<section id="HEAE5E6E7DC82426CABED671ECE640331" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Peer Support for Our First Responders Act of 2026</short-title></quote>.</text></section> <section id="HFE95218403694F7CB1E5F7B8F7F11E06" commented="no"><enum>2.</enum><header>Interagency working group on peer-to-peer behavioral health programs for law enforcement officers and first responders</header> <subsection id="HC2343FC653D847A793DD0A3217517A80" commented="no"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services shall establish an interagency working group to—</text> 
<paragraph id="HC5784D642C4648AC950929E33DC1A2B6"><enum>(1)</enum><text>review best practices for peer-to-peer behavioral health programs that are tailored to law enforcement officers and first responders; and</text></paragraph> <paragraph id="H8ACB489B883444039F4F5AB4EAE46C6D"><enum>(2)</enum><text display-inline="yes-display-inline">issue updated recommendations to Congress on ways to improve mental and behavioral health outcomes for law enforcement officers and first responders, including ways of reducing suicide risk and addressing substance use conditions.</text></paragraph></subsection> 
<subsection id="HC84513B7038F487780D3480C28FC7944"><enum>(b)</enum><header>Review of best practices</header><text display-inline="yes-display-inline">In conducting the review under subsection (a)(1), the Secretary shall—</text> <paragraph id="HC56F34D3FF9D4517B5C26ABD1361C46F"><enum>(1)</enum><text display-inline="yes-display-inline">ensure that peer-to-peer behavioral health programs are evaluated for distinct occupational models given the unique operational environments, exposures, and experiences; and</text></paragraph> 
<paragraph id="H597E3B98BAC140169536D5AAB086381B"><enum>(2)</enum><text>include best practices relating to—</text> <subparagraph id="HB0CDF48E87484485A1B6E07D93AC2244"> <enum>(A)</enum> <text>confidentiality protections;</text>
          </subparagraph> 
<subparagraph id="H1364393035C84985A604F5B44DD0CE97"><enum>(B)</enum><text>training standards for peer supporters; and</text></subparagraph> <subparagraph id="H8F62B733AF6E4CEAB9A727E287484F5E"><enum>(C)</enum><text display-inline="yes-display-inline">integration of services with licensed mental and behavioral health professionals.</text></subparagraph></paragraph></subsection> 
<subsection id="HAE3289E9D7064E63B70F00C1A23523BD"><enum>(c)</enum><header>Members</header> 
<paragraph id="H76047E4141604C4E916E9791BAA62195"><enum>(1)</enum><header>In general</header><text>The working group shall be composed of the following members:</text> <subparagraph id="H7CBE23F3BC3A48E781ADC62E5D43B43C"><enum>(A)</enum><text display-inline="yes-display-inline">The Secretary.</text></subparagraph> 
<subparagraph id="H164BE7D0A8BC4C1BB1641FBA29E8C059"><enum>(B)</enum><text>The Attorney General.</text></subparagraph> <subparagraph id="HA803908917B54616BD94279CBEDBB303"><enum>(C)</enum><text>The Secretary of Homeland Security.</text></subparagraph> 
<subparagraph id="HB0C4F766AEF84947AF366E553EFAFB6A"><enum>(D)</enum><text display-inline="yes-display-inline">Representatives of Federal, State, Tribal, territorial, and local government agencies employing law enforcement officers and first responders, to be appointed by the Secretary.</text></subparagraph> <subparagraph id="H00174823091C47BA9EFA317491CEED5F"><enum>(E)</enum><text display-inline="yes-display-inline">Law enforcement officers and first responders, to be appointed by the Secretary, including law enforcement officers and first responders with direct experience participating in peer-to-peer behavioral health programs.</text></subparagraph> 
<subparagraph id="H77FC4452445246D4911D643143FD76B2"><enum>(F)</enum><text display-inline="yes-display-inline">Representatives of nongovernmental organizations, including organizations that support the interests of law enforcement officers and first responders, to be appointed by the Secretary.</text></subparagraph></paragraph> <paragraph id="HE6583FBA932949CE8ECC4CE67B748E47"><enum>(2)</enum><header>Balanced representation</header><text display-inline="yes-display-inline">In appointing members under paragraph (1), the Secretary shall seek to achieve a membership that represents a variety of viewpoints across agencies, organizations, and experience levels.</text></paragraph></subsection> 
<subsection id="H18C030B302DE485D9FD620B5A2D8D596" commented="no"><enum>(d)</enum><header>Publication requirement; report to Congress</header><text display-inline="yes-display-inline">Not later than one year after the date of enactment of this Act, the working group shall—</text> <paragraph id="H2D380CE862BB4B2A9B41F108E8C9E405"> <enum>(1)</enum> <text>make publicly available on the internet website of the Department of Health and Human Services a report detailing the results of the review to be conducted under subsection (a)(1), including—</text>
          <subparagraph id="H420A08711CBB493BB93D0ECCFE506AA3">
            <enum>(A)</enum>
 <text>a compilation of evidence-based findings; and</text> </subparagraph> <subparagraph id="H4C9783AFA1834481BA3F39B8290E9F8D"> <enum>(B)</enum> <text display-inline="yes-display-inline">an identification of minimum standards for effective peer-to-peer behavioral health programs for law enforcement officers and first responders; and</text>
          </subparagraph>
        </paragraph> 
<paragraph id="HC184E6FE46FE4419A1CBB95AFDD29724"><enum>(2)</enum><text display-inline="yes-display-inline">submit to Congress a report containing the updated recommendations to be issued under subsection (a)(2), including recommendations on—</text> <subparagraph id="H883270D58CD849BDB7151EB95624646A"><enum>(A)</enum><text display-inline="yes-display-inline">how peer-to-peer behavioral health programs for law enforcement officers and first responders should function as a part of the broader continuum of behavioral health care; and</text></subparagraph> 
<subparagraph id="H768A1B83DE944EBA8B45F23D7E60B29A"><enum>(B)</enum><text display-inline="yes-display-inline">opportunities for providing Federal grant guidance, technical assistance, and interagency coordination to support implementation of effective peer-to-peer behavioral health programs.</text></subparagraph></paragraph></subsection> <subsection id="H3042374BE1EE47878747D81266BFB40A" display-inline="no-display-inline" commented="no"><enum>(e)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H56864689FE9C4AAC8A834EF6A82E6142"><enum>(1)</enum><header>First responder</header><text display-inline="yes-display-inline">The term <term>first responder</term> includes firefighters, emergency medical services personnel, public safety telecommunicators, corrections public safety personnel, and such other emergency response personnel as determined appropriate by the Secretary.</text></paragraph> <paragraph id="H9DE252A329504CE5B3080B28A9D54F33"><enum>(2)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means, unless otherwise indicated, the Secretary of Health and Human Services, acting through the Assistant Secretary for Mental Health and Substance Use.</text></paragraph></subsection> 
<subsection id="HC2FF81FB0F184C78A95951CDC305210C"><enum>(f)</enum><header>Termination</header><text display-inline="yes-display-inline">The working group shall terminate on the date that is one year after the date on which the working group complies with the requirements of subsection (d).</text></subsection> <subsection id="HC893B6BB32AE4CC7AC2A0C7F612F2D1B"><enum>(g)</enum><header>Evaluation of need for updating recommendations</header><text display-inline="yes-display-inline">Following the termination date established by subsection (f), the Secretary may submit to Congress a request to reconvene the working group if the Secretary determines that there is a need to further—</text> 
<paragraph id="H0E1DA0C23FFD402BA1669F7A36B0B3FD"><enum>(1)</enum><text>update recommendations on ways to improve mental health outcomes for law enforcement officers and first responders; or</text></paragraph> <paragraph id="H9A45F63F56CA4712A9EDC258A3F1CCC0"><enum>(2)</enum><text display-inline="yes-display-inline">review best practices for peer-to-peer behavior health programs that are tailored to law enforcement officers and first responders.</text></paragraph></subsection> 
<subsection id="H6D16AC7F611E46DF8B0894DC65A1A6D0"><enum>(h)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated such sums as may be necessary to carry out this section.</text> </subsection></section> </legis-body></bill>
