparagraph></paragraph> 
<paragraph id="H7C08C9C541354842BAAE6A0C81EABD5B"><enum>(2)</enum><header>Social Security Act</header><text display-inline="yes-display-inline">Section 403(a)(3) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/603">42 U.S.C. 603(a)(3)</external-xref>) is amended—</text> <subparagraph id="HAB0A7F4314DB4267974B14A8E3497560"><enum>(A)</enum><text display-inline="yes-display-inline">by striking subparagraph (G); and</text></subparagraph> 
<subparagraph id="H89B1D8F2FCC34D319229BF7DDAD5D033"><enum>(B)</enum><text>by redesignating subparagraph (H) as subparagraph (G).</text></subparagraph></paragraph></subsection> </section> <section id="HC2493541F8F448EAA1B7937B2A7EADB8"><enum>3.</enum><header>CBO publication of alternative fiscal scenarios</header><text display-inline="no-display-inline">Section 202(e)(1) of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/602">2 U.S.C. 602(e)(1)</external-xref>) is amended by adding after the period at the end the following new sentence: <quote>Such report shall include alternative fiscal scenarios, as deemed appropriate, prepared in consultation with the Committees on the Budget of the House of Representatives and the Senate.</quote>.</text> </section>
