<section id="HC5DCD41544C149A3B40CED612CC77C52" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Kayleigh’s Law Act of 2026</short-title></quote>.</text></section> <section id="HA726E0DE2B0D468CA6329E8893F466C0"><enum>2.</enum><header>Natural lifetime injunctions</header> <subsection id="H465EE1E0794B4430A4F505D3E110C340"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/238">Chapter 238</external-xref> of title 18, United States Code, is amended by adding at the end the following:</text>

<section id="HC11A806964344DE4AB4735A2B221647F"><enum>3773.</enum><header>Natural lifetime injunctions</header> 
<subsection id="H9EAEABC278F64C88830230E49FE706BB"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">In the case of any defendant convicted of a covered offense, the court shall, on motion of the Government or a victim, include in any sentence imposed on that defendant an order prohibiting contact with a victim. Such order shall remain in effect for the life of the defendant, subject to subsection (c). The imposition of such order shall be included in any sentencing proceeding. A violation of such order shall be punishable as a contempt of court.</text></subsection> <subsection id="HAA9F7F46748D4FC182BCAF3BF3B5D8EA"><enum>(b)</enum><header>Termination of injunction</header> <paragraph id="H0DAEFD7A668D4A83AB031D77F896CA63"><enum>(1)</enum><header>In general</header><text>An order issued under subsection (a) may be terminated or suspended only—</text> 
<subparagraph id="HB5444EFDCEF3449486A23EC731872309"><enum>(A)</enum><text>on motion of the victim to whom such order pertains alleging that the conviction was the subject of a pardon or commutation; or</text></subparagraph> <subparagraph id="H7203C45E715D4C4CBB5CB6EA0B71A05F"><enum>(B)</enum><text display-inline="yes-display-inline">on motion of the defendant, alleging that the conviction was dismissed or overturned on appeal.</text> </subparagraph></paragraph> 
<paragraph id="HB2D82C38A7CE41F5A4FFB5112DDEC683"><enum>(2)</enum><header>Hearing</header><text>The court shall order a hearing on such motion, and may take evidence regarding the allegations included therein.</text></paragraph></subsection> <subsection id="H1D0C294B333F4827BBABE88F8724E75C"><enum>(c)</enum><header>No fee</header><text>No fee may be assessed or collected from a victim in connection with the issuance of an order under subsection (a).</text></subsection> 
<subsection id="H37C72F522BE14879899272C904E9144E"><enum>(d)</enum><header>Definitions</header><text>For purposes of this section:</text> <paragraph id="HA42131E409A140278FC3FCD4947AEA7C"><enum>(1)</enum><text>The term <quote>covered offense</quote>—</text> 
<subparagraph id="HB01EA1DB607C43C7BCFE775843928C9F"><enum>(A)</enum><text>means—</text> <clause id="H08DD4C0E762D4FF2B55E20CA1F3E35EB"><enum>(i)</enum><text>a crime of violence that is a felony; or</text></clause> 
<clause id="H77A681F126DC405795D5C62D5505E8E8"><enum>(ii)</enum><text display-inline="yes-display-inline">a felony offense that includes as an element a sexual act or sexual conduct (as defined in section 2246); and</text></clause></subparagraph> <subparagraph id="HA6D23F32565D4AA488B9806BA53375E5"><enum>(B)</enum><text>includes an offense under—</text> 
<clause id="H62A95AB399F349D5A528CFCBEF5161C9"><enum>(i)</enum><text>section 1591;</text></clause> <clause id="H0CFBC10C033F40BE82FEA9D46DCEC868"><enum>(ii)</enum><text>section 2241;</text></clause> 
<clause id="H31588BA286D64DE0AAD0C9DFD361DAA1"><enum>(iii)</enum><text>section 2242;</text></clause> <clause id="H6EE16B035EF54C16A986D194D51804C2"><enum>(iv)</enum><text>section 2243;</text></clause> 
<clause id="H52792A3374544A1D8E043238C67C56D2"><enum>(v)</enum><text>section 2244;</text></clause> <clause id="H776417805BF243ADA8E1D5970C87F7DD"><enum>(vi)</enum><text>section 2245;</text></clause>

<clause id="H500485B99E5B4D6DB61BC3F18CBD18F9"><enum>(xix)</enum><text>section 2427.</text></clause></subparagraph></paragraph> <paragraph id="H0EBDE9022B2A4843B0E235BE5B6D5364"><enum>(2)</enum><text display-inline="yes-display-inline">The term <quote>contact</quote> means any direct of indirect communication, transmission, of physical interaction between two or more persons including communication or interaction by written, oral, electronic, digital, or physical means, whether initiated personally, through an intermediary, or by automated or technological systems.</text></paragraph></subsection> 
<subsection id="H090CEA54E05B40E0B07351B7633C9DF6"><enum>(e)</enum><header>Rule of construction</header><text>Nothing in this section may be construed to limit the application of an order under this section within the jurisdiction of any State.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection> <subsection id="H39F6FFF6DC674FBFAD3B9C7F2D4D9A55"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of sections for such chapter is amended by adding at the end the following:</text>
