<section id="H61C3AF351F0D42CF84E9A15E4D2E3D43" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>21st Century Entrepreneurship Act</short-title></quote>.</text></section> <section id="H88154B224C49449C9E12C0926AAA7547"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text> 
<paragraph id="H34206DBC48814EE085656458C96061F7"><enum>(1)</enum><text>entrepreneurship creates new jobs, grows the economy, increases productivity, and significantly improves the quality of life of the people of the United States;</text></paragraph> <paragraph id="H591C633125A74006A0F7C7FD1E4ADBB0"><enum>(2)</enum><text>entrepreneurship rates in the United States have been unstable over the last several decades;</text></paragraph> 
<paragraph id="H6C91D17F4C344757841FF8297336EFF1"><enum>(3)</enum><text>children from disadvantaged communities are less likely to become entrepreneurs and inventors, hampering economic growth and harming communities most in need;</text></paragraph> <paragraph id="HAEB69BAD537D4033884A3D946CDCCF35"><enum>(4)</enum><text>studies show that children with mentors in entrepreneurship and inventorship are more likely to pursue these fields in adulthood; and</text></paragraph> 
<paragraph id="H0AC5D876EC004F9A909B62916640F613"><enum>(5)</enum><text>in order to promote growth in disadvantaged communities, increase entrepreneurship rates, and improve the economy, volunteer mentors with the SCORE program should be encouraged to engage with children in community learning centers.</text></paragraph></section> <section id="HBA7DF60890BA41C98BBFD830FE38766A"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="HD19E2A5111D24C24A75F58F322D5F3C8"><enum>(1)</enum><header>Community learning center</header><text>The term <term>community learning center</term> has the meaning given the term in section 4201(b) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7171">20 U.S.C. 7171(b)</external-xref>).</text></paragraph> <paragraph id="H7ADC8932D5DD4B829303568EA8FCA566"><enum>(2)</enum><header>SCORE program</header><text>The term <term>SCORE program</term> means the Service Corps of Retired Executives described in section 8(b)(1)(B) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(b)(1)(B)</external-xref>).</text></paragraph></section> 
<section id="H6F7672288DE54B058441E85D1C70C13F"><enum>4.</enum><header>Entrepreneurship education for disadvantaged youth</header> 
<subsection id="HE0931EF221CB4ABDA246ED3CB6AF3F18"><enum>(a)</enum><header>In general</header><text>The Administrator of the Small Business Administration shall, in consultation with the SCORE Program—</text> <paragraph id="HED94A919433741558F33F2F6FC126B19"><enum>(1)</enum><text>develop a curriculum for volunteers with the SCORE program to teach entrepreneurship to students served by community learning centers; and</text></paragraph> 
<paragraph id="H94FD003BFDB642C6B1456D7861E1BB61"><enum>(2)</enum><text>in developing the curriculum required under paragraph (1), collaborate with education specialists, entrepreneurship groups, business groups, and groups with experience serving underrepresented children.</text></paragraph></subsection> <subsection id="HD44CD5B6A8614FC3A55D8A5C02B6B63D"><enum>(b)</enum><header>Consultation</header><text>The Administrator of the Small Business Administration, in consultation with the Secretary of Education, shall develop and implement a strategy to teach the curriculum developed under subsection (a)(1) to the students described in that paragraph through community learning centers.</text></subsection> 
<subsection id="HC5754A273A464972955A22289A5CEA5E"><enum>(c)</enum><header>Collaboration with other programs</header><text>In teaching the curriculum developed under subsection (a), volunteers with the SCORE program are encouraged to collaborate with other entrepreneurial development programs of the Small Business Administration and other agencies, including—</text> <paragraph id="HF09897701AC84BFBA14AEA838E834CE3"><enum>(1)</enum><text>small business development centers described in section 21 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>);</text></paragraph> 
<paragraph id="H352A510E0A124933AD854F280862D39B"><enum>(2)</enum><text>women’s business centers operating under section 29 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656</external-xref>); and</text></paragraph> <paragraph id="HA0037856A4B24744A20EEF760B58FEAC"><enum>(3)</enum><text>centers overseen by the Minority Business Development Agency (established under section 100002 of the Minority Business Development Act of 2021 (<external-xref legal-doc="usc" parsable-cite="usc/15/9501">15 U.S.C. 9501</external-xref>)).</text></paragraph></subsection> 
<subsection id="H274D8219B0FA498E8E4734D18B08DEEA"><enum>(d)</enum><header>SCORE program</header><text>Section 8(b)(1)(B) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(b)(1)(B)</external-xref>) is amended, in the first sentence, by inserting <quote>and to teach students entrepreneurship through community learning centers (as defined in section 4201(b) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7171">20 U.S.C. 7171(b)</external-xref>))</quote> before the period at the end.</text></subsection> <subsection id="H15CA001E1B204F1B8538C814E48BE744"><enum>(e)</enum><header>Community learning centers</header><text>Part B of title IV of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7171">20 U.S.C. 7171 et seq.</external-xref>) is amended—</text> 
<paragraph id="H83621B20337F4C0B90C0D89AD9D9B3FA"><enum>(1)</enum><text>in section 4201(a)(2) (<external-xref legal-doc="usc" parsable-cite="usc/20/7171">20 U.S.C. 7171(a)(2)</external-xref>), by inserting <quote>entrepreneurship education taught through volunteers with the SCORE program (as defined in section 8(b)(1)(B) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(b)(1)(B)</external-xref>)),</quote> after <quote>apprenticeship programs,</quote>; and</text></paragraph> <paragraph id="H8DD1E29C052A43E2B16ED27D21769CD6"><enum>(2)</enum><text>in section 4205(a) (<external-xref legal-doc="usc" parsable-cite="usc/20/7175">20 U.S.C. 7175(a)</external-xref>)—</text> 
<subparagraph id="H265D3DF5330B4FBA8349602284484147"><enum>(A)</enum><text>in paragraph (13), by striking <quote>and</quote> at the end;</text></subparagraph> <subparagraph id="HD649B70992344844851F9D3D57D63797"><enum>(B)</enum><text>in paragraph (14), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph> 
<subparagraph id="HA135B13581FB492A897EF05148AE6447"><enum>(C)</enum><text>by adding at the end the following:</text> <quoted-block id="HD8178D0C4A9149259246FC716DB4AE6D" style="OLC"> <paragraph id="H6D72DD1174A142B1B8C581342D1579B5"><enum>(15)</enum><text>entrepreneurship education described in section 4201(a)(2).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection> 
<subsection id="H820BA6B3F1D7481FA464ECE90306C14E"><enum>(f)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of this Act, and every 2 years thereafter, the Administrator of the Small Business Administration shall submit to the Committee on Small Business and Entrepreneurship of the Senate and the Committee on Small Business of the House of Representatives a report that—</text> <paragraph id="H561734E754A24F66A0E2B3C5F9F8DA5E"><enum>(1)</enum><text>identifies instances of the use of the curriculum described in subsection (a) by the SCORE program and a community learning center during the preceding 2-year period;</text></paragraph> 
<paragraph id="H8AE77838C2D54DB4AF50F408A801D4AB"><enum>(2)</enum><text>documents the use of funds by the SCORE program, and adherence by the SCORE program to contract award and procurement procedures, relating to the implementation of this Act;</text></paragraph> <paragraph id="H12BC856B07CA4BD2AE016634C81CA1A1"><enum>(3)</enum><text>documents any training or guidance provided to SCORE program chapter leadership on properly using funds provided to carry out this Act;</text></paragraph> 
<paragraph id="H3830A29124DE41D282D260E2F396C16C"><enum>(4)</enum><text>estimates the number of students who were reached through the entrepreneurship curriculum developed under subsection (a);</text></paragraph> <paragraph id="HC3A31610A49B4F13B6FD67798141CE7B"><enum>(5)</enum><text>identifies any barriers to reaching additional students; and</text></paragraph> 
<paragraph id="HD7685C31CD1C46DA84BCF76CDC4F1194"><enum>(6)</enum><text>identifies any plans for improving the curriculum or implementing the strategy developed under subsection (a).</text></paragraph></subsection></section> </legis-body></bill>
