<section id="H95895DED8F7644B6B4AEA7CECD70DC18" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Quantum Initiative Reauthorization Act</short-title></quote>.</text></section> <section id="H05477932717A41D582BA527432CA2EAF"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 2 of the National Quantum Initiative Act (<external-xref legal-doc="usc" parsable-cite="usc/15/8801">15 U.S.C. 8801</external-xref>) is amended—</text> 
<paragraph id="HE693F95462D74039B6AEA7FDA2F7EC15" commented="no"><enum>(1)</enum><text>by redesignating paragraphs (3), (4), (5), (6), (7), the first paragraph (8) (relating to the definition of the <quote>Subcommittee on Economic and Security Implications</quote>), and the second paragraph (8) (relating to the definition of the <quote>Subcommittee on Quantum Information Science</quote>) as paragraphs (4), (8), (10), (13), (14), (16), and (17), respectively;</text></paragraph> <paragraph id="H50D9398A710C472A846B14DB4EBAE29D"><enum>(2)</enum><text>by inserting after paragraph (2) the following new paragraph:</text>

<paragraph id="H40DE68A79ED3479493EB6FD7B675B5E5"><enum>(5)</enum><header>Federal laboratory</header><text display-inline="yes-display-inline">The term <term>Federal laboratory</term> has the meaning given such term in section 4 of the Stevenson-Wydler Technology Innovation Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/15/3703">15 U.S.C. 3703</external-xref>).</text></paragraph> <paragraph id="H91CD93AD535C405E880D7C04B3AC5E69" commented="no"><enum>(6)</enum><header>Foreign country of concern</header><text display-inline="yes-display-inline">The term <term>foreign country of concern</term> has the meaning given such term in section 10638 of the Research and Development, Competition, and Innovation Act (division B of <external-xref legal-doc="public-law" parsable-cite="pl/117/167">Public Law 117–167</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/42/19237">42 U.S.C. 19237</external-xref>).</text> </paragraph>

<paragraph id="H1F24692843444841B8001ECA54CBBC5D" commented="no"><enum>(12)</enum><header>Quantum computing</header><text display-inline="yes-display-inline">The term <term>quantum computing</term> means any of a variety of quantum computing technologies, including quantum annealing and quantum gate-model systems that utilize a variety of qubit architectures, such as superconducting, ion traps, photonics, neutral atoms, atomic spin, electron spin, or topological qubits.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> <paragraph id="H4B92FDB11532471392B5F7852022A050"><enum>(7)</enum><text>by amending paragraph (13), as so redesignated, to read as follows:</text>

<paragraph id="H21A95A17A6EB4C77B104F7DFE160A334"><enum>(15)</enum><header>STEM</header><text display-inline="yes-display-inline">The term <term>STEM</term> means the academic and professional disciplines of science, technology, engineering, and mathematics, including computer science.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="H558F16C9D597495CA5EF777EAB77C155"><enum>3.</enum><header>Purposes</header><text display-inline="no-display-inline">Section 3 of the National Quantum Initiative Act (<external-xref legal-doc="usc" parsable-cite="usc/15/8802">15 U.S.C. 8802</external-xref>) is amended—</text>

<paragraph id="H26CCEBC4BCC444138BDABFBDAF449599"><enum>(1)</enum><header>In general</header><text>The Subcommittee shall identify potential use cases with respect to which quantum computing could advance the missions of participating agencies, including through on-premises, cloud-based, hybrid, or networked approaches.</text></paragraph> <paragraph id="H3054D5C4D4EF47628C41BEB7F9E66742"><enum>(2)</enum><header>Quantum on-ramp</header><text>For each potential use case identified pursuant to paragraph (1), the relevant Federal agency, in consultation with the Subcommittee, may develop a plan to enable such agency to address each such potential use case.</text></paragraph> 
<paragraph id="HD5E6F34D7E494B8FA1337B4572B90B56"><enum>(3)</enum><header>Reporting</header><text>The Subcommittee, as part of the annual report on the budget for the Program under subsection (g), shall report progress in carrying out the activities under this section, including information relating to the following:</text> <subparagraph id="H041B538A8EB24ECF971F1E17EB8A9BB3"><enum>(A)</enum><text>The potential use cases identified pursuant to paragraph (1).</text></subparagraph>

<clause id="HA998CE23AA8749A2A6110992E4959982"><enum>(i)</enum><text>potential use cases; or</text></clause> <clause id="HC7883A8C916C4D6FA2DD03DDD67EC453"><enum>(ii)</enum><text>plans.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="HC1671D832507432ABF8584FE88231A4E"><enum>7.</enum><header>National Quantum Initiative Advisory Committee</header><text display-inline="no-display-inline">Section 104 of the National Quantum Initiative Act (<external-xref legal-doc="usc" parsable-cite="usc/15/8814">15 U.S.C. 8814</external-xref>) is amended—</text> <paragraph id="H26C2F0118BA84F2EA6B029FFAC6B2486"><enum>(1)</enum><text>by amending subsection (b) to read as follows:</text>

<subsection id="H71A17C69DFE2466F98F4AAC619423B6A" commented="no"><enum>(a)</enum><header>Strategy required</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this section, the Director of the Office of Science and Technology Policy, in consultation with the Secretary of Commerce, the Secretary of State, the Secretary of Energy, the Director of the National Science Foundation, the Administrator of the National Aeronautics and Space Administration, and the heads of other Federal agencies, as appropriate, shall submit to the Committee on Commerce, Science, and Transportation, the Committee on Energy and Natural Resources, and the Committee on Foreign Relations of the Senate, and the Committee on Science, Space, and Technology and the Committee on Foreign Affairs of the House of Representatives a strategy to carry out the following:</text> <paragraph id="HE33C11C11DB5437B8A143720B12DF52E" commented="no"><enum>(1)</enum><text>Establish collaborative international partnerships, including co-funded international programs, to advance research and development, testing and evaluation, commercialization, and interoperability in quantum information science, engineering, and technology with allies and partners of the United States, and other countries, when in the security, strategic, technological, and scientific interests of the United States.</text></paragraph> 
<paragraph id="H1F7E5212E885427E8B4667B9967CC888" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">Ensure continued United States participation in bilateral and multilateral efforts to advance quantum information science, engineering, and technology on the international stage.</text></paragraph> <paragraph id="H127BAE0AF9BD44C9A194B586D243099A" commented="no"><enum>(3)</enum><text>Promote the integrity and impartiality of international standards organizations and processes related to quantum information science, engineering, and technology.</text></paragraph> 
<paragraph id="H0AA93E4CD3674EA9A5C03D7407FB5396" commented="no"><enum>(4)</enum><text>Ensure ethical application of quantum information science, engineering, and technology to protect civil liberties and basic human rights.</text></paragraph></subsection> <subsection id="H288D1CA9F1F7439D8756E85058126F43" commented="no"><enum>(b)</enum><header>Designation</header><text>The strategy under subsection shall be known as the <quote>International Quantum Cooperation Strategy</quote> (in this section referred to as the <quote>Strategy</quote>).</text></subsection> 
<subsection id="H888FFC37136243A996B56EDA06A59DE2" commented="no"><enum>(c)</enum><header>Elements</header><text display-inline="yes-display-inline">In the development of the Strategy, the Director of the Office of Science and Technology Policy, the National Quantum Coordination Office, the Subcommittee on Quantum Information Science, the Subcommittee on the Economic and Security Implications, and other appropriate Federal agencies should consider the following:</text> <paragraph id="HA803EE59E73C4EBFBFF3702859CBC6EE" commented="no"><enum>(1)</enum><text>The establishment of international partnerships to advance research and development in quantum information science, engineering, and technology.</text></paragraph> 
<paragraph id="HF2B18281A4FD4C988D7514240708D35F" commented="no"><enum>(2)</enum><text>Key partners that are allies of the United States and have demonstrated unique capabilities in one or more areas of quantum information science, engineering, or technology.</text></paragraph> <paragraph id="HC288C41188B44322A842B8B49E602A9D" commented="no"><enum>(3)</enum><text>Efforts and plans to address risks to the national security or economic interests of the United States during development or deployment of quantum technologies worldwide, including plans for diplomatic engagement with allies and partners, and other countries.</text></paragraph> 
<paragraph id="H3A697A621E384698B5E95240687AA753" commented="no"><enum>(4)</enum><text>Efforts and plans to promote responsible global development and deployment of quantum technologies, including through international engagement and leadership in the development of international standards.</text></paragraph> <paragraph id="H03EBF22761074899A430432FA94D4A3A" commented="no"><enum>(5)</enum><text>Efforts and plans to develop, attract, and retain international talent.</text></paragraph>

<subparagraph id="HEBB2AC30C5A7497285B8FB481C6E71B8"><enum>(B)</enum><header>Foreign countries of concern or entities of concern</header><text>None of the funds made available under this section may be obligated or expended to promote, establish, or finance quantum research activities between a United States entity and a foreign country of concern or foreign entity of concern, except such restriction shall not apply to participation by awardees in consensus-based international standardization activities.</text></subparagraph></paragraph></subsection> <subsection id="H7A37512DE5A94EBAAFE947DD60984512"><enum>(d)</enum><header>Post quantum cryptography deployment</header> <paragraph id="HFE4EFE588DD04CE8BAD002F63D24DC09" commented="no"><enum>(1)</enum><header>In general</header><text>The Director of the National Institute of Standards and Technology, in consultation with the Secretary of Homeland Security, the heads of Sector Risk Management Agencies (as such term is defined in section 2200 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/650">6 U.S.C. 650</external-xref>)), and private sector entities, as appropriate, shall promote the voluntary development, adoption, and deployment of standards relating to post-quantum cryptography (as such term is defined in section 3 of the Quantum Computing Cybersecurity Preparedness Act (<external-xref legal-doc="usc" parsable-cite="usc/6/1526">6 U.S.C. 1526</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/117/260">Public Law 117–260</external-xref>)), including by carrying out the following:</text> 
<subparagraph id="H1391357F8D904F8689244AB63A02A3AE" commented="no"><enum>(A)</enum><text>Disseminating and making publicly available guidance and resources to help organizations adopt and deploy standards relating to post-quantum cryptography and minimize disruptions to current applications and systems caused by cryptographic updates.</text></subparagraph> <subparagraph id="HDCBFE6F1E5A14AE8BC87203581FD0D1E" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">Providing technical assistance, as practicable, to entities that are at high risk of quantum cryptoanalytic attacks, such as entities determined to be critical infrastructure (as such term is defined in section 1016(e) of <external-xref legal-doc="public-law" parsable-cite="pl/107/56">Public Law 107–56</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/42/5195c">42 U.S.C. 5195c(e)</external-xref>)) or digital infrastructure providers.</text></subparagraph> 
<subparagraph id="HD5206FFED761459BA617056BDA8DCAF4" commented="no"><enum>(C)</enum><text>Conducting such other activities as determined necessary by the Director to promote the development, adoption, and deployment across the United States of standards relating to post-quantum cryptography.</text></subparagraph></paragraph> <paragraph id="HAFD0BDAC23944D05BD1C7589D3C03E27"><enum>(2)</enum><header>Grant program</header> <subparagraph id="H02F50BAE271D4E4BA5A97D257B1F2EE8" commented="no"><enum>(A)</enum><header>In general</header><text>Subject to the availability of appropriations, the Director of the National Institute of Standards and Technology may establish a program to identify and provide technical assistance through the award of grants to entities that are at high risk of quantum cryptoanalytic attacks, including by awarding grants for the adoption of such standards and the remediation of quantum-related vulnerabilities.</text></subparagraph> 
<subparagraph id="H9409A991129E442FA50FFDA1D66558A6" commented="no"><enum>(B)</enum><header>Use of funds</header><text>Grants awarded to entities under this paragraph may be used to cover reasonable costs, up to a specified amount established by the Director of the National Institute of Standards and Technology, for activities to adopt standards relating to post-quantum cryptography and remediate quantum-related vulnerabilities.</text></subparagraph> <subparagraph id="H6D3566DE060E46128B84FDEA801D0856"><enum>(C)</enum><header>Guidance</header><text>The Director of the National Institute of Standards and Technology may develop, and periodically update, guidance, including relating to eligibility, application disclosure requirements, grant amount and duration, and any additional requirements regarding the award of grants under this paragraph.</text></subparagraph> 
<subparagraph id="H33FD85AB50F44B3E805613A8CF6044BD" commented="no"><enum>(D)</enum><header>Consultation</header><text display-inline="yes-display-inline">If the grant program described in this paragraph is established, the Director of the National Institute of Standards and Technology shall consult with the Director of the Cybersecurity and Infrastructure Security Agency of the Department of Homeland Security, the heads of other Sector Risk Management Agencies, and appropriate representatives of private sector entities, including nonprofit organizations, to share information regarding such grant program and guidance developed and updated under subparagraph (C).</text></subparagraph></paragraph></subsection> <after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="H41053C24BE9F4B0CB8FEEBDE8EB269E5" commented="no"><enum>12.</enum><header>National Institute of Standards and Technology quantum acceleration centers</header><text display-inline="no-display-inline">Title II of the National Quantum Initiative Act is amended by adding at the end the following new sections:</text>

<paragraph id="H3E19B6A8B5D84E6E8EE05FCE939DAA4C" commented="no"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to the availability of appropriations, the Director of the National Institute of Standards and Technology, in consultation with the heads of other Federal departments and agencies, as appropriate, shall carry out a program to establish at least one, but not more than three, centers to accelerate research, development, deployment, and standardization of quantum information science, engineering, and technology.</text></paragraph> <paragraph id="H7D01CA2FC5BA413ABE6A46A6C18616F0" commented="no"><enum>(2)</enum><header>Program details</header> <subparagraph id="H381828B208EF4FC2B8A17D49910A6976" commented="no"><enum>(A)</enum><header>Competitive, merit-reviewed process</header><text>The centers described in paragraph (1) shall be established through a competitive, merit-reviewed process.</text></subparagraph> 
<subparagraph id="HA8236457497E462D82F32DA594D4AAB1" commented="no"><enum>(B)</enum><header>Applications</header><text>An eligible applicant described in subparagraph (C) shall submit to the Director of the National Institute of Standards and Technology an application at such time, in such manner, and containing such information as the Director determines to be appropriate.</text></subparagraph> <subparagraph id="H9D3B355486D44CC69C5A3E1908131496" commented="no"><enum>(C)</enum><header>Eligible applicants</header><text>Eligible applicants described in this subparagraph are the following:</text>

<subparagraph id="H744193E1F6B34CF284737A95432B2AC6" commented="no"><enum>(D)</enum><text>Quantum engineering.</text></subparagraph></paragraph></subsection> <subsection id="H2D12FF947C7F4A7DB54952A5E5DED01C" commented="no"><enum>(b)</enum><header>Requirements</header><text>To the maximum extent practicable, centers established under this section shall serve the mission of the National Institute of Standards and Technology, for the benefit of the broader United States quantum information science community, to develop processes for the following purposes:</text> 
<paragraph id="H64AC068D60FF4E46944AD07B620342DA" commented="no"><enum>(1)</enum><text>Advancing research and standardization in quantum information science, engineering, and technology.</text></paragraph> <paragraph id="HDB5667D2EF8549A8BE4C65D3BB7AC33D" commented="no"><enum>(2)</enum><text>Advancing technology development.</text></paragraph> 
<paragraph id="HF5E852050D7D499D9C6CB07B625DDA31" commented="no"><enum>(3)</enum><text>Improving the competitiveness of the United States.</text></paragraph></subsection> <subsection id="HE8CB1EDBEDC04C359D00C3DC0AB6EB86" commented="no"><enum>(c)</enum><header>Coordination</header><text>The Director of the National Institute of Standards and Technology shall ensure coordination, and avoid unnecessary duplication of, the activities carried out under this section with existing activities of the Institute, other activities carried out under this Act, and other related programs, as appropriate.</text></subsection>

<paragraph id="HC73EA62CF1D14648B568E76F572AC959" commented="no"><enum>(2)</enum><header>Quantum traineeships</header><text>The Director of the National Science Foundation may establish or use existing programs to make awards to institutions of higher education or nonprofit organizations (or consortia thereof) to provide traineeships to graduate students at institutions of higher education within the United States who are citizens of the United States and who choose or plan to pursue masters or doctoral degrees in quantum information science, engineering, and technology, or related fields, and by providing students with opportunities for research experiences in government or industry related to such students’ quantum studies.</text></paragraph> <paragraph id="HBCF1A4C4F6794A9A98379921431BB896"><enum>(3)</enum><header>Quantum fellowships and scholarships</header> <subparagraph id="H320EF6448A7E42DB8500DD68D3716E26" display-inline="no-display-inline" commented="no"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of the National Science Foundation may establish or use existing programs to support fellowships and scholarships for students at institutions of higher education for the purpose of increasing quantum information science, engineering, and technology exposure for undergraduate and graduate STEM students and increasing post-graduation employment opportunities for STEM students.</text></subparagraph> 
<subparagraph id="H43F5606BD702410BAF53F97B7627689A" commented="no"><enum>(B)</enum><header>Requirements</header><text>Eligible participants in the fellowship and scholarship program shall—</text> <clause id="HF5298DD7DCDF41B09E6935975941BA81" commented="no"><enum>(i)</enum><text>be enrolled in or have graduated from a STEM degree program at a domestic institution of higher education; and</text></clause> 
<clause id="HF763A93CD3724173BFA78F8C9E2EC247" commented="no"><enum>(ii)</enum><text>have taken at least one quantum-science or quantum-relevant course as part of their degree programs.</text></clause></subparagraph> <subparagraph id="HF0CFD01C56AF4A04971832AB72979789" commented="no"><enum>(C)</enum><header>Considerations</header><text display-inline="yes-display-inline">Eligible fellowships and scholarships may include temporary quantum-related positions at Federal or State agencies, National Laboratories, private sector entities, institutions of higher education, the quantum centers and institute established in sections 202, 302, 402, and 502, or other quantum-relevant entities, as determined appropriate by the Director.</text></subparagraph> 
<subparagraph id="H792E094D1D204285A76E513301838A2A" commented="no"><enum>(D)</enum><header>Competitive awards</header><text display-inline="yes-display-inline">Fellowships and scholarships shall be competitively awarded through a merit-review process. The Director of the National Science Foundation may prioritize fellowships that include an industry partner that provides financial assistance to the applicant for direct or indirect costs.</text></subparagraph></paragraph> <paragraph id="HE449F2BC11CD45C2B6C9EAF8E83490EB" commented="no"><enum>(4)</enum><header>Quantum research experiences for undergraduates</header><text>The Director of the National Science Foundation shall seek to increase opportunities for quantum research for undergraduate students by encouraging proposals in quantum information science, engineering, and technology, through the research experiences for undergraduates pursuant to section 514 of the America COMPETES Reauthorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862p-6">42 U.S.C. 1862p-6</external-xref>).</text></paragraph> 
<paragraph id="H6C163E88985441329E0E87E6AA3F90B6"><enum>(5)</enum><header>Co-operative education programs</header><text>The Director of the National Science Foundation may establish or use existing programs to support cooperative education programs between institutions of higher education and employers that increase opportunities for undergraduate students to acquire experiential learning and professional experiences in quantum information sciences, engineering, and technology.</text></paragraph> <paragraph id="H0E877AD442EB4A649144CE02465489D3" commented="no"><enum>(6)</enum><header>Partnerships</header><text display-inline="yes-display-inline">In carrying out the activities under this subsection, the Director of the National Science Foundation shall encourage awardees to partner with relevant Federal agencies, Federal laboratories, industry and other private sector organizations, and nonprofit organizations to facilitate the expansion of workforce pathways and hands-on learning experiences.</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph>

<subsection id="HC380C0BB7963417480D4514FE3343298" commented="no"><enum>(e)</enum><header>Quantum research experiences for teachers</header><text>The Director of the National Science Foundation shall seek to increase opportunities to engage educators, principals, or other school leaders of K-12 students in professional learning opportunities to enhance quantum information science, engineering, and technology knowledge, including by carrying out the following:</text> <paragraph id="H228C99B1E48E4A33ABC0A0783B6C4C0F" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">Providing hands-on training and research opportunities at Federal Laboratories, institutions of higher education, or in industry for such educators, principals, or other school leaders.</text></paragraph> 
<paragraph id="H26AA844176CF473DB41B7AC71D418877" commented="no"><enum>(2)</enum><text>Developing best practices.</text></paragraph></subsection> <subsection id="H7996D6C570C64B68B49029CE4CAB1579"><enum>(f)</enum><header>Expanding capacity in quantum information science, engineering, and technology (QISET)</header> <paragraph id="H2EE9B54B67C4452788821A7BB7BA0DE4" commented="no"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of the National Science Foundation, in consultation with the heads of Federal agencies the Director considers appropriate, shall make awards on a competitive, merit-reviewed basis to eligible institutions of higher education or eligible nonprofit organizations (or consortia thereof) to increase research capacity, education and infrastructure capacity, and broaden participation in quantum information science, engineering, and technology and related disciplines, including by carrying out the following:</text> 
<subparagraph id="HC129CB28B8CD486FA3B599C9915871CB" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">Supporting curriculum development in quantum information science, engineering, and technology as described in subsection (d).</text></subparagraph> <subparagraph id="H61F770F0438B49D980254A43A25CB958" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">Building upon the activities carried out under the Next Generation Quantum Leaders Pilot Program authorized under section 10661(f) of the Research and Development, Competition, and Innovation Act (<external-xref legal-doc="public-law" parsable-cite="pl/117/167">Public Law 117–167</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/42/19261">42 U.S.C. 19261(f)</external-xref>).</text></subparagraph> 
<subparagraph id="HF8703BE5F4C8470EA726353AB1224450" commented="no"><enum>(C)</enum><text>Leveraging the readiness for the involvement of local research and education communities to secure talent pathways in quantum information science, engineering, and technology to satisfy the workforce needs of industry, government, and academia.</text></subparagraph></paragraph> <paragraph id="HCE6AAA691AA44061AA884ADB524214A4" commented="no"><enum>(2)</enum><header>Collaborations</header><text display-inline="yes-display-inline">The Director of the National Science Foundation shall—</text> 
<subparagraph id="H675EC165321F49C2B579903821C99B30" commented="no"><enum>(A)</enum><text>require eligible institutions of higher educations or eligible nonprofit organizations to describe how such an institute or organization, as the case may be, plans to partner with one or more relevant private sector entities; and</text></subparagraph> <subparagraph id="HD148BA411D574612AB3C1CF6BC3A34C1" commented="no"><enum>(B)</enum><text>may require such an institute or organization, as the case may be, to provide a letter of support from any such entities.</text></subparagraph></paragraph> 
<paragraph id="H307BBF4AB6184F54B4FCEF7F458A0903" commented="no"><enum>(3)</enum><header>Requirements</header><text display-inline="yes-display-inline">To receive an award under this subsection, an eligible institution of higher education or eligible nonprofit organization, as the case may be, shall submit to the Director of the National Science Foundation an application that includes the following:</text> <subparagraph id="HF37CBE2A39494F3C9D88925BB46FDB54" commented="no"><enum>(A)</enum><text>A plan to sustain proposed activities beyond the duration of the award.</text></subparagraph> 
<subparagraph id="H2407B908A83C4A4AA81C32B09DCC24DC" commented="no"><enum>(B)</enum><text>Proposed quantum information science, engineering, and technology disciplines or focus areas such eligible institution or organization, as the case may be, is prepared to engage in to significantly build up its quantum information science, engineering, and technology research and education capacity.</text></subparagraph> <subparagraph id="H86C3792CB6C34738B3ACEEE4B0CC860C" commented="no"><enum>(C)</enum><text>A plan for education and workforce development, which may include K-12 and post-secondary education programs and activities, workforce training and career and technical education programs and activities, undergraduate, graduate, and postdoctoral education, and informal education programs and activities.</text></subparagraph></paragraph> 
<paragraph id="H73DC1BA752CD4A9DA9F58F40989D9D2A"><enum>(4)</enum><header>Activities</header><text>Awards under this subsection to support research and related activities may include the activities relating to the following:</text> <subparagraph id="HAD6F774D992846368BBF4621EB0A6831"><enum>(A)</enum><text>Development or expansion of research programs in disciplines and focus areas specified in paragraph (4)(B).</text></subparagraph> 
<subparagraph id="HE931A9CBDC9B4D1588CBBFDF766E6BA6"><enum>(B)</enum><text>Faculty recruitment and professional development in such disciplines and focus areas.</text></subparagraph> <subparagraph id="HF89D4E915CE54A309DA61467608E5BC7"><enum>(C)</enum><text>To build research capacity and infrastructure at an eligible institution in such disciplines and focus areas.</text></subparagraph> 
<subparagraph id="HBE4A2DE661964AEBB6C666D2E01A007A" commented="no"><enum>(D)</enum><text>An assessment of capacity-building and research infrastructure needs identified in such paragraph.</text></subparagraph> <subparagraph id="HA581AFD2E517489B8412E1EE3F6A8868" commented="no"><enum>(E)</enum><text>Bridge programs focused on preparing post-baccalaureate students for graduate programs in quantum information science, engineering, and technology.</text></subparagraph> 
<subparagraph id="H35ACAC95DA034807B3092A1D0CE8244C"><enum>(F)</enum><text>Administrative research development support.</text></subparagraph> <subparagraph id="H14E94D8BCC704A5497ED11D18D2D1A2B"><enum>(G)</enum><text>Other activities necessary to build research capacity in quantum information science, engineering, and technology.</text></subparagraph></paragraph> 
<paragraph id="H01F42619D3384FDF97E73B00BA42B09E"><enum>(5)</enum><header>Additional considerations</header><text>In making awards under this subsection, the Director of the National Science Foundation may also consider the following:</text> <subparagraph id="HEB63C52EFD604A199AA3670B56AED3D1" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">The extent to which the eligible institution of higher education or eligible nonprofit organization, as the case may be, will support students from diverse backgrounds, including first-generation undergraduate students.</text></subparagraph> 
<subparagraph id="H64B5C8AEF26A4F469AF648908971674F" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">The geographic and institutional diversity of eligible institutions of higher education and eligible nonprofit organizations.</text></subparagraph> <subparagraph id="H63E7265B90344A12A38A776F5ED62EE0" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">How the eligible institution of higher education or eligible nonprofit organization, as the case may be, can leverage public-private partnerships and existing research partnerships with Federal agencies.</text> </subparagraph></paragraph> 
<paragraph id="H26BCAB7290C64189BE611D44902BD0CF"><enum>(6)</enum><header>Duplication</header><text>The Director of the National Science Foundation shall ensure awards made under this subsection are complementary to and not duplicative of existing programs.</text></paragraph> <paragraph id="HBB0244578CA844479336002B509AE655" commented="no"><enum>(7)</enum><header>Eligible institution of higher education defined</header><text>In this subsection, the term <term>eligible institution of higher education</term> means an institution of higher education, that, according to the data published by the National Center for Science and Engineering Statistics, is not, on average, among the top 100 institutions in Federal research and development expenditures during the 3- year period prior to the year of the award.</text></paragraph> </subsection> 
<subsection id="HC8F89941413A413599FC48DC090D30CE"><enum>(g)</enum><header>Faculty mid-career development awards</header><text>The Director of the National Science Foundation may provide awards to support mid-career scientists and faculty to upgrade, develop, or acquire essential research instruments to start new research activities, or expand existing activities, focused on quantum information science, engineering and technology.</text></subsection> <subsection id="H0ECB14D276BD4D02804BA492DEA790A2" commented="no"><enum>(h)</enum><header>International research on quantum information science, engineering, and technology</header> <paragraph id="HA8187A2CB1A246948ADB33A324E74A3B" commented="no"><enum>(1)</enum><header>In general</header><text>The Director of the National Science Foundation, in coordination with the Secretary of State and the Secretary of Commerce, shall support international quantum information science, engineering, and technology research collaboration, as appropriate, to enhance international cooperation and satisfy United States commitments, including pursuant to bilateral or multilateral quantum information science, engineering, and technology research agreements.</text></paragraph> 
<paragraph id="H5579AB431C06401C950E03067AA89CA9" commented="no"><enum>(2)</enum><header>Alignment</header><text display-inline="yes-display-inline">In carrying out this subsection, the Director of the National Science Foundation shall ensure alignment with the strategy for national quantum information science in accordance with Executive Order 14073 (87 Fed. Reg. 27909; relating to enhancing the National Quantum Advisory Committee) or successor strategies.</text></paragraph> <paragraph id="HF000055AA0C54E87BB2C83319F6E6D82" commented="no"><enum>(3)</enum><header>Priority</header><text>The Director shall prioritize research programs with countries that have signed a Quantum Cooperation Statement with the United States.</text></paragraph> 
<paragraph id="H3C0126F4347746A28CCCBFC5F8493CDA" commented="no"><enum>(4)</enum><header>Restriction</header><text display-inline="yes-display-inline">None of the funds made available under this section may be obligated or expended to an institution of higher education that maintains a contract or agreement between such institution and a Confucius Institute or any successor of a Confucius Institute.</text></paragraph></subsection> <subsection id="HA129A5089FCB4FB3A6BB2E3AB52506DF"><enum>(i)</enum><header>Upgrading and improving access to quantum research resources</header> <paragraph id="HBE9970490F894C6A87CA66D7A5103603"><enum>(1)</enum><header>In general</header><text>In carrying out the activities described in this section, the Director of the National Science Foundation, in consultation with the heads of other Federal departments and agencies, as appropriate, shall make awards to institutions of higher education or eligible nonprofit organizations (or consortia thereof) to upgrade research facilities and improve access to research resources, such as equipment and instrumentation, that is needed for research and development in quantum information science, engineering, and technology.</text></paragraph> 
<paragraph id="H8456DCAE1671492EBBF6987EC6F6F545"><enum>(2)</enum><header>Purpose</header><text>Grants under paragraph (1) shall be used to facilitate quantum information science, engineering, and technology research and development, including by carrying out the following:</text> <subparagraph id="H02E5C3AD49CF41E7841B03DCFDAE8354"><enum>(A)</enum><text>Upgrading or adding research resources to accelerate the development of quantum technologies, including capabilities focused on addressing the roadblocks to implementation, and satisfy the materials, advanced materials development, high performance computing, heterogeneous computing, networking, software, data, clean room, and device needs of the scientific community and the quantum supply chain.</text></subparagraph> 
<subparagraph id="H9F0FB767A43241CFB5F2A6CC2C833AF3"><enum>(B)</enum><text>Enhancing access to equipment and instrumentation, including at partnering institutions, by facilitating information sharing, coordination, scheduling, education, and training, including activities that provide meaningful hands-on learning experiences for students, including at community and technical colleges.</text></subparagraph> <subparagraph id="H1E83F6F264414FCABAA74DCBA2CABC77"><enum>(C)</enum><text>Enabling professional staff to support the operation and improvement of research resources used for quantum information science, engineering, and technology.</text></subparagraph></paragraph> 
<paragraph id="H6763F085205B466A850AA6E04BD6B64C" commented="no"><enum>(3)</enum><header>Requirements</header><text>An institution of higher education or an eligible nonprofit organization (or a consortium thereof) and industry partners seeking funding under this subsection shall submit to the Director of the National Science Foundation an application at such time, in such manner, and containing such information as the Director may require.</text></paragraph></subsection> <after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="H6CDC616108BA4796975B147208C1A024"><enum>14.</enum><header>Multidisciplinary centers for quantum research and education</header><text display-inline="no-display-inline">Section 302 of the National Quantum Initiative Act (<external-xref legal-doc="usc" parsable-cite="usc/15/8842">15 U.S.C. 8842</external-xref>) is amended—</text>

<section id="H0F91330A3B0843958A2089A71384F515"><enum>303.</enum><header>Quantum Reskilling, Education, and Workforce (QREW) Coordination Hub</header> 
<subsection id="HC2FA87CD84654ADFB31923A595785162"><enum>(a)</enum><header>In general</header><text>The Director of the National Science Foundation, in consultation with the Director of the National Institute of Standards and Technology, the Secretary of Energy, and the heads of other relevant Federal departments and agencies, as appropriate, shall make an award to a consortium led by an institution of higher education or an eligible nonprofit organization to establish a Quantum Reskilling, Education, and Workforce Coordination Hub (in this section referred to as the <quote>Hub</quote>).</text></subsection> <subsection id="H965C180BDA7F41EBAE8DC6C120A37040" commented="no"><enum>(b)</enum><header>Consortium</header><text>The Hub established pursuant to subsection (a) shall include not fewer than four institutions of higher education, including not fewer than two community colleges, and may include career and technical schools, nonprofit organizations, and private sector entities.</text></subsection> 
<subsection id="H06567A6361824DA6A0C7D6771E982054"><enum>(c)</enum><header>Purpose</header><text>The purpose of this Hub shall be the following:</text> <paragraph id="H3E5C6763EE7F4AA1A6BB09D39FF451EB"><enum>(1)</enum><text>To identify and address cross-cutting workforce development challenges in quantum information science, engineering, and technology, and the quantum industry, by serving as a national and regional clearinghouse.</text></paragraph> 
<paragraph id="H8119B6055FD7499D9F86F7C5E0FBF80D"><enum>(2)</enum><text>To facilitate the establishment of programs to disseminate to institutions of higher education and career and technical education entities model curricula, best practices, and instructional materials.</text></paragraph></subsection> <subsection id="H3F7033671CED4FD696E384895DBD50AF"><enum>(d)</enum><header>Activities</header><text>The activities of the Hub may include the following:</text> 
<paragraph id="H3E0B07D41F5C4B48AC714A11F88DCEBA"><enum>(1)</enum><text>Testing, implementing, scaling, disseminating, and standardizing materials, methods, best practices, and other outputs developed through activities under this Act.</text></paragraph> <paragraph id="H805F9D2B2C5E44469E6993A229296CA1"><enum>(2)</enum><text>Increasing the integration of quantum information science, engineering, and technology content into STEM curricula at all education levels, including career and technical education programs.</text></paragraph> 
<paragraph id="H681CD93F23A546CF8AF0AFC6100835B4"><enum>(3)</enum><text>Providing opportunities for STEM degree students to provide feedback on quantum information science, engineering, and technology curricula.</text></paragraph> <paragraph id="H7D478DDB1B2F4958AAF548D4087F5F80" commented="no"><enum>(4)</enum><text>Facilitating post-education employment opportunities and workforce pathways for STEM degree recipients in quantum-related industries, including by facilitating opportunities for internships, externships, fellowships, and other such activities as determined by the Director, including through the establishment of a publicly accessible online portal.</text></paragraph> 
<paragraph id="HDAD56BDE40CF4DB38F900AFD49726859"><enum>(5)</enum><text display-inline="yes-display-inline">Coordinating with quantum industry and nonprofit entities and small and medium-sized businesses and startups to inform and enhance the quality and availability of quantum education in STEM degree programs, including through the promotion of post-graduation opportunities for STEM students outside the classroom to increase exposure to quantum industries.</text></paragraph> <paragraph id="HD63C8D16CB9A4F49BE5FD0C074F9F2C9" commented="no"><enum>(6)</enum><text display-inline="yes-display-inline">Supporting activities and programs to enhance the recruitment of students in STEM, including women and individuals from underrepresented groups (in accordance with section 526(a)(7) of the America COMPETES Reauthorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862p-14">42 U.S.C. 1862p-14(a)(7)</external-xref>)), to pursue undergraduate and graduate studies in quantum information science, engineering, or technology.</text></paragraph> 
<paragraph id="H2C6E1EDD6C1041C39AE292CC636B62DF"><enum>(7)</enum><text>Developing, testing, implementing, and coordinating career development programs and strategies for pre-university and university educators for the purpose of increasing the number of quantum-informed educators at all levels of education, including by carrying out the following:</text> <subparagraph id="H1FAD7DE989F84280B5ED47D319F957DB"><enum>(A)</enum><text>Hosting career development workshops.</text></subparagraph> 
<subparagraph id="H647FAD1ADBE044C895BAF52CD79457F6"><enum>(B)</enum><text>Developing in-house and distance learning career development tools for public use.</text></subparagraph> <subparagraph id="H5D57697215C14DB5B9279A905368948D"><enum>(C)</enum><text>Facilitating access to related quantum technology, tools, and resources.</text></subparagraph> 
<subparagraph id="H35B0997C34C94C96A06676CDAD642A71"><enum>(D)</enum><text>Developing training, research, and professional development programs, including innovative pre-service and in-service programs.</text></subparagraph> <subparagraph id="H7205D0BEA9A54F3A9A11411AF025D2CC"><enum>(E)</enum><text>Facilitating relationships with State and local entities to increase awareness of and promote quantum-related career development activities at the Hub.</text></subparagraph></paragraph> 
<paragraph id="HA90661ECBDBE41C8A72A6A33F2DA1AB0" commented="no"><enum>(8)</enum><text>Establishing a framework for performing ongoing regular data collection and analysis for the quantum workforce to report on trends, and perform other activities that expand the understanding of the current and future needs of the quantum industry, and education capacity or readiness of the quantum workforce. Such activities shall complement or align with, as relevant, authorized quantum and STEM workforce studies under section 10661(d) of the Research and Development, Competition, and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/19261">42 U.S.C. 19261(d)</external-xref>).</text></paragraph> <paragraph id="HB554398270754561818F69EE4245F314"><enum>(9)</enum><text>Facilitating public education and outreach activities to enhance the understanding and awareness of quantum information science, engineering, and technology to a boarder community to satisfy broader impact requirements of award applications.</text></paragraph> 
<paragraph id="H48DED4888F44400A8326EC9DDADB3267"><enum>(10)</enum><text>Encouraging coordination on quantum education in the broader STEM community.</text></paragraph></subsection> <subsection id="H80E6093B54FB4A74B55E3D76EAA7AE03" commented="no"><enum>(e)</enum><header>QREW Quantum Fellowship Program</header><text>Subject to the restriction specified in subsection (h)(4) of section 301, the Hub may support education or policy fellowships for students at entities participating in the consortium under subsection (a) or at other research centers established pursuant to this Act at the National Science Foundation, the National Institute of Standards and Technology, the Department of Energy, or the National Aeronautics and Space Administration, for the purpose of supporting the activities described in subsection (d).</text></subsection> 
<subsection id="HC2F50575F4DC4AA683A398F6214443E2" commented="no"><enum>(f)</enum><header>Industry coordination</header><text display-inline="yes-display-inline">The Hub shall collaborate with the Quantum Consortium established in section 201(b) or other industry consortia to identify, publish, facilitate, or enable quantum-related education and workforce development opportunities described in subsections (c) and (d).</text></subsection> <subsection id="H3A8AFD0888D04BD6869FDE676596A9AB"><enum>(g)</enum><header>Application</header><text>A consortium seeking funding under this section shall submit to the Director of the National Science Foundation an application at such time, in such manner, and containing such information as the Director may require. Each application shall include a description of how the consortium shall carry out the following:</text> 
<paragraph id="H5957ADF7A4BB4461B1701A878C618EA0"><enum>(1)</enum><text>Contribute to the success of the Hub and fulfill the purposes of the Hub.</text></paragraph> <paragraph id="H29AFFBAB4B4A4503A019C6F2D16CDAE6" commented="no"><enum>(2)</enum><text>Include industry participation in fulfilling the purposes of the Hub.</text></paragraph> 
<paragraph id="H06114844955C49819BCF27C6008813D4"><enum>(3)</enum><text display-inline="yes-display-inline">Collaborate with other members of the consortium to share expertise in integrating quantum information science, engineering, and technology into existing STEM programs and other relevant fields and disciplines.</text></paragraph> <paragraph id="H63DA7596520C43F5B126A5DEB8EBD08F"><enum>(4)</enum><text>Support long-term and short-term workforce development in the quantum field.</text></paragraph> 
<paragraph id="H1B40F463DF144991BECAC529CD4F4157" commented="no"><enum>(5)</enum><text display-inline="yes-display-inline">Develop and implement outreach activities to increase the participation of students in STEM, including women and individuals from underrepresented groups (in accordance with section 526(a)(7) of the America COMPETES Reauthorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862p-14">42 U.S.C. 1862p-14(a)(7)</external-xref>)).</text></paragraph></subsection> <subsection id="H6651A1C9E8084EA08665822B18E07F1F"><enum>(h)</enum><header>Selection and duration</header> <paragraph id="HB95F525C88F2475F9C23C517831ED6E2"><enum>(1)</enum><header>In general</header><text>The Hub established under this section is authorized to carry out activities for a period of 5 years.</text></paragraph> 
<paragraph id="H7F99C9A57A9B4FC88472CB7136190AF4"><enum>(2)</enum><header>Reapplication</header><text>An awardee may reapply for an additional, subsequent period of 5 years following a successful, merit-based review.</text></paragraph> <paragraph id="H9EEE65D078354E7AB350D4EB1295C65F"><enum>(3)</enum><header>Termination</header><text>Consistent with the authorities of the National Science Foundation, the Director of the National Science Foundation may terminate the Hub if it is underperforming during the performance period.</text></paragraph></subsection> 
<subsection id="H31706C3BD41A435F8D42463DA632172E"><enum>(i)</enum><header>Coordination</header><text>The Hub shall coordinate with other research centers established under this Act at the National Science Foundation, the National Institute of Standards and Technology, the Department of Energy, the National Aeronautics and Space Administration, and other relevant Federal agencies, as appropriate, on activities and resources.</text></subsection> </section> <section id="HE82E27A005E7400591869D738EEC66E8"><enum>304.</enum><header>Quantum testbeds</header> <subsection id="H584B35A95D594D91A39D193B380A2399" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of the <short-title>National Quantum Initiative Reauthorization Act</short-title>, the Director of the National Science Foundation, in coordination with the Director of the National Institute of Standards and Technology, the Secretary of Energy, and the heads of other Federal agencies, as determined appropriate by the Director of the National Science Foundation, shall make awards on a competitive, merit-reviewed basis to institutions of higher education, nonprofit organizations, federally funded research and development centers, or consortia thereof, to establish not more than five testbeds for quantum applications research and development.</text></subsection> 
<subsection id="H3EE6D3D7EB144924A8AA7FFE3B1F1849" commented="no"><enum>(b)</enum><header>Purposes</header><text>The quantum testbeds established under subsection (a) shall focus on advancing research and development for near-term and medium-term quantum application use cases by providing accessible research resources to academia and industry for developing and testing such use cases, including through proof-of-concept testing, demonstrations, pilot projects, and prototyping.</text></subsection> <subsection id="H46FD90A55B174145A4EE7EEC0B47F866"><enum>(c)</enum><header>Application proposals</header><text>An applicant for an award under this section shall submit to the Director a proposal at such time, in such manner, and containing such information as the Director may reasonably require. The proposal shall, at a minimum, describe the following:</text> 
<paragraph id="H75D0E75CAF97424DBFBDB2879B3149D5" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">How the applicant will assemble a workforce, including women and individuals from underrepresented groups (in accordance with section 526(a)(7) of the America COMPETES Reauthorization Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862p-14">42 U.S.C. 1862p-14(a)(7)</external-xref>)), with the skills needed to operate a quantum testbed.</text></paragraph> <paragraph id="HE5A5EFDA59924019BCD7F77B4234E20C"><enum>(2)</enum><text>How the applicant will ensure broad access to a quantum testbed, including for start-ups and small businesses.</text></paragraph> 
<paragraph id="H56B187573F97431A953646B0D38278E1"><enum>(3)</enum><text>How a quantum testbed will operate after Federal funding has ended.</text></paragraph></subsection> <subsection id="HF70EECDF1A7640F1BABD08403FB8787F"><enum>(d)</enum><header>Prioritization</header><text>The Director of the National Science Foundation shall prioritize the following:</text> 
<paragraph id="H3135FB16BCC84C3BAE5BFBCC3C24F14D"><enum>(1)</enum><text>Applicants that ensure not less than 25 percent of the cost for a testbed awarded under this section is provided by private or non-Federal entities, including in-kind contributions.</text></paragraph> <paragraph id="H0DC8C4856B704153BC920405A683308B"><enum>(2)</enum><text>Awards for consortia that include quantum industry participation.</text></paragraph></subsection> 
<subsection id="HA435922066EB41F9A1A0A1F3362ADAEF"><enum>(e)</enum><header>Roles and responsibilities</header><text>The Director of the National Science Foundation shall be responsible for the following:</text> <paragraph id="HB35D47EC585048DC97DCECFB709C1243" commented="no"><enum>(1)</enum><text>Maintaining a record of notable outcomes from each quantum testbed established under this section.</text></paragraph> 
<paragraph id="H5D4B761988C0409FA3EF91E16F16B1D0"><enum>(2)</enum><text>Partnering with other Federal agencies to enable opportunities for quantum testbed outcomes to be appropriately taken up by such agencies in alignment with the missions of such agencies.</text></paragraph> <paragraph id="H78C150DAF8854963B299617A322294D5" commented="no"><enum>(3)</enum><text>Not later than one year after the date of the enactment of this section and every two years thereafter until December 31, 2032, briefing the appropriate committees of Congress on the status of such quantum testbeds and providing recommendations for improving such quantum testbeds.</text></paragraph></subsection> 
<subsection id="HE7082A743B4F417580694DDFE43F29EF" commented="no"><enum>(f)</enum><header>Coordination</header><text display-inline="yes-display-inline">In establishing quantum testbeds under this section, the Director of the National Science Foundation shall ensure coordination with other testbeds and other quantum facilities hosting Federal quantum technology and infrastructure supported by the National Science Foundation, including testbeds authorized pursuant to section 10390 of the Research and Development, Competition, and Innovation Act (<external-xref legal-doc="public-law" parsable-cite="pl/117/167">Public Law 117–167</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/42/19110">42 U.S.C. 19110</external-xref>), or by other Federal agencies as determined appropriate by the Director, to avoid duplication and maximize use of Federal resources.</text></subsection> <subsection id="H0E0ABD860BFD41FC8C60BB03A1626F68" commented="no"><enum>(g)</enum><header>Stakeholder collaboration</header><text display-inline="yes-display-inline">In carrying out this section, the Director of the National Science Foundation shall collaborate with the Quantum Consortium established pursuant to section 201(b) to accomplish the purposes of the quantum testbeds program described in subsection (b) and ensure there is strong collaboration with industry stakeholders. The Director may also engage with National Laboratories, federally funded research and development centers, industry, and other members of the United States quantum ecosystem.</text></subsection>

Such strategic plan shall include the following:</text> 
<paragraph id="HE7946266A6B641AA8D6064D5AC967FCC" commented="no"><enum>(1)</enum><text>A plan to leverage capabilities and infrastructure from the exascale computing program, as the Secretary determines necessary.</text></paragraph> <paragraph id="HB2C106DC9B524B2D805964A356EEC703" commented="no"><enum>(2)</enum><text>A plan to minimize disruptions to the advanced scientific computing workforce.</text></paragraph> 
<paragraph id="H27EF656F53AF4CC99D860E59555A05DB" commented="no"><enum>(3)</enum><text>A consideration of a diversity of quantum computing modalities.</text></paragraph> <paragraph id="HED563FF07BBA4712B6C721EA69F07DD0" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline">A plan to integrate cloud access of commercially available quantum hardware and software to complement on-premises high performance computing systems and resources consistent with the QUEST program under section 404.</text></paragraph> 
<paragraph id="H2294ED8F6E384633A1F202E27AE797BF" commented="no"><enum>(5)</enum><text display-inline="yes-display-inline">A description of how the Secretary will implement the plan developed under this section.</text></paragraph></subsection> <subsection id="HE58E6E2736D8476FAF368F9819659D18"><enum>(d)</enum><header>Industry outreach</header><text>In carrying out the program under subsection (a) the Secretary of Energy shall engage with the quantum technology industry and promote commercialization of applications of quantum technology relevant to the Department of Energy’s activities by carrying out the following:</text>

<subparagraph id="H6AAE8D40B645423198F820B8B171B423"><enum>(B)</enum><text>The quantum industry on potential energy applications.</text></subparagraph></paragraph> <paragraph id="HD80FD85C013E47CBA95D6199774F142B" commented="no"><enum>(2)</enum><text>Accelerating the advancements of United States quantum computing, communications, networking, sensing, and security capabilities to protect and optimize the energy sector.</text></paragraph> 
<paragraph id="HD5DAC7E2E04B4E4895843FDA8EB83F3C"><enum>(3)</enum><text>Advancing relevant domestic supply chains, manufacturing capabilities, and associated simulations or modeling capabilities.</text></paragraph> <paragraph id="H4EFFB6C6B334416188AE65D6F7E83274" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline">Facilitating commercialization of quantum technologies from National Laboratories and engaging with the Quantum Consortium established pursuant to section 201(b) and other organizations, as applicable, to transition component technologies to help facilitate, as appropriate, the development of a quantum supply chain.</text></paragraph>

<paragraph commented="no" display-inline="no-display-inline" id="H7DC1275D684449B38743674FEA01E441"><enum>(2)</enum><text>Grid security and safety, including through post-quantum cryptography.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H647C4480C7604952BD7A1E4D6C9F931A"><enum>(3)</enum><text>Integrated grid planning.</text></paragraph>

<paragraph commented="no" display-inline="no-display-inline" id="H58A4746E80FF4C13875FE01698604C37"><enum>(8)</enum><text>Any other area in which, in the determination of the Secretary, quantum information science, engineering, and technology can enhance the resilience, security, and efficiency of the electric grid in the United States.</text></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="H6897AAD7F6DA4CD29992855D5F31C78E"><enum>(c)</enum><header>Cooperation</header><text display-inline="yes-display-inline">To the extent practicable, the Secretary shall conduct research, development, and demonstration activities under subsection (a) in cooperation, including through partnerships, as the Secretary determines appropriate, with members of relevant industries, National Laboratories, institutions of higher education, nonprofit organizations, and other relevant institutions, including research institutions, as determined by the Secretary.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section>

<section id="HDA72C03768104727A15ED3BC33D00DF2"><enum>23.</enum><header>National Aeronautics and Space Administration quantum activities</header><text display-inline="no-display-inline">The National Quantum Initiative Act is amended by adding at the end the following new title:</text> <quoted-block style="OLC" id="H6BCFD4A8D3C147C991EA1A65C684772A" display-inline="no-display-inline"> <title id="HCA09EF458B7443DE89A6CABE8ADD958C"><enum>V</enum><header>National Aeronautics and Space Administration quantum activities</header> <section id="H05C4D406692443F1AB14117D41C2E947"><enum>501.</enum><header>Quantum information science, engineering, and technology research for space and aeronautics</header> <subsection id="HF343A1AB88644ABDB2F1CB7F78DCC320" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator of the National Aeronautics and Space Administration is authorized to carry out the following:</text> 
<paragraph id="HB8F78CEEE0CD48928EE1FABBF412A866"><enum>(1)</enum><text>Carry out research on quantum information science, engineering, and technology.</text></paragraph> <paragraph id="HD7457B63A2FF4E1BB69241EA54F52DE3"><enum>(2)</enum><text>Designate an individual responsible for coordinating quantum activities across the agency.</text></paragraph></subsection> 
<subsection id="H7AAC9A3860104A7682CA212A4171D250"><enum>(b)</enum><header>Cooperation</header><text display-inline="yes-display-inline">In carrying out subsection (a), the Administrator of the National Aeronautics and Space Administration—</text> <paragraph id="H7490E0F5503B416399E25565AFA0B9EC" commented="no"><enum>(1)</enum><text>shall consider cooperative arrangements with the Department of Energy and other Federal departments and agencies, as practicable, on areas of shared benefit; and</text></paragraph> 
<paragraph id="HE4278B1368904CF6B853E1963261C6C6"><enum>(2)</enum><text>may enter into memoranda of understanding or memoranda of agreement to establish such cooperative arrangements.</text></paragraph></subsection> <subsection id="H9D551962F009485596BAFC2D8275C8BD" commented="no"><enum>(c)</enum><header>Strategy</header><text>Not later than 180 days after the date of the enactment of this title, the Administrator of the National Aeronautics and Space Administration shall submit to the appropriate committees of Congress a strategy for National Aeronautics and Space Administration research on quantum information science, engineering, and technology. The strategy shall—</text> 
<paragraph id="H03A6C2FF2E58498D94766E9022C1CA98"><enum>(1)</enum><text display-inline="yes-display-inline">identify priority areas of quantum science, engineering, and technologies, such as quantum sensing, that have the highest potential to transform and improve NASA’s missions, research, and development activities;</text></paragraph> <paragraph id="HD9794E13C09A42429CF11D6AD928AEC3"><enum>(2)</enum><text display-inline="yes-display-inline">identify opportunities for novel ways to investigate and explore the solar system and the universe; </text></paragraph> 
<paragraph id="HD6FAC5FE8AD84E9EAA4AB9FC8FB53C07"><enum>(3)</enum><text display-inline="yes-display-inline">identify resources required to support implementation of the strategy, including budgets, workforce, and infrastructure; and</text></paragraph> <paragraph id="HCFDD1C3787244A16AD6D0B8CFA7BE40A" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline">describe cooperative efforts with other Federal departments and agencies, and address areas of research and applications, including—</text> 
<subparagraph id="HA987BF976F694B50AE320B7EB6CDBA81" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">quantum sensing;</text></subparagraph> <subparagraph id="HE442177C073F4AE4A08008E89974D6FF" commented="no"><enum>(B)</enum><text>quantum networking;</text></subparagraph> 
<subparagraph id="H597E2AFC64B1431D89B098F6D8104F99" commented="no"><enum>(C)</enum><text>quantum communications, including quantum satellite communications;</text></subparagraph> <subparagraph id="HCB59D873EC924E61BFAB521B1C49656F" commented="no"><enum>(D)</enum><text>quantum computing; and</text></subparagraph> 
<subparagraph id="HAA2A59C449184539A71D452CE6C2430D" commented="no"><enum>(E)</enum><text>science, aeronautics, and exploration-related applications.</text></subparagraph></paragraph></subsection> <subsection id="H10CCED5F45704180AE1A7F20A1D3C67A"><enum>(d)</enum><header>Consultation</header><text>In developing the strategy described in subsection (c), the Administrator may seek input from relevant external stakeholders, including institutions of higher education, industry, and nonprofit research organizations.</text></subsection></section> 
<section id="H0D74F1EAFF4F4769AFCBB37710339245"><enum>502.</enum><header>National Aeronautics and Space Administration quantum institute</header> 
<subsection id="H59C85356079A4A3A947190CFF5E480A6" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to the availability of appropriations, the Administrator of the National Aeronautics and Space Administration, in consultation with the heads of other Federal departments and agencies, as appropriate, may carry out a program to establish an institute focused on space and aeronautics applications of quantum information science, engineering, and technology.</text></subsection> <subsection id="H053BB1657ACC49808FD91F140F3D5BC5"><enum>(b)</enum><header>Institute details</header> <paragraph id="H034CDC29CF2140A8B1CE7C394BA07908" commented="no"><enum>(1)</enum><header>Competitive, merit-reviewed process</header><text>If the institute under this section is established, the institute shall be so established through a competitive, merit-reviewed process.</text></paragraph> 
<paragraph id="H44D92B988273436C9D6C2655CF39E5EE" commented="no"><enum>(2)</enum><header>Applications</header><text>An eligible applicant under this section shall submit to the Administrator of the National Aeronautics and Space Administration an application at such time, in such manner, and containing such information as the Administrator determines to be appropriate.</text></paragraph> <paragraph id="H312716FB93FE4D86A190EB0817661C12" commented="no"><enum>(3)</enum><header>Eligible applicants</header><text display-inline="yes-display-inline">When administering the process described in paragraph (1), the Administrator of the National Aeronautics and Space Administration shall consider applications from institutions of higher education, research centers, multi-institutional collaborations, and any other entity that the Administrator determines appropriate.</text></paragraph> 
<paragraph id="H0FCF4A29B09A46E1A761E7842B65CBC7"><enum>(4)</enum><header>Collaborations</header><text>A collaboration that receives an award under this section may include multiple types of research institutions, private sector entities, and nonprofit organizations.</text></paragraph> <paragraph id="H41CC16814C434AC39F7061E22E96FFB3"><enum>(5)</enum><header>Coordination</header><text display-inline="yes-display-inline">The Administrator of the National Aeronautics and Space Administration shall ensure an awardee under this section coordinates the activities carried out under this section with the National Aeronautics and Space Administration, and avoids unnecessary duplication of existing activities of the Administration, other activities carried out under this Act, and other related programs, as appropriate.</text></paragraph> 
<paragraph id="H1C4E565261584153B0F79DD0588861D0"><enum>(6)</enum><header>Commercial technology</header><text>The institute under this section may leverage commercially-available hardware and software to carry out the activities described in subsection (c).</text></paragraph></subsection> <subsection id="H04A75E691E684FB4AB2992E9B82A679D"><enum>(c)</enum><header>Institute activities</header><text>The institute under this section may carry out activities that—</text> 
<paragraph id="H39DB8629DEA1479D908140615F074420" commented="no"><enum>(1)</enum><text>support research focused on developing space and aeronautics applications for quantum information science, engineering, and technology, including as related to the results of the strategy under section 501(c); and</text></paragraph> <paragraph id="HEDC1B9F701F34CE8A44E234A7C2A51C8"><enum>(2)</enum><text>support quantum information science, engineering, and technology education and public outreach.</text></paragraph></subsection> 
<subsection id="HFC6EC39C80C2436C8598E6455F16C5C1" commented="no"><enum>(d)</enum><header>Institute requirements</header><text>To the maximum extent practicable, the institute under this section shall serve the needs of the National Aeronautics and Space Administration for the benefit of the broader United States quantum information science community, to establish processes for the purpose of advancing space and aeronautics applications in quantum information science, engineering, and technology, and improving the competitiveness of the United States.</text></subsection> <subsection id="H914EC4775BB645A7A6051F7AB3EF9BEA"><enum>(e)</enum><header>Institute selection and duration</header> <paragraph id="H7429936AD2164F57978A7FDED6173483" commented="no"><enum>(1)</enum><header>In general</header><text>Subject to the availability of appropriations, the institute under this section may carry out activities for a period of 5 years.</text></paragraph> 
<paragraph id="HDD23A90C9D6145F39D218C661E40C9C4" commented="no"><enum>(2)</enum><header>Reapplication</header><text>Subject to the availability of appropriations, an awardee may reapply for an additional, subsequent period of 5 years following a successful, merit-based review.</text></paragraph> <paragraph id="HB7549F1532914454A70890ACB600A2F6"><enum>(3)</enum><header>Termination</header><text>Consistent with the authorities of the National Aeronautics and Space Administration, the Administrator of the National Aeronautics and Space Administration may terminate the institute for cause during the performance period.</text></paragraph></subsection></section>
