<section id="HDCC0A3BEF24F4BCF87955565DC6044B1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Prison to Proprietorship for the Formerly Incarcerated Act</short-title></quote>.</text></section> <section id="H3B78C346BFC14DC69B197CED0BB3A199"><enum>2.</enum><header>Re-entry entrepreneurship counseling and training for formerly incarcerated individuals</header><text display-inline="no-display-inline">The Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631 et seq.</external-xref>) is amended—</text>
<paragraph id="H5C1DA14F1C494F50BF224640F59DAF4F"><enum>(1)</enum><text>by redesignating section 49 as section 50; and</text></paragraph> <paragraph id="HCB2E65D01DE0482F9CC5B6723D695C9A"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after section 48 the following new section:</text>

<section id="H5F55224F51684E949F1E4C62D4B25E23"><enum>49.</enum><header>Re-entry entrepreneurship counseling and training for formerly incarcerated individuals</header>
<subsection id="H3F566928DDEC429EBA10FBCCFDBF5B28"><enum>(a)</enum><header>Services required</header><text display-inline="yes-display-inline">The Administrator, in coordination with the Director of the Bureau of Prisons, shall require the Service Corps of Retired Executives authorized by section (8)(b)(1) to provide entrepreneurship counseling and training services to individuals formerly incarcerated in a Federal prison (hereinafter referred to as <quote>covered individuals</quote>) on a nationwide basis.</text></subsection> <subsection id="HA6904FD9F9FD4AF888088CB933C5039A"><enum>(b)</enum><header>Goal</header><text>The goal of the services provided under this section is to provide covered individuals with the following:</text>
<paragraph id="HBB8EC348EBCD407EA130C2BF78B133B2"><enum>(1)</enum><text display-inline="yes-display-inline">Mentoring, workshops, and instructional videos designed specifically for covered individuals on how to start or expand a small business concern.</text></paragraph> <paragraph id="H9CEA9DA0D28D4C9796F4FCE5FF2FD75D"><enum>(2)</enum><text display-inline="yes-display-inline">Tools, skills, and knowledge necessary to identify a business opportunity, including how to—</text>
<subparagraph id="H52AD92ED023F46A6AD9568315CC5D1AF"><enum>(A)</enum><text>draft a skills profile, business plan, and transition plan;</text></subparagraph> <subparagraph id="HE65A5DA5A13D42E98C285FEB4E0BEE5E"><enum>(B)</enum><text>identify sources of capital; and</text></subparagraph>
<subparagraph id="H29638854B5A3425B8401E8E02833147F"><enum>(C)</enum><text>connect with local resources for small business concerns.</text></subparagraph></paragraph></subsection> <subsection id="H8239CBBB7B00453692BD5E8844D9ADF0"><enum>(c)</enum><header>Additional requirements</header><text display-inline="yes-display-inline">The services provided under this section shall include—</text>
<paragraph id="HB4E2CD1A4DE04569958908C59BAD14E1"><enum>(1)</enum><text display-inline="yes-display-inline">regular individualized mentoring sessions, to take place over the course of a year, to support the development of the business plans of covered individuals and the growth of covered individuals as entrepreneurs;</text></paragraph> <paragraph id="H4C9FD44ABC0F4624B3BB4689610325C9"><enum>(2)</enum><text display-inline="yes-display-inline">assistance with identifying local resources for small business concerns for covered individuals;</text></paragraph>
<paragraph id="HCA4CF441DE354BEBA43DAC2433178EC4"><enum>(3)</enum><text display-inline="yes-display-inline">assistance with identifying sources of capital, and when appropriate, assistance with preparing applications for loans or other funding opportunities; and</text></paragraph> <paragraph id="H32DC03B0176C4787BBE32E10602BEEFC"><enum>(4)</enum><text display-inline="yes-display-inline">workshops on topics specifically tailored to meet the needs of covered individuals.</text></paragraph></subsection>
<subsection display-inline="no-display-inline" id="HBA68773B710A4C5A9E028F350EC4E2BD"><enum>(d)</enum><header>Survey</header><text display-inline="yes-display-inline">The Service Corps of Retired Executives shall survey covered individuals who received services under this section to assess the satisfaction of such covered individuals with such services.</text></subsection> <subsection id="H464E164001564D3E9941738E7106FB08"><enum>(e)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this section and annually thereafter, the Administrator shall submit to the Committee on Small Business of the House of Representatives and the Committee on Small Business and Entrepreneurship of the Senate a report on the performance and effectiveness of the services provided under this section, which may be included as part of another report submitted to such committees by the Administrator, and which shall include—</text>
<paragraph id="H51002F3349434531A248D3818CB6D192"><enum>(1)</enum><text display-inline="yes-display-inline">the number of covered individuals mentored under this section;</text></paragraph> <paragraph id="H9013E40FFBDF4CA78B96086B43251CC6"><enum>(2)</enum><text display-inline="yes-display-inline">the number of hours of mentorship provided by the Service Corps of Retired Executives under this section;</text></paragraph>
<paragraph id="HB93B21ACCA334C02BB3431DCE96670AE"><enum>(3)</enum><text display-inline="yes-display-inline">the demographics of covered individuals who received services, including age, gender, race, and ethnicity;</text></paragraph> <paragraph id="HA0FDA618C9484531873A3F8B9017117A"><enum>(4)</enum><text display-inline="yes-display-inline">a summary and analysis of surveys conducted under subsection (d); and</text></paragraph>
<paragraph id="H13F3EAEDAD8B4AE4B959D82BAFF046EA"><enum>(5)</enum><text display-inline="yes-display-inline">any additional information, as determined by the Administrator.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> </legis-body></bill>
