<section id="HDDD20BCFA2DE45CE8A48E0DBC26FB65E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Consumer Price Information Act of 2026</short-title></quote>.</text></section> <section id="H2316F183CFA0414D85C6322FD733242C"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H38487AF4CDD249349DCDE79FE652A5B4"><enum>(1)</enum><text>Major rules may impact consumer prices for essential goods and services.</text></paragraph> <paragraph id="H7CF5FA8DE38F44BF93F1ED6E5EEFB0C6"><enum>(2)</enum><text>Clear communication regarding any such impact can improve public understanding and support informed policymaking.</text></paragraph> 
<paragraph id="HC29B16E5B60F4937A55CCF1709067C55"><enum>(3)</enum><text>Providing consistent consumer price information promotes transparency and trust in government decision-making.</text></paragraph></section> <section id="H54F6CE6DA07D404B81A38D30B6BDEF2D"><enum>3.</enum><header>Required Consumer Price Information Statement</header> <subsection id="H625BDB8A04744D2CBA5674C75C709C95"><enum>(a)</enum><header>Requirement</header><text>For any major rule issued by the head of an agency, the issuing agency shall publish a Consumer Price Information Statement as described in subsection (c).</text></subsection> 
<subsection id="H53F4E61ACDB846EE9255AE1B8C52EC69"><enum>(b)</enum><header>Contents</header><text>Each Consumer Price Information Statement required by subsection (a) shall include the following:</text> <paragraph id="H55EBAC2331874A6B82E11DE1DC23B4AD"><enum>(1)</enum><text>A qualitative or quantitative description of any potential impact of the relevant major rule on consumer prices for the following:</text> 
<subparagraph id="H8D15D0D5AA56495C9B3068E085CDBEA6"><enum>(A)</enum><text>Energy, including electricity, gasoline, and natural gas.</text></subparagraph> <subparagraph id="H39091FEB386E44D2BAE79E3939219F1E"><enum>(B)</enum><text>Food and groceries.</text></subparagraph> 
<subparagraph id="H6BCE880C0AD548DCA89246AE603BDE69"><enum>(C)</enum><text>Housing and utilities.</text></subparagraph> <subparagraph id="H32BEE1182ADD46B5BCFE4EA30C697A69"><enum>(D)</enum><text>Transportation.</text></subparagraph> 
<subparagraph id="H4AFF8E64C5C44601B4DAADFBC864CCA5"><enum>(E)</enum><text>Health care and insurance.</text></subparagraph></paragraph> <paragraph id="HEB766FEFF56F459FBDF05C3C308F0D7A"><enum>(2)</enum><text>An identification of populations that may be more sensitive to any such impact, including the following:</text> 
<subparagraph id="HA2673BD593104975894B32823619C307"><enum>(A)</enum><text>Low-income households.</text></subparagraph> <subparagraph id="HA50EDF7C18BD47918A87DA45F5527932"><enum>(B)</enum><text>Seniors.</text></subparagraph> 
<subparagraph id="H299480F0015E44D9B6455E580F3AB242"><enum>(C)</enum><text>Rural communities.</text> </subparagraph></paragraph> <paragraph id="HA9BDEB350B4245148A2CC7887A71423B"><enum>(3)</enum><text>A description of any regional variation with respect to any such impact, where applicable.</text></paragraph> 
<paragraph id="H50880DEAB8BA491B832AF3B7200432B0"><enum>(4)</enum><text display-inline="yes-display-inline">A summary of key assumptions and methodologies used to prepare the Consumer Price Information Statement.</text> </paragraph></subsection> <subsection id="HFBF3A2A710914F1FBC9CCA836C2760C3"><enum>(c)</enum><header>Publication; availability</header><text>Each Consumer Price Information Statement required by subsection (a), at the time the relevant major rule is proposed, shall be—</text> 
<paragraph id="HD9CB37BD5E6E4290BF667EA1B072A790"><enum>(1)</enum><text>published in the Federal Register with such major rule; and</text></paragraph> <paragraph id="H5716029924B94AB6B05EAFB48B6CE9A4"><enum>(2)</enum><text>made publicly available on the website of the issuing agency.</text> </paragraph></subsection> 
<subsection id="H068CBC26A5B5479C810889DCAE403D87"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text> <paragraph id="H56AEAB950E3049F78B5F885E03E5E72F" commented="no"><enum>(1)</enum><header>Agency</header><text display-inline="yes-display-inline">The term <term>agency</term> has the meaning given that term in section 551 of title 5, United States Code.</text> </paragraph> 
<paragraph id="H47980EFF3FA3453A80700A69B7201B85"><enum>(2)</enum><header>Major rule</header><text>The term <term>major rule</term> has the meaning given that term in section 804 of title 5, United States Code.</text> </paragraph></subsection> <subsection id="H0230FD6CBAF9401088582B4BD0D24023"><enum>(e)</enum><header>No new appropriations</header><text display-inline="yes-display-inline">No additional amounts are authorized to be appropriated to carry out this Act, which shall be carried out solely using amounts otherwise authorized to be appropriated or otherwise made available to agencies.</text></subsection> 
<subsection id="H1CE8431D83BE48BDA986D86F5E06B009"><enum>(f)</enum><header>Effective date</header><text>This section shall apply beginning on the date that is 60 days after the date of the enactment of this Act.</text></subsection> </section> </legis-body></bill>
