<section id="HD93E87454D2445B28CC28E9019F0D889" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Funding Early Childhood is the Right IDEA Act</short-title></quote>.</text></section> <section id="H5180F2B693D1465DA80B005B90C33A1D"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H129425A41A9042F291FD3DDB92F208D7"><enum>(1)</enum><text>High-quality early intervention and preschool special education services can change a child’s developmental trajectory and improve outcomes for children, families, and communities.</text></paragraph> <paragraph id="H869668A4A3B54223B88EF95F77094FE9"><enum>(2)</enum><text>Part C of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1431">20 U.S.C. 1431 et seq.</external-xref>) authorizes a grant program to aid each State in implementing a system of early intervention services for infants and toddlers with disabilities and their families.</text></paragraph> 
<paragraph id="HDD87AC534D3741068434BA3A9CAB9D8C"><enum>(3)</enum><text display-inline="yes-display-inline">Funding for such part C (<external-xref legal-doc="usc" parsable-cite="usc/20/1431">20 U.S.C. 1431 et seq.</external-xref>) has eroded significantly in the last three decades, from a high of $3,902 per child in 1999 to $1,324 per child in 2023, adjusted for inflation.</text></paragraph> <paragraph id="H5AD8EB602E5E48C39A09C3B544944DA8"><enum>(4)</enum><text display-inline="yes-display-inline">Section 619 of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1419">20 U.S.C. 1419</external-xref>) authorizes grants to States for preschool programs serving children with disabilities ages three to five.</text></paragraph> 
<paragraph id="H1B74A05AD88F4535ABD338560EF29F8E"><enum>(5)</enum><text display-inline="yes-display-inline">Funding for such section 619 (<external-xref legal-doc="usc" parsable-cite="usc/20/1419">20 U.S.C. 1419</external-xref>) has eroded significantly in the last three decades, from a high of $1,883 per child in 1992, to $849 in 2023, adjusted for inflation.</text></paragraph> <paragraph id="H1BC92A69BA9C4AE3A456ABF4115D4C6D"><enum>(6)</enum><text display-inline="yes-display-inline">Infants, toddlers, and preschool children, and their schools would benefit from additional funding to restore per child amounts under part C and section 619 of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1431">20 U.S.C. 1431 et seq.</external-xref>; 1419) to ensure continued delivery of high quality early intervention and preschool special education services.</text></paragraph></section> 
<section id="HB4D32BD4991B4C768125689E9B9A0487"><enum>3.</enum><header>Authorization of appropriations for section 619 of the IDEA</header><text display-inline="no-display-inline">Section 619(j) of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1419">20 U.S.C. 1419(j)</external-xref>) is amended to read as follows:</text> <quoted-block id="HA31EFEC4851F4AB29860679E7CB3714D" style="OLC"> <subsection id="H7DB409B97FDA4A65AEF0EC6FED22C7E1"><enum>(j)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section—</text> 
<paragraph id="H02EA282563DD4F08B68BA2214AC6610B"><enum>(1)</enum><text>$503,000,000 for fiscal year 2027;</text></paragraph> <paragraph id="H11CC37DDA2A14CD0BD33C0D950D814B9"><enum>(2)</enum><text>$683,500,000 for fiscal year 2028;</text></paragraph> 
<paragraph id="HE7AD69A521854CBC837AA7A25823BDFF"><enum>(3)</enum><text>$829,700,000 for fiscal year 2029;</text></paragraph> <paragraph id="HECAA58D34C744A83B4772E066A1065D8"><enum>(4)</enum><text>$1,008,900,000 for fiscal year 2030; and</text></paragraph> 
<paragraph id="H5C641274E78E48F3926C305E43AB2A42"><enum>(5)</enum><text>$1,220,000,000 for fiscal year 2031.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> <section commented="no" id="H9354518610384B9D85D7C9E27331F11C"><enum>4.</enum><header>Authorization of appropriations for part C of the IDEA</header><text display-inline="no-display-inline">Section 644 of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1444">20 U.S.C. 1444</external-xref>) is amended to read as follows:</text>

<paragraph commented="no" id="H681D7CD0E51F42CD8E92457C2CBD055E"><enum>(2)</enum><text>$974,800,000 for fiscal year 2028;</text></paragraph> <paragraph commented="no" id="HBA78A6DA412B4CFF8BC397F629CEDC0E"><enum>(3)</enum><text>$1,227,400,000 for fiscal year 2029;</text></paragraph>
