<section id="HA822C0E0945845EFB6267E3433091539" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Promoting the Unbiased Role of Employees in the Executive Act</short-title></quote> or the <quote><short-title>PURE Executive Act</short-title></quote>.</text></section> <section id="H102B781C118D4A12B4F3D33DD08677FB"><enum>2.</enum><header>5-year post-employment ban on lobbying by former senior executive branch personnel</header> <subsection id="H37D7BADF9B1E4C879FFC0CAD6C633251"> <enum>(a)</enum> <header>5-Year ban</header> <text display-inline="yes-display-inline">Section 207 of title 18, United States Code, is amended—</text>
        <paragraph id="HB1E77192CA5C47ECAD799CE2B71F1BFD">
          <enum>(1)</enum>
 <text>in subsection (c)(1), by striking <quote>within 1 year after the termination</quote> and inserting <quote>within 5 years after the termination</quote>; and</text>
        </paragraph>
        <paragraph id="H30900E65EFE24E968A7571C66062252B">
          <enum>(2)</enum>
 <text>in subsection (d)(1), by striking <quote>within 2 years after the termination</quote> and inserting <quote>within 5 years after the termination</quote>.</text>
        </paragraph>
      </subsection> 
<subsection id="H33C76DCBF5624080A289A709740A355D"><enum>(b)</enum><header>Effective date</header><text>The amendments made by this section shall apply with respect to any individual who, on or after the date of the enactment of this Act, leaves a position to which subsection (c) or (d) of section 207 of title 18, United States Code, applies.</text></subsection></section> <section id="H5B33527DE8D1496896DB6D57B7C51B61"><enum>3.</enum><header>Lifetime ban on lobbying by former senior executive branch personnel on behalf of foreign governments or entities owned or controlled by foreign governments</header> <subsection id="HB62E39A602B0413DB952D80C9E708854"><enum>(a)</enum><header>Lifetime prohibition</header><text display-inline="yes-display-inline">Section 207(f) of title 18, United States Code, is amended—</text> 
<paragraph id="H4FBB27CDAFE34B0A820D5F69CE68A6DE"><enum>(1)</enum><text>by redesignating paragraph (3) as paragraph (4); and</text></paragraph> <paragraph id="H4AB8D77428BB4646A698892CDBACEA9E"><enum>(2)</enum><text>by inserting after paragraph (2) the following new paragraph:</text>

<paragraph id="H7E50B279CFFB42C2A40BFDCB76FEAF6E"><enum>(3)</enum><header>Special rule for senior personnel of the executive branch and independent agencies</header><text display-inline="yes-display-inline">In the case of an individual who is subject to the restrictions of subsection (c) or (d), the restrictions described in paragraph (1) shall apply to representing, aiding, or advising a foreign entity, or representing, aiding, or advising any entity which is subject to the direction, ownership, control, or influence of a foreign entity, at any time after the individual leaves a position to which such subsection applies.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H7EEFCB690D19418B83FAB1AF53CCB17C"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall apply with respect to any individual who, on or after the date of the enactment of this Act, leaves a position to which subsection (c) or (d) of section 207 of title 18, United States Code, applies.</text></subsection></section>
